Ferrell-Benavides, City Manager Date: July 23, 2021 Subject: Weekly Update Public Works Building Inspections • A total of 1,694 single-family rental properties are registered to date; five properties were registered since the last update. Ten inspections were completed since the last update, six passed while four failed. Lack of GFCI protection and vacuum breakers on hose bibs were the primary reasons for the failures. Eight residential Certificates of Occupancy were issued since the last update. A total of 602 Certificates of Occupancy have been issued since the inception of the Single-Family Rental Registration Program. • Since the start of active lien collection, $307,290.50 has been collected. $825.00 was collected since the last update. Street Division • Anderson Asphalt began FY21 Mill & Overlay work on June 8, 2021. See map at the end of this document for FY21 Mill & Overlay street locations. Anderson Asphalt will continue mill and overlay operations week of July 26, 2021 on High Ridge. • The Concrete Crew and the Asphalt Crew repaired a utility cut at 727 Kennedy. • The Drainage Crew and the Concrete Sidewalk Crew assisted Uretek, the pavement lifting contractor, with saw-cutting and traffic control on S. Cockrell Hill. • Uretek completed pavement lifting on S. Cockrell Hill. • The Sidewalk crew repaired sidewalks at 227-304 S. Horne (464 sq. ft.) • The Street Division provided traffic control for Duncan Switch. City of Duncanville • P.O. The tree was removed on July 14 at 9:30 pm. Utilities Division • Water usage was 35.37 MG this reporting period, 12 July 2021 to 18 July 2021, up from 35.17 MG the previous week. The daily peak water demand occurred on Friday, 16 July 2021, when 5.57 MG was used. There were 0.06 inches of precipitation this reporting period. • There were seventeen (17) hydrants flushed, forty-five (45) valves exercised and an estimated water loss of 1,043,647 gallons. • One (1) service repaired, three (3) water main breaks, one (1) hydrant repaired and painted hydrants around town as needed. • Crews responded to two (2) sewer calls, televised 60 ft of sewer line and cleaned 23,825 ft of CA Basin. • The Solid Waste Department received six (6) calls regarding scheduling questions. Staff responded to three (3) trash, two (2) bulk, six (6) brush, and three (3) recycle complaints. Six (6) recycle bins were distributed. • Burgess & Niple has begun visual inspections of CA Basin for our sanitary sewer evaluation study. They will notify us prior to any smoke tests done. Planning Division • The following cases were recommended for approval at the 19 July 2021 Special Planning & Zoning meeting. The cases are tracking to the 03 August 2021 City Council Meeting: o SUP request for Bed and Breakfast at 415 Hustead Street. (This is a renewal of existing SUP.) o SUP request for Drive-Thru at 102 E. Danieldale Road. o PD request to allow for Event Center with modified development standards at 515 W. Center Street. o SUP request for Carport at 710 Timber Trail. • The following cases will be on the agenda for the July 26, 2021 Planning & Zoning meeting: o SUP request for Fuel Pumps at 1430 S. Main Street. o City-initiated rezoning of 14 lots along Highland Drive from Local Office/Retail to SF-7 Single-Family Residence. This rezoning was a recommendation during the Zoning Ordinance Update that was approved in March 2021. o Final Plat at 1301 N. Main Street. • Our Planning Tech, Athena Seaton, will be leaving the City of Duncanville to join a city planning team in a nearby city. Her last day with Duncanville will be Friday, July 23, 2021. We’re sad to see her go and wish good luck with her new opportunity. • As of Monday July 12, 2021, the Planning Tech position has been posted online. • Planning received the following new submittals; staff is awaiting resubmittals from 1st Review comments: City of Duncanville • P.O. Main Street. o PD request to allow for Car Wash, Fuel Pumps, and Mixed-Use Development with modified development standards at 2 N. Duncanville Road (parcel adjacent to the McDonald’s on N. Duncanville Rd). • ROW License Agreement at 902 Cambridge Drive scheduled for consideration by City Council on August 3, 2021. CIP Construction • Meadowcreek Drainage Improvements – Upon completion of the 6’x6’ Box, La Banda began installing the 54” RCP. To date, they have installed approximately 20-linear feet of 54” RCP. • Green Tree Ln. Water & Wastewater Improvements – FM Utilities has installed approximately 1600 linear feet of 8-inch water main to date. In two weeks, the water main and appurtenances will be fully installed and ready for testing. City of Duncanville • P.O. Reconstruction & Utility Improvements (Main St. to US-67) – Pavecon continued to install the wastewater main under the inner westbound lane. Additionally, they prepped the eastbound lanes to receive all traffic during Phase 2 by removing the Duncanville monument, performing median cuts for the northern properties, placing temporary asphalt, and finalizing the traffic transitions at US-67 and Main St. City message boards have been installed at US-67 advising Wells Fargo & 7-Eleven customers to use the highway southbound frontage road. The new traffic pattern was scheduled for Tuesday, July 20th, however, it was rescheduled for Wednesday, July 21st, due to inclement weather. This upcoming week they will remove the majority of westbound pavement and continue installing the drainage and wastewater utilities. Below is the tentative schedule for the project milestones: o July 2021 - Storm & Sewer Under Eastbound Lanes (EBL) Complete o November 2021 – All Utilities Under Westbound Lanes (WBL) Complete o February 2022 – WBL Paving Complete o May 2022 – Water Under EBL Complete o July 2022 – EBL Paving Complete o October 2022 – Project Complete City of Duncanville • P.O. Cedar Hill City Council scheduled to approve contract at their 7/13 Council meeting. (Green Ribbon project is joint effort w/ Duncanville and Cedar Hill.) Duncanville City Council approved the Green Ribbon Contract on 7/20/2021. The next step is a joint meeting with City of Cedar Hill Staff to discuss Contract Administration. City of Duncanville • P.O. Main Police Department PERSONNEL • Officer Michelle Arias and Officer Doug Sisk attended the 2021 Texas Crime Prevention Association, in Sugar Land Texas on July 12 – 16, 2021. • The Duncanville Police Department was nominated for Outstanding Crime Prevention -- Small Agency • Officer Doug Sisk was nominated for Outstanding Crime Prevention Specialist – Overall • Officer Doug Sisk was also nominated for C.G. Glenn Conner Award - C.G. GLENN CONNER AWARD: Is the most prestigious award given by the Texas Crime Prevention Association.
