Amen Protonotary Apostolic In the Roman Catholic Church, protonotary apostolic is the title for a member of the highest non-episcopal college of prelates in the Roman Curia or, outside of Rome, an honorary prelate on whom the Pope has conferred this title and its special privileges. Historically in antiquity there were in Rome seven regional notaries, who, on the further development of the papal administration and the accompanying increase of the notaries, remained the supreme palace notaries of the papal chancery. In the Middle Ages the protonotaries were very high papal officials and were often raised directly from this office to the cardinalate. Originally numbering seven, Pope Sixtus V (1585-90) increased their number to twelve. Their importance gradually diminished. On 8 February 1838, Pope Gregory XVI re-established the college of real protonotaries with seven members called protonotarii de numero participantium, also known as numerary protonotaries. Since the XVI century, the popes had also appointed honorary protonotaries, who enjoyed the same privileges as the seven real members of the college; and titular protonotaries, who held a corresponding position in the administration of the Episcopal ordinariate or in the collegiate chapter. By the motu proprio Inter multiplices of 21 February 1905, Pope Pius X defined the position of the protonotaries: privileges, dress and insignia of the members of the four classes... The protonotarii apostolici de numero participantium exercised their office in connection with the acts of consistories and canonizations, had a representative in the Congregation of the Propaganda, and signed the papal Bulls instead of the earlier abbreviators. They enjoyed the use of pontificals and numerous privileges, and also after examining the candidates, named annually a fixed number of doctors of theology and of canon law. The protonotarii apostolici supranumerarii, a dignity to which only the canons of the four Roman patriarchal basilica majors (the Lateran, St. Peter’s and St. Mary Major, St. Paul Outside The Walls), and of cathedral chapters outside of Rome to which the privilege had been granted could be raised. The protonotarii apostolici ad instar (sc. paricipantium), were appointed by the pope and had the same external insignia as the real protonotaries. The protonotarii titulars seu honoraria, were found outside of Rome and who received this dignity from the nuncios or as a special privilege. Since 1969 these classes are reduced to two: Apostolic protonotaries de numero continue the work for the College of Protonotaries and still have certain duties with regard to papal documents; they may be addressed formally as “Most Reverend Sir or Monsignor,” and they may wear the mantelletta, the purple choir cassock and rochet for liturgical services, the black cassock with red piping and purple sash at other times, and may add the purple ferraiuolo and the biretta with red tuft to the black cassock for formal ceremonies of a non-liturgical nature. Apostolic protonotaries supernumerary is a purely honorary title awarded to priests by the pope. It is not attached to any duties in the Curia. This is the type of protonotary found outside of Rome, and it is considered the highest grade of monsignor. Priests so honored are addressed as “Reverend Monsignor,” may put the post nominal letters “P.A.” after their names, may wear the purple choir cassock (with surplice) for liturgical services, the black cassock with red piping and purple sash at other times, and may add the purple ferraiuolo to this for formal non-liturgical ceremonies. Before 1969, all protonotaries were entitled to limited use of pontificals (the insignia or ‘regalia’ proper to bishops…mitre, finger ring, Episcopal gloves, pectoral cross and Episcopal sandals). This privilege has since been abolished.     CANON 294 ECCLESIASTICAL CIRCUMSCRIPTIONS AND THEIR RELATIONSHIP WITH THE DIOCESAN BISHOP What is the relationship of the faithful in personal ecclesiastical circumscriptions to the local diocesan bishop? OPINION The Apostolic See, in the Annual General Statistical Questionnaire, asks diocesan bishops the number of priests in the ecclesiastical circumscription of the diocese, their country of origin and whether they are diocesan or religious. The fact that the diocesan bishop is answering these questions indicates the close relationship between himself and any personal Ecclesiastical Circumscription. Canons 215 and 216 of the 1917 Code required that ecclesiastical circumscriptions be territorial within a diocese and an apostolic indult was needed, for example, to establish personal parishes for an ethnic group of the faithful. After World War II, Pope Pius XII provided for the pastoral care of refugees and migrants in his apostolic constitution Exsul Familia in 1952. Chaplains for migrants were granted special faculties to facilitate pastoral care without receiving the power of jurisdiction or governance. The Second Vatican Council admitted personal criteria in ecclesiastical organisation. The decree Christus Dominus 11 held that the essential element of a particular Church is personal, being a “portion of the people of God”. Personal factors are crucial to determine the communitarian aspect of the makeup of a community. After Vatican II, the Code of Canon Law needed revision. JAMES BEGINS HIS PRIMARY EDUCATION In September 1924, at the age of 6 years, James began his primary education at Notre Dame Catholic Grammar School in Marysville which was staffed by the Notre Dame Sisters. After completing the fifth grade in 1929, Jim’s parents sent him to Saint Catherine Academy in Benicia for his three years of junior high where he graduated from the eighth grade in the spring of 1932. If he had chosen to enter the professional world of sports, he could have made it to the professional leagues since he had the physical height, natural skill and brilliant intelligence to be a professional baseball player.

    On His Holiness, Pope Benedict XVI Communiqué of the General House of the Priestly Fraternity of St. Peter On Ash Wednesday, February 13, 2013, the Priestly Fraternity of St. Peter had the opportunity to personally express its profound gratitude, and to assure the Sovereign Pontiff of its prayers, through one of its priests. Fr. Martin Ramm, FSSP, was able to greet the Pope on behalf of all of his community. Our conferee, who was received in general audience by His Holiness, presented him with an edition of the traditional Roman Missal recently published by the Fraternity of St. Peter as a gesture of filial devotion and of great gratitude for the promulgation of the Motu Proprio Summorum Pontificum. For nearly eight years, Benedict XVI has, with great humility and courage, guided the Bark of Peter - facing great storms – with the greatest concern to always lead souls to safe port. Giving an example of a profound interior life, he refocused the attention of the Catholic faithful upon the fundamentals of the Faith, putting them on guard against every form of relativism; and explaining the more recent Magisterium in the light of Tradition. Ever mindful of the restoration of the sacred, he reconciled the Roman Church with its two- thousand year liturgical patrimony. As a tireless apostle of Church unity, he was particularly engaged in dialogue with the Society of Pius X, in order to achieve the full reconciliation of the latter. The care given to this, on the part of the Holy Father, is particularly dear to us; and reminds us of the care he extended to our own foundation in 1988, when he assisted John Paul II in his role as Prefect for the Congregation of the Doctrine of the Faith.
