The Hawai‘i Association of Independent Schools (HAIS) and its subsidiary, the Hawai‘i Council of Private Schools (HCPS), represents 112 private, independent, parochial and international schools in Hawai‘i. The range of educational options is as wide and varied as anywhere in the world. Member schools vary in size from among the largest in the country to the very small schools of 50 or fewer students; schools for just girls and schools for just boys; Montessori schools, Waldorf schools, and Reggio Emilia schools; schools that are affiliated with various religions as well as secular schools; day schools, residential schools, and virtual schools.

Hawai‘i has the largest private school enrollment in the Country. In most states, private school enrollment is between 5% and 8%, but in Hawai‘i almost 16% of parents choose to enroll their children in private schools. The quality of Hawai‘i’s private schools is well recognized - locally, nationally, and globally.

HAIS helps to sustain and build private education in Hawai‘i. In addition to its accreditation and licensing services, HAIS provides multiple information resources for all of its member institutions through newsletters and professional programs. It markets private education through various media and maintains a resource rich website for parents and educators. HAIS advocates for private education at the legislature and through membership with a wide variety of local and national organizations. And, HAIS assists its members in communicating and connecting with one another through its many constituency group listservs and meetings.

HISTORY OF THE Hawai'i Association of Independent Schools (HAIS)

HAIS was formed and organized in 1969 at the suggestion of the leaders of , Punahou, 'Iolani, , Academy of the Pacific, St. Andrew's Priory, Mid-Pacific Institute, and Hanahau'oli.

HAIS is the state affiliate for the National Association of Independent Schools (NAIS), and also the state liaison for the Western Association of Schools and Colleges (WASC). HAIS is a 501(c)(3) non-profit organization governed by a volunteer board of directors. Leadership of the board is provided by heads of member schools. In 1996, HAIS was given the responsibility of licensing private K-12 schools, which it carries out through its subsidiary, the Hawai'i Council of Private Schools (HCPS).

Our membership is comprised of approximately 100 schools, ranging from preschools, to K-12, to higher education institutions. While distinctive with respect to mission and philosophy, HAIS member schools are VISION & MISSION united in helping children achieve personal and STATEMENT academic excellence.

HAIS provides services and benefits to member schools on Hawai'i Island, Kauai, Maui, Molokai, and Oahu that collectively educate 32,000+ students PK through 12th grade. We operate with the vision of helping prepare all students for the challenges of life and social responsibility. To that end, HAIS creates professional learning opportunities that are accessible to all educators.

HAIS is committed to helping advance and guide education practices in the state of Hawai'i. One way that we are able to identify and respond to school needs is through the comprehensive HAIS accreditation process.

HAIS strives to deliver programs and services that are responsive to the community we serve. HAIS facilitates meetings of the organization’s Board of Directors and arranges regular gatherings of more than a dozen constituency groups. HAIS also reports annually on enrollment, tuition, and compensation levels.

HAIS Works Hard To: Perpetuate school renewal through accreditation and licensing. Develop and deliver professional development opportunities for the faculty and staff of member schools. Promote choice as an important community value. Assist parents in learning about independent education. Preserve independence by monitoring the federal, state, and county levels of government, thus allowing member schools to pursue their missions unencumbered by undue regulations.

HAIS MEMBER BENEFITS DEFINED

Accreditation Support - Only HAIS accredited schools have access to the "Procedures for Appraising the Independent School" protocol designed specifically with the unique needs of HAIS members in mind. In advance of accreditation visits, schools can receive support in drafting and revising the self- study as well as receive accreditation-focused professional development opportunities for the entire staff or focus groups. For the accreditation visits themselves, the Director of Accreditation builds teams comprised of individuals who understand the needs and goals of independent schools in Hawaiʻi. HAIS also serves as the WASC liaison.

New Heads of School Mentoring - New heads of school are paired with seasoned heads who provide support and guidance during the first year of headship.

Education Fair – An admissions event that is free and open to the public. They provide an opportunity to learn about HAIS member schools, as well as assist parents in navigating the admissions process.

HAIS Schools Re-Use - Member schools are able to post items that they would like to donate to other schools (ex: iPads, computers, office furniture, etc.).

Kupuna Consulting - Access to an experienced team of consultants who offer a unique service, customized to meet the needs of each school.

Constituency Groups - Ability to join constituency groups and corresponding listservs. Meetings are organized throughout the year.

Member-Only Resources - Updates on professional and legal issues through representation on national and local task forces, advisory committees, and boards.

Private School Guide - Annual publication created in partnership with HONOLULU Magazine, featuring member schools. This is the go-to resource for families during the private school admissions season.

Access to Reporting on Tuition, Enrollment, and Compensation - Annual reporting on tuition and enrollment trends of independent schools in Hawai'i. The Annual Faculty and Staff Survey is conducted by the Hawai'i Employers’ Council and the data reported is only available to participating member schools.

Service on Accreditation Teams - Educators and administrators from HAIS member schools have the opportunity to serve on HAIS/WASC accreditation teams.

Standard Application Online (SAO) - Free application program, in partnership with the Enrollment Management Association (EMA), which eases the application process for families and increases visibility for HAIS member schools.

The HAIS Programs Team is cognizant of the needs of all member schools, and strives to build and sustain vibrant, state-wide professional development opportunities by offering relevant, timely, and engaging professional development programs.

HAIS strives to create a culture of professional growth that acts as the foundation for teaching, learning, and collaboration in and among member schools. Partnerships with local, national and international thought leaders and experts also enhance the quality of programming offered.

HCPS LICENSING The Hawai'i Council of Private Schools (HCPS) is the licensing arm of HAIS

The Hawaiʻi Council of Private Schools (HCPS) is authorized by the Hawaiʻi State legislature to license all private schools offering K-12 educational programs in the State of Hawaiʻi in order to verify that they meet and maintain minimum safety and health requirements set by the State. With the passage of Act 227, all K-12 private schools are required to be licensed by HCPS, or to be accredited by a national or regional accrediting agency recognized by HAIS. The licensing status of Hawaiʻi private schools is published on the HAIS website and reported annually to the state legislature.

Since its creation in 1996, HCPS also has served as an advisory group, particularly for smaller schools, providing advice and assistance to develop safe, healthy, and sustainable academic programs and school operations. Licensing helps ensure parents and students that their learning environment is safe, healthy, secure, and financially sustainable. Moreover, HCPS oversight ensures that private schools will be able to maintain their autonomy in providing a mission-driven education unique to each school.

Schools are connected to a robust and well-informed network of educators and administrators that shares resources and advocates for the rights of all independent schools through the licensing process. In addition, the licensing process helps school leaders build relationships with other educators from various schools around the State of Hawai'i and qualifies private schools for membership with HAIS.
