Ebrill/Mai – April/May 2013 ISSUE 263 From the editor …. As the deadline approaches for this edition of the news, there are shocking amounts of snow and it’s hard to keep concentration up as I receive problems and pass jobs on to the Council , I’m desperate to get outside to help . I went out for some fresh air last night and heard a loud crack as a conifer came down with the weight of snow in someone’s garden, narrowly missing their car. County Council's Streetscene teams have been working around the clock since Thursday evening, putting in extra hours and cancelling leave, keeping the gritters and ploughs going and clearing fallen trees . I t’ s been hard to keep up with the amount of snow with the resources available but also fantastic seeing real community spiri t of people helping each other out .

The cold and wet Winters are also having a huge impact on the roads with potholes appearing everywhere and subsidence in roads and pavements . Filling in pot holes, clearing ditches and drains were the priority until th e snow arrived and I’m sure it will be again as it starts to melt! The Road by the Terrig bridge as feat ured later on in the newsletter needs major work as part of the supporting wall has given way. It will traffic lighted to a single carriageway for a while yet.

Many of the Lovells ho uses in the new estate have now been sold and plots reserved. The sales office will probably close by September this year. Works to the cemetery extension should be taking place over the next few months to help b ring it in line with the rest of the area so the unsightly concrete post and metal mesh fence can be removed.

Coed Talon play area has some funding allocated to it and consultation will be taking place in a few months time. It has an excellent area for p laying football and other ball games with good drainage, away from houses.

With funding becoming tight and grants being removed or reduced there are several reviews and consultations taking place regarding public bus transport, school bus transport and co unty youth music provision. There is also a new street lighting policy where the Council will be using more efficient, while lighting that can be dimmed and they are hoping to turn off lights during the night in some areas.

FCC will soon be carrying out a consultation on Community Ward boundaries, they are inte nding to do this in -house with their own officers to keep the costs down rather than use outside consultants. This could mean that some houses could move into different wards, eg: a few of the prop erties at the end of Ffordd y Bleanau come under the Llanfynydd Ward and houses in Pontybodkin come under both Treuddyn and Llanfynydd wards.

2 CYNGOR CYMUNED – TREUDDYN – COMMUNITY COUNCIL Minutes of the Meeting held Wednesday 13 February , 2013 at the Meeting Room, Village Hall, Queen St. Treuddyn 7pm

1. POLICE REPORT PCSO Lisa Hughes gave her apologies this evening, an update report was read to members. Traffic Calming – Ffordd -y-Rhos o A letter from TCC h as been brought to the attention of the Neighbourhood Policing Inspector and Neighbourhood Policing Sergeant Susan Richards, PCSO Ms Hughes has discussed the issues raised. o Go Safe Team – They have ensured PCSO Ms Hughes they are currently conducting a spe ed survey of Ffordd -y-Rhos and expect to have the results by the end of March, following this a decision will be made by Go Safe as to whether Ffordd -y-Rhos requires the presence of an Arrive Alive van. On Monday 28 th January, 2012 PCSO Ms Hughes and a Pol ice Officer attended Ffordd -y-Rhos with the speed gun between the time of 08:05am and 08:55am approximately 30 cars were clocked with the speed gun. The fastest car travelling at 40mph and the next fastest at 34mph, apart from this the majority of the cars were travelling at approximately 30mph or less. PCSO Ms Hughes is hoping to attend Ffordd -y-Rhos with the speed gun in the next couple of weeks. Mr Gerwyn Powell FCC Highway Dept had also been contacted to discuss TCC concerns and request for traffic calm ing proposals. o Bike Marking Event – Village Hall, Treuddyn Saturday 9 th February, 2013. Posters in the village and surrounding areas had been put up to advertise the event.

2. TRAFFIC CALMING MEASURES – FFORDD -Y- RHOS / UPDATE 1. A reply received from M r Gerwyn Powell FCC Highway, informing TCC a speed/flow traffic survey will be commissioned. One option would be at the start of the chapel/cemetery. TCC agreed on the following: To install the measuring device on entry to the 30mph area (on Ffordd -y-Rhos adjacent to the turning to Ffordd y Gilrhos) 2. North Police – A reply form Mr Andrew Griffiths, South Flintshire District Inspector who has passed TCC letter onto NPT Sgt Susan Richards who will contact the Community Council in due course.

3. CORRE SPONDENCE 1. Review of Speed Limits – Mr Neal Cockerton – Head of Assets and Transportation FCC. Acknowledgement of letter received from TCC noting the comments made, and will be considered as part of the review. 2. Eisteddfod Gaderiol, Treuddyn . A letter received from the secretary, returning the Scholarship prize of £250 to TCC. It was decided to not award the soloist prize in November 2012. The committee are considering changing the Scholarship to a prize for

3 Instrumental soloists from 2013 onwards, bec ause of the high standard of competitors in this section, TCC will be kept informed of developments regarding this. Note : It was agreed by members, they are happy with the Eisteddfod committee to change the scholarship criteria at their discretion. Invoices - Two invoice receipts were also enclosed for the hiring of the School hall and the adjoining youth centre during the Eisteddfod competition, 17 th November, 2012, any donation would be gratefully accepted by the committee. It was agreed by TCC a g rant of 50% towards each invoice 3. Re: Stolen Post Box A5104 . A letter acknowledged from Mr Enston regarding the reinstatement of the post box. It was noted by members, that three years had passed, and after many site meetings and talks with the Post Offi ce there is still no sign of a new box. County Cllr. Mrs Thomas and the Clerk have had numerous discussions with different managers with no positive outcome. The land owner had given permission for the post box to be sited at the end his drive, but this wa s deemed too dangerous by engineers, also underground cables caused a problem. Mr Enston will be updated of the present situation. The Post Office will be contacted again for an immediate update, although contact has proven difficult at times due to Manage rs moving on. 4. Treuddyn Youth Club . Attendance figures received from Kath Orme, Senior Youth & Community worker. From September to December 2012 an average of 13 young people attended the youth club on both Monday and Wednesday evenings. Since staff chan ges were implemented from the middle of September, and sessions had been reduced to Monday evenings only, there has been no drop in the average attendance. Note : TCC will request further attendance figures during April. 5. Best Kept Communities Competition 2013 – There will be an information evening to be held on the 28 th February in the Council Chamber at County Hall. This will enable entrants to meet the judges, understand what they are looking for and to ask questions. The closing date for all entries is Friday 31 st May 2013. Judging will take place in the week beginning 24 th June, 2013.

4. NEW VILLAGE SIGN – Two signs were shown to members – The sign reading ‘Please drive carefully’. ‘Gyrrwch yn ofalus’ under the village name was the preferred choice, the sign will have a brown back ground and showing the TCC logo. The clerk will request the cost of two signs, which may be cheaper if two are made together. Cllr. Mrs Thomas and the clerk will check a third village sign that may need replacing an d report back to TCC.

5. MEETINGS ATTENDED AND FORTHCOMING MEETINGS County Cllr. Mrs Thomas reported on the following: - 1. The Liver Public House, Rhydtalog. The new owner has held talks with FCC planning department for advice. 2. Review of Bus Services: The fu nding that used to subsidise rural services by FCC, will be handed over to ‘Taith’. Consultations will be held. 3. Treuddyn Urdd Project: The project is funded by the heritage Lottery. Cllr. Mrs Thomas, Ms Lorna Jenner and students from Ysgol Maes Garmon will be attending an 4 event in Manchester. On the 9 th April, 2013 a day will be held in the village hall to speak to people in which audio equipment will also be used. 4. Flintshire Food Banks: The rural area representative will highlight areas where food bans can be located. 5. Maes y Droell Quarry. The application will be discussed on Wednesday 20 th February, 2013. at ’s planning ctte, Cllr Thomas to attend. 6. Armed Forces – A Community Covenant will be signed on June 22 nd ,2013 by FCC to help veterans who come out of the Armed Forces. Grants will become available to help community projects. 7. Biking Marking Event – Village Hall 9 th February, 2013. Seventeen bikes were marked, in which can be traced back to their owner if stolen, marking data is kept by North Wales Police.

6. PLANNING SYC/012205 Town & Country Planning (Environmental Impact Assessment) (England & Wales) Regulations 1999 (as amended). Regulation 10 Request for Scoping Opinion for the Preparation of an Environmental Statement in Respect of Prop osed Installation of One 500KW Wind Turbine at Mount Farm, . The property location comes under Llanfynydd Community Council, but was noted by members of LCC it would also affect properties that are in the ward of Treuddyn C.C. The clerk informed TCC a letter had been forwarded on behalf of TCC to the planning officer, requesting any planning application put forward or any further correspondence to keep TCC informed. It was agreed the Scoping Opinion would be highlighted on the web page. Cllr. Mr Crack enell and Cllr. Mrs Thomas agreed to work on posters. Flyers would be given to the school children to put into their bags to make the public aware. 7. STREETSCENE - update No updates received 1. Tree on the Terrig Hi ll. It was reported to TCC a gentleman from the village has offered to cut down the tree at no charge, if FCC would arrange for the road to be closed for half a day on a Sunday. The information will be passed on to Streetscene. 2. Water Hydrants – Cllr. Mr R obert’s number was passed on to Mr Dave Bell , area Supervisor to discuss the con cern of hydrant grids being tar maced over, by the Terrig, to date no one has made contact with Cllr. Mr Roberts.

8. QUEEN STREET PLAY AREA & BIKE TRACK o Lighting – Muga Area. T he Chair reported that planning should not be required as per previous discussions with FCC, there is concern that the lighting may affect residents in the 5 surrounding area, low level lighting could be considered, and protected on a timer. Mr Richard Rober ts of the Play Department FCC will be contacted asking if there are any existing schemes in the area. o BMX Grass Cutting – Tenders have been invited, applications to be sent to the Clerk. Information has been advertised in the Jan/Feb 2013 Newsletter. o ‘Bro Brwynog’ – Wildlife Corridor. The Chair raised the matter, that the post and rail fence between the wildlife corridor and the footpath leading from Ffordd y Rhos was thought to be temporary, Andy Cottle, the contractors had informed the Chair of this. It was stated during the meeting that Pennaf had agreed to look after and maintain the corridor. Cllr.Mrs Thomas will look into the matter.

9. COMMUNITY COUNCILLOR’S REPORTS 1. To request the grids are cleaned from “Swans Farm Shop to the Llanfynydd Junction . 2. To inspect the gullies around the Ffordd -y-Llan Bus Stop. 3. The fly tipping has not been removed from the entrance of Ffrith Farm. 4. To report a pothole a outside the property ‘Preswylfa’ on Ffordd -y-Rhos. 5. Owl Reports from Neighbourhood Watch – u pdates of thefts are reported on the site. 6. Members thanked Cllr. Mrs Thomas and everyone involved with Mold Community Hospital, which will remain open. The Hospital is a very important Hub for the local communities. It was proposed, that an event should be held in the village hall to raise funds towards the purchase of Xray equipment for friends of Mold Community Hospital.

Treuddyn Christmas Lights Competition

The Community Council performed the annual judging of the lights in the ward just prior to Christmas. As well as homes being decorated the Farm Shop and the school looked great this year. The winners were Sandra & George Rogers of 9, Ffordd Top Y Rhos. Joint 2 nd were Allan & Cherie Marsh all of 20, Ffordd Y Gilrhos and L A Jones of The Croft, Queen St. There were some lovely other houses on Ffordd Top Y Rhos and Mae s Glas in Treuddyn and Kings Place in which were highly commended. Glasdir was the best lit road with several homes being beautifully decorated . 7 Parish Church of St. Mary, Treuddyn

We extend our sincere sympathy to Mr Idris Jones and all the family of the late Mrs Kathlee n Jones. The funeral service held in Ebeneser chapel on 1 st March was led by Rev. Eirlys Gruffydd assisted by the Rev. Eirian Wyn, Rev. John B Jones and Rev. Philip Chew. The organist was Mrs Margaret Roberts.

Our thoughts are with everyone who has not been in the best of health recently and a number of our members have been unwell over the last few months. We hope that you will all start to feel better as the spring approaches.

The Womens United Day of Prayer was held in Ebeneser this year with R ev. Eirlys Gruffydd leading the service and the organist was Mrs Margaret Roberts. A number of members of the chapels and church took part, the theme of the service was friendship and we shared in fellowship at the end of the service with refreshments. 9 We started our Fellowship meetings this year with a musical evening arranged by Margaret, Mavis and Ron. Our next meeting will be on 3 April at 7pm when we will be organising our Sale of Work which will be held on Saturday, 27 April at 2pm in Hafan Deg. We will meet again on May 1 st when we welcome Mrs Millicent Hopwood. We extend a warm welcome to everyone.

Our Good Friday communion service will be held at 10.30am when Rev. Eirlys Gruffydd will be with us and on Easter Sunday we welcome Rev. Marc Mo rgan at 6 o clock.

10 Drains and Ditches

Before the snow fe ll this weekend the Council had been clearing ditches and drains and were working through some more that had been reported along the main road (after the Gilrhos turning) , Queen Street and Ffordd y Rhos. Please let me know of any others, I’m sure as the snow melts it will be testin g them all again !

There is an ongoing problem with surface water on the road by the old Alloys factory site coming into Coed Talon, be careful here as it often freezes over. Extra drains have been added over recent years but it will be inspected ag ain to see if more can be done.

Speed limit review There is currently a speed limit review being undertaken by Flintshire County Council of all `A’ and `B’ roads which is available on the website. The only change in the ward of Treuddyn was a proposal from the consultants to increase the limit on the road at Coed Talon by the Clwyd Allo ys site to 40 mph sooner, just after School lane, where there less houses but FCC Highways officers are further recommending that it remains as it is now and not to increase the speed limit because of the nature of the road .

Snow Clearance Flintshire Coun ty Council's Streetscene teams worked around the clock since Thursday evening when snow first fell with 13 gritters and 36 agricultural ploughs and 7 JCBs treating and clearing routes. They were able to make priority routes passable with care but condition s remained difficult. Fallen trees also caused additional problems on some roads such as in Pont blyddyn by the cricket club, along the Nant and by Clwyd Alloys. Trees along Ffrwd road brought down power cables and they had no electricity in FFrith for 22 hours. The problem when using ploughs to keep roads clear is that it increased the height of snow on pavements, side roads and driveway. This meant that further requests had to be added to a priority list to get side roads and routes not on the priority l ist open. When clearing drives and pathways i t was difficult to know where to the shovel the 11 snow to as there was so much! The update report on Sunday evening was that they will still trying to clear 6ft high snowdrifts along lanes and trees blocking roa ds.

Waste collections could be delayed until roads are passable by vehicles and the crews will be used to clear snow.

There will be a lot of remedial work taking place once the snow melts.

I met a couple of Streetscene employees who had been up since 4.30 am and were clearing the Nant of fallen branches so the gritter could get through. They had a long list of other places to open up and should have been on leave. They had been unable to take leave during the Summer because of the amount of grass cut ting and emergency drain clearance. The last time I bumped into them was when they were soaked and bringing emergency sand bags in torrential rain to prevent a property from flooding. They are always so helpful though and cheerful with everyone.

Many th anks also to Lee from Queen Street and others who helped dig out cars, driveways and got shopping for other residents, showing real community spirit and kindness. I also heard that someone delivered the spare milk from school to residents in the pensione rs bungalows.

12 New Street lighting policy

Some of the street lights come under ownership of FCC (Flintshire County Council), mainly the ones along the A5104 main road, the rest come under ownership of Treuddyn Community Council but FCC have the SLA (Se rvice Level Agreement) to look after and repair them so all faults need to be reported to them for repair. The FCC street lighting department now comes under Streetscene as well pot holes, gritting, highway drainage, litterpicking, etc, so you need to rep ort any faults on the 01352 701234 number. The policy is that any repair should be fixed within 3 workin g days, if this hasn’t happen ed ; contact me, (Carolyn Thomas) or the Clerk of the Community Council, contact details are in the back of the newsletter. If the fault is a supply issue, then Scottish Power need to repair that and their policy is 25 working days.

Flintshire County council are looking to reduce the carbon footprint of the service and are going to use low energy lighting units which produce a bright, white light for any replacements. These can be dimmed at night time to save energy but still provide the same amount of luminance, there is a carefull balance though as too much could cause a strobing or flickering effect w hen driving along.

They are also looking at turning off lights on rural and non - residential `A’ roads, strategic routes and industrial estates between midnight and 6.00 am each day. 14 Cemetery update Information provided by the consultant manag ing the works in Treuddyn to Cemetries departme nt:

Development of the land needs to be considered within the scope of the adjacent housing development which has been under construction for the last 12 months or more. The developer is responsible for the provision o f the boundary fences, however it app ears there was no agreement when the land was sold as to when the boundary fences would be erected. This was not necessarily an oversight as the existing cemetery was known to have burial capacity for a further 20 years or more, consequently the boundary t reatment of the development may not have been considered important.

The Council ’s desire to develop the land to improve the visual aspect from the existing cemetery has been left in abeyance to enable the developer to complete the development and erect t he boundary fencing as per their planning permission. We understand that this has still not been completed, but the need to improve the land has becom e more urgent for budget spend and other reasons.

The proposed scope of work to improve the site include s the following principal activities: -

1. Provide drainage cut -off to protect the new properties from flooding during normal rainfall conditions. (Not storm flood relief) 2. Remediate the existing waterlogged ground. 3. Remove the existing chain link cem etery East boundary fence. 4. Extend existing road and footpaths to provide access to extended site for burials and community access. 5. Landscape the new site boundary with Tree and Shrub borders.

Considering that the extension area will not be required for burial for at least 20 years and that any development undertaken now will have the cost of annual ma intenance during that period, FCC, cemeteries have proposed a phased approach to improving the site in the short to medium term. The priority is to rem ediate the existing waterlogged ground and establish a catchment drain, items 1 & 2 above.

15 The existing ground is in a very poor condition having had no cultivation for many years and suffers from high water stress leading to a water logged state for mos t of the year. During the site investigation undertaken in 2011 to determine the sites suitability as a cemetery extension and gain Environment Agency approval, a number of trial pits were excavated and information obtained about the types of sub - soil, to p soil condition etc.

From the investigation it has been established that the site sub soil is a clay based till with low permeability. This simply means that the sub soil will not absorb rainfall very quickly leading to water saturation of the top soil. This physical situation is very difficult to change quickly and at a low cost.

The simple solution is to install land drainage to remove the surface water off the site, however this requires an outfall to take the collected water to a ditch or stream, in this case there is no off site outfall available which means all we can do is store the water on the site in a pond or swale that acts a soakaway.

The Council also has a responsibility to ensure that developing the land does not cause flooding down sl ope of the site. In this case it will be the gardens of the new properties being built along the East boundary of the site. It could be argued that this should have been accommodated in the design of the property development as the original field ditch whi ch served the land has been removed as part of the development. Consequently some land will be lost for surface water storage that otherwise could have been used for future burial space.

The first stage of the site development is therefore to install a w ater storage solution in the form of a drainage swale acting as a linear soak away. This is shown on the attached plan MLA/P014/LY/02 and runs along the lowest part of the site. The excavated material will be placed behind the swale to create a low raised bund for future planting as a screen to the close boarded property fencing. This will also enable some overtopping of the ditch to occur by extending the bund back up the slope at the ends.

The second stage is to increase the water flow from the top soi l by deep ripping the soil to a depth of 600mm below the surface. This will decompact both the top soil

16 and the sub soil and allow surface water to penetrate the interface between the two materials. Drainage to the swale will be improved by aligning the ri pping lines at right angle to the slope of the ground.

This work is undertaken by an agricultural tractor which cannot operate on the site in its present wet conditions. Consequently this will have to be done later in the Spring when weather and ground c onditions improve anticipated as late April to May.

After completion of Stage 2 the site will be inspected 2 -3 months later to determine the effectiveness of the remediation work and establish if a second ripping operation is required to further aerate the soil or if the top soil can be prepared for initial cultivation by rotorvation ready for further works in the Autumn. This work would be done when the soil is as dry as possible during August.

The final stage will include further soil cultivation a nd the installation of a 100mm dia land drain to intercept surface water half way across the new burial area outfalling directly into the drainage swale. It is anticipated that the boundary fencing will be completed at this time and the whole extension are a can then be reseeded at the same time and the existing cemetery fence removed. The choice of seed mix will be optimized to reduce the number of annual mowings. Works to be undertaken in August / September.

On completion of work stages 1 to 4 only ite ms 4 & 5 of the initial list of activities remain for future implementation.

It should be understood that much of this work is weather dependent and that without a dryer Spring than last year there is no guarantee of the programme being successful or com pleted on time without additional expense on multiple visits. We would not recommend the Council spending additional money should delays occur as the land is not needed for burial for a long time and the land has been in its present state for at least ten years. The costs from an annualised budget point of view are not high and could be managed over a longer period of time if necessary.

We had hoped that drainage would be put in to improve the whole cemetery area and it could be landscaped so that the ugly backdrop metal and concrete fence could be removed but as we suspected the land is causing problems (Carolyn)

19 Flintshire County Council and Armed Forces Community Covenant

Flintshire County Council along with other local authorities will be signing a Community Covenant with the Armed forces to help veterans and their families. (A veteran is anyone who is served with the A rmed forces, no matter for how long or when). There is some help for veterans through the Royal British Legion or SSAFFA ( the Soldiers, Sailors, Airme n and Families Association) . Through the covenant there will be some grant funding for community facility improvements. Many redundancies are currently being made and t he local authority wil l also be giving help to members of the armed forces and their f amilies as they leave and look for work and housing.

21 Nercwys Road at the Terrig bridge

Traffic lights are in place as the road is subsiding by the river. There was a possibility of having to close it, but FCC Highways have risk assessed and reduced it to a single carriage way as it’s a spine road from Mold to Nercwys, used by many residents, the bus service and farmer s.

Flintshire County Council need to get civil engineers to assess survey and provide quotes for the work which will be very costly. It will probably be a few months before the road is fully repaired and operational.

22 From April 2013 the Department of Work and Pensions is introducing a very important change to the housing benefit system. This change may mean that if you are a County Council or Housing Association tenant your housing benefit award will be reduced if you are assessed as having one, or mor e spare bedrooms in your home. The change will only affect ‘working age’ tenants. If you, or your partner, will be older than 61 and half years old in April 2013, you are not of working age and you will not be affected by this change. However, if you wi ll be younger than 61 years and 6 months old in April 2013, the Department of Work and Pensions will use set rules to assess how many bedrooms your household is allowed. These rules allow your household to have one bedroom for: • each adult couple; • any other person aged 16 or over; • two children of the same sex under the age of 16; • two children under the age of 10 regardless of their sex; • a carer (who does not normally live your house) if you or your partner need overnight care; On the 12 March 2013, the gover nment announced that f oster carers will be allowed an additional bedroom even if they are between placements, and parents who have a child in the armed forces, who still lives with them when not on service, will also be allowed an extra bedroom. If, based on these rules, the Department of Work and Pension assess that you have one spare bedroom your housing benefit award will be reduced by 14%, and, if you have two or more spare bedrooms, your housing benefit will reduce by 25%. Based upon your individual c ircumstances, e.g., if you have a disability, you may be eligible for a ‘ discretionary housing payment ’ to top -up your reduced housing benefit award to your normal rent level. However, this payment is not a long -term solution and, as it is paid from a

23 limi ted fund, not all tenants who face a cut in their housing benefit will be able to access a discretionary housing payment. The County Council, and the Housing Associations, will be providing advice and support to their tenants to help them to overcome any p roblems that may be caused by the cut in their housing benefit award. 24 CONSULTATION ON PROPOSED CHANGES TO HOME TO SCHOOL TRANSPORT (from FCC circulated info)

Like all Councils, Flintshire County Council is under considerable pressure to make savings on its public spending. As a result, the Council has had to look at every aspect of its work, especially wher e it is not compulsory for them to provide services and to consider how they can be delivered more efficiently and cost effectively.

It is proposed that the school transport policy is reviewed an d a public consultation is carried out on two discretionary aspects of the policy, namely post 16 transport and transport to denominational schools. The Council recognises the value and role of faith based education and the proposed changes are intended to produce a fair, equitable and sustainable transport policy.

What are the proposed changes?

Transport to Faith Schools - From September 2014 , to no longer provide free denominational transport for pupils whose admission is not based on faith grounds. Con sultation with individual schools would take place to confirm the admission criteria under which pupils are admitted, starting with new admissions in September 2014. Suitable evidence of adherence to the faith of the school such as a baptismal certificate or a letter from a priest may be requested.

Post 16 transport - From September 2013 , to provide free transport to students aged 16 and under 19, attending a first course of full time study at a school or college. This is subject to meeting the 3 mile dist ance criteria and also providing the student is attending the nearest educational establishment offering the courses they wish to study. Free transport will be provided to the following sites only :

25 All Secondary School sites within Flintshire; Blessed Edw ard Jones Catholic High School, Chester Catholic High School, Deeside College sites at Connah’s Quay, and Llysfasi (for land based courses only), Prestatyn High School, St Brigid’s School, Ysgol Glan Clwyd. The consultation will take place between 1 March and 12 April 2013. During this time they are asking for your views. These proposals were raised at a Lifelong Learning Scrutiny meeting on 14 th March. Scrutiny is set up to scrutinise the decisions of the Cabinet if you want to check the m inutes when they appear on the Flintshire website. It was suggested that Yale and Glyndwr in be added to the sites on the list for students in this part of Flintshire for post 16 education and that the Cabinet relook at the proposals regarding tra nsport to Faith schools. Consultation continues on the proposals if you want to comment, or wish you views to be raised by me on your behalf (Carolyn).

Changes to Subsidised bus services

There is a review being undertaken by Flintshire County Council regarding the subsidised bus service. The DB1 and D42 shuttle bus along with the shopper bus are part of this review. The local authority receives funding for concessionary fares (those using bus passes) but the grant for bus subsidies will be paid throug h TAITH instead of the local Authority from April this year.

The Authority does have some contingency funding to carry over into next year’s budget while the review and consultation is taking place.

26 Flintshire Foodbank

Every day people in Wales go hungry for reasons ranging from redundancy to receiving an unexpected bill on a low income. Trussell Trust foodbanks provide a minimum of three days emergency food and support to people experiencing crisis in the UK .

Flintshire Foodbank opened in May and to da te we have managed to feed over 2000 people. We expect this to rise significantly due to rising costs of food and fuel combined with static income, high unemployment and changes to benefits; these are causing more and more people to come to foodbanks for h elp.

It’s not just people on welfare payments who find themselves in a crisis, we are seeing a rising amount of working families who are finding it very difficult to put food on the tables for their families and pay the bills each month. They face impossi ble choices between eating and heating; feeding their children or paying the rent/mortgage. We partner with a wide range of care professionals such as health visitors, social workers, C.A.B., Jobcentres that can issue foodbank vouchers. Foodbank clients b ring their voucher to a foodbank centre where it can be redeemed for three days emergency food. Volunteers offer clients a cup of tea and are able to signpost people to agencies able to solve the longer -term problem.

Every item of food given out by the f oodbank is donated. It is help from Flintshire back into Flintshire!

27 Skatepark and MUGA Phoenix Park,

The skatepark and MUGA (Multi Use Games Area has just been completed at Phoenix Park, Leeswood. Grant funding was used from Aggregates Levy Fund for Wales, Cadwyn Clwyd, Sports Council and Flintshire County Council .

Coed Talon recreational area

The Coed Talon recreational area has had some funding allocated and ther e will be community consultatio n with the play unit taking place soon once the funds are secured. Some local children have requested a zip wire. It is currently well used for football and other ball games as the pitch has good drainage and it’s not surrounded by properties 28 Owl Alert System Wins Award

The Online Watch Link (OWL) system has been recognised by the Prime Minister due to the significant reduction in crime in areas using the system.

OWL was created by inventor Gary Fenton and the Flintshire Community Safety Partnership led the way in commissioning this service back in 2007. It was the first local authority area in Wales to reap the benefits, in terms of seei ng crime rates drop and in making residetns more vigila nt.

The funding for the OWL service is currently at risk and we need to lobby the new police commission er Winston Roddick to make sure funding is maintained for the service.

1878 -1902 Orville and Wilbur Wright received a present from their father it was a rubber band toy helicopter in 1878 it inspired them to do more with aeroplanes. They had no engineering experience. They made a bicycle shop in Ohio they experimented. In 1899 Wilbur devised a glider. For 2 yrs they struggled to invent a glider.

Kitty Hawk In 1902 the glider worked. Or ville and Wilbur Wright tested the Kitty Hawk in North coralline. The Kitty Hawk was controlled by the hips.

Designs copied In 1905 the latest flyer could turn of eight shapes. In 1908 they did 2 public demonstrations one in the USA and one in Paris. Wilbur and Orville Wr ight tried to sell the invention to all governments. The design was copied.

1st in flight In May the 30 th 1912 Wilbur died of typhoid. Orville Wright sold the company in 1916. But they will always be remembered as firs t in flight.

As part of their topic on Ghana, Africa this ter m pupils learned about the help and support people from the southern hemisphere countries receive when you buy FairTrade Products

Urdd Eisteddfod Our pupils again were outstanding at the recent Eisteddfod at Bryn Coch School where we came first in 2 of the 3 events we took part in. Jack Holl and Ebony Morgan represented our school at the area fina ls at Glyndwr University where Jack won and will take part in the National Urdd Eisteddfod in May at Boncath in Denbighshire. Pupils Jack Holl, Ebony Morgan and Dylan Drew on a visit to MIND in Mold to perform their Welsh Recitals as a part of St David’s D ay celebrations.

36 It was lovely to see the hall packed to bursting point on St David’s Day for our assembly to celebrate Welsh Culture. Pupils show off their talents when they performed poems, songs and Welsh recitals.

Our Nursery Pupils in our Nursery have a wonderful learning environment and fantastic opportunities to develop their skills. Here they are showing how they develop their numeracy skills using our new multisensory numeracy scheme called ‘Boo Zoo’. 37 Their language skills using ‘Flic and Flac’ and problem solving skills.

On Thursday 25 th April 2013 between 9.30am and 11.00am there will be a Nursery coffee morning where new and optional pupils and parents can come an experience our setting.

Get Writing with Wrexham FC Football helps to enhance and develop pupil’s literacy Skills this term. Tony Merola, Community Development Officer for Wrexham Football has helped pupils in Y2, 3 and 4 with their writing by combining both outdoor and classroom based activities. After a visit to the Wrexham football ground pupils produced Match Reports which their class teacher, Mrs Carol Evans, described as ‘absolutely fantastic’ .

39 TREUDDYN BOWLING CLUB Based behind the Farms Arms pub, t he clu b have just agreed a new lease with Flintshire County Council and the current owners of the Farmers Arms pub so it will be safe for a few more years.

Based in a sunny location with friendly people, it’s an ideal place to come along and socialise in the fr esh air.

The g reen will be opening in April, w hy not come along to support the teams on alternate Tuesday afternoons, alternate Wednesday ev enings and Thursday afternoons or learn the game and join in? There are club bowls that you can use if you don’t have your own and you want to just give it a try.

The first week continued mild and included Candlemas Day (2 nd ) which was clear and bright, which in folk lore forecasts a return of winter with a bite (!). Artic winds with rain, sleet and snow duly followed on the 4 th to the 14 th w hen a blocking high moved in from Scandinavia and Russia by the 17 th with such low humidity that the frost did not show white. Snow flurries appeared on 23+24 th . There were four fine days especially on the last when white frost returned. Excess precipitati on, now 70.5mm, includes the snow lying over 9 days (3 days in 2012). Total frost days are 65 against 59 in 2012.

The group meets at Hafan D eg on the 2 nd Tuesday of the month, at 2 p.m. from October to March, and at 7 p.m. from April to September. We have a cup of tea & a chat and we usuallyhave a speaker or some musical entertainment.

Our March meeting was very enjoyable, we were entertained by Alf Gladman, a good friend of the club, who was accompanied by Rosemary Nicholls.

50 Bells on cat collars for the protection of birds

I’ve been asked to put a request In the Treuddyn News for cat owners to put collars with bells on, particularly now during the nesting season. I’ve tried to get some information off websites an d some are for and against them saying that it’s cruel for a cat to have a collar and/or wear a bell and they may get caught. Others find them okay and work well. One said that some cats end up hunting with more stealth!

I did however find this informati on which may be relevant:

Many cat owners are also bird lovers and would like to be able to protect their feathered visitors to the garden. A recent RSPB study found that cats wearing a bell on the collar caught 34 per cent fewer mammals and 41 per cent f ewer birds. The RSPB did contact FAB, RSPCA and CP about the choice of the collar in their research and they used two collars, both of the 'snap open' variety. These were the Safe Cat Collar from Coastal Products – made by Highcraft and the Reflective Paw Print collar from Ancol Pet Products.

51 Our Heritage Dave Healey on issues associated with local history and the heritage

Spend a While with Flintshire’s Heritage Tourists into north Wales and residents alike are being encouraged to spend a while with Flintshire’s heritage. The latest session of Flintshire Heritage Lectures will highlight several attractions that are linked to the history of the County. The programme, which is being publicised with leaflets which will go to all libraries in the County and locations in Denbighshire, Cheshire and Shropshire, aims to encourage tourists to stay and see what the County has to offer.

There are a number of exciting developments in Flintshire at the moment and the County has the potential to reap the rewards o f a tourism bonanza. The North Wales Coastal Path forms an important section of the All -Wales Coastal Path that was opened last year and we have now received news that will benefit from a lottery grant of £580,000 pounds. There is also a great d eal of excitement about the potential of the Roman Fort Project, at the former Fagl Lane Quarry site, to become a major attraction. The lectures will deliver the latest news on these initiatives and much more besides.

The programme has been part funded by Cadwyn Clwyd, the agency responsible for administration of the Rural Development Programme and all lectures will take place at the traditional venue of Castell Alun High School, Fagl Lane, Hope, Flintshire LL129SE at 7.00pm.
