San Jose Tower Today

Norman Y. Mineta San Jose International Airport, first opened in 1965, serves more than 9.7 million people a year. The tower cab was recently remodeled to handle an increase in air traffic. Construction is nearly complete on an upgraded Terminal A and a brand new Terminal B, slated to be opened in June 2010. With plans to construct a new taxiway, San Jose Airport is continually expanding to serve the greater South Bay community.

San Jose International Airport is a self-supporting enterprise owned and operated by the city of San Jose. Since 2006, San Jose has celebrated the extension of runways 30L/12R and 30R/12L to 11,000 feet. Southwest Airlines is the largest user of San Jose Airport with non-stop service to twelve destinations.

The airport operates between 0600 and 0000 to minimize nighttime noise and improve the quality of life in nearby communities. Though only operating 18 hours a day, the airport still manages an average of 256 commercial and 141 general aviation departures and landings a day.

Recently, the Digital Audio Legal Recorder system (DALR) took over to handle all air traffic recordings for the facility. This new system streamlines the radio transmissions of the tower cab into one workstation and provides a user-friendly interface to find, listen, and record specific transmissions. The new technology decreases the amount of time CICs spend searching the tapes to find audio of a specific time frame.

San Jose’s new state-of-the-art Terminal B is a 380,000 square feet energy-efficient structure with a curved translucent roof designed to capture the natural sunlight and absorb sound. All 10 gates will serve Southwest Airlines upon opening. In addition to a new terminal, plans for a new parallel taxiway between runways 29/11 and 30L/12R are in its early stages. This taxiway will be designed to accommodate group 4 aircraft taxiing to the planned FBO and GA area in the northwest area of the airport. With a number of construction projects planned, Norman Y. Mineta San Jose International Airport will handle the increase in flights serving the growing population of the South Bay.

San Jose Tower Leadership Team

Tonya Patterson, Air Traffic Manager, San Jose Tower

Tonya Patterson is the Air Traffic Manager of San Jose, California Air Traffic Control Tower. Her career as an air traffic controller began in 1985 where she served 8 exciting years in the U.S. Navy; duty stations included Cubi Point Republic of the Philippines, NAS Miramar and NAS Alameda in California. While waiting to join the FAA team, she worked as a controller and Air Traffic Manager at 2 towers for Barton ATC which later transitioned to SERCO. She stayed self-motivated and eager to learn what it meant to lead and bring positive changes to a very diverse group of controllers.

The beginning of her FAA career was at Palo Alto Tower, also in the Golden Gate SFO District, where she learned the ropes as a CPC and soon became a supervisor. She spent 6 years as a Frontline Manager at San Jose International Airport and returned to Palo Alto as an Air Traffic Manager. After a year, she moved back to San Jose Tower as Air Traffic Manager, where developing our youngest and talented new controllers has become an exciting new challenge. They are the future of the FAA and we are off to a good start.

Mrs. Patterson’s husband serves in the U.S. Air Force Reserves flying the C-5 at Travis Air Force Base. He also flies corporate jets out of San Jose International Airport, but mostly enjoys flying much smaller RV airplanes with their 8 year old son. The couple met in the Navy over 15 years ago where he flew P3s out of Moffett Field in California, he later went on to fly for both TWA and American Airlines. Their leisure time is spent with their 2 children in Scotts Valley, California where school, gardening and landscaping a large piece of property keep them busy.

Training Program Outline

Upon arrival to San Jose Tower, the new employee will follow a training program designed to set him/her on the quickest, most efficient path to becoming a controller.

The trainee is classified as a “developmental” and will spend time in a classroom and on position to learn, this is referred to on-the-job training or OJT. First, classroom sessions are taken to familiarize themselves with local directives and facility information. The developmental will be assigned two OJT instructors and will learn the Flight Data/Clearance Delivery (FD/CD) position.

After certification on FD/CD position, the Ground Control position certification follows, then Local Control and Local Assist positions. With certification of the Local Control position, the developmental becomes a Certified Professional Controller (CPC) and is able to pursue certification in the Controller in Charge (CIC) position. The path to controller may seem easy on paper, but countless hours of training and practice are required in order to meet the high standards of the FAA. Those who pass training join some of the finest controllers in the world, especially here at San Jose Tower.
