ONE STOP SHOP- LOOK NO FURTHER 1. OFFICE FOR LOCAL ECONOMIC DEVELOPMENT OfficeforLocalEconomicDevelopmentwasestablishedFebruary,25 th 2009,intheCityof Niš(OLED).OLEDwasestablishedwithinUSAIDMEGAProgrammeandthefinancialand technical support was provided through LEDIB Programme by the Danish Ministry of Foreign Affairs. OLED was established within the City of Niš Mayor’s Office, as an intermediary unit between the business sector and the City Administration and the main instrument for attracting investments. This is the 26 th office of a kind in Serbia which is consideredasaverysuccessfulstakeholderforlocaldevelopment.ThisOfficeisexpectedto become the main pillar for the City of Niš development and the main generator of its transformationintoaregionalcenterofdevelopmentforSouthernSerbia. Thus,OLEDcloselycooperateswithAdministrationofEconomy,SustainableDevelopment andEnvironmentalProtection,AdministrationforPlanningandConstruction,Directoratefor CityLandDevelopment,InstituteofUrbanPlanning,RegionalChambreofCommerce,City CouncilandMayor.ItalsocooperateswiththeNationalEmploymentServiceasamultiplier wheninformingthegeneralpublicaboutthesubsidiesfortheunemployedprovidedbythis institution;whenconductingvocationaltrainingsandchannellingthecareerpathsinlinewith the investors’ demands and all other’s on the local level dealing with the economic developmentinordertopromotetheCityasanewinvestmentlocation.OLEDalsohasan importantroleintheprocessofthestrategicplanning. TheBusinessIncubatorCenter(BIC)wasestablishedin2005withintheMechanicalIndustry of Niš (MIN) in cooperation with the Norwegian Ministry of Foreign Affairs, as a pilot project in Serbia. For the time being the tenants were supported by the City of Niš, the founder,buttheplanscontainnewinvestments,intakeofthenewtenants,thebeginningof thesecondincubationcycle,theestablishmentoftheICTCenterandthepromotionofthe BIC capacities being one of the key mechanisms in the City and the LED Office when providingsupporttothestartupsandSMEs. 1.1. One of Europe’s Fastest Growing Economies; Balanced state budget, record high foreign currency reserves continued negotiations with the World Trade Organization finalizing EU harmonized legislative system 2.M ACROECONOMIC OVERVIEW 2.1. ECONOMICAND POLITICAL OVERVIEW After the Montenegrin referendum held in May 2006, when citizens of voted independenceofMontenegro,theRepublicofSerbiabecameanindependentcountry.Anew ConstitutionalActwasadoptedinOctober2006whichfinallydisestablishedsocialownership andmonopolyofthestateoverconstructibleland. According to EBRD’s (European Bank for Reconstruction and Development) "Transition Report"for2006Serbiaisaleaderbasedonhowfastitexecutesreformsamongregional countriesofSoutheastEurope.Attheendof2005,BelgradewasnamedtheCityoftheFuture inSouthernEurope.Furtheraccoladescamefrominternationaldevelopmentinstitutionssuch astheWorldBankandtheEuropeanBankforReconstructionandDevelopment,bothwhich publishedverypositiveevaluationsofSerbia,notingtheintenseimprovementoftheSerbian businessclimate.InthelatestupdateonSerbia’screditrating,March2008Standard&Poor's reviseditsoutlookontheRepublicofSerbiatonegativefromstable,afterthecollapseofthe Cabinet.TheS&PmaintainedSerbia’slongterm"BB"andshortterm"B"rating. InApril2008,SerbiaandtheEuropeanUnionhavesignedtheStabilizationandAssociation Agreement that has been negotiated since 2005. The agreement is of great importance for enhancementoftradeandpoliticallinksbetweenSerbiaandtheEUanditwillcertainlypave thewayforSerbia’smembershipintheEuropeanUnion.However,theimplementationof SAAwilldependontheCouncilofMinister'sappraisalofwhetherSerbiahasachievedfull cooperationwiththeInternationalCriminalTribunalfortheformerYugoslaviainHague. In2007SerbiahadoneoftheEurope’sfastestgrowingeconomieswiththeGDPgrowthrate of7.5%.GDPpercapitareachedUSD5,641whiletheaveragemonthlysalaryamountedto EUR347,partlyduetolocalcurrencyappreciationagainsttheeuro.Themajorgrowthdrivers were telecommunications, construction, and transport. According to estimates of the StatisticalOfficeoftheRepublicofSerbia,in2008,GDPgrewby6.1%incomparisontothe previousyear.TheSerbianGovernmentestimatesthat theSerbia’s GDP growth will reach between3.5and4.0%in2009. Source:NBS,StatisticalOfficeoftheRepublicofSerbia,BankofAustria TotalFDIinSerbiaduring2007wasoneofthehighestintheregionamountingtoUSD3.5 billion,slightlyundertheUSD3.75billionrecordin2006.Thelargestpartoftheamountis owedtotheprivatizationprocessandacquisitionofprivatefirmsi.e.sharedeals.Greenfield investments still make just a minority of total FDI which represents big challenge for macroeconomicplanners.FDIinSerbiaduringH12008amountedtoEUR808million,but there was a notable slowdown in net inflow from foreign direct investment in Q3 2008, reaching only EUR 134 million. Of total investment, over three fifths accounted for investment in property (23.4%), wholesale and retail trade (22%) and processing industry (16%). Inflationratehasreachedalevelof10.1%in2007.Despitetightmonetarypolicy,the2008’s coreinflationtargetwasnotachieved.Yearonyearcoreinflationmeasured10.2%attheend ofQ32008,anddeclinedtoalevelof8.6%attheyearend,thusexceedingsignificantlythe targeted range of 36%. According to the National Bank of Serbia, further monetary tightening will be necessary in order to rein in inflation pressures stemming from high inflation expectations, public sector wage growth and rise in world oil prices, against a backdropofsubstantialpoliticaluncertainty. The Statistical Office of the Republic of Serbia has conducted a Labor Force Survey in October 2008. One of the aims of this survey was the harmonization of the methodology regardingtheLaborForceSurveywiththelateststandardsofEuropeanStatistics(Eurostat), thusprovidingcompletecomparabilityofthedatawiththedataoftheEUmembercountries. Asaresultofthissurveyandmethodologyrevision,theunemploymentratedecreasedfrom 18.1% (October 2007) to 14% (October 2008). Unemployment rate in Central Serbia amountedto13.8%,inVojvodinato14.2%andinBelgradeto14.2%.Employmentratein SerbiainOctober2008amountedto44.2%.Thegreatestemploymentratewasrecordedin centralSerbiaandamountedto45.9%,theninVojvodina(42.6%)andthelowestratewas recordedinBelgrade,42.1%. CurrentaccountdeficitinQ32008reachedUSD2,339million,upbyapp.63%inQ32007. AccordingtotheNationalBankofSerbia,itwidenedprimarilyonaccountofanincreasein the deficit in trade of goods and services, but also due to a rising deficit in the income account.Thedeficitontradeingoodsandservicesroseby38.1%onthesameperiodayear earlier. As growth in economic activity is estimated to have been seasonally faster in Q3 2008,theshareofthecurrentaccountdeficitinGDPwaslower(17.0%)thaninQ22008 (21.9%).Theshareofthedeficitontradeingoodsandservicesalsodeclinedfrom25.7%in Q22008to22.7%inQ32008. InQ32008theoverallbalanceofpaymentsranasurplusofUSD390million(2.8%ofGDP), whichledtoanincreaseinforeignexchangereservesoftheNationalBankofSerbia.

2.2. NIŠECONOMIC OVERVIEW ThedistrictofNišissituatedintherivervalleysoftworivers,SouthMoravaandNišava,and encompassestheareaof2,727sqkmwith376,496inhabitants(2002Census).TheDistrict includesthefollowing:theCityofNiš(Medijana,NiškaBanja(SpaofNiš),, andCrveniKrstcitymunicipalities),theMunicipalitiesof,GadzinHan,, Merosina,Razanjand. Withover250,000inhabitants,theCityofNišitselfisthethirdlargestcityinSerbiaand coverstheareaof596sqkm(2002Census).TheCitycomprisesNišitself,NiškaBanja(Spa ofNiš)and72suburbs.TheCityofNišrepresentstheeconomic,administrative,geographic andculturalcenterofsouthernSerbia.Inthelast15yearsNišhasmarkedpermanentincrease ofpopulation,duetomigrationsfromvillageslocatedbothintheCityofNišaswellasfrom refugeescomingfromKosovoandMetohija. City ofNiš has always been located at the crossroadofimportanttrafficcorridors,linking EuropeandAsiaMinor,WestandEast.Nowadays,Nišhasrestrenghteneditspositionasa trafficnode,asitisplacedatthejunctionofE75HighwayandE80,i.e.intheveryimportant Corridor10trafficcorridor.ThefollowingmapshowsthepanEuropeanroadcorridors. Source:SIEPA During the period before 1990s, City of Niš was one of the biggest industrial centres in formerYugoslavia.Thecollapseofindustryhasproducedextremelynegativeconsequences andbroughtmanyofNišcitizenstoavergeofexistence.Lowstandardofthepopulationhas leadtoasignificantdecreaseofbirthrateandtheincreaseofsociallyvulnerablepopulation. Themiddleclasswaspracticallylost.Theprivatizationduringtheperiodoftransitionhas leadtoafurtherincreaseofnumberofunemployedpeopleasaconsequenceofdownsizing andrestructuringprocess. Nowadaysindustryisstrengtheningagain,aswellastheoverallimportanceofthecityitself. ThemajorgoalofNišiswhatitwasmeanttobecomeyearsago,thestrongestdriverofthe South and Southeastern Serbia in production, banking and infrastructure. For years now, investmentsweremadeonlyindevelopmentofresidentialbuildings,retailwarehousesand petrolstations.CurrentlymostimportantcompaniesintheCityofNišincludeNišTobacco Factory(acquiredbyPhillipMorrisin2003),Grañevinar(constructioncompany),Electronics Industry Niš (EI Niš), Nissal (coloured metal industry), Pump Factory “Jastrebac”, MIN (MachineIndustryNiš)andNitex(NišTextileIndustry).

In2005,aBusinessIncubatorwasestablishedintheCityofNiš.Theframeforitsfoundation was the project “ENTRANSE”, approved by the Serbian Government and financed by the MinistryofForeignAffairsoftheNorwegianGovernment.Thebasisfortheprojectwasthe establishmentofthebusinessincubatorandimplementation of the training programme for starting businesses, with a strategy to grow into an industrial park. The main tenants’ activities are: metal processing and production of decorative objects; production of steel constructionsforgreenhouses;productionofsparepartsforagriculturalmachines;production ofmetaldishes;productionofnails;manufacturingofnonferrousmetalcasting;production ofmedicalequipmentandthreeMINholdingmechanicalengineeringprogrammes. ForthetimebeingthetenantsaresupportedbytheCityofNiš,thefounder,buttheplans containnewinvestments,intakeofthenewtenants,thebeginningofthesecondincubation cycle,theestablishmentoftheICTCenterandthepromotionoftheBICcapacitiesbeingone ofthekeymechanismsintheCityandtheOfficefor LEDwhenprovidingsupporttothe startupsandSMEs. AnotherimportanteconomicsectorinboththeCityofNišandNišavskidistrictistourism. Very rich cultural and historical heritages as well as natural resources give excellent possibilitiesforitsdevelopment.Namely,resorttourismhasaverylongtraditioninthisarea, sincethediscoveryofmineralspringsbytheRomans.Thereareseveralfamousresortsinthe DistrictofNiš:NiskaBanja(SpaofNiš),ProlomBanjaSpa,LukovskaBanjaSpaandothers. Therearemanycultural,historicalandreligiousmonumentsattractivetotouristssuchasthe RomancomplexMedijana,theTurkishFortressontheNišavaRiverandtheSkullTower. During2007theCityofNišwasvisitedby85,609tourists who made 311,843 overnight stays.Theshareofdomestictouristsintotalnumberofvisitsandovernightstaysis63.5% and86.5%respectivelywhichshowsthereisroomforimprovementofforeigntravelers. 3. NIŠMARKET OVERVIEW 3.1. RETAIL MARKET OVERVIEW SimilarlytoalargenumberofSerbiancities,themainretailzoneintheCityofNišisthe pedestrian zone (Obrenovićeva Street and Kopitareva Street). For both international and domestic brands this zone represents the focal point, especially ones that are entering the marketforthefirsttime.Highfoottrafficandtheimportanceofhighstreetzoneintermsof shoppingdestinationsecuregoodmarketentry. A rather negative current economic situation in the City of Niš has not attracted many international retailers, which are alreadypresentin Belgrade andNovi Sad. INDUSTRIAL AND LOGISTIC MARKET OVERVIEW WithfavorablegeostrategicpositionofferingthepossibilitytoaccesstheEUmarketeasily, Serbia offers remarkable opportunities for industrial and logistics developments in mid to long term. 3.2.1.OldIndustrialComplexes Thecollapseoftheeconomyduringthe1990sduetothewarandsanctionsleftSerbiawithan extensivestockofvacantindustrialfacilities.ThesituationwasthesamefortheCityofNiš. The vast majority of this stock is characterized by a lack of proper refurbishment and maintenance causedbyfinancialdifficultiesofitsformeroccupants.TheSerbianindustrial market is thus quite undeveloped, particularly with respect to modern facilities able to accommodatebluechiptenants.ThisistheleastdevelopedmarketsegmentintheCityofNiš andthroughoutSerbia. A considerable share of the current supply of industrial facilities consists of industrial facilitiesthataremorethan20 yearsoldandare still owned by nonoperating companies waiting to be privatized or for announcement of the bankruptcy procedure. Many of them feature solid structures, excellent locations, great accessibility, good height and flexible layout.However,theyarepoorlymaintainedandusuallyrequiremajorrenovation,andsuch facilities,whichareavailable,lackmanyofthe modernfeaturesand amenitiesrequiredby international companies. For this reason, many of these buildings remain vacant or under occupied. ThismakestheredevelopmentofBrownfieldsitesfinanciallyattractivefordevelopers,which willstronglyaffecttheindustrialmarketinthemediumterm.Overthelastcoupleofyears, thefirstnewwarehousebuildingshavebeenconstructedinSerbia.Mostofthemaresmallin sizeandbuiltforowneroccupancy,whilespeculativedevelopmentremainssporadicandvery limitedinsize.Thelasttwoyearswerealsomarkedbyseveraldevelopmentsofbrandnew productionfacilitiesaswellasannouncementsofmarketentryplans . 3.2.2.Demand OccupationdemandforindustrialandlogisticsspaceinSerbiacontinueditsgrowthin2008 andmostlyintheformofdistribution,transportation,pharmaceuticalandlogisticscompanies. 7.BASICINSIGHTINTOREGISTERINGACOMPANY:

SimultaneouslywiththeirregistrationwithSBRA,business entities are granted a company code and a fiscal code (provided that requirements for entry in the integrated taxpayers registerhavebeenmet).Iftheconditionsforgrantingandallocationofafiscalcodearenot fulfilled, the business entity will be registered with SBRA and referred to the Tax Administrationforobtainingthefiscalcode.

8. LIVING IN THE CITY OF NIŠ

8.1.TEMPORARYAND PERMANENT RESIDENCE

ExpatriateswishingtoresideinSerbiaarerequiredtoobtainaresidenceorabusiness permit.Within24hoursuponenteringthecountrytheyareobligedtoregisterwiththepolice stationintheterritoryofresidence.Inaddition,thosewhoareeligibleforaresidencepermit havetosubmittheapplicationtothepolicestationintheterritoryofresidencewithin3days upon their arrival in the country. It normally takes not more than a week to process the application,andthetemporaryresidencepermitisissuedforaperiodofuptooneyear.Upon expirationofthetemporaryresidencepermit,itmaybeextendedforanotheryear.Theholder ofaresidencepermitisalsoobligedtonotifythelocalpoliceofanychangeofaddress.
