41st CARNIVAL REGATTA 2015 VILAMOURA NOTICE OF RACE The event will be sailed on the waters of Vilamoura - Quarteira, Algarve, Portugal, February 14, 15 and 16 inclusive, 2015. The Organizing Authority (OA) is CIMAV – Clube Internacional da Marina de Vilamoura, in conjunction with the Portuguese Sailing Federation. Open to boats of the following classes: Optimist, 420, 470, Snipe, F18, Dart 18, Laser 4.7, Laser Radial, Laser Standard, Finn, 49er, 49er FX. 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 RRS Appendix P shall apply. Add the following sentence to rule P2.1: On the first protest, if protested after she has finished, she will be given a scoring penalty of 8 points without a hearing. 1.3 Add to RRS A11: PTS scoring penalty for a yellow flag after finish under RRS P2.1 (amended by SI 1.2). 1.4 Racing rules 33, 44, A11 and P2.1 are changed. The changes will appear in full in the Sailing Instructions. The Sailing instructions may also change other racing rules. 1.5 If there is a conflict between languages, the English text will take precedence. 1 2 ADVERTISING Boats may be required to display advertising chosen and supplied by the organizing committee. The responsibility for its replacement is the competitor / guardian of the support boat that will require another copy at the regatta office. 3 ELIGIBILITY AND ENTRY 3.1 The regatta is open to all boats of the: Optimist; Laser Standard, Laser Radial, Laser, 4.7, Finn, 420, 470, Snipe, F18 Dart18, 49er, 49er FX - Competitors in Optimist class are divided in 2 classes: . Optimist “Juvenile” – all non-Portuguese competitors and Portuguese competitors listed as category “Juvenile”; . Optimist “Infant” – all Portuguese competitors listed as category “Infant”. - Competitors in Optimist class can only entry in one sub-class; - If there is more than 120 entries, the OA can dived a class in groups. The racing format and special rules for those classes will be defined in the Sailing Instructions; - Competitors must comply with the ISAF Regulation 19, Eligibility Code. - Competitors with Portuguese nationality or with legal residence in Portugal shall also comply with the eligibility prescriptions of the Federação Portuguesa de Vela. 3.2 Competitors in classes with an age limit shall bring a proof of their birth date (i.e. passport) upon registration. 3.3 Eligible boats shall only enter by completing the entry form attached to this NOR. 4 FEES 4.1 Required entry fees are as follows: Paid until day Paid from day Paid days 1 to February 12 Classes: 31 January 13 and 14 Fev Optimist 10 € 20 € 25 € Laser Standard, Laser Radial, Laser 4.7 and FINN 25 € 35 € 45 € 420, 470, Snipe, F18 and Dart 18, 49er, 49er FX 35 € 45 € 55 € 4.2 PAYMENT INSTRUCTIONS Entry fees shall be paid in Euros by bank transfer to: CIMAV – Clube Internacional da Marina de Vilamoura NIB: 0007 0390 00004200009 75 IBAN: PT 50 0007 0390 0000 4200 0097 5 SWIFT: BIC BESCPTPL All Bank transfers documents should be clearly annotated with either sail numbers or names of the competitors and Club or Country and should be sent to the Club e-mail – [email protected] or dress: CIMAV – Apartado 785 – 8125 - 409 Vilamoura 2 5 SCHEDULE a. Registration: February 13 – from 19.00 hrs to 21.30 hrs February 14 – from 09.00 hrs to 11.30 hrs b. Schedule of racing: First warning signal for the first class in each Race Area: Day 1 – 14 February – 13:00 Day 2 – 15 February – 11:00 Day 3 – 16 February – 11:00 No starting signal will be made after 16.00 the day 16 February. c. Number of Races: The regatta will consist of 9 races for all classes. 6 MEASUREMENTS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. 7 SAILING INSTRUCTIONS The sailing instructions will be available as from 19.00 hrs on February 13 at the Regatta Office. 8 VENUE / RACING AREAS Note: The Organising Authority reserves the right to make the necessary amendments to the scheme presented above. 9 PENALTY SYSTEM For the 49er, Hobies, Darts and F18 classes rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn penalty. 10 SCORING a) One race is required to be completed to constitute a series. b) When 4 or more races have been completed, a boats series score will be the total of her race scores, excluding her worst score. c) If a points scoring penalty for a breach of RRS 42 would result in a score worse than DSQ, the penalty will be that corresponding to DSQ. The scores of other boats will not be changed. 3 11 SUPPORT BOATS Support boats must register before the first start of the first race and shall be marked with a number on a clearly visible place. This number must be obtained from the Race Committee upon registration, or a flag of is country or club on a clearly visible place. 12 BERTHING Boats shall be kept in their assigned places in the boat park. 13 RADIO COMUNICATION A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 14 PHOTOTGRAPHY CONSENT By entering the Event competitors accept that they may be photographed and/or videotaped participating in the race and/or using the Championship facilities and they consent to the taking of such images and to the use, reuse, publication and republication of such images in any media, in conjunction with the competitors name or not, without compensation and without the competitors approval of such images or any use thereof. 15 PRIZES Prizes will be given to the top three of the series, as well as the first female crew also from each class, if it is not among the top three. Prizes for Optimist sub-classes will be given to the top three. 16 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race.
