    NN 91/03 MINISTARSTVO POLJOPRIVREDE I ŠUMARSTVA 1160 Na temelju članka 4. stavka 3. Zakona o slatkovodnom ribarstvu (»Narodne novine«, br. 106/01), ministar poljoprivrede i šumarstva donosi NAREDBU O GRANICAMA RIBOLOVNIH PODRUČJA I RIBOLOVNIH ZONA Članak 1. (1) Ovom Naredbom određuju se granice ribolovnih područja i ribolovnih zona na ribolovnim vodama Republike Hrvatske. (2) Granice ribolovnih područja iz stavka 1. ovog članka određene su prema slivnim područjima koja predstavljaju biološke, hidrografske i gospodarske cjeline. (3) Granice ribolovnih zona iz stavka 1. ovog članka određene su administrativnim granicama gradova i općina, osim u gradu Zagrebu koji se dijeli na ribolovne zone: Istok, Zapad, Sjever, Jug i Sesvete. (4) Ribolovna područja i ribolovne zone iz stavka 1. ovoga članka obuhvaćaju sve ribolovne vode na pojedinom ribolovnom području ili u ribolovnoj zoni. (5) Iznimno od odredbe stavaka 3. i 4., ovoga članka, ribolovnom zonom se može proglasiti i manja ribolovna voda koja predstavlja zasebnu biološku i hidrološku cjelinu. Članak 2.     @'An Unknown Destination' "Disappeared" in former Yugoslavia Case sheets Vukovar, a small town in eastern Croatia with a multi-ethnic population of Croats, Serbs, Hungarians, Ruthenes, Ukranians and others, was the scene of the earliest mass "disappearance" in the former Yugoslavia. In August 1991, after the June declaration of independence by the Croatian Democratic Union (HDZ), the town came under heavy attack from Serbian irregular troops supported by the Yugoslav National Army (JNA). The siege lasted until 18 November, when Croatian forces defending the town surrendered. Following the surrender, an agreement was signed by the commander of the JNA and the Croatian Government under the supervision of the European Community Monitoring Mission (ECMM) according to which patients and medical personnel would be evacuated from the town's hospital under the supervision of the International Committee of the Red Cross (ICRC). However, on 19 November, forces of the JNA accompanied by paramilitary units entered the hospital and led patients and members of the hospital staff away. Of 444 people on the evacuation lists, only 128 eventually reached Croatia, along with a small number of medical workers. It is believed that many of those taken from the hospital were loaded into buses and driven to a collective farm at Ov_ara, about seven kilometres southeast of Vukovar. Some may have been killed on the spot. In 1992 an international team of forensic experts was able to make a preliminary excavation of an area near the farm. Here they discovered human remains, which showed strong signs that they had been unlawfully killed. They estimated that the grave contained the bodies of about 200 people, but the local Serb authorities have refused permission for a further investigation.

    Report of the OSCE Mission to the Republic of Croatia on Croatia’s progress in meeting international commitments since January 1998 20 May 1998 Introduction 1. On 29 January 1998, the OSCE Mission to Croatia presented the Government with a ‘non- paper’ specifying the issues on which the Mission would focus. In order to provide assistance and expertise to Croatia, the Mission is paying particular attention to Croatia’s compliance with its general responsibilities and commitments under international law, and its obligations in the peace process. At the end of April, the Government responded with its own ‘non-paper’, detailing its action on the 27 points listed in the Mission’s non-paper of January. (Hereinafter, the Government’s non-paper is summarised under the heading: ‘The Government’s position’ which in some chapters includes additional points. The Government non-paper is attached as Annex B.) 2. This analysis is not a litmus test, but the Mission’s assessment of progress in a difficult environment. The Mission is fully aware that Croatia – in contrast to other so called countries in transition – is confronted with a complicated legacy of problems from the socialist past, material consequences of the war, the reintegration of the former Serb-controlled territories, and the task of reconciliation. The Government has set itself the goal of integration into European and Euro- Atlantic institutions, above all membership in the EU and NATO. This priority was recently underlined by the appointment of a Minister for European Integration. These goals set the standard for a political assessment. The international community welcomes the Government’s objective.
