Transitions for the Delta Economy January 2012 Josué Medellín-Azuara, Ellen Hanak, Richard Howitt, and Jay Lund with research support from Molly Ferrell, Katherine Kramer, Michelle Lent, Davin Reed, and Elizabeth Stryjewski Supported with funding from the Watershed Sciences Center, University of California, Davis Summary The Sacramento-San Joaquin Delta consists of some 737,000 acres of low-lying lands and channels at the confluence of the Sacramento and San Joaquin Rivers (Figure S1). This region lies at the very heart of California’s water policy debates, transporting vast flows of water from northern and eastern California to farming and population centers in the western and southern parts of the state. This critical water supply system is threatened by the likelihood that a large earthquake or other natural disaster could inflict catastrophic damage on its fragile levees, sending salt water toward the pumps at its southern edge. In another area of concern, water exports are currently under restriction while regulators and the courts seek to improve conditions for imperiled native fish. Leading policy proposals to address these issues include improvements in land and water management to benefit native species, and the development of a “dual conveyance” system for water exports, in which a new seismically resistant canal or tunnel would convey a portion of water supplies under or around the Delta instead of through the Delta’s channels. This focus on the Delta has caused considerable concern within the Delta itself, where residents and local governments have worried that changes in water supply and environmental management could harm the region’s economy and residents. -

Gorelick2 1 School of the Environment, Washington State University Vancouver, Vancouver, WA, USA 2 Department of Earth System Science, Stanford University, Stanford, CA, USA ABSTRACT Intertidal marshes develop between uplands and mudflats, and develop vegetation zonation, via biogeomorphic feedbacks. Is the spatial configuration of vegetation and channels also biogeomorphically organized at the intermediate, marsh-scale? We used high-resolution aerial photographs and a decision-tree procedure to categorize marsh vegetation patterns and channel geometries for 113 tidal marshes in San Francisco Bay estuary and assessed these patterns’ relations to site characteristics. Interpretation was further informed by generalized linear mixed models using pattern-quantifying metrics from object-based image analysis to predict vegetation and channel pattern complexity. Vegetation pattern complexity was significantly related to marsh salinity but independent of marsh age and elevation. Channel complexity was significantly related to marsh age but independent of salinity and elevation. Vegetation pattern complexity and channel complexity were significantly related, forming two prevalent biogeomorphic states: complex versus simple vegetation-and-channel configurations. 03/21/2017 - Updated South & Central Delta River and Slough Closures (Refer To Closure Map For Further Details) As of this notice all Rivers and other South and Central Delta waterways highlighted on the attached map(s) remain closed to recreational boating traffic (with some exceptions noted below) until further notice by the San Joaquin County Office of Emergency Services. Exceptions: 1) Orange Highlight on Map = Old River, north from Hammer Island at the Alameda County boundary with San Joaquin County, all the way to the San Joaquin River Deep Water Channel on Old River; and Grant Line Canal west of the bridge at Tracy Boulevard will be open to all boat traffic with the following restrictions (Fabian and Bell Canal remain closed to pleasure boat traffic - access to Tracy Oasis Marina is permitted from Grant Line Canal): a. 5 MPH (No Wake) speed restriction for all boaters on the entire Old River section described above, two hours before posted high tide, through two hours after posted high tide. b. Sklar Everglades Division, South Florida Water Management District, 3301 Gun Club Road, West Palm Beach, Florida 33416 Abstract We present 8 yr of long-term water quality, climatological, and water management data for 17 locations in Everglades National Park, Florida. Total phosphorus (P) concentration data from freshwater sites (typically ,0.25 mmol L21,or8mgL21) indicate the oligotrophic, P-limited nature of this large freshwater±estuarine landscape. Total P concentrations at estuarine sites near the Gulf of Mexico (average ø0.5 m mol L21) demonstrate the marine source for this limiting nutrient. This ``upside down'' phenomenon, with the limiting nutrient supplied by the ocean and not the land, is a de®ning characteristic of the Everglade landscape. We present a conceptual model of how the seasonality of precipitation and the management of canal water inputs control the marine P supply, and we hypothesize that seasonal variability in water residence time controls water quality through internal biogeochemical processing. -
