Head of Programme Operations and Funding - Job Description

We are a growing organisation, working with children and partner organisations in some challenging environments. We’re focused on child protection, education and livelihoods and our projects range from providing short term psychosocial support to children affected by conflict to supporting the development of sustainable child protection systems. The conflict settings where we work range from acute emergencies of Yemen and to the protracted humanitarian crises of DRC and . Our Programmes team in London provides technical, security and programme funding support to the country teams, as well as a focus on daily operations and grant management. The role ensures an effective link between country teams and programme teams in London, with a strong focus on institutional funding and grant management. You will be very experienced in international development with an excellent knowledge of the ways of working of international NGOs from both country programme and head office perspectives. You will be familiar with the challenges of operating in the environments we work in and have a strong track record in securing institutional funding, including through consortia.

Your role This role is responsible for leading the successful realisation of several mission-critical processes within War Child UK including:

• the process of building relationships with institutional donors, • achieving growth by attaining high standards in proposal development and reporting, • achieving financial efficiency by close control of grants management, cost recovery and income realisation, • achieving financial effectiveness in country operations by closely scrutinising country budgets, • supporting our fundraising and advocacy efforts through the provision of timely and comprehensive information on country programmes, and • achieving impact against our mission by supporting country teams to continually develop their scale and effectiveness of operations to a high quality of delivery and accountability.

These processes cover half of our organisational income, all of our in-country expenditure, and the achievement of our impact model relating to the delivery of services to children and young people, as well as being an essential platform for the achievement of that part of our impact which comes through the dissemination of effective methodologies and international and local advocacy.

The post ensures that War Child has a well-developed and diverse institutional grants pipeline, that War Child achieves quality in proposal writing and submission, and that we are effectively represented and networked across existing and new donors. The Head of Programme Operations and Funding is responsible for the quality and compliance of the entire grant management cycle, ensuring the continual improvement of systems and capacity across this crucial area of War Child’s business.

The post leads on decision making for War Child on resource allocation for our programmes work. This includes the annual planning process, ensuring that plans deliver the organisation’s strategy and that cost coverage and the allocation of unrestricted funding to country operations are transparently managed. It also manages the use of War Child’s emergency funds, ensuring that our objectives around rapid response are achieved and leveraged for wider impact.

The Head of Programme Operations and Funding maintains an important set of external relationships, ensuring strong links with donors, coordinating with peer agencies for consortium development, and leading our involvement on sector networks such as START. Internally the post has a crucial role in ensuring that information flow between Programmes and other head office teams, including Advocacy, Fundraising and Communications is effectively maintained. It requires close and regular liaison with the Security Advisor, including during crisis management.

Your responsibilities • Lead and manage the Programme Operations and Funding Team, coaching and developing a collection of skilled and experienced individuals to achieve clear and ambitious goals, including management of the operations budget. • Responsible for the achievement of year on year increases in our income from institutional donors by improving our capacity to develop relationships at country and head office level, to produce high quality proposals and to deliver a high standard of grant reporting and accountability to our donors. • Achieve increases in the average length of grants by developing new business with institutional donors willing to fund multiyear programmes which fit within the strategic direction of the organisation. • Through careful attention to the proposal development process and rigorous monitoring of delivery achieve ambitious targets for cost recovery in country programmes across our total grants portfolio.

• Achieve ambitious increases in our financial efficiency by speeding up the process for collecting money from our institutional donors and reducing the extent to which we pre-finance our programme delivery with unrestricted funding. • Policy and implementation lead for grant management covering all stages of programme design, implementation and reporting across the whole organisation. This includes the integration of security, safeguarding and programme quality input where required into the proposal development process. • Lead on the development and delivery of an ambitious institutional funding strategy for the organisation which results in the expansion of a large and diverse pipeline. This includes the approval of country funding plans. • To build relationships at a senior level with a wide range of institutional donors, working with team members, Country offices and other colleagues to ensure a broad relationship with key donors at various levels of hierarchy and in different geographical locations. • Lead the London team to provide close scrutiny of the delivery of grants based on the monthly BvA process and ensure that necessary corrective action for effective grant management is agreed and actioned by country teams. • Achieving financial effectiveness through close scrutiny of country programme annual budget submissions, paying close attention to the design of in country cost structures and ensuring that allocation of unrestricted resources is in line with our financial model for effective cost and programme structures in each country team. This includes approval of country programme cost and management structures and country budget submissions to finance, with lead responsibility for the management of the overall country funding gaps in the financial year. • Business partnering with Country Directors to agree long term strategic plans for each country programme before submission to the Programmes Director and ensuring the London Ops team provides timely operational support to country programmes. • Responsible for the allocations of War Child Emergency fund ensuring that our objectives around rapid response are achieved and leveraged for wider impact. • With the Security Advisor and Director of Programmes, support teams in the UK and country programmes, on security incidence response. • Alignment of Programme operations with global advocacy, ensuring excellent communication and cooperation with the Advocacy Team around agreed priorities. • Representing War Child on relevant sector networks including START and BOND and being part of our active networking with War Child donors, advocacy events and helping to ensure that advocacy priorities are informed by programmes experience and evidence. • Active participation in WC management group, with regular appearances at SMT, board and board committees to advise on progress against our programme delivery and financial and future plans. • Responsible for enabling Fundraising and Communications colleagues to achieve their goals by ensuring close liaison and information exchange with fundraising and communications teams. This includes ensuring that funding opportunities are effectively managed with the Heads of Fundraising teams, and that information about programme activities and country plans is effectively shared with colleagues across the organisation and with our partner War Child agencies and Children in Conflict. • Lead on effective coordination with other War Child offices including Holland and Canada, , , Australia and CiC to reap the benefits of a collaborative approach to institutional donors across the world

You have • Extensive field experience working in child protection, in conflict and post conflict environments. • Proven track record in sector networking and representation and in securing multi-year donor funding. • Demonstrated ability to develop programme policy and create high engagement in its implementation. • Demonstrated ability to monitor policy application and compliance, including ability to take corrective action. • Close awareness of the security situation in the country programmes where we work. • Experience in responding to security incidents and manage efficiently and with cultural sensitivity unforeseen high-risk situations. • Experienced in managing budgets and proven track record in applying financial management requirements. • Demonstrated ability to coordinate annual planning and strategy development processes. • Experience of developing new humanitarian and child protection projects in insecure settings. • Expert level of understanding and analytical skills of, and the application of sector and thematic trends in funding mechanisms. • Substantial experience of successful advocacy with institutional donors. • Extensive experience of remote management and coordinating work remotely. • Proven leadership and people management skills, including identifying talent, managing performance, supporting individual development, and creating a high performing team. • Confidence in dealing with people at all levels and ability to influence senior management, as well as external partners and agencies. • French and/or Arabic speaking is highly desirable.
