    LOCAL SPOTLIGHT San Juan Watershed, Monterrey, Mexico—Adapting to extreme hydro-meteorological events Photo: © Juan Ángel Sánchez de Llanos The challenge NorthMONCL AmericOVa A Monterrey, Mexico, one of Latin America’s industrial capitals with a population of over 4 million, is an important economic center for residents and Mexico alike. Unfortunately, the city is positioned in an area that is naturally prone to intense hydro-meteorological events (floods and droughts). Because most (approximately 60 percent) of Monterrey’s drinking water supply comes from upstream areas that have been degraded on a recurring basis from land-use change and phenomena such as forest fires and invasive species, Monterrey is one of the top 25 Latin American cities for water risk. Climate events can be devastating. In 2010, Hurricane Alex cost the state of Nuevo León US$1.35 billion. Poor land management cannot be solely blamed for these losses, but it plays a role. Deforestation and erosion in the San Juan watershed, alongside rampant Rio Pesquería Rio San Juan and poorly planned expansion of urban areas, can reduce infiltration in recharge zones that, in turn, exacerbates runoff and can MONTERREY contribute to flooding. Future flood events are projected to intensify in the watershed, potentially exceeding the retention capacity of Rio Santa Catarina the existing dam that protects the city from high flows. SALTILLO Rio Ramos The year following Hurricane Alex, Monterrey was hit again, this time by a severe drought. The effects of the drought were made worse by the weakened storage and regulation capacity of upstream areas. The scarcity of water ultimately damaged over 50,000 hectares of crops and killed more than 10,000 livestock.

    December 21, 2020 WWF Mexico and the Alliance for Climate Action in Mexico urge the national government for higher ambition and action to address the climate crisis. Five years after the Paris Agreement, Mexico's commitments are insufficient On December 12 2015, 195 nations signed the Paris Agreement, a historic agreement to tackle climate change while respecting human rights. As part of this agreement, the signatory countries presented their Nationally Determined Contributions (NDCs) to stabilize greenhouse gas emissions and limit average global temperature rise to well below 2° degrees Celsius. However, the 2015 commitments made by most countries were not enough to meet this goal. With the NDCs initially presented by the signatory countries, Mexico included, the global temperature could increase between 3 and 4° C by the year 2100. According to the scientific community, this will have catastrophic consequences. On the 5th anniversary of the Paris Agreement celebrated this year, countries were required to review their commitments under the principle of progression, which seeks increased target ambition to achieve carbon neutrality by 2050. In recent days, the government of Mexico released its revised NDC but, unfortunately, does not follow this principle. Mexico only endorsed the same commitments made in 2015: a 22 percent decrease in its greenhouse gas emissions and 51 percent decrease in black carbon. During the public consultation carried out by Mexico's government as part of the NDC revision process, we, members of the Alliance for Climate Action in Mexico (ACA-MX)--including civil society, academic, business and local government representatives--expressed our concerns on lack of ambition.

    Mexico Transloads Traditionally, many potential rail clients in Mexico elected to not install rail spurs. High rates and poor performance drove this decision when traffic moved by rail in Mexico. Thus we have many companies today that are not rail served within Mexico. Since the privatization of the Mexican railroads, Mexican customers have been rewarded with dramatically improved rail alternatives. Today, many customers are building rail spurs into existing facilities while others are relocating in order to take advantage of rail service and economics. However, in many cases, the only option is to transload the product at the nearest rail point. This reality has created a boom in transload capabilities throughout Mexico. The other reality is the occasional need to transload product along the border gateway points. With many different needs for transloading Mexican products, our strategy is to deliver an integrated capability along with service providers and the Mexican railroads. Regardless of the transload requirements, BNSF can organize transloads via a network of service providers. Simply call or email a BNSF representative to begin the process.
