THURSDAY, MARCH 8, 2018 FIFTY-EIGHTH LEGISLATIVE DAY CALL TO ORDER The Senate met at 8:30 a.m., and was called to order by Mr. Speaker McNally. PRAYER The proceedings were opened with prayer by Reverend John Feldhacker of Edgehill United Methodist Church in Nashville, Tennessee, a guest of Senators Harper and Dickerson. PLEDGE OF ALLEGIANCE Senator Dickerson led the Senate in the Pledge of Allegiance to the Flag. SALUTE TO THE FLAG OF TENNESSEE Senator Dickerson led the Senate in the Salute to the Flag of Tennessee. MOTION Senator Norris moved, pursuant to Rule 32 and Article II, Section 18 of the Constitution of the State of Tennessee, Senate Bills Nos. 2728 through 2732 be passed on first consideration, which motion prevailed. INTRODUCTION OF BILLS The Speaker announced the following bills were filed for introduction and passed first consideration: Senate Bill No. 2728 by Senator Hensley. Giles County -- Subject to local approval, authorizes an advisory referendum relative to debt issue for the construction and renovation of schools in the county. Senate Bill No. 2729 by Senator Hensley. Lewis County -- Subject to local approval, changes, from $40 per day to $50 per month, the compensation for members of the County Highway Advisory Commission; reduces, from $300 to $200 per month, the compensation for the chairman of the County Highway Advisory Commission. Amends Chapter 395 of the Private Acts of 1937; as amended. Senate Bill No. 2730 by Senator Hensley. Perry County -- Subject to local approval, authorizes the establishment of salary policies and scales for departments of the county; authorizes the appointment of a chief accountant and a budget director. Senate Bill No. 2731 by Senator Gresham. Decatur County -- Subject to local approval, abolishes the Decatur County Democratic Party Executive Committee. Repeals Chapter 335 of the Private Acts of 1957; as amended. Senate Bill No. 2732 by Senator Stevens. McKenzie -- Subject to local approval, requires newly elected council members to receive certification from the MTAS Newly Elected Officials Class within 12 months of being elected; requires council members to receive any state-mandated certifications; changes how many absences by a council member that will result in a vacancy in the office; makes the council member's compensation contingent upon attendance at meetings. Amends Chapter 128 of the Private Acts of 1990; as amended.
