January 15, 2021 Dear Ontario Council CFUW Club Presidents, Executive Leaders and members, Here is the 2021 proposed resolution for Ontario Council prepared by CFUW St. Catharines concerning Human Trafficking Awareness, Prevention and Detection. Resolutions exemplify how the grassroots of clubs work to improve public policy on issues which need addressing in the current state of affairs. Resolutions have been the bedrock of Ontario Council and we applaud those clubs who engage in developing resolutions, and clubs who partake in the process of reviewing and offering amendments so that the resolution has the potential of becoming policy. Policy drives advocacy efforts in Ontario. Please read it carefully and prepare amendments if you wish. In particular, Strategic Political Communication (SPC) is becoming the dominant form of political communication between Canada’s executive branch of government and the public, both during elections and as part of a “permanent campaign” to gain and maintain public support as means to political power. This dissertation argues that SPC techniques interfere with the public’s ability to know how they are governed, and therefore undermines the central right of citizens in a democracy to legitimate elected representation by scrutinizing government and holding it to account. Realization of that right depends on an authentic political communication process that provides citizens with an understanding of government. By seeking to hide or downplay blameworthy actions, SPC undermines the legitimation role public discourse plays in a democracy. -

Canadian brewing facilities produce 85% of the beer sold in Canada. The Conference Board of Canada estimates beer sales support 149,000 jobs, $5.3 billion in wages and $5.7 billion in government tax revenues. In 2019, Canadian brewers paid nearly $700 million in federal excise duty alone. We applaud government’s support efforts to date, notably the Canada Emergency Wage Subsidy and Canada Emergency Business Account, which are providing relief to businesses and easing the economic impact on Canadians. But at the same time, we are hearing from many brewers that more sector-specific interventions are required. The Ontario government’s decision last week to suspend their provincial beer tax increase planned for June 1 will prove to be helpful to brewers. We are asking for your government to follow Ontario’s lead and implement two immediate and one future support measure that will allow brewing companies to survive and recover from this crisis. We are calling on the Government of Canada to immediately: • Defer upcoming monthly excise duty payments until September, and • Roll-back the 1.9% excise duty increase that went into effect on April 1. -

PLAYING THE VICTIM: A CRITICAL ANALYSIS OF CANADA’S BILL C-36 FROM AN INTERNATIONAL HUMAN RIGHTS PERSPECTIVE Canada's an International Human Rights Perspective PHOEBE J GALBALLY* This article analyses the recent legislative reforms regulating the Canadian sex industry, Bill C-36, the Protection of Communities and Exploited Persons Act. Bill C-36 has been described as an ‘abolitionist’ approach to sex work, drawing heavily from the ‘Nordic model’ which is increasingly being adopted across the globe. This ‘abolitionist’ approach rests on the radical feminist perspective of sex work as inherently exploitative, and accordingly, seeks to re-focus criminal measures solely on the demand-side of the transaction. This article examines the foreseeable impact of the abolitionist perspective enshrined in Bill C-36 on the lives of domestic Canadian sex workers, from an international human rights perspective, paying particular attention to the Convention on the Elimination of All Forms of Discrimination against Women.
