(“Tribune”), Licensee of KRCW-TV, Salem, Oregon, (Fac Tribune Media Company FRN: 0005047105 Request for Special Temporary Authority Tribune Media Company (“Tribune”), licensee of KRCW-TV, Salem, Oregon, (Fac. Id. No. 10192), RF Channel 33 and Virtual Channel 32, herein requests Special Temporary Authority as necessary to allow its current ATSC 1.0 programming streams to be hosted on other stations in the Portland, Oregon market. KRCW-TV plans to commence ATSC 3.0 operations from its current facility. The station will serve as an ATSC 3.0 lighthouse station and will transmit ATSC 3.0 programming streams for other in-market stations as well as for itself. To ensure that viewers continue to receive all current KRCW-TV programming in ATSC 1.0, the station plans to transition its current primary ATSC 1.0 – 33.1 CW to KATU(TV), Portland Oregon (Fac. ID No. 21649), RF Channel 24, licensed to Sinclair Portland Licensee, LLC and its ATSC 1.0 33.2 Antenna TV, 33.3 CourtTV and 33.4 TBD programming to commonly owned station KOIN-TV, Portland, Oregon (Fac. ID 35380), RF Channel 25. The streams will retain their PSIP 32.1, 32.2, 32.3 and 32.4 virtual channel numbers respectively pursuant to Annex B.1.7 of ATSC A/321:2016 (as incorporated in the Commission’s rules in Section 73.8000). KATU will accommodate the one ATSC 1.0 stream from Tribune along with its existing ATSC 1.0 primary and secondary/multicast program streams and KOIN will accommodate the three ATSC 1.0 streams from Tribune along with its existing ATSC 1.0 primary and secondary/multicast program streams For clarity. KRCW’s multicast channels will be hosted in 1.0 as follows: Station RF Channel of 1.0 Virtual Channel Host(s) (No Change) CW 24.2 32.1 ANTENNA 25.4 32.2 COURT TV 25.5 32.3 To the extent necessary, Tribune respectfully requests Special Temporary Authority to move its ATSC 1.0 channel streams to host stations as described above. Tribune also requests that the virtual channel mapping for the KRCW-TV ATSC 1.0 channel streams as described above appear on the face of any license(s) or authorizations that result from the instant application. Tribune submits that granting this request will serve the public interest as it will allow KRCW to further the Commission’s ATSC 3.0 policy goals while preserving the ability of KRCW to continue providing its programming in the ATSC 1.0 format to that all on-air viewers continue to receive the KRCW programming currently available to them. .

ID No. 21649; RF Channel 24), licensed to Sinclair Portland Licensee, LLC (“Sinclair”) in the ATSC 1.0 format pursuant to the authority granted by the FCC in File Nos. 0000107801 and 000010781 and a hosting agreement with Sinclair. As noted in the STA, Licensee broadcasts its existing multicast streams, Antenna, Comet TV, and TBD, using the facilities of commonly owned station KOIN-TV, licensed to Nexstar Broadcasting, Inc. (Fac. ID 35380; RF Channel 25) (“Nexstar”). This STA hereby requests an extension of the STA to allow KRCW-TV to continue airing its multicast streams from KOIN- TV’s facilities in ATSC 1.0 format. As set forth in the original STA request, because of ATSC 1.0 capacity constraints, KRCW- TV is not able to air its multicast streams on KATU, its primary ATSC 1.0 simulcast host. Furthermore, due to ATSC 3.0 capacity and other constraints attendant with the multi-station and multi-market coordination needed for a successful ATSC 3.0 deployment across the country, it is not feasible for Licensee to simulcast KRCW-TV’s multicast streams in an ATSC 3.0 format without unduly minimizing, if not largely eliminating, the benefits to the public and the participating stations of transitioning to ATSC 3.0.
