PERFORMANCE RATINGS OF THE METROPOLITAN MANILA DEVELOPMENT AUTHORITY October 2000 to March 2012

MMDA, under the leadership of Chairman Francis N. Tolentino recorded a historical high performance approval rating of 64.1% according to Pulse Asia Survey done in March 2012. This feat surpassed the highest recorded approval rating by the agency under then Chairman Bayani F. Fernando at 60% accomplished three (3) times in April 2003, June 2004 and March 2005.

On the other hand the disapproval rating of the agency was significantly reduced at 11% compared with the 20% in November last year.

The Metro Manila Council

The Metro Manila Council (MMC) is the governing board and policy-making body of the Metropolitan Manila Development Authority (MMDA). It is headed by the MMDA Chairman composed of the 17 Metro Manila Mayors, the President of the Metro Manila Vice-Mayors League and the President of the Metro Manila Councilors League.

Under the current leadership, the Council members set aside party affiliations, demonstrating a sense of urgency and unity in dealing with Metro Manila‘s common urban challenges.

The MMC has been making major policy decisions as a collegial body, demonstrating support to the agency‘s programs and projects.

Formulation of the Metro Manila Greenprint 2030 The Metro Manila Greenprint 2030 is a two-decade plan that will provide the development framework and regional spatial strategies for the metropolis. An environmental-united blueprint, the Greenprint will guide the form of the urban region to ―trunk‖ infrastructure, ―green‖ systems and ―cluster‖ economic activities. It will provide guidance to the policy formulation process of local governments and sectoral agencies on matters of importance for Metro Manila. Moreover, the Greenprint‘s spatial framework will transcend Metro Manila‘s boundaries covering neighbouring areas in the and Central Luzon regions to enable the potential to achieve a competitive sustainable future with opportunity for all.

Formulation of the Metro Manila Greenprint 2030 “Transforming Cities: From Concept to Results” As part of the formulation program, MMDA with World Bank is scheduling a series of learning events for knowledge sharing and capacity enhancement.

The first of a series of these learning events entitled ―Transforming Cities: From Concept to Results‖ was held last 30 March 2012 at the Luzvimin Conference Room, World Bank Office, City. It features Dr. Luis Felipe Siquerios, a renowned urban planner and practitioner, a national award recipient for best local practice in Mexico and head of the Guadalajara 2020 as resource speaker.

The event was conducted via video conference which was attended by more than 60 participants from Local Planning Offices of Metro Manila and NCR line agencies such as DILG, DENR, DepEd, DPWH, DSWD, DTI and DOT.

During the video conference on “Transforming Cities: From Concept to Results” held last 30 March 2012 at the Luzvimin Conference Room, World Bank Office, Pasig City. Regional Budget Review for Fiscal Year 2013

The Metropolitan Manila Development Authority, as Chair of the Regional Development Council for the National Capital Region (RDC-NCR) is mandated under the Executive Order 113, series of 2002 to review and endorse to the Department of Budget and Management (DBM) the annual budgets of the Regional Line Agencies (RLAs) and State Universities and Colleges (SUCs) within the NCR.

Pursuant to the National Budget Memorandum No. 112 (NBM 112) issued 29 December 2011, the RDC-NCR Secretariat conducted the 4-day Budget Consultation on the FY 2013 Budget of the Regional Line Agencies (RLAs) on the following dates:

Public Investment Program

The Public Investment Program (PIP) contains the core programs and projects which shall contribute to the societal goals and outcomes in support of the Philippine Development Plan (2011-2016). They include programs and projects which shall require national government equities, subsidies and guarantees, regardless of financing source.

The MMDA submitted a revised PIP for Metro Manila (2011-2016) based on the comments and recommendations of NEDA for final presentation to the President.

Evaluation of Development Projects

Evaluated two (2) infrastructure projects and one (1) environmental development project (LRT Line 1 Extension Project, (SLEX) Link Road Project and Market Transfor- mation through Introduction of Energy Efficient Electric Tricycle Project).

The RDC-NCR favorably approved the said two (2) infrastructure projects for endorsement to NEDA Board Investment Coordinating Council (NB- ICC). At the committee level, the RDC-NCR Committee on Environment approved the proposed project of DOE on Market Transformation through Introduction of Energy Efficient Electric Tricycle for endorsement to RDC- NCR.

Development Planning Issuance of RDC-NCR Clearance for Excavation

Private and public entities secure RDC-NCR clearance, as a requirement for the issuance of an excavation permit, for all projects/activities that may affect the design and construction of Metro Manila roadways.

From 2 January to 30 April 2012, a total of 98 applications were processed by the agency and issued corresponding excavation permits after thorough evaluation including site inspection.

Design and Construction of Pedestrian Footbridges

Pedestrian footbridges have been the agency‘s most effective way to improve pedestrian safety as well as improve travel speed in an area mainly due to the elimination of vehicle and pedestrian conflicts. As of April, MMDA has a total of 73 footbridges of which six (6) were completed for the first quarter of this year. The agency is conducting repairs and painting of footbridges as part of its regular maintenance works.

Geometric Improvement along Commonwealth Avenue

MMDA completed the re-alignment of the median island of Commonwealth Avenue from Litex to Doña Carmen last January 2012 to ensure continuous flow of traffic, in anticipation of the construction of the MRT 7.

Improvement of Perimeter Wall of Underpass (Wall Tiling)

To enhance road safety along underpasses in Metro Manila, MMDA installed wall tiles on the perimeter wall to serve as light reflectors especially during night time. Wall tiling will also facilitate maintenance and cleaning of these underpasses.

MMDA is currently installing wall tiles in three (3) major tunnels namely: 1) Lagusnilad Underpass in Manila City, 2) Quezon Underpass at Quezon City and 3) EDSA-Ayala Underpass in Makati City. In addition, the wall tiling along the EDSA - Underpass in Quezon City and Underpass at Mandaluyong City are being improved.

Mobile Metrobase

The Mobile Metrobase is a mobile command and communications van, capable of providing real-time traffic surveillance footages in Metro Manila areas beyond the range of MMDA's 55 CCTVs currently in operation. The converted van is equipped with four CCTV monitors and a high-resolution camera located at the roof. This high tech-mobile command communications center records and relays video footages through Wifi, to the Command Center and Flood Control Information Center (FCIC) in the MMDA. During the , the Mobile Metrobase was instrumental in monitoring the traffic situation along major exit points in the Metropolis.

“AGILA 1” and “AGILA 3”, two (2) units of command and communications van, capable of providing real-time traffic surveillance footages in Metro Manila areas beyond the range of MMDA‟s 56 CCTVs. “AGILA 2” is under construction.

Construction of Rotundas Rotunda serves as alternative traffic solution to traditional signalized intersection and U-Turn slots. The Rotundas generally produces the following benefits: Promote continuous and smooth traffic flow. Effectively reduce vehicle and pedestrian conflicts including accidents along major intersections Improve aesthetics, enhance pollution control and contribute to flood mitigation due to the greenery it provides and drainage improvements it incorporates in the design.

For 2012, MMDA studied 10 possible sites for rotundas and completed the Quirino- rotunda, Quezon City. Rotunda at corner Mindanao Avenue

Single Ticketing System

On 26 January 2012, the Metro Manila Mayors, with the conformity of the Department of Interior and Local Government (DILG) Sec. Jesse Robredo and Land Transportation Office (LTO) Asec. Virginia Torres, unanimously adopted a single ticketing system for the 17 LGUs of Metro Manila. This is a milestone in the public transport system which the transport groups have been strongly clamoring for since 1995. Without the single ticketing system, each Metro Manila LGU and the MMDA use their respective traffic violation tickets within their jurisdictions. On 1 March 2012, the ticketing system was officially launched with the Metro-wide use by all traffic operatives in the metropolis of the Uniform Ordinance Violation Receipt (UOVR) bearing the logos of all 17 LGUs and MMDA.

This system will harmonize the existing national and local laws on traffic enforcement, prevent confusion among private and public motorists. This paved the way to a decrease in the use and proliferation of fake tickets, commonly known as ―palipad‖ or ―talahib‖.

From March to 16 April, a total of 37,296 MMDA apprehensions were made using UOVR.

EDSA Motorcycle (Blue) Lanes

Having recognized the need to adopt additional measures to address the alarming increase in motorcycle-related accident, Chairman Francis Tolentino received the support of the whole Metro Manila Council in establishing a motorcycle lane along EDSA through the adoption of MMDA Resolution No. 12-04. The approval came after the decrease in the number of motorcycle-related accidents in Commonwealth and Macapagal, where motorcy- cle lanes were previously established in Novem- ber 2011.

Based on reports, there are no fatal accidents

registered after the implementation of Launching of the EDSA Motorcycle (Blue) lanes on 14 February 2012 motorcycle lanes in the 3 corridors.

Anti-Kotong Initiatives In support of the ―Kung walang corrupt, walang mahirap‖ concept, MMDA created ―Taskforce ZERO‖ which spouses ―ZERO PAYOLA‖, ―ZERO KOTONG‖ AND ―ZERO LAGAY‖ in the performance of its mandated function.

The uniforms of MMDA traffic enforcers were enhanced over time for the effective function of their day-to-day duties. Enforcers were provided with helmets which they are required to wear at all times while on field. The surname of the traffic enforcer is permanently inscribed on the helmet for better public visibility, in addition to the nametag appliquéd on the uniform.

Furthermore, periodic re-shuffling of traffic enforcers‘ area assignments is also being done to prevent familiarity between the enforcers and the transport groups within their area of responsibility.

MMDA also assigned 15 non-traffic personnel as inspectorates in addition to the 32-man inspectorate team to avoid collusion among traffic personnel.

Non-traffic personnel were also assigned in traffic satellite offices to do administrative work to enable traffic enforcers to focus on their traffic enforcement function. MMDA will also rehabilitate traffic satellite offices designed with a dedicated window for client interface.

Finally, to encourage the public to report via text messaging of any wrongdoings committed by agency personnel as well as commend outstanding performance and behavior of deserving MMDA employees, MMDA established the ―ANTI-KOTONG‖ hotline (0929 400- 0572) and ―PAPURI‖ hotline (0905 3989288) last 31 January 2012. As of March 31, the hotlines received 161 SMS complaints, of which around 41 percent or 66 SMS were kotong related.

All reports were acted upon either by the Traffic Discipline Office Complaints Division or by the Personnel Inspectorate and Monitoring Group for further investigation. In the month of April , at least three (3) enforcers have been recommended for immediate termination/non-renewal of job order contract.

Anti-Colorum and Out-of-Line Operations

Colorum Out of Line Apprehension Report

To reduce Colorum and Out-of-Line Operations in the metropolis, MMDA continuously conducts daily operations along major thoroughfares.

From January to 04 May 2012, MMDA has apprehended 651 colorum and 439 out-of- line vehicles.

Significant number of apprehensions were also recorded for illegal transfer of passengers, spurious documents, unregistered motor vehicle, no franchise, breach of franchise, replacement of engine, and unauthorized improvised plate.

Vehicle Tagging

Vehicle Tagging Scheme involves the painting of license plate details of public utility vehicles (PUVs) on all sides of the vehicle and roof. Each type of PUV has a distinct colored background with prescribed measurements for the text and background. Vehicle tagging was implemented for utility buses last 15 August 2011 and on AUVs last 12 December 2011.

E-Tagging The MMC issued last 26 January 2012 the MMDA Resolution No. 12-01 the study, implementation, and enforcement of MMDA of an Electronic Vehicle Tagging System (E-tagging) for the Public Utility Vehicles using ICT-enabled applications such as global position system, radio frequency identification, near-field communication, and other similar communications technologies.

This development came after various transport groups and public utility operators have manifested their strong preference for MMDA to undertake and implement such a system, even offering to shoulder a portion of the costs and expenses appurtenant thereto.

E-tagging shall complement MMC resolution on the implementation of the vehicle tagging by painting the license plate on the roof, front, back and two (2) sides of all registered PUVs, the purpose of which is to identify vehicles involved in the violation of traffic laws and accidents and vehicles which are out-of route or colorum.

A taskforce was created last 11 April 2012 to undertake the study and implementation of the project is conducting consultation among representatives of transport groups and technology providers to discuss the details of the project. Metro Solusyon Website MMDA will soon launch the Metro Solusyon (Ako– Kasama sa soluSyon) website which enlists the “Ako - Kasama sa soluSyon” citizen‘s participation to battle corruption and ad- vocates the public to: Report complaints/ incidences on any matter involving MMDA employees engaging in corrupt practices (e.g. kotong, lagay, payola, etc.). We require you, however, to make your reports complete for MMDA to post your story to the public, while the Agency proceeds internally to take swift action.

Laud or commend good deeds of employees of the MMDA to keep our people motivated doing the right job, and doing it right.

Suggest concrete solutions to pressing problems you directly encounter around the metropolis – ranging from traffic, floods, garbage, public health and public safety.

The proposed portal provides a mechanism to solicit reports from the public via the ―report an incident‖ tab which will be the basis for investigating any MMDA personnel involved in ‗kotong‘, ‗lagay‘, ‗payola‘ and other forms of bribery cases on the road.

All valid complaints/reportshall be processed, and all actions taken relative to these shall be posted in this site.

Performance-Based Reward and Incentive Program

As part of the agency‘s performance-based reward and Incentive program, deserving employees are recognized and given certificates of commendation. For this year, 53 MMDA employees have been awarded with plaques of rec- ognition for their honesty, dedication and bravery.

To further motivate the agency‘s traffic enforcers to perform their duties with integrity and honesty, MMDA Chairman Tolentino pledged to provide more benefits to traffic enforces such as emergency medical attention. The Agency recognizes the importance of providing traffic information boards and road safety reminders to guide the road users.

In addition to the LED Advisory Board along EDSA corner Main Avenue, Southbound, Quezon City, LED Advisory Boards were also erected along EDSA near Heritage Hotel, Northbound, Pasay City and in front of Mega Mall Southbound.

The MMDA Traffic Academy created through MMC Resolution No. 07, Series of 2004, provides traffic personnel with necessary training and seminars as well as strengthens the capacities of drivers with regard to the rules of the road, awareness of traffic laws/regulations, including defensive driving, to upgrade their capabilities and competence in traffic management.

From January-April 16, 2012, the MMDA Traffic Academy conducted 11 courses and 740 trainings wherein 10,053 MMDA personnel, company employees, and delinquent drivers participated.

Modified Truck Ban for the 45th Annual Meeting of the Board of Governors ADB

The MMDA enforced the total daytime truck ban during the four-day Asian Development Bank (ADB) Board of Governors annual meeting to decongest Metro Manila‘s major thoroughfares. On May 2 and 5, all large cargo and delivery trucks trucks were banned from entering Metro Manila from 4 a.m. to 9 p.m. and on May 3 and 4, from 6 a.m. to 10:30 p.m.

The implementation of the total daytime truck ban, together with the designation of ―courtesy‖ lanes, the deployment of 1,300 traffic enforcers and support of

various trucking associations, other national agencies, Meetings held with the Truckers‟ Associations held last local government and citizenry, ensured the smooth 26 April 2012 flow of traffic for the duration of the event.

MMDA was able to muster the support of various agencies in the implementation of the total daytime truck ban. In response to the request of the Chairman Tolentino, the Department of Finance (DOF) directed the Bureau of Customs to provide 24-hour service on April 30 and May 1 to truckers and supply chain operators affected by the May 2 to 5 temporary daytime truck ban in Metro Manila. The DOF also instructed banks to accept e-banking transactions and open their online operations for truckers during the Labor Day holiday. Moreover, the Department of Transportation and Communications (DOTC), through the Philippine Ports Authority (PPA) agreed to conduct round-the-clock operations to accommodate truckers whose operations will slow down when the temporary truck ban takes effect. The PPA, which manages the North and South Harbors, also agreed to waive demurrage or storage charges, overtime costs and other fees on containers affected by the daytime ban.

Further, Chairman Tolentino requested and gained the assistance of the 17 Metro Manila Mayors, Governor Jeorge Ejercito of Province and the Mayors of Calamba, Carmona and in extending leniency to the grounded trucks affected by the MMDA‘s temporary total daytime truck ban.

Operation and Maintenance of Flood Control Facilities Metro Manila has always been plagued with perennial flooding mainly because it is deltaic in nature with some areas below sea level. Major factors triggering and aggravating flooding especially in the low-lying areas in metropolis are the high intensity or long duration rainfall and human actions. Flooding is aggravated by the constriction of the waterways, encroachment of natural drainage path by informal settlers, insufficient drainage system and rapid urbanization. For 2012, MMDA shall continue its efforts in minimizing these flood occurrences with proper flood control and sewerage management as well as the establishment of community-based flood mitigation teams, among others.

The MMDA is currently maintaining 51 pumping stations which is composed of 21 large pumping stations, 10 small pumping stations and 20 relief pumping stations.

For 2012, MMDA has recently completed the construction of the Uli-uli Pumping Station in Manila City last April 30. Furthermore, site surveys and investigations were completed for the two (2) additional pumping stations namely the Balongbato Pumping Station in San Juan City and the Salapan Pumping Station in Mandaluyong City. The plans are being finalized for approval and bidding. Both pumping stations are expected to be completed within the year.

In order to ensure the smooth flow of flood waters during heavy rains and typhoons, MMDA on a regular basis dredges open waterways desilts drainage mains and declogs drainage laterals. Estero Blitz Coming from the successful Estero Blitz-1 last August 2011, MMDA conducted the Estero Blitz-2 last February which covered 36 esteros with a total length of 86.3 kilometers. Estero Blitz 2 recorded 882 garbage truck trips which removed and disposed a total of 6,016 cu.m. of garbage.

MMDA also conducted medical missions to 2,915 residents and Community teachings/seminars on the Implementation of RA 9003 or the Ecological Solid Waste Management Act which was participated by 5,772 residents.

Flood Control Bayanihan Zone Alliance

MMDA is continuously providing support to 10 Flood Control Bayanihan Zones Alliances (FCBZAs) created to assist the agency in making the community disaster resilient and in providing rescue, relief and rehabilitation works in times of disasters.

In keeping with the objectives of the Alliance, the MMDA initiated a Best Practices Seminar last April as part of its knowledge sharing activities for the FCBZA Board of Directors. The learnings from the seminar maybe used by the FCBZA as inputs to improve in their FCBZA Strategic Action Plan for this year. Dir. Edgardo J. The MMDA as Chair of the Solid Waste Management Sanitary Landfill (SWM) Board of NCR, is tasked to secure the availability of disposal space for the targeted 70 percent (70%) or 2,544,733.10 cubic meters (cu.m.) of Estimated Waste Generation (EWG) in the metropolis. The remaining 30% (1,090,599.78 cu.m.) is projected to be recycled at the LGU level.

Collected waste by the LGUs are disposed to various MMDA-designated waste disposal facilities, namely the Rizal Provincial Sanitary Landfill (SLF), Payatas-Quezon City SLF, and Navotas-Tanza SLF. These facilities services all 17 LGUs in Metro Manila as well as the dispose of the garbage collected by the Agency from the esteros and pumping stations.

For the first quarter, the actual volume of waste disposed was 2,251,148.68 cu.m.,which was 12% less than the expected EWG of 2,544,733.10 cu. m. This led to a savings of Php 553,035.20 per day or Php 50,326,241.28 for 91 days.

In addition to waste disposal, the Agency also facilitates and monitors the establishment of Materials Recovery Facility (MRF) which helps in minimizing the daily waste collection and disposal. As of March 2012, there are a total of 521 barangay-based and 551 school-based Materials Recovery Facilities/Materials Recovery System (MRFs/MRS) established.

MMDA had also accredited a total of 1,313 garbage collection trucks to certify their roadworthiness and cleanliness and right after issued permits to dump to MMDA-designated disposal facilities. As of March, 1,533 out of 1,705 or 90% of the barangays are implementing Door-to-Door (D2D) collection.

In the pursuit of educating the public on proper garbage disposal and management, MMDA conducted 9 SWM seminars, 75 teach-in seminars as part of the Estero Blitz II and distributed 1,500 information materials ranging from comics, posters, flyers, CDs, and stickers to Metro Manila LGU barangays, schools and other groups. MMDA also continuously maintains closed disposal facilities such as San Mateo SLF, Carmona Landfill and Boso Boso Landfill which includes regular grass-cutting activities in order to prevent grass fires.

The Metro Ko, Love Ko! Program

On March 20, the MMDA launched ―Barangay Power 2012: Malinis, Kanais-nais‖, search for cleanest and best in solid waste management as part of Metro Ko, Love Ko! Program. The contest encourages all 1,705 barangays in Metro Manila to maintain the cleanliness of their respective barangays.

This contest is in partnership with the Metro Manila Mayor‘s Spouses Foundation, Inc. (MMMSFI) & Shelter Services envisions to empower all Metro Manila Barangays to harness the community‘s capacities and resources in order to preserve, conserve, and liven up the environment, and to inspire its people to act together towards the fulfillment of this vision. The Metro Manila Barangays will be grouped into four (4) categories according to land area and income. The Metro Ko, Love Ko! logo barangays shall compete among their groups, and a winner from each category shall be chosen to receive The first elimination round of the contest will be Php 1 million and a plaque of recognition to be held from April-June 2012. And the official presented in the presence of the Metro Manila announcement of winners shall take place on Mayors and the Liga ng mga Barangays. November 7, 2012.

Metropolitan Manila Re-Greening Program MMDA is promoting a metro-wide greening program that is being initially implemented along EDSA. More than a revitalization and beautification plan, this initiative will help address specific issues related to the environment/pollution control, public health and safety as well as traffic calming effect on motorists and pedestrians. It softens the impact of urbanization and promotes a lovable, friendlier metropolis.

MMDA aims to make the EDSA streetscape functional, yet beautiful. Much like in notable cities of the world, we envision EDSA to have lush trees that serve as shade, well-defined

& Shelter Services sidewalks and accessible pedestrian footbridges that serve as visual relief to road users and generous greenery all over grey and steel structures. All these are critical elements toward making EDSA an urban greenway.

From January to 10 April a total of 72,851 different types of ornamental and flowering plants (e.g. blood leaf, spider lily, yellow peanut, golden lily bougainvillae and manila palm) and ficus tree had been propagated and planted along EDSA.

MMDA Socialized Housing Project

MMDA is currently working its Socialized Housing Project to provide decent and affordable housing to its low income employees.

The MMDA, together with the Department of Environment and Natural Resources (DENR) and Mines and Geosciences Bureau (MGB), made a reassessment of the proposed housing site at the former MMDA sanitary land fill in Carmona, Cavite last 17 January.

Also, the agency has submitted to DENR and MGB a copy of the topographic map of the proposed MMDA housing site super-imposed with the Site Development Plan last 30 January.

Billboard Campaign

For the period 02 January to 30 April, the Billboard Clearance Office (BCO) received 165 applications for billboard clearance. Based on evaluation and inspection, only 103 have been granted clearances while 62 applications have

The KNOxOUT Project : EDSA (Everyone Deserves Safe Air)

In pursuit of the Agency‘s urban renewal and anti-pollution programs in cooperation with Boysen, a leading paint manufacturing company, the MMDA launched the Project: EDSA (Everyone Deserves Safe Air). It is an urban renewal initiative to lessen air pollution on Epifanio de los Santos Avenue through large-scale artworks.

& Shelter Services Each work is created by distinguished and renowned Filipino and international artists and curators using Boysen Knox-Out Paint, a special type of paint technology that cleans toxins in the air as the active ingredients exploit sunlight to transform substances, such as nitrogen oxide and carbon monoxide, into harmless residues easily washed away by water.

Work is in progress for both ends of Cubao-Aurora underpass. The wall art which started last January by Tapio Snellman.

There are five (5) more locations for this Knox-Out Project to be completed this year.

Anti-Smoking Drive: The Bloomberg Project

In promoting public health and sanitation as well as pollution control, the MMDA has undertaken the Bloomberg Project, which is a two-year project implemented in partnership with the 17 LGUs of Metro Manila.

This project aims to ensure the enforcement of local issuances related to the reduction of tobacco use in Metro Manila as stipulated in the RA 9211 (Tobacco Regulations Act) and related issuances. The MMDA thru its deputized Environmental Enforcers is apprehending anti-smoking violators by issuing EVR and charging a fine of Php 500.00 per apprehension. From Anti-Smoking posters displayed along EDSA January to April 13, a total of 9,444 violators were apprehended, majority of which (93%) are males.

Of the total 9,444 EVRs issued, 1,335 were settled with an equivalent amount of PhP 641,027.00. Around 51 violators rendered community service valued at Php 25,500.00. Violators with unsettled records will not be granted clearance from the National Bureau of Investigation. Anti-Littering Under MMDA Regulation No. 96-009 (The Anti- & Pollution Control Littering Law), littering, dumping and throwing of

garbage or any kind of waste in open or public places are prohibited. Establishments are expected to maintain the cleanliness of their immediate surroundings. As part of the Agency‘s mandates, environmental enforcers of MMDA apprehend and issue Environmental Violation Receipts (EVRs) to those who violate the said law. The penalties include administrative fines ranging from Php 500.00 to Php 1,000.00 while community service is an option for those who cannot afford to pay the fines. Unsettled violations are then reported to the National Bureau of Investigation (NBI).

From January to 13 April, MMDA apprehended 8,434 violators with littering offense involving cigarette butts (59%), candy wrappers (22%), other small papers (16%), spitting/urinating (3%) and obstruction (less than 1%). Of the apprehensions recorded, 1,839 have settled administrative fines equivalent to Php 922,500.00 while 82 rendered community service valued at Php 41,000.00.

Anti-Smoke Belching Operation

In line with MMDA‘s mandate on transport and traffic management, MMC-MMDA Resolution No. 10-15, Series of 2012 was issued urging the MMDA together with the LGUs to strengthen anti-smoke belching operations through the Anti-Smoke Belching Unit (ASBU) to lessen pollution and reduce road user‘s exposure to harmful emissions and other environmental elements along Metro Manila roads. The MMDA ASBU is comprised of four (4) traffic enforcers duly deputized by the LTO to conduct anti-smoke belching operations in designated areas in EDSA-Orense, Commonwealth Avenue, , EDSA-Oliveros and Roxas Blvd./EDSA extension daily.

Lingap sa Barangay

In accordance with the Agency‘s mandate in creating policies and programs on health and sanitation, urban protection and pollution control, the Lingap sa Barangay program aims to empower barangays in delivering services that improve environmental quality in their area.

drainage; dredging of water ways; hauling of construction debris and spoils; removal of illegally posted tarpaulins and advertisements; removal of obstruction e.g. junk materials, flower pots, extended awnings; removal of worn out tires; trimming of trees and cutting of grass; distribution of information, education, and campaign materials on dengue prevention and Anti-Littering program; and fogging of public schools to prevent the proliferation of Trimming of trees obscuring electrical wires in Barangay Vitalez mosquitoes.

On January 16, 20, and 27, Lingap sa Barangay were conducted to the three (3) barangays in Parañaque City (Brgy Sto. Niño, Vitalez, and Moonwalk) where 200 participants were given with 500 Lingap sa Barangay leaflets and flyers.

Emergency Response

There are 11 Emergency Stations located along strategic areas in Metro Manila which provides immediate response to roadside emergencies within the area. From January to April, these emergency stations were manned by 300 MMDA personnel, operating on a 24/7 duty schedule. In the same period, the Emergency Response team responded to 589 roadside emergencies and provided first aide assistance to 452 victims, 357 of whom were brought to the nearest hospitals for medical attention. MMDA also provided personnel and ambulance units during the Medical Mission at Balut, Tondo Manila, Iglesia ni Cristo Grand Evangelical Mission, PISTON Tigil Pasada. MMDA Emergency Response Team also provided first aid treatment to 7 victims in the area during the shooting incident at Robinson‘s Galleria.

Roadside Clearing Operations

The Roadside Clearing Operations dispatched tow trucks to 976 stalled vehicles within Metro Manila. Of these, 613 vehicles were brought to an Emergency Bay, while nine (9) vehicles were brought to the MMDA (ULTRA) impounding area.

Disaster Rescue, Relief & Rehabilitation Operations Outside Metro Manila

Following the aftermath of typhoon ―Sendong‖, MMDA provided rescue and relief operations in Cagayan de Oro and Iligan City, by sending a 40-man contingent on January 18 to assist in clean-up operations and to distribute relief goods to the flood victims. Rescue and retrieval operation supplies prepared for the earthquake rescue and relief operations in Dumaguete City From February 8-18, a 15-man rescue unit composed of highly trained personnel in structural collapse search and rescue, and emergency medical assistance were deployed to aid the quake-stricken Dumaguete City in Negros Oriental. The team was equipped with digging and demolition tools, search cameras, first aid kits, tents, a mobile kitchen and safety gear. A second batch composed of 6 (2 from the first batch) MMDA personnel were sent to La Libertad bringing with them a 2-ton water treatment facility to generate potable water for the earthquake victims, along with a motorcycle, truck, and ambulance for emergency assistance. Disaster Preparedness and Response In line with MMDA‘s mandate on public safety, the Agency operates its metro-safe program based on the following objectives:

- Make equipment and other resources immediately available for quick organization and response during emergencies particularly in times of earthquakes, flooding, and even road accidents;

- Inform, educate and train the people well on what to do before, during and after a disaster;

- Prepare institutions and people to plan for worst-case scenarios and to undertake necessary mitigation measures. Oplan Metro Yakal

MMDA prepared ―Oplan Metro Yakal‖ last March 2011 which contains contingency measures in case an earthquake would hit Metro Manila. Also included in the Oplan are preparatory activities such as reorientation and upgrading of disaster response skills and the reassessment of MMDA and volunteer rescue teams. These activities are done in close coordination with the LGUs.

On 12 February, MMDA conducted a Mobilization Assembly Test Public Safety Oplan Yakal Earthquake Drill held at the which gathered MMDA employees and volunteers designated under the Task Force Rainbow. The participants were assigned to the areas near their residence based on the following sector assignment: North (red), East (orange), West (green), and South (blue).

Last 15 April, MMDA employees attended the Incident Command System (ICS) Orientation Drill at the MMDA Office, wherein they were briefed on the operation and protocol in the respective sector assignment in case of an earthquake. The participants were given instructions on how to assemble an emergency tent which will serve as the emergency office or clinic in the different sectors during disaster operation.

Inventory of Equipment and Tools for Disaster Response Operations

The MMDA regularly acquires, fabricates and maintains tools and equipment to facilitate response operations in times of disaster.

The Agency has secured seven (7) rubber boats to improve its disaster response capacity. In addition, the agency fabricated wooden floodboats called ―Bahangka‖ or ―Bangka para sa Baha‖. To date, 45 bahangkas were manufactured for community disaster and clean-up operations, 15 of which were donated to the Flood Control Bayanihan Zone Alliance (FCBZA) and various LGUs for this year. In addition, the agency is continuously monitoring the 24 Disaster Response Equipment Tools and Field Storage Units (DRETFSU) which were strategically situated nearby high-risk areas within Metro Manila. Each DRETFSU is a 20-foot insulated container van that contains an average of 20 boxes with 60 items of assorted disaster response equipment and tools including personal safety gadgets, shelter materials, and various tools such as hand tools, digging tools, lifting tools, cutting tools, lighting tools, among others.

For this year, the agency was able to conduct maintenance activities to eight (8) units of DRETFSUs (container vans) stationed in different Public Safety locations in Metro Manila. This is to ensure the operational condition of tools and equipment stored in DRETFSUs that will be utilized in response to operations.

MMDA also maintains a number of heavy equipment (e.g. manlifter, backhoe, dump truck), ambulance and fire trucks which are being used not only for the day-to-day operations of the agency but also for disaster response. The Agency also lends these Bahangka equipment for clearing and disaster-related activities when requested by the LGUs.

Metro Manila Emergency Volunteer Corps

The MMDA encouraged the support of its employees as well as private individuals in the spirit of volunteerism and community service. From January to April, a total of 254 volunteers have enlisted and underwent the required training particularly on rescue and relief operations.

2012 RP-US Balikatan Exercises

In order to heighten the level of preparedness on disasters, the agency participated in the 2012 RP-US Balikatan Exercises. MMDA officials and staff participated in the 10-day tabletop exercise to test the humanitarian assistance and disaster response (HA/DR) in addressing the devastation of a 7.2- magnitude earthquake and a tsunami inducing earthquake. This activity strives to promote inter-operability of the military and civilian agencies in addressing disasters on a catastrophic scale. Public Safety

Disaster Management Skills Training

As part of the Agency‘s programs on disaster management, MMDA personnel, volunteers, barangay officials, other government personnel, students, and private company employees are continuously provided training in disaster management skills. For the 1st quarter of 2012, a total of 1,429 participants benefitted from the following trainings:

1. Earthquake and Landslide Search and Rescue Orientation Course (ELSAROC) consists of a 1-day lecture and 1-day practical exercises which aims to orient and teach participants on how to carry out safe and effective set of procedures to search for, extricate from, care for, and transport victims trapped under collapsed structures or landslides.

2. Flood Incident Response Safety Training (FIRST) is a 2-day training conceptualized from the Water Search and Rescue (WASAR) conducted by the Philippine Navy which include: orientation on water rescue and water safety; swimming rescue, approaches and handling of victims; removal of victim from water, searching for and rescuing of a submerged victim; and survival swimming in civilian emergencies, ropemanship and basic rescue knots, and rubber boat handling.

3. Disaster Preparedness Orientation (DPO) features a 2-hour orientation lecture on earthquake response and disaster mitigation in Metro Manila. The program also features earthquake drills to simulate disaster response to the participants.

MMDA Official Website

The MMDA website was further improved with the inclusion of additional features and updated information. To date, it features twelve sections: The Home Page, MMDA News, Services Offered, Projects, Legal Matters, the Metro Manila Council, Photo Gallery, Careers, Contact Us, Frequently Asked Questions (FAQs), Transparent Governance and the Metro Manila Traffic Navigator. Since its re-launch last 1 September 2010, the website was visited by a total of 886,653 followers.

Social Networking Accounts

As of 30 April 2012, the MMDA Twitter account garnered 207, 279 followers registering 115,773 tweets, the second highest among government twitter accounts next to PAG-ASA/DOST. The MMDA Twitter account delivers prompt and up-to-date traffic information, flood alerts, accident reports, and official Agency announcements while receiving

Other Services feedback from the public.

In the same period, the MMDA Facebook page has 21,185 likes and 29 YouTube subscribers with 5,352 video views.

MMDA-GMA Network Inc. Tie-Up For Flood and Emergency News and Advisories

On 28 February 2012, a Memorandum of Understanding was signed by Chairman Francis N. Tolentino and GMA Network Inc. Chairman and Chief Executive Officer Atty. Felipe L. Gozon and President and Chief Operating Officer Gilberto R. Duavit, Jr. to deliver real-time traffic images from MMDA through its 70 CCTV cameras for broadcasting on GMA 7 and News TV Channel 11.

Metro Manila Traffic Navigator

Other Services The Metro Manila Traffic Navigator is an online media service that delivers updated traffic conditions as well as flood incidents and traffic accident reports along key intersections and major thoroughfares. It is MMDA‘s first public private partnership project with TV5. Since it launched last August 2011, the Traffic Navigator website has an average of 8,020 daily unique visits.

This service can be accessed by any web browser-enabled device at http://mmdatraffic.interaksyon.com. And be downloaded to smartphones and tablets. As of 19 April 2012, MMDA application was downloaded to 9,325 Blackberry Smartphones, 120,225 iOs and 27,252 Android Phones.

Special Program for Employment of Students

In line with the Agency's Special Program for the Education of Students (SPES), 200 college-level students were recruited and assigned in various MMDA offices as summer interns from 16 April to 18 May 2012.

Summer interns ages 17 - 25 years old from a family with a combined net income (after tax not exceeding) Php 128,000.00 per annum, and should have received an average passing grade during the last scholastic term.

A daily salary of Php 404.008 will be provided for the interns during the 22 day work period. 60 percent (60%) of the salary is being shouldered by the MMDA while the remaining 40 percent (40%) shall be paid by the Department of Labor

MMDA Workers Inn

The MMDA Workers Inn located at the Port Area, Manila provides decent and affordable bed and bath facilities for a 10-hour stay at a minimal cost of Php 35.00. Workers and students whose homes are not within convenient and reasonable commuting distance from Metro Manila avail of these services. A total of 112,550 guests were accommodated and generated an income of Php 4,695,515.09 from 1 January to 17 April.

Street Dwellers Care Program

In carrying out MMDA‘s mandate to provide basic social services in the metropolis, the Agency implements the Street Dwellers Care Program which involves the rescue of mendicants, psychotic vagrants, street children and nomads along major roads within Metro Manila.

Implementation of the MMDA Roadside Maintenance Program

Contributing to pro-poor programs of the Administration, the MMDA has trained and hired 988 unemployed residents of Metro Manila under its MMDA Roadside Maintenance Program for the first quarter of 2012, 861 of which were re-hired for the second quarter.

The program aims to provide short-term employment for the out-of-school youth and unemployed members of the marginalized sector. Training on carpentry work, masonry, plumbing electronics, gardening and landscaping were received by the participants.

Metro Manila Film Festival Other Services

The Metro Manila Film Festival (MMFF) Executive Committee, headed by Chairman Francis N. Tolentino hosted the Appreciation Dinner and Launching of the MMFF 2012 on February 23, 2012. This is in recognition of the Filipino talents in movies who participated in the MMFF 2011, as well as to release the funds for the benefi- ciaries of the Festival. The MMFF 2011 which ran from December 25, 2011 to January 4, 2012 raised a record- breaking high gross of 636 Million Pesos, surpassing the year‘s target of 600 Million Pesos.

Among the beneficiaries of the Festival are the Mowelfund, Film Academy of the , Motion Picture Anti-Film Piracy Council, Optical Media Board, and Film Development Council of the Philippines which received 7.2 Million Pesos this year.

International Relations The International Relations Office (IRO) is mandated, among others, to promote international cooperation and facilitate diplomatic and foreign relations through managing international visitor programs to the Agency as well as coordinating visits undertaken by members of the Agency to other countries.

In February 2012, the Gyeonggi Governor invited and welcomed Chairman Francis N. Tolentino, along with LTFRB Chairman Jaime Jacob and 1-UTAK Representative Vigor Mendoza, in South Korea to assess and observe the country‘s transport and traffic management system. It was an opportunity to be updated with the latest technology in traffic management, as well as to determine which practices could be integrated and implemented in Metro Manila.

The Agency presented its Metro Manila Greening Program during the Congress on Urban Green Spaces in New Delhi, India last March. MMDA also sent its delegation to the Asian Network of Major Cities 21 Working Level Meeting in Singapore to prepare for the June 2012 Plenary Meeting wherein representatives from all the member-cities will gather for comprehensive discussions, policy dialogues and reports on scientific measures on issues of common concern to the cities, such as urban renewal, transport, flood and disaster risk management.

As part of this, a number of MMDA officials participated in various international seminars and training programs related to the Agency‘s mandates in South Korea, Thailand, India, Japan, and Singapore the Philippines.
