Skating is from 8 to 10 (if you can last that long) and then it's only a short jump to the Hacienda for beer. If 12 people show, we get a discount admission rate bringing it to 75¢. So meet just inside the door before 8:00 p.m. and count noses. If there are 12 or more, simply identify yourselves as W.M.C. members as you go through the line and get the discount. If there are fewer than 12, the admission is $1.00. In either case, skate rental is 50¢. Dress warmly as the rink is open on two sides. (No leader necessary.) Nov. 5 YEAR-END RIVER RATS PARTY - River Rats you have one last Friday chance to relive this years float trips before getting out your skiis! We will have slides of each of the trips this year. Come out and see the rivers that you did not run this year so that you can plan for next years trips. At the Lodge (50¢) at 8:00 p.m. and don't let a little snow stop you. Beer (25¢) and snacks. GRAND CANYON HIKERS ! ! - Please come to the lodge on Friday November 19th. It is impossible for the leader to answer all your questions regarding this trip over the phone. We will discuss any questions you might have after the movies. 1 MID-WEEK HIKERS - ?lease come to the "Grand Canyon Movie Night" at the lodge on November 19th. We will try to work out plans for the continuation of easy hikes during the cold weather season. This is done on request of a number of club members. If you are interested, please come. Time: 7:30. We will review pa.st season's accomplishments as well as entertain discussion on next years mountain-eering program. Also, an excellent slide show is planned including George Lowe's slides of the Cordillerablanca in Peru and Don Black's slides of Mt. Mc':<inley. 8:00 p.m. at the Lodge. Beer and refreshments. Dr. Burt Janis, recently returned from the Cordillerablanca in Peru. will ahow his much acclaimed 35mm color slides. lt is important for every member to support Lodge usage, so come up early and barbeque, snow or not! Nov. 18 ICE SKATING - same arrangement as on November 4th. Thurs. Nov. 19 MOVIE EVENING AT THE LODGE - This evening is especially Friday designed for all prospective Thanksgiving Grand Canyon hikers. We will show some pictures of previous hikes in areas contemplated for this year. If there is time avail­ able, other Grand Canyon pictures may also be shown. De­ tails for the hikes will be discussed. So, if you plan to come along, be sure to be at the lodge this evening. If you don't want to come along, or you can't go, take a vi­ carious Grand Canyon trip at the movies. There will be a 50¢ charge for the lodge. Bring your own refreshments! Time 7:30 p.m. Nov. 21 ALBION HUT FROM ALTA VIA CATHERINE PASS - Beginner-Inter­ Sun. mediate. This is an easy tour, especially if the Albion lift is in operation. Mon. Snowbird will make a presentation on their ski area develop­ ment in Little Cottonwood Canyon. The main pur~ose of the meeting will be to describe the current activities and to provide an accurate and official description of the plans and rationale for future development. There will be ample opportunity for questions so that a constructive dialogue may be established between the developers and conservation­ ists. Nov. 2 5 GRAND CANYON - This year's annual Grand Canyon Hike will be Thanks­ different. If you have built up some strength and endurance giving (you don't have to be a +10 hiker), you are invited to come along, The main trails at this week-end are usually over populated and look like Main Street. Not for you! We are planning a relatively easy trip down the Grandview Trail, then across Horseshoe Mesa, where you can explore some old mines or some caves in the Redwall Formation. The evening should find you in the cottonwood area which has good water. The next day can be spent leisurely or exploring and you can walk around Horsehoe Mesa and back out Saturday. This is a truly fine trip and you should take advantage of this opportunity A second group will take an advanced hike down the Hance Trail, cross the Tonto Plateau (hopefully without any major confrontation with wild burros) and meet the Grandview Group on Horseshoe Mesa. The Hance Trail is only and without any exception for the endurant and experienced hlker, No non-members and no teenagers on this route. To give you an idea what the Hance Trail is, I would like to quote a paragraph from the booklet on "Inner Canyon Hiking." "The Hance Route (Red Canyon) is only 7 or 8 miles to the river but requires more time and effort than the Tanner's twelve. This is no doubt the most perverse of all South Rim trails due to repeated efforts necessary to relocate the route. If nothing else, the Hance is a fine exercise in close use of a topographic map. The trail, or what remains of it, is characterized by a total inability to see what lies ahead, total disappearance of the way every few hundred feet, and a seemingly illogical route of travel. The trail veers to the right, doubles around corners, and plunges abruptly downward in the most unexpected places." Nov. 28 GAD VALLEY - A REQUIEM - Advanced - Snowbird should not be Sun. in operation at this time but the slopes hould be well­ groomed for the downhill run. The resulting impacts of poor air quality include health issues, reduced visibility, economic impacts and ecological impacts. Utah’s topography and exploding urban population are factors which increase human exposure to these adverse impacts of air pollution. It is important for State and local governments to understand how people perceive air quality so that clean air campaigns target those who are most likely to foster pro- environmental behaviors.

    Media Contact Rikki Hrenko-Browning [email protected] 435-219-0963 Investments in Utah’s Air Quality Continue Oil and gas sector continue to expand Tier 3 fuels production, partnering with Utah to drive statewide air quality improvements Salt Lake City, Utah (March 31, 2020) — With HollyFrontier’s announcement to produce Tier 3 fuels at their Woods Cross refinery, Utah’s petroleum industry is celebrating increased Tier 3 fuel capacity and strides made to improve air quality across the state. Moves by Utah refineries to invest and produce Tier 3 drives air quality benefits locally (rather than at out of state facilities) to meet the Environmental Protection Agency’s low sulfur standards, and responds to Governor Gary Herbert’s and our legislature’s leadership on air quality and ozone issues. Today’s announcement is more evidence that industry is stepping up to partner with policymakers, regulators and consumers to improve the environment and everyone’s quality of life. “I would like to thank Governor Herbert, our legislators, and state policymakers in Salt Lake City who continue to prioritize cleaner air in Utah,” said Rikki Hrenko-Browning, President of the Utah Petroleum Association. “I know I speak for the Utah oil and gas employees when I say how proud I am to see our industry actively prioritizing the state’s air quality through homegrown solutions such as Tier 3 fuels.” In Utah, vehicles account for approximately one half of all emissions. Bringing Air Quality Home Research Report 1 Bringing Air Quality Home Reducing Residential Emissions Many Utahns consider air quality an important factor in determining quality of life and would support actions to improve air quality. Oil refineries and other industrial polluters, as well as passenger vehicles, have been the focus of federal, state, and local government regulation, yet there has been little focus in Utah about reducing pollution generated from commercial and residential buildings. Emissions from buildings contribute substantially to Utah’s pollution, particularly during the winter when they produce as much as 60% of certain pollutants. As planned regulations on vehicles come into effect, residential buildings will emit a greater share of the pollution. This report summarizes some actions that could reduce the pollution generated from buildings. KEY FINDINGS • Updating Utah’s building code will save buyers of newly built homes an estimated $3,750 over the course of 30 years. • Were ultra-low NOx water heaters the standard between 2012 and 2014 there would have been 10 fewer instances of PM2.5 exceeding federal guidelines, a 20% reduction.

    HEBER CITY POLICY STATEMENT: ESTABLISHING PUBLIC INFRASTRUCTURE DISTRICTS This policy statement addresses the criteria under which Heber City will consider applications for proposed Public Infrastructure Districts (the “District”). Compliance with these criteria shall not obligate the City to approve formation of the District. The Governing Document will be subject to approval by the City in both form and substance. The criteria are intended to serve as guidelines for the review of letters of intent and Governing Documents. The purpose of the Public Infrastructure District (PID) tool is to fund infrastructure. Initial, upfront costs of development can be significant, and the PID tool partially alleviates these costs. In addition, the relative cost savings associated with the funding is intended to help expedite development, create more desirable properties with notable amenities, and permit for development where typical market conditions may not permit construction. Ultimate PID costs are paid for by the end user, and PID financing is not a financial obligation of the jurisdictional entity. Consequently, Heber City Corporation is not responsible for debt payments associated with any approved Public Infrastructure District. For Heber City, the PID tool may help to accomplish key considerations of the city vision.     Vernal Resource Management Plan—Draft Environmental Impact Statement 3.2 AIR QUALITY Air quality within the VPA and its surrounding airshed has the potential to be affected by such activities as emissions from the construction and operation of oil and gas facilities, access roads, and other elements of management activities. This section describes the existing air quality resource of the VPA and the applicable air regulations that would apply to the alternatives. 3.2.1 Regional Overview The climate in the VPA is characterized as arid, with cold winters and hot summers. Annual precipitation (rainfall and snowfall) in the VPA ranges from 8 to 35 inches and is dependent largely on elevation and aspect. Temperature inversions, where air temperatures near the ground are colder than the temperatures above, are common in the basins and other lower elevational areas of the VPA. Inversions commonly occur in winter when snow accumulation on the ground combines with short daylight hours. In summer, inversions dissipate rapidly when early morning sunlight warms the air near the ground surface. Inversions can hinder air pollutant dispersion by preventing emissions from mixing with the ambient air in the vertical direction. On average, mean morning mixing heights in the area are approximately 1,000 feet; mean afternoon mixing heights are more than 7,800 feet (Holzworth 1972). Mean morning mixing heights tend to be lowest in summer and fall, and highest in winter. Air pollutant dispersion in the VPA is also dependent on wind direction and speed.
