MINUTES of the PLANNING COMMITTEE MEETING of the St. Enoder Parish Council held on Tuesday 14th January 2020 in the Summercourt Memorial Hall at 7pm. PRESENT: Cllrs R Wimberley, M Bunyan, RM Cole (also CC), M Kessell, G Lobb, C Cowburn, & C Hook. APOLOGIES: Cllrs C Parkyn, P Cocks, D Hearl, M Gregory, K Dean, J Baker & C Dixon. 20/P01 Declarations of Interest. Cllr declared a registerable interest in PA19/08963, similar business. 20/P02 Public Session. No issues not on the agenda. 20/P03 Minutes Proposal by Cllr Bunyan to approve the minutes of the Planning Committee 12th November 2019, seconded Cllr Kessell, unanimous. It was resolved that the minutes of the meeting of 12th November 2019 be approved and signed as a true and correct record. 20/P04 Matters Arising None. 20/P05 Planning Applications a. PA19/09944 A30 Business Park Lodge Way Indian Queens. Hybrid outline application for B1, B2 and B8 industrial development (Plots 4 and 5) and detailed application for the revisions to the estate road and surface water drainage arrangements. Proposal by Cllr Bunyan to support the application on the proviso the experts are in agreement and this will prevent flooding, seconded Cllr Hook , carried with 1 abstention. The above was duly resolved. Cllr Kessell left the room. b. PA19/08963 Dales Central Motors Ltd Chapel Town Business Park Summercourt. Proposed preparation/handover building. Proposal by Cllr Cowburn to support the application seconded Cllr Bunyan, carried with 1 abstention. The above was duly resolved. Cllr Kessell re-entered the room. Cllr Lobb declared a non-registerable interest (family farm neighbouring land) and left the room. c. PA19/10548 Land North Of Kimberley Summercourt. Construction of a single dwelling-house and pump room for bore hole (demolition of existing agricultural building). Resident ran over planning history of the site, he added that the building was in a poor state of repair, resident requested conditions were added so no further extensions could be built and residential only. The Planning Agent stated the floor area is the same as existing but height increase to Page 1 of 3 allow for insulation which is why planning permission has been sought, otherwise would be Q class. Discussion took place, members suggested requesting removal of permitted development rights and residential use only; the Chairman asked the Planning Agent if this was acceptable and she confirmed it was. Proposal by Cllr Kessell to support the application and request conditions that permitted development rights are removed and residential use only, seconded Cllr Hook, carried with 1 abstention. The above was duly resolved. Cllr Lobb re-entered the room. d. PA19/09537 Land South West Of Trenithon Farm Trenithon Lane Summercourt. Change of use of barns to a residential dwelling and an annexe including a first floor extension and single storey extension. Applicant present, explained conversion of barn. Discussion took place. Proposal by Cllr Cowburn to support the application, seconded Cllr Hook, (5 for 1 against) carried with 1 abstention. The above was duly resolved. Cllr Cole as Cornwall Cllr did not vote on any of the above applications 20/P06 Planning Decisions and Appeals a. PA19/03258 8 Harvenna Close, Fraddon TR9 6PA. Proposed dwelling- approved. b. PA19/03266 10 Harvenna Close, Fraddon TR9 6PA. Proposed dwelling- approved. c. PA19/09262 Kingsley Village Shopping Park Fraddon TR9 6NA. Proposed Totem Advertisement Consent- approved. d. PA19/06436 Barn Conversion North Of Wyndhurst Goss Moor St Columb Cornwall TR9 6HW. Demolition of barn and animal shelter, construction of a replacement dwelling house and the installation of a new septic tank- approved. e. PA19/08851 Boslowen Moorland Road Indian Queens TR9 6HJ. To install new fence 1.8m high at front of property, 20.5m in length with a dog leg of 1.7m at one end- approved. f. PA19/09080 1A Pocohontas Crescent Indian Queens TR9 6RA. New 2m high wall along road side edge of garden- approved. g. PA19/06976 Land South Of Arrallas Farm Ladock Truro Cornwall TR2 4NP. Restoration of historic boating and fishing ponds including earthworks, replacement of dam and upgrade of farm access and tracks. Creation of ford and removal of silt to be deposited on adjacent land- approved. h. PA19/09155 Land NE Of Blue Anchor Inn Blue Anchor Fraddon Cornwall TR9 6LS. Construction of five dwellings, improvements to existing car parking including two electric charging spaces and two disabled parking spaces, improvements to camper van pitches and demolition of existing detached storage building- approved. 20/P07 Correspondence a. Email from Planning Officer regarding proposed conditions for Yummy Scrummy, previously circulated vis email. Members need to resolve if they are happy with the conditions and support delegated approval or request application goes to Committee. The Clerk also reported that the signage application is due to be determined, although this has been put on hold, were there conditions members required to this application if Yummy Scrummy is approved? Cllr Cole is concerned the application could get agreed and the Parish Council will Page 2 of 3 have to live with the consequences. It was agreed to request a meeting with the Planning Officer, Planning Agent, Cllr Cole & Cllr Wimberley to go over Parish Council concerns and the site in general, as already concerns with car parking and 3 units are still empty. Cllr Cole updated members regarding parking at Penhale, meeting scheduled for 29th January with Highways. 20/P08 Other urgent planning business a.
