TEACHTAIREACHTAÍ ÓN RIALTAS MESSAGES FROM THE GOVERNMENT An Bille Sláinte (Leasú) (Uimh. 2), 2021. Health (Amendment) (No. 2) Bill 2021. For the purpose of Article 17.2 of the Constitution, the Government recommend that it is expedient to authorise such payments out of moneys provided by the Oireachtas as are necessary to give effect to any Act of the present session to— A. make, on a temporary basis, exceptional provision, in the public interest and having regard to the manifest and grave risk to human life and public health posed by the spread of the disease known as Covid-19 and variants of that disease and in order to mitigate, where practicable, the effect of the spread of that disease; to amend the Health Act 1947 for that purpose; to provide for the lawful operation of certain indoor premises subject to certain conditions notwithstanding restrictions in place in relation to such premises under that Act; to provide, for those purposes, for a robust and enforceable system of verification of the health status of certain persons, including vaccination or recovery status; to confer a power on the Minister for Health to prescribe matters related to the foregoing; to provide for enforcement; and to provide for related matters; B. amend certain provisions relating to pre-travel requirements in respect of certain persons arriving in the State; to amend the period to be spent by a person in quarantine at a designated facility in certain circumstances; to make provision in relation to the power of the Minister for Health to make regulations in relation to tests that may be taken for the purpose of detecting Covid-19 in the context of the requirement to quarantine at a designated facility and to confer a power on that Minister to prescribe the purpose for which such a test may be taken; to provide that quarantine at a designated facility shall not be required for certain persons arriving in the State in certain circumstances and to confer a power on the Minister for Health to make regulations in relation to those circumstances; for those purposes, and for related purposes, to amend the Health Act 1947; and to provide for related matters. Despite the challenges we faced, our branches across the country can take pride in the fact that together, we delivered YFG’s first year-on-year increase in membership since 2016.

On 18 March last I met with Banking and Payments Federation Ireland (BPFI) and the CEOs of the five main retail banks and following that meeting the banks outlined a coordinated approach to supporting their personal and business customers who have been impacted by the Covid-19 crisis. A number of important support measures were outlined for impacted borrowers including payment breaks of up to three months for mortgages and other loans. The following day, the BPFI confirmed that the main credit servicing firms and non-bank mortgage lenders would also support the Covid-19 related range of measures adopted by the main retail banks. More generally it should also be noted that the Central Bank of Ireland has stated, when dealing with their customers who have been impacted by Covid-19, that it expects all regulated firms, including banks, retail credit and credit servicing firms, to take a consumer-focused approach and to act in their customers’ best interests.

There are more people at work than ever before, incomes are rising, poverty is falling and the public finances are back in order. We have a deal on Brexit that ensures no hard border, citizens’ rights will be protected and the Common Travel Area will remain in place. The Northern Ireland Assembly and Executive have reconvened. However, it’s not enough. Brexit is not done yet. It’s only half-time. The next step is to negotiate a free trade agreement between the EU, including Ireland, and the United Kingdom that protects our jobs, our businesses, our rural and coastal communities, and our economy. Progress on health and housing is gathering momentum. I meet people every day and I know the worry, frustration and concerns around the pace of progress in health and housing. In this manifesto we lay out our plans to build on what has been done, with a particular focus on home ownership and universal healthcare. An improving economy and the careful management of our public finances, along with the sensitive stewardship of the upcoming Brexit trade negotiations, will enable us to drive that momentum and provide more houses, more hospital beds, more nurses and Gardaí, deliver climate action, and drive tax reform. We’ve been able to make good progress, but I know it’s not enough. I want us to do much more. I want people to start feeling the growing strength of our economy in their pockets – I want people to see it in their payslips and in their towns and parishes.

Deputy Emer Higgins asked the Taoiseach the cost of census enumerators during the gathering and processing of data for census 2016. [7387/21] 10/02/2021WRA00500Minister of State at the Department of the Taoiseach (Deputy Jack Chambers): For the delivery of the 2016 Census, approximately 4,700 Enumerators were employed on a temporary, unestablished part-time, fixed term contract basis for a 10-week period from 21st March to 27th May, 2016 to deliver and collect census questionnaires to/from every dwelling and com- munal establishment nationwide. The entire field force for a census comprises various levels of temporary managerial, supervisory and public facing staff, of which Enumerators are the most numerous. The cost of the census field operation in 2016, which includes the pay for the field force, related allowances and the undertaking of the operation was in the region of €31 million. The cost of the Enumerators was approximately €17 million of this total, in the form of fees and allowances on a piece meal basis. In terms of the processing of the Census 2016 data, this was completed by temporary cleri- cal and supervisory staff based in the Census HQ office.
