Her main areas of research are Québec’s environmental policies, North American green paradiplomacy and international climate negotiations. 2 Stéphane Paquin is a full professor at the École nationale d’administration publique (ENAP), where he is the holder of the Canada Research Chair in International and Comparative Political Economy (CRÉPIC). He has authored or coauthored nine books, including International Policy and Politics in Canada (Pearson Canada 2010) and is the recipient of numerous scholarships (Fulbright, SSHRC, FQRSC, PIERAN). 3 Hugo Séguin is a Fellow at the Center for International Studies and Research (CÉRIUM – Université de Montréal) and associate researcher at the Centre d¹études sur l’intégration et la mondialisation (CÉIM – UQAM), where he specializes in energy, climate and green econ- omy issues. -
Elizabeth Witmer
Elizabeth Witmer Elizabeth Witmer grew up in a small Ontario town guided by her father who was a school custodian and her mother, a housecleaner. It was in these formative years that Witmer absorbed the values and strong work ethic that would make her one of the most powerful women in Ontario politics. As a Member of Provincial Parliament for Kitchener-Waterloo since 1990, Witmer has served in many high-profile posts including Minister of Labour, Health, Environment and Education and as Deputy Premier of Ontario. After her party was defeated in the 2003 election, she was named the Deputy Leader of the Official Opposition and Critic for Long-Term Care and Women’s Issues. Witmer served in Cabinet under the leadership of former Premier Mike Harris and his Common Sense Revolution. However, when she ran for the Tory leadership in 2002 she articulated a more moderate approach to governance. “The coming challenge is to rebuild what I call our human infrastructure. The people who work in health care, education, childcare and the public service need to know that their government appreciates and respects them,” she said. Witmer was unsuccessful in her bid for leadership but has not ruled out running again in the future. Witmer’s interest in politics was likely sparked by her father Josef Gosar, who supported former Tory Premier Bill Davis. Gosar died of cancer during Witmer’s 2002 leadership campaign. It was a difficult time for Witmer, who also lost her father-in-law and an uncle that year. During a later speech Witmer commented that the difficulties of political life are buffered by her strong Christian faith and devotion to her husband and two children. -

Evolution of Sex Education in Ontario
The Evolution of Sexual Health Education in Ontario, 1960s until Present-day By: Alicia Gismondi, Eleni Dimaras, Jocelyn Yu, and Matt Hurley 1. Introduction Since the inception and formalization of sexual health education into the Ontario curriculum during the 1960s, sexual health education has continuously evolved into the current state, which is taught in Ontario classrooms today. The teaching materials and curriculum expectations have developed to coincide with an increasingly progressive society that consistently faces new issues. Conversely, many of the same items of contentions such as religious beliefs continue to dominate the development of the sexual health education program. The earlier inceptions of the program would be considered archaic when evaluated against the societal standards of twenty-first century Canada, especially when one examines the newest version of sexual health education that will enter Ontario schools in the fall of 2013. What follows here is an analysis of the evolution of sexual health education over the last five decades. The research question that frames this discussion is: how has the curriculum and teaching of sexual health education in Ontario evolved within the public school boards from the 1960s to the present day? The historical thinking concepts will be used to organize our discussion and findings. Accordingly, this research paper will examine the development, formalization and subsequent evolution of sexual health education in Ontario public school boards from 1960s until present-day. We will establish the historical significance of sexual health education through our discussion of the context of education in Ontario in order to identify causes for changes and its associated consequences. -

DEPUTY MINISTERS AND'POLITICIZATION IN THE GOVERNMENT OF CANADA: LESSONS LEARNED FROM THE 2006-2007 CONSERVATIVE TRANSITION by SHANNON LEIGH WELLS B.A (Hons) Dalhousie University, 2005 A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF MASTER OF ARTS in THE FACULTY OF GRADUATE STUDIES (Political Science) THE UNIVERSITY OF BRITISH COLUMBIA August 2007 © Shannon Leigh Wells, 2007 Abstract This thesis analyses the 2006-07 Conservative transition in the Government of Canada by asking the following: is there evidence of overt partisan politicization of the deputy ministers during this transition? Significantly, there is no evidence of overt politicization. Harper has not forced departure of incumbent deputy ministers, nor has he appointed a significant number of known partisan allies from outside the public service. Instead, Harper has retained the overwhelming majority of deputy ministers who served the previous Liberal government. However, the 2006-07 transition also suggests considerable lateral career mobility of deputy ministers within the highest levels of government. The thesis argues that lateral mobility is explained by the "corporate" governance structure in the government of Canada, according to which deputy ministers are expected to identify with the government's broad policy goals and mobilize support for them. High degrees of lateral mobility during the Conservative transition provide evidence to suggest that a potentially rigid bureaucratic system can be made responsive to the policy priorities of a new government without compromising the professional norms of a non-partisan, career public service. ii Table of Contents Abstract ii Table of Contents > iii List of Tables.
