Stan Goss, Managing Director -The Mastery Group As a professional coach, he advises business leaders on actions to take as they create and implement breakthrough managerial and organizational achievements. Stan’s strong leadership characteristics have led him to consult with executives in a broad range of industries, including telecommunications, financial services, and energy, utilities, health care, manufacturing and professional services. Stan holds Advanced Certification in the Birkman Method, Leadership Effectiveness Analysis and Emotional Competency Assessment tools. He is also in demand as a speaker on the subjects of Leadership, Executive Coaching and Emotional Intelligence.
Lance LaCour, President / CEO - Katy Area EDC LaCour joined Katy Area EDC in 2005 and reports to a 30 person Board of Governors. He is responsible for a full-service, private, non-profit, economic development corporation that encompasses approximately 181 square miles in three counties and parts of three cities. In his 23 year career, he has assisted in the creation of over 19,000 jobs and over $2.5 billion in capital investment. He is a Certified Economic Developer (CEcD), graduate of the Economic Development Institute of the University of Oklahoma, and he earned an M.S. in Economic Development and a B.A. in Political Science from the University of Southern Mississippi. Scott received a BBA in Computer Information Systems from Southwest Texas State University prior to joining Katy ISD. During his 26 years with Katy ISD in the building automation department, Scott has been involved in the HVAC design of 39 new schools and countless renovations, additions and retrofits. Scott is responsible for maintaining the building automation system at 65 existing facilities across the district, as well as designing, overseeing installation, programming and startup at 2 new elementary schools currently under construction.
For the past 20 years Scott has been responsible for geo-coding students and yearly enrollment projection reports. Working with the Transportation Department, Scott validates student addresses and creates land use zones that are aggregated together to become attendance zones. He has taken part in over 40 attendance boundary modifications, including new and existing schools. Working with student projection data provided by Population and Survey Analysis, Scott is responsible for creating a yearly enrollment projection report by school and grade level used by all departments and campuses. Scott also assists in the evaluation of land sites for new schools and when new campuses should open. His lifelong knowledge of the Katy area makes him a perfect fit at Katy ISD.

Dr. Herod has served HCC in a variety of capacities, including previous positions as professor of Political Science, President of the Faculty Senate, Department Chair for Political Science, GIS, and Physical Education at the Southwest College, , and as a Cisco Certified Academy Instructor. In addition to his Ph.D. in Political Science, Dr. Herod holds certifications from Microsoft and Cisco Systems.
Dr. Herod has also worked in Washington D.C. under the direction of Dr. Robert Templin, President of Northern Virginia Community College, as a Fellow for the American Council on Education. Most recently he was the President of HCC operations of the HCC-CCQ partnership in Doha, Qatar that established that nation’s first community college. He is currently leading the conceptual design team for the new HCC STEM Campus in West Houston.
During his tenure with HCC, Dr. Herod has been the recipient of the Outstanding Employee of the Year award as well as numerous teaching awards and has edited three books, written numerous articles for publication, and served as senior writer and editor for a local magazine. 20 Facts for Consideration
. HCC’s Katy Campus serves the Katy area and includes a partnership with the University of Houston. Houston Community College is building an innovative new campus on Westheimer at Eldridge focused on Science, Technology, Engineering, and Math that also includes a maker space and a conference center.
. HCC would like to build a campus in Katy but cannot use bond funds to do so since Katy ISD and the Katy area are not in the territorial boundaries of HCC.
. A new facility or campus in Katy would produce significantly higher numbers of Katy Area resident enrollments as a result of new programs and expanded services.
. The Katy Independent School District and greater Katy are in the service area of Houston Community College, but not the HCC Taxing District.
21 Richard D. Phillips Associate Vice Chancellor
As Associate Vice President/Associate Vice Chancellor for the University of Houston System at Sugar Land and University of Houston System at Cinco Ranch, Richard “Dick” Phillips coordinates academic program delivery and development and oversees facilities planning and construction, community relations, marketing and all general administrative matters at the UHSSL UHSL and UHSCR teaching centers.
Phillips has a Master of Science in Education with a major in Secondary School Administration and Supervision. His undergraduate degree is in business, and he has owned and operated a private business.
Phillips uses his blend of experience in higher education and business to help identify, define and implement the role of higher education in community and economic development.
