Starting from a hypothesis that channels are distinct television products in their own right and increasingly important in organising how broadcasters think about their audiences, it argues that channels have identities expressed through their schedules and determined by their relationship to genre and target audience. Based on research at the BBC (from 1998 - 2002), involving interviews with key staff and the analysis of BBC documents, this study examines the television broadcasting functions of commissioning, scheduling, marketing and audience research. It illustrates how these activities created specific identities for television channels and how these identities shaped the programming that reached television screens. It reveals how channels became increasingly important in the television landscape as buyers in a more demand-led commissioning economy and acted as a focus for the creation of media brands. It then discusses how the evolution of a channel portfolio enabled each channel to play a specific role in fulfilling public service obligations and looks at how different models of audience emerged in relation to the different public service television channels, charting the decline of the mass audience and the emergence of the visualisation of audiences in a more individualised way. The thesis concludes by addressing some implications of these developments. It looks at how the different models of audience in circulation affect debates about quality television, and how changing ideas about the construction of public service channels may impact on the regulation of broadcasting. Finally, it explores the effect of multiple channels, each targeted at specific audiences, on the concept of a unitary public sphere and speculates that channels have the potential to underpin the Analysis of journalism often focuses on the production of news across various platforms to understand the nature of politics and public debate in the contemporary era. But it is not possible, nor is it necessary, to analyse all emerging forms of journalism in the same way for they usually serve quite different purposes. Music journalism, for example, offers consumer guidance based on the creation and maintenance of a relationship between reader and writer. By focusing on the changing aspects of this relationship, an analysis of music journalism gives us an understanding of the changing nature of media production, media texts and media readerships. Music journalism is dialogue. It is a dialogue produced within particular critical frameworks that speak to different readers of the music press in different ways. These frameworks are continually evolving and reflect the broader social trajectory in which music journalism operates. Importantly, the evolving nature of music journalism reveals much about the changing consumption of popular music. Different types of consumers respond to different types of guidance that employ a variety of critical approaches.

    BBC Four biopics: Lessons in Trashy Respectability The broadcast of Burton and Taylor in July 2013 marked the end of a decade- long cycle of feature-length biographical dramas transmitted on BBC Four, the niche arts and culture digital channel of the public service broadcaster. The subjects treated in these biopics were various: political figures, famous cooks, authors of popular literature, comedians and singers. The dramas focused largely on the unhappy or complex personal lives of well-loved figures of British popular culture. From the lens of the 21st century, these dramas offered an opportunity for audiences to reflect on the culture and society of the 20th century, changing television’s famous function of ‘witness’ to one of ‘having witnessed’ and/or ‘remembering’ (Ellis, 2000). The programmes function as nostalgia pieces, revisiting personalities familiar to the anticipated older audience of BBC Four, working in concert with much of the archive and factual content on the digital broadcaster’s schedules. However, by revealing apparent ‘truths’ that reconfigure the public images of the figures they narrate, these programmes also undermine nostalgic impulses, presenting conflicting interpretations of the recent past. They might equally be seen as impudent incursions onto the memory of the public figures, unnecessarily exposing the real-life subjects to censure, ridicule or ex post facto critical judgement. Made thriftily on small budgets, the films were modest and spare in visual style but were generally well received critically, usually thanks to writerly screenplays and strong central performances. The dramas became an irregular but important staple of the BBC Four schedule, furnishing the channel with some of their highest ratings in a history chequered by low audience numbers.

In the drive towards wholesale digitalisation and the accelerated introduction of an information society, this hitherto understated function is now deemed critical and comes to the fore. More specifically, recent public policy initiatives in the UK, culminating to the 2006 White Paper, openly assign the mission of contributing to the process of ‘building digital Britain’ to the BBC, the flagship public service broadcaster. This vision of digitalisation is defined in broad terms in the policy discourse, as involving all platforms indiscriminately. The BBC’s contribution, designed to entice users to a digital future and simultaneously cement the continued relevancy of the institution in the 21st century, finds expression in a variety of implemented and proposed digital services deliverable over a range of digital platforms, including television and radio, the internet and mobile networks. This paper seeks to interrogate the host of controversial and closely scrutinised internet services offered by the BBC in the light of the digital vision articulated in the public policy discourse. These services shift the emphasis away from the time-honoured broadcasting paradigm to a more interactive approach.
