2017 EABC Business Delegation to Canberra Parliament House, Canberra 24-25 October 2017 Mission Report Overview On Tuesday 24 and Wednesday 25 October 2017, a delegation of EABC Members visited Parliament House in Canberra to meet with members of the Federal Government and Opposition. The delegation provided opportunities for members to engage in direct dialogue on the broad economic and business agenda, as well as the preparations underway for launching negotiations for an Australia-EU FTA. Programme The delegation programme on Tuesday 24 October included roundtable discussions with the Hon Michael McCormack MP, Minister for Small Business and the Hon Darren Chester MP, Minister for Infrastructure and Transport; followed by a Cocktail Reception with Guests of Honour the Hon Barnaby Joyce MP, Deputy Prime Minister, Minister for Agriculture and Water Resources, Minister for Resources and Northern Australia; the Hon Keith Pitt MP, Assistant Minister for Trade, Tourism and Investment; the Hon Chris Bowen MP, Shadow Treasurer; and Senator the Hon Mathias Cormann, Minister for Finance and Deputy Leader of the Government in the Senate. The programme continued with a working dinner with ministerial guests including the Hon Kelly O’Dwyer MP, Minister for Revenue and Financial Services; the Hon Craig Laundy MP, Assistant Minister for Industry, Innovation and Science; and Justin Brown, Deputy Secretary, Department of Foreign Affairs and Trade. Electoral Integrity and Other Measures
Improving democracy the of Fairness, transparency, access and accountably are the fundamental principles of the Australian electoral system. To its shame and to the detriment of Australia's electoral system, those principles • have become tattered under the Howard Government. Labor has always believed in those principles. Labor recommends the Parliament take direct steps to re-fresh the electoral system, open it up and make political parties more accountable. There is no better example of the Howard Government's cynical attitude toward electoral law than its approach to political donations. The Liberal Party has opposed almost every measure designed to improve the disclosure of political donations. The Howard Government has consistently ignored pleas from the Australian Electoral Commission to tighten the disclosure provisions of the Electoral Act. As a result, loopholes in electoral law to hide political donations have been exploited and the AEC is unable to properly pursue concerns over secret donations linked to organisations such as the Greenfields Foundation, Australians for Honest Politics and the Cormack Foundation . Labor supports reforms which would close the loopholes, flush out the secret political donations and make political parties and their associated entities folly disclose their sources of income. Political donations should not purchase influence. The Parliament must put a stop to the money culture which pervades political fondraising in Australia. All Australians over 18 should be able to enrol and vote. Labor believes the integrity of electoral enrolment can only be assured if all Australians can easily enrol and the Roll is safe. Labor supports reforms to address the serious problems of under- enrolment by young, homeless and indigenous Australians. -

18 February 2015 The Hon Peter Dutton MP Minister for Immigration and Border Protection PO Box 6022 Parliament House Canberra ACT 2600 Dear Minister, I am writing to you out of a sense of frustration and as a last resort in relation to the Joint Review of Border Fees, Charges and Taxes (the Review) which was notified to industry on 7 September 2014. In relation to the Review, the Customs Brokers and Forwarders Council of Australia Inc. (CBFCA) represents its members who in the first instance, are the entities responsible for the payment of any costs, charges and/or taxes levied by the Australian Customs and Border Protection Service (ACBP) in its cost recovery arrangements or by the Department of Agriculture in fee for service delivery. The CBFCA provided a commentary to the Review which is led by the ACBP and has, on a variety of occasions, communicated to the ACBP on issues referenced in discussion papers and industry forums. Correspondence and e-mails to the project lead on particular aspects and concerns as to the Review have failed to elicit any return communication. Not only does this wall of silence not give effect to any appropriate consultation, it fails the key test in stakeholder engagement. There are significant impacts, not only on service providers to international trade logistics and supply chain management, but also to importers of record, and eventually the impact on end consumers as to these charges. Some of the key determinations in the Review also relate to the current public debate on the low value imports driven out of online international sales via e-commerce transactions. -

SM Bruce: the Businessman As Treasurer
SM Bruce: the businessman as Treasurer John Hawkins1 Stanley Melbourne Bruce, a wealthy businessman with an aristocratic air, served as Treasurer in 1922, bringing down one budget, during his meteoric rise to the prime ministership. He stressed the need to bring ‘businesslike’ practices into government and promote development under his slogan ‘men, money and markets’. A number of commissions and inquiries were set up to inform policymaking, and Bruce looked favourably on establishing independent boards to manage some government operations. Bruce established a sinking fund to retire the debt accumulated during the First World War. He also tried to rationalise industrial relations arrangements. (He was never called ’Stan’.) His wealth and interests set him apart from the average Australian.2 Even at the time, he seemed like he had stepped out of a Wodehouse novel. He was the only Prime Minister to come to the job already with a valet, a butler and a chauffeur-driven Rolls Royce. His sports were riding, rowing, golf and royal tennis. He was always immaculately attired, and had impeccable manners and what some regarded as matinee idol looks. -

1 Australian Economic Review Forthcoming 21/10/2016 “We will end up being a third rate economy …a banana republic”: How behavioural economics can improve macroeconomic outcomes Ian M McDonald University of Melbourne Abstract To address the economic problems facing Australia in 1986 required wage restraint which required in turn overcoming loss aversion by workers with respect to their wages. The Prices and Incomes Accord was able to do this. Attempts to address Australia’s current economic problems are stymied by tax resistance. Addressing tax resistance requires overcoming loss aversion by voters with respect to their post-tax incomes. The success of the Accord suggests that Accord-type policies could reduce tax resistance by broadening people’s perspective beyond their post-tax incomes to the broader spread of benefits for them and others. Short abstract The Prices and Incomes Accord overcame loss aversion and delivered wage restraint. Can Accord-like policies overcome loss aversion and deliver the increases in taxation that will address Australia’s current economic challenges? 2 “We will end up being a third rate economy …a banana republic”: How behavioural economics can improve macroeconomic outcomes 1 Ian M McDonald University of Melbourne 30 years ago, faced with a large fall in the terms of trade occurring in a situation of high unemployment, high inflation, a high government budget deficit and a high current account deficit, Paul Keating, the Treasurer of Australia, warned the public that Australia faced the prospect of becoming a banana republic.2 Keating's iconic statement arose in the context of an elaborate economic program, called The Prices and Incomes Accord, aimed at improving Australia's economic performance. -

The role of Minister for Drought and Emergency Management will be given to Senator Bridget McKenzie. - Senator McKenzie will be returned to the Cabinet and is also the new Minister for Regionalisation, Regional Communications and Regional Education. - Keith Pitt MP, the Minister for Resources and Water will move to the outer Ministry, with his Northern Australia portfolio goes to David Littleproud MP. - Andrew Gee MP has been promoted to the Cabinet as the Minister for Defence Industry and Minister for Veterans’ Affairs. - Darren Chester MP, the former Minister for Veterans Affairs and Defence Personnel has been removed from the Cabinet and the Ministry.
