OBJET : Modification du champ d'application du Versement Transport (art L. 2333-64 et suivants du Code Général des Collectivités Territoriales).
- A compter du 1er janvier 2002, le District de l'ARTOIS se transforme en Communauté d'Agglomération de l'ARTOIS.
- Le périmètre urbain de la Communauté d'Agglomération est composé de 58 communes.
- Le Syndicat Intercommunal à Vocation Multiple des DEUX CANTONS perd sa compétence versement transport.
- Du 1er janvier au 30 juin 2002, le versement transport est applicable aux seules communes déjà soumises au versement transport.
- A compter du 1er juillet 2002, le versement transport est applicable à toutes les communes comprises dans le périmètre des transports urbains de la Communauté d'Agglomération de l'ARTOIS.

1 Par arrêté préfectoral en date du 28 décembre 2001, le District de l’ARTOIS (identifiant n° 9306202) se transforme en Communauté d’Agglomération de l’ARTOIS avec effet au 1er janvier 2002.
Son périmètre des transports urbain est composé des communes suivantes :
ANNEQUIN, ANNEZIN, AUCHEL, AUCHY-LES-MINES, BAJUS, BARLIN, BETHUNE, BEUGIN, BEUVRY, BILLY-BERCLAU, BRUAY-LA- BUISSIERE, CALONNE-RICOUART, CAMBLAIN-CHATELAIN, CAMBRIN, CAUCHY-A-LA-TOUR, CAUCOURT, CHOCQUES, CUINCHY, DIEVAL, DIVION, DOUVRIN, ESSARS, ESTREE-CAUCHY, FESTUBERT, FRESNICOURT-LE- DOLMEN, GAUCHIN-LE-GAL, GIVENCHY-LA-BASSEE, GOSNAY, HAILLICOURT, HAISNES, HERMIN, HERSIN-COUPIGNY, HESDIGNEUL-LEZ-BETHUNE, HINGES, HOUCHIN, HOUDAIN, LA COMTE, LA COUTURE, LABEUVRIERE, LAPUGNOY, LOCON, LORGIES, LOZINGHEM, MAISNIL-LES-RUITZ, MARLES- LES-MINES, NEUVE-CHAPELLE, NOYELLES-LES-VERMELLES, OBLINGHEM, OURTON, REBREUVE-RANCHICOURT, RICHEBOURG, RUITZ, SAILLY- LABOURSE, VENDIN-LEZ-BETHUNE, VERMELLES, VERQUIN, VIEILLE- CHAPELLE et VIOLAINES.
Suite au retrait des communes de : ANNEQUIN, AUCHY-LES-MINES, BILLY-BERCLAU, CAMBRIN, CUINCHY, DOUVRIN, FESTUBERT, GIVENCHY- LES-LA-BASSEE, HAISNES, VERMELLES et VIOLAINES le Syndicat Intercommunal à Vocation Multiple des DEUX CANTONS (identifiant n° 9306207) perd sa compétence versement transport à compter du 1er janvier 2002.
Du 1er janvier au 30 juin 2002, le versement transport est applicable aux seules communes déjà soumises au versement transport.
- 1 % sur les communes du District de l’ARTOIS. - 0,40 % sur les communes du SIVOM des DEUX CANTONS.
Par délibération en date du 26 juin 2002, la Communauté d’Agglomération de l’ARTOIS à décidé de fixer le versement transport :
1) Pour les communes incluses antérieurement dans le périmètre urbain du SIVOM des DEUX CANTONS.
- 0,60 % à partir du 1er juillet 2002 jusqu’au 31 décembre 2002, - 0,80 % pour l’année 2003, - 1% pour l’année 2004.
2) Pour les communes relevant antérieurement du périmètre du District de l’ARTOIS. - Maintien 1 %.
2 3) Pour les communes nouvellement intégrées au réseau. - 0,40 % à partir du 1er juillet 2002 jusqu’au 31 décembre 2002, - 0,70 % pour l’année 2003, - 1 % pour l’année 2004.
Compte tenu de la pluralité des taux versement transport pour une même Autorité Organisatrice de Transports trois numéros d’identifiant sont attribués à cette Communauté d’Agglomération. - Identifiant n° 9306212 pour les nouvelles communes, - Identifiant n° 9306213 pour les communes incluses antérieurement dans le SIVOM des DEUX CANTONS, - Identifiant n° 9306214 pour les communes du District de l’ARTOIS.
Les informations relatives au champ d’application, au recouvrement et reversement du versement transport sont regroupées dans le tableau ci-joint.
