NEED: Every year, the Pacific Crest Trail Association (PCTA) sees a rising threat to public access—insufficient funding to maintain and reconstruct trails for a variety of users. Easy access to public lands through safe and well-maintained trails drives a considerable recreation economy. The economic impacts of trails can be seen in small, rural communities surrounding our nation’s popular national forests and parks. And outdoor retailers do a booming business supplying enthusiasts for a variety of outdoor pursuits. This economic benefit is not unique to the PCT, and the PCTA urges an overall increase in the entire USFS CMTL budget, especially as it funds work on all the National Scenic and Historic Trails. Funding Shortfall: On the PCT, federal funding in past fiscal years has been far below what’s needed to keep the trail safe and passable for the public or to respond to disasters such as , washouts, and . This results in a maintenance backlog that grows each year and reduced access to public lands. • Public interest in the PCT is at an all-time high. • Increased use brings more user impacts to the trail, which must be addressed through education and maintenance. In 2012, the U.S. Government Accounting Office suggested that enhanced training and collaboration with volunteer groups was a good way to reduce the maintenance backlog. Year after year, dedicated PCTA volunteers rebuild washed-out bridges, cut away fallen trees and restore eroded portions of the trail. In 2019, PCTA volunteers and corps crews maintained 1,605 miles of the PCT and built or rebuilt 35 miles. With more robust and sustainable federal funding, we would be able to do much more. Hikers and horseback riders will tell you that the PCT is one of the finest wilderness trail experiences in existence. We don’t want to lose that.

Our volunteers cannot be successful without government support. Volunteers need tools, training classes, food and transportation so their efforts are most effective and will do the most good. We partner with the Forest Service to purchase materials for bridge repairs, plan work projects effectively and otherwise ensure that the PCT continues to be a world-class trail for the hundreds of thousands of users who expect to go out and enjoy it.

Each year, the Pacific Crest Trail Association raises significant private funding. Federal support of the PCTA triggers its ability to raise more private money to energize volunteers. We urge Congress to support this reasonable appropriation for the Forest Service to dedicate to PCT maintenance. Programs administered within this budget are programs that “give back” to youths, to rural communities and to the general public.

The youth corps and volunteers learn skills in forestry and trail maintenance and gain experience in cooperation and leadership. Jobs are created in rural areas, while visitors from all over the world spend their recreation and tourism dollars in communities along the trail. At the same time, the ongoing work of keeping the trail accessible is achieved. These programs represent what can be accomplished when people work across boundaries toward a common goal.

Trail Maintenance—NPS and BLM: $500,000 PCT Maintenance Request:

• $200,000 to the National Park Service • $300,000 to the Bureau of Land Management

NEED: This appropriation is necessary to meet the demand for federal agency direct work and coordination of volunteer crews that maintain and repair the PCT in five National Parks, one National Monument, and several BLM field offices on more than 600 miles of the PCT.

PROGRESS: Since 2008, PCTA has done work under a long-term Challenge Cost Share Agreement with the BLM, which provides funding for the support of volunteer work projects on BLM lands. PCTA volunteers and staff worked with BLM and local volunteers to perform needed maintenance and repairs in California and .

During 2019, 2,038 volunteers, in cooperation with federal agency and private partners, donated 106,444 hours of service to the PCTA.

Youth Trail Crew Programs

Environmental Charter High School Students from Los Angeles prepare for a day’s work on the PCT near , CA

Pacific Crest Trail Association’s youth programs play an important role for the future of the Pacific Crest Trail. Through these programs, the PCTA helps introduce the great outdoors to young people who will one day be there as its stewards while teaching them practical leadership skills and a work ethic that will serve them throughout their lives. These crews often are paired with PCTA volunteers, exposing them to the ethic of giving their time in benefit to their community. They take on both large and small trail maintenance and improvement projects, from clearing short storm-affected sections to building new long stretches of realigned trail.

Environmental Charter Schools • Since 2007, these award-winning middle and high schools in inner-city Los Angeles have worked with economically disadvantaged youths who volunteer on the PCT. • Prepares students for four-year colleges using the environment as a lens for real-life learning. • Strengthens student understanding and application of environmental practices through sustainability-minded coursework, service learning, internships and capstone projects related to social or environmental issues. • In 2019, Environmental Charter school students contributed 857 service hours to the PCT.

American Conservation Experience (ACE) • Provides jobs and job training for 18- to 25-year-olds considering land management as a career path or course of study. • Professionally supervised teams learn practical skills and develop confidence as emerging leaders in conservation. • Participants gain invaluable career perspectives working alongside professionals with the U.S. Forest Service, Bureau of Land Management and many other public land stewards. • In 2019, ACE crews contributed 14,400 service hours to the PCT.

Youth Trail Crew Programs - continued New Currents • Builds land management and leadership skills in youths. • Since 2014, New Currents, Outdoors in Portland, Oregon, has worked to get urban youths ages 12 to 17 involved in environmental education, , camping, and recreating on public lands. • 21 youths from Vancouver, Washington, contributed more than 320 hours in the National Forest reconditioning 1.75 miles of trail and repairing drainage features to make the trail sustainable

Outward Bound • Nonprofit that provides challenging learning expedi- tions that inspire strength of character, leadership and service to others. • 37 youths contributed 750 hours of trail work on the PCT in the Willamette, Deschutes and Mount Hood national forests.

The PCTA Supports a Fully Funded Land and Water Conservation Fund

Hikers on the PCT in Northern California’s Trinity Divide. Since 1965, the Land and Water Conservation Fund (LWCF) has been a bipartisan commitment to safeguard natural areas, water resources and our cultural heritage, and to provide recreation opportunities to all Americans. For more than five decades, the LWCF has protected national parks and open spaces in every corner of the United States.

Created by Congress, the LWCF has invested millions over the past five decades to protect the nation’s iconic outdoor places, open access for hunting, fishing, hiking, and other outdoor activities, and build close-to-home parks. National Parks such as Rocky Mountain, the Grand Canyon and the Great Smoky Mountains, as well as national wildlife refuges, national forests, rivers and lakes, community parks, trails and ball fields in all 50 states were set aside for Americans to enjoy thanks to federal funds from the LWCF. All this is done without taxpayer money. Funds come from the lease payments on offshore oil exploration.

The PCTA and its supporters appreciate that Congress reauthorized the LWCF in 2019 and increased the annual amount the fund received in FY2020 to the highest level in years.

We now urge Congress to take the next step on behalf of the PCT, the , public lands and the American public and FULLY fund the LWCF at $900 million annually as prescribed by Congress when it created the program in 1965.

Pacific Crest Trail The Pacific Crest National Scenic Trail (PCT) attracts hikers and horseback riders from around the world and runs through some of the nation’s most awe-inspiring landscapes including the North Cascades National Park in Washington, National Park in Oregon and in the of Califor- nia.

• Over the past 18 years, the LWCF has provided nearly $46 million to acquire and permanently protect just over 33,000 acres along the PCT.

But there are still many private properties on and near the PCT for sale. Without permanent protection, they could be developed. LWCF has made progress in protecting some key corridors along the trail on what was a checkerboard of national forest and private timberland properties, but more needs to be done. The PCTA is raising private money and working with many nonprofit and government partners to protect the last parcels of private land along the trail.

LWCF is vital to the PCTA’s effort to protect the last 10 percent of the trail that remains on private property.

Economic Impact America’s $887 billion outdoor recreation industry is an economic powerhouse—supporting 7.6 million jobs and producing $65.3 billion in federal tax revenue and $59.2 billion in state and local tax revenue each year. The LWCF directly supports the outdoor recreation industry, preserving key places for residents to play, seek refuge and learn about our natural and cultural heritage.

or most of the 2,650 miles of the PCT from Mexico to Canada, you can experience some of the most Fsublime outdoor scenery in the world. But in far too many spots along the way, this experience is being threatened by development, resource extraction, inappropriate barriers, and unsafe road walks.

Fifty-two years after the 1968 Congressional designation of the PCT as one of the first National Scenic Trails, it is still not completely protected. Approximately 10 percent of the trail remains on private land with little in place to help protect the trail experience for future generations.

The PCT’s land acquisition program works with willing sellers to conserve land along the entire 2,650 miles of the trail to protect the trail experience, enhance recreational access to our public lands, protect habitat for sensitive species, and secure critical watersheds. While federal agencies take the lead role in acquiring lands to permanently protect the PCT, they also rely heavily on the valued assistance of private, nonprofit partners.

Our 2019 land acquisition on the Trinity Divide in Northern California is a prime example of this public- private partnership in action. This acquisition protects 17 miles of the PCT and was accomplished through the combined work of the U.S. Forest Service, Pacific Crest Trail Association, Michigan-California Timber Company, The Trust for Public Land and the Wyss Foundation. The Forest Service recognized the efforts with a Partnership of the Year Award during the Regional Forester’s Honor Awards.

The PCTA Supports H.R.2435: The Accelerating Veterans Recovery Outdoors Act

Jonathan Grant served as a U.S. Navy SEAL for 20 years, deploying to Central and South America, Eastern Europe, Africa, Iraq and Afghanistan. Trails Provide Wounded Warriors with a Safe Space for Healing and Recovery After Combat America’s veterans deserve the best care possible as they recover from their war wounds and the anguish they may feel after combat. Connecting veterans with the outdoors is a proven form of treatment. But there has yet to be a coordinated effort within the federal government to connect veterans with public lands. The Accelerating Veterans Recovery Outdoors Act would create an interagency task force co-chaired by the Secretary of Veterans Affairs and the Secretary of the Interior. The task force would be responsible for identifying barriers to efficiently using public lands for the treatment of veterans under the care of the VA. Additionally, the task force would provide Congress with recommendations on removing those barriers. Background In 1948, combat veteran Earl Shaffer told a friend he was going to “walk off the war” to work out the sights, sounds, and losses of World War II. Four months later, Shaffer became the first person to hike the entire from Georgia to Maine.

Since 2001, more than 2.5 million veterans have returned home from the wars in Iraq and Afghanistan. The Department of Veteran Affairs estimates that more than 20 percent suffer from Post-Traumatic Stress Disorder. The Benefits of Outdoor Therapy Warrior Expeditions is a nonprofit outdoor therapy program that helps veterans transition from their wartime experiences through long journeys on National Scenic Trails such as the Pacific Crest Trail. The mental healing that occurs epitomizes the importance of public lands for the nation’s combat veterans. Similar transformations happen for millions of people who are not veterans. Results

Warrior Expeditions veterans have reported significant improvements in their physical, mental, and social well-being during and after their journeys:

• Decompressing from their military service and coming to terms with their wartime experiences. • Experiencing camaraderie with other veterans who understand the challenges of transitioning back to civilian life. • Interacting with community supporters along the way facilitates their reintegration into society, restores their faith in humanity and builds a network of life-long friendships.

The PCTA Opposes Forest Service Budget Changes that Erase Accountability and Transparency for National Trails

This was a dramatic break with decades of past practice. We believe this showed a weakening of the agency’s commitment to give National Scenic and Historic Trails the money and administrative priority that Congress intended. Background The U.S. Forest Service administers five National Scenic Trails and one National Historic Trail — including the Pacific Crest National Scenic Trail. It also manages corridor for 17 other National Scenic and Historic Trails that fall within National Forests.

Since 1998, at the behest of Congress, Forest Service budgets have included dedicated Capital Improvement and Maintenance (CMTL) line items for each of these trails. These place holders listed funding amounts in the name of specific trails — CMTL-PC for Pacific Crest Trail, for example — assuring certainty in project planning for field staff and nonprofit partners as well as overall transparency in spending for the National Trails System.

The PCTA Opposes Forest Service Budget Changes that Erase Accountability and Transparency for National Trails (continued) In 2019, the PCTA and other trail groups voiced our concerns, and Congress responded by including in the FY2020 budget the following notation:

National Scenic and Historic Trails—The Committee directs the Forest Service to continue to provide specific trail operation, maintenance, and construction funding and accomplishment data for the national scenic and historic trails in future budget justifications. The Committee notes that the fiscal year 2020 justification does not propose acquisition funding and directs the Forest Service to provide the Committees an updated estimate of trails and land acquisition not later than 60 days after the enactment of this Act.

We applaud this specific funding directive and urge Congress to continue holding the Department of Agriculture and the U.S. Forest Service accountable.

Many of these long trails travel through more than one Forest Service Region. Before the Congress recommended dedicated funding, money for trails was left to the regional bureaucracies, and inconsistent administration, management and maintenance were the norm.

The 1968 National Trails System Act called for a system that was managed collaboratively between federal agencies and nongovernmental organizations. And that’s how they are managed today. The Pacific Crest Trail Association works in partnership with the Forest Service to manage the PCT. We marshal volunteers who steward the trail maintenance and protection of the trail while raising private funds to help pay for the bulk of the work done each year.

Shared funding of these projects has been crucial to their development and sustainability. The unpredictability injected into this well-balanced partner arrangement by the 2018 agency decision would be devastating to the nonprofit partners, making it difficult to plan project year-to year, recruit volunteers and raise private money.

We ask Congress to continue holding the U.S. Forest Service Accountable by requiring the agency to retain in its budget the overall CMTL line items and specific sub-items for the individual National Scenic and Historic Trails such as CMTL-PC for the Pacific Crest Trail.

The willingness of the federal government to provide dedicated funding to each trail in the National Trails System is a key factor in motivating private donors to contribute the balance of the funds that keep the trails maintained and managed.

Partnerships with Trail Communities Benefit the PCT and Promote Economic Activity

Towns located near the PCT offer an extraordinary asset to people: gateway access to America’s most wild and scenic trail experience.

Towns along the PCT are reliant upon tourists and the hiking community. Stores, outfitters, restaurants and post offices thrive because of the influx seasonal visitors. While the PCT is primarily a backcountry trail, nearby towns enjoy benefits of hosting backpackers, horseback riders and day-hikers by the thousands.Towns are an important part of the trail user’s experience. Many trail towns act as good friends and neighbors to the trail and the people using it.

The outdoor recreation economy in the United States generates $887 billion in consumer spending and provides 7.6 million jobs, according to a 2017 study by the Outdoor Industry Association.

Partnerships with Trail Communities Benefit the PCT and Promote Economic Activity - continued

The thousands of trail users on the PCT each year are a prime example of that economic engine. They buy gear for outdoor adventures and patronize local businesses, outfitters, restaurants and hotels. In turn, these business owners see the PCT and its users as important assets in their future economic growth and sustainability. The Pacific Crest Trail Town Program

The PCTA engages a diverse audience of volunteers, donors and partners to support the construction, maintenance and protection of the Pacific Crest Trail. These partners include municipalities, state and federal government agencies, businesses, nonprofit organizations and private citizens. In 2017, in order to build stronger partnerships with communities along the PCT, we kicked off the Trail Town Program with our pilot town, Mount Shasta, in Siskiyou County, Northern California. “The Pacific Crest Trail is so important for the communities in Siskiyou County. Not only is it a draw for tourists who help to drive our small-town economies, it’s an asset for locals who escape to it for the health of their minds and bodies. The trail is part of our identity as a mountain community because we care deeply about the place we live. And the community is important to the trail users as well. That’s why it’s an honor that Mount Shasta is the Pacific Crest Trail Association’s first official trail town. Together, we will care for both the town and the trail.” —Ed Valenzuela, Siskiyou County Supervisor The goals of the Pacific Crest Trail Town Program areto support the long-term economic health of the communities along the PCT, enhance the trail experience for users and engage communities with the PCTA’s mission. In Mount Shasta, an advisory committee of local businesses, elected officials, nonprofits, the Chamber of Commerce and community members was established to work with the PCTA to implement this pilot program.

PCTA opens new office in Kernville, California In January 2019, the PCTA opened its sixth regional office in the rural community of Kernville. Surrounded by the Sequoia National Forest, the Kern River Valley has long served as a resupply point for hikers who visit Onyx, Lake Isabella, or Kernville on the west side of ; and Inyokern and Ridgecrest to the east.

Kernville is centrally located within PCTA’s Southern Sierra Region, providing access to both sides of the High Sierra and proximity to the . With a thriving outdoor recreation economy, a local brewery, restaurants and many small businesses, the town of 2,000 is a great place for PCT users to spend time off trail.
