17 SPECIAL NOTICE

The Committee very specially reminds all clubs that they are held responsible for the conduct of their officials, players and spectators.

Every officer, member of club, and player is required by Limited Laws, to take every precaution necessary to prevent spectators insulting, threatening or assaulting officials or players either during or at the conclusion of matches.

Misconduct towards a referee away from the field of play will be dealt with just as if the offence had been committed on the field of play.

NOTICE

The Committee draws attention to F.A Rule 17, which deals with misconduct of all kinds relating to the game. It is required that all Club Officials & Spectators assist in promoting clean sport, thus making the game more attractive to the spectators and enjoyable to players. Secretaries and captains of clubs especially can by their own example and precept does much to instil a real sporting spirit into every game played.

Football should teach everyone concerned to keep temper in subjection, and anything ungentlemanly – in word or deed – should be promptly suppressed, both during the game and on leaving the field of play.

18 OXFORDSHIRE SENIOR LEAGUES

STANDARD CODE OF RULES DEFINITIONS 1 (A) In these Rules: “Affiliated Association” means an Association accorded the status of an Affiliated Association under the rules of The FA. “AGM” shall mean the annual general meeting held in accordance with the constitution of the Competition. “Club” means a club for the time being in membership of the Competition. “Competition” means the Oxfordshire Senior League. “Competition Match” means any match played or to be played under the jurisdiction of the Competition. “Contract Player” means any Player (other than a Player on a Scholarship) who is eligible to play under a written contract of employment with a Club. “Deposit” means a sum of money deposited with the Competition as part of the requirements of membership of the Competition. “Fees Tariff” means a list of fees approved by the Clubs at a general meeting to be levied by the Management Committee for any matters for which fees are payable under the Rules. “Fines Tariff” means a list of fines approved by the Clubs at a general meeting to be levied by the Management Committee for any breach of the Rules. “Ground” means the ground on which the Club’s Team(s) plays its Competition Matches. “Management Committee” means in the case of a Competition which is an unincorporated association, the management committee elected to manage the running of the Competition and where the Competition is incorporated it means the Board of Directors appointed in accordance with the articles of association of that company. “Match Officials” means the referee, the assistant referees and any fourth official appointed to a Competition Match. “Non Contract Player” means any Player (other than a Player on a Scholarship) who is eligible to play for a Club but has not entered into a written contract of employment. “Officer” means an individual who is appointed or elected to a position in a Club or Competition which requires that individual to make day to day decisions. “Participant” shall have the same meaning as set out in the rules of The FA from time to time. “Player” means any Contract Player, Non Contract Player or other player who plays or who is eligible to play for a Club. “Playing Season” means the period between the date on which the first competitive fixture in the Competition is played each year until the date on which the last competitive fixture in the Competition is played. “Rules” means these rules under which the Competition is administered. “Sanctioning Authority” means the Oxfordshire County Football Association Limited. “Scholarship” means a Scholarship as set out in Rule C 3 (a) (i) of the rules of The FA. “Season” means the period of time between an AGM and the subsequent AGM. “Secretary” means such person or persons appointed or elected to carry out the administration of the Competition. “SGM” means a special general meeting held in accordance with the constitution of the Competition. “Team” means a team affiliated to a Club, including where a Club provides more than one team in the Competition in accordance with the Rules. “The FA” means The Football Association Limited. “WGS” means the Whole Game System and the procedures for the operation thereof as determined by The FA from time to time.

19 “written” or “in writing” means the representation or reproduction of words or symbols or other information in a visible form by any method or combination of methods, whether sent or supplied in electronic form or otherwise. (B) Unless stated otherwise, terms referring to natural persons are applicable to both genders. Any term in the singular applies to the plural and vice-versa.

20 GOVERNANCE RULES COMPETITION NAME, CONSTITUTION 2. (A) The Competition will be known as “Oxfordshire Senior League” (or such other name as the Competition may adopt). The Clubs participating in the Competition must be members of the Competition. A Club which ceases to exist or which ceases to be entitled to play in the Competition for any reason whatsoever shall thereupon automatically cease to be a member of the Competition. (B) This Competition shall consist of not more than 40 Clubs approved by the Sanctioning Authority. (C) The geographical area covered by the Competition membership shall be Oxfordshire, Berks & Bucks, and Northamptonshire. (D) The administration of the Competition under these Rules will be carried out by the Competition acting (save where otherwise specifically mentioned herein) through the Management Committee in accordance with the rules, regulations and policies of The FA. (E) All Clubs shall adhere to the Rules. Every Club shall be deemed, as a member of the Competition to have accepted the Rules and to have agreed to abide by the decisions of the Management Committee in relation thereto, subject to the provisions of Rule 7. (F) The Rules are taken from the Standard Code of Rules (the “Standard Code”) determined by The FA from time to time. In the event of any omissions from the Standard Code then the requirements of the Standard Code shall be deemed to apply to the Competition. (G) All Clubs must be affiliated to an Affiliated Association and their names and particulars shall be returned annually by the appointed date in a manner prescribed by the Sanctioning Authority and must have a constitution approved by the Sanctioning Authority. This Competition shall apply annually for sanction to the Sanctioning Authority and the constituent Teams of Clubs may be grouped in divisions, each not exceeding 16 in number. (H) Inclusivity and Non-discrimination (i) The Competition and each Club must be committed to promoting inclusivity and to eliminating all forms of discrimination and should abide and adhere to The FA Equality Policy and any legislative requirements (to include those contained in the Equality Act 2010). (ii) This Competition and each Club must make every effort to promote equality by treating people fairly and with respect, by recognising that inequalities may exist, by taking steps to address them and by providing access and opportunities for all members of the community, irrespective of age, gender, gender reassignment, sexual orientation, marital status, race, nationality, ethnic origin, colour, religion or belief, ability or disability or otherwise. (iii) Any alleged breach of the Equality Act 2010 legislation must be referred to the appropriate Sanctioning Authority for investigation. (I) Clubs must comply with the provisions of any initiatives of The FA which are adopted by the Competition including, but not limited to, Charter Standard and RESPECT programmes. (J) All Participants shall abide by The Football Association Regulations for Safeguarding Children as determined by The FA from time to time. (K) Clubs shall not enter any of their Teams playing in the Competition in any other competitions (with the exception of FA and County FA Competitions) except with the written consent of the Management Committee. (L) At the AGM or a SGM called for the purpose, a majority of the delegates present shall have power to decide or adjust the constitution of the divisions at their discretion. When necessary this Rule shall take precedence over Rule 22. (M) Only one Team shall be permitted from any Club to participate in the same division as another Team from the same Club unless there is no viable alternative because of logistical issues and/or reasons linked to participation and geographical boundaries. The Competition will obtain the prior approval of the Sanctioning Authority in the event of a division comprising of more than 21 one Team from the same Club. This Competition will ensure that, where permission is given, Teams from a Club operating in the same division are run as separate entities with no interchange of players other than via transfers of registration in accordance with these Rules.

CLUB NAME 3. Any Club wishing to change its name must obtain permission from the Sanctioning Authority and from the Management Committee. Please note that the names of Public Houses are not permitted to be used as Club or Team names in the Competition.

ENTRY FEE, SUBSCRIPTION, DEPOSIT 4. (A) Applications by Clubs for admission to the Competition or the entry of an additional Team(s) from the same Club must be made in writing to the Secretary and must be accompanied by an Entry Fee of £80 (for Clubs with two teams), or £50 (for Clubs with one team) which shall be returned in the event of non-election. At the discretion of a majority of the accredited voting members present applications, of which due notice has been given, may be received at the AGM or an SGM. When Rule 22(B) is applied or a Team seeks a transfer or, is compulsorily transferred to another division, no Entry Fee shall be payable. (B)The annual subscription shall be £80 (for Clubs with two teams), or £50 (for Clubs with one team payable on or before 1st May in each year. (C)In the event of any issue concerning the membership of any Club with the Competition the Management Committee may require a Deposit to be paid (in accordance with the Fees Tariff) by or on behalf of the Club on such terms and for such period as it may in its entire discretion think fit. (D) A Club shall not participate in this Competition until the entry fee, annual subscription and deposit (if required) have been paid. (E) Clubs must advise annually to the Secretary in writing by 31st July of its Oxfordshire, Berks & Bucks, or Northamptonshire County Football Association affiliation number for the forthcoming Season. Clubs must advise the Secretary in writing, or on the prescribed form, of details of its headquarters, its Officers and any other information required by the Competition.

MANAGEMENT, NOMINATION, ELECTION 5. (A) The Management Committee shall comprise the Officers of the Competition and 3 members who shall all be elected at the AGM. (B) Retiring Officers shall be eligible to become candidates for re-election without nomination provided that the Officer notifies the Secretary in writing not later than 1st May in each year. All other candidates for election as Officers of the Competition or members of the Management Committee shall be nominated to the Secretary in writing, signed by the secretaries of two Clubs, not later than 1st May in each year. Names of the candidates for election shall be circulated with the notice of the AGM. In the event of there being no nomination in accordance with the foregoing for any office, nominations may be received at the AGM. (C) The Management Committee shall meet as and when required, save that no more than three calendar months shall pass between each meeting. On receiving a requisition signed by two-thirds (2/3) of the members of the Management Committee the Secretary shall convene a meeting of the Management Committee. (D)Except where otherwise mentioned all communications shall be addressed to the Secretary who shall conduct the correspondence of the Competition and keep a record of its proceedings. (E) All communications received from Clubs must be conducted through their Officers and sent to the Secretary. 22

POWERS OF MANAGEMENT 6. (A) The Management Committee may appoint sub-committees and delegate such of their powers as they deem necessary. The decisions of all sub-committees shall be reported to the Management Committee for ratification. The Management Committee shall have power to deal only with matters within the Competition and not for any matters of misconduct that are under the jurisdiction of The FA or Affiliated Association. (B) Subject to the permission of the Sanctioning Authority having been obtained, the Management Committee may order a match or matches to be played each Season, the proceeds to be devoted to the funds of the Competition and, if necessary, may call upon each Club (including any club which may have withdrawn during the Season) to contribute equally such sums as may be necessary to meet any deficiency at the end of the Season. (C) Each member of the Management Committee shall have the right to attend and vote at all Management Committee meetings and have one vote thereat, but no member shall be allowed to vote on any matters directly appertaining to such member or to the Club so represented or where there may be a conflict of interest. (This shall also apply to the procedure of any sub-committee). In the event of the voting being equal on any matter, the Chairman of the Management Committee shall have a second or casting vote. (D)The Management Committee shall have powers to apply, act upon and enforce these Rules and shall also have jurisdiction over all matters affecting the Competition. Any action by the Competition must be taken within 28 days of the Competition being notified. With the exception of Rules 6(I), 8(H), and 9, for all alleged breaches of a Rule the Management Committee shall issue a formal written charge to the Club concerned. The Club charged shall be given 7 days from the date of notification of the charge to reply. In such reply a Club may: (i) Accept the charge and submit in writing a case of mitigation for consideration by the Management Committee on the papers; or (ii) Accept the charge and notify that it wishes to put its case of mitigation at a hearing before the Management Committee; or (iii) Deny the charge and submit in writing supporting evidence for consideration by the Management Committee on the papers; or (iv) Deny the charge and notify that it wishes to put its case of mitigation at a hearing before the Management Committee. Where the Club charged fails to respond within 7 days, the Management Committee shall determine the charge in such manner and upon such evidence as it considers appropriate. Where required, hearings shall take place as soon as reasonably practicable following receipt of the reply of the Club as more fully set out above. Having considered the reply of the Club (whether in writing or at a hearing), the Management Committee shall make its decision and, in the event that the charge is accepted or proven, decide on the appropriate penalty (with reference to the Fines Tariff where applicable). With the exception of Teams playing at Step 7 of the National League System, the maximum fine permitted for any breach of a Rule is £250 and, when setting any fine, the Management Committee must ensure that the penalty is proportional to the offence, taking into account any mitigating circumstances. The maximum fine permitted for a breach of a Rule by a Team playing at Step 7 of the National League System is £500. No Participant under the age of 18 can be fined. All breaches of the Laws of the Game, or the Rules and Regulations of The FA shall be dealt with in accordance with FA Rules by the appropriate Association.

23 (E) All decisions of the Management Committee shall be binding subject to the right of appeal in accordance with Rule 7. Decisions of the Management Committee must be notified in writing to those concerned within 7 days. (F) 50% of its members shall constitute a quorum for the transaction of business by the Management Committee or any sub-committee thereof. (G) The Management Committee, as it may deem necessary, shall have power to fill in an acting capacity, any vacancies that may occur amongst their number. (H) A Club must comply with an order or instruction of the Management Committee and must attend to the business and/or the correspondence of the Competition to the satisfaction of the Management Committee. (I) Subject to a Club’s right of appeal in accordance with Rule 7 below, all fines and charges must be paid within 14 days of the date of notification of the decision. Any Club failing to do so will be fined a further £10. Further failure to pay the fine including the additional fine within a further 14 days will result in fixtures being withdrawn until such time as the outstanding fines are paid. (J) A member of the Management Committee appointed by the Competition to attend a meeting or Competition Match may have any reasonable expenses incurred refunded by the Competition. (K) The Management Committee shall have the power to fill any vacancy that may occur in the membership of the Competition between the AGM or SGM called to decide the constitution and the commencement of the Playing Season. (L) The business of the Competition as determined by the Management Committee may be transacted by electronic mail or facsimile.

PROTESTS, CLAIMS, COMPLAINTS, APPEALS 7. (A) (i) All questions of eligibility, qualification of Players or interpretations of the Rules shall be referred to the Management Committee or a sub-committee duly appointed by the Management Committee. (ii) Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities of the venue will not be entertained by the Management Committee unless a protest is lodged with the referee before the commencement of the Competition Match. (B) Except in cases where the Management Committee decide that there are special circumstances, protests and complaints (which must contain full particulars of the grounds upon which they are founded) must be lodged with the Secretary within 5days (excluding Sundays) of the Competition Match or occurrence to which they refer. A protest or complaint shall not be withdrawn except by permission of the Management Committee. A member of the Management Committee who is a member of any Club involved shall not be present (except as a witness or representative of his Club) when such protest or complaint is being determined. (C) No protest of whatever kind shall be considered by the Management Committee unless the complaining Club shall have deposited with the Secretary a sum of £25. This may be forfeited in whole or in part in the event of the complaining or protesting Club losing its case. The Competition shall have power to order the defaulting Club or the Club making a losing or frivolous protest or complaint to pay the expenses of the inquiry or to order that the costs to be shared by the parties. (D)All parties to a protest or complaint must receive a copy of the submission and must be afforded an opportunity to make a statement at least 7 days prior to the protest or complaint being heard. (i) All parties must have received 14 days’ notice of the hearing should they be instructed to attend. (ii) Should a Club elect to state its case in person then it should indicate such when forwarding the written response. (E) The Management Committee shall also have power to compel any party to the protest to pay such expenses as the Management Committee shall direct.

24 (F)Any appeal against a decision of the Management Committee must be lodged with the Sanctioning Authority within 14 days of the posting of the written notification of the decision causing the appeal, accompanied by a fee of £25 which may be forfeited in the event of the appeal not being upheld. A copy of the appeal must also be sent to the Secretary. The procedure for the appeal shall be determined by the Sanctioning Authority, in such respect the Sanctioning Authority may (but is not obliged to): (i) invite submissions by the parties involved; (ii) convene a hearing to hear the appeal; (iii) permit new evidence; or (iv) impose deadlines as are appropriate. Any appeal shall not involve a rehearing of the evidence considered by the Management Committee. (G) No appeal can be lodged against a decision taken at an AGM or SGM unless this is on the ground of unconstitutional conduct.

(H) All protests, claims or complaints relating to these Rules and appeals arising from a Player’s contract shall be heard and determined by the Management Committee, or a sub-committee duly appointed by the Management Committee. The Clubs or Players protesting, appealing, claiming or complaining must send a copy of such protest, appeal, claim or complaint and deposit a fee (as set out in the Fees Tariff) which shall be forfeited in the event of the protest, appeal, claim or complaint not being upheld, and the party not succeeding may, in addition, be ordered to pay the costs at the direction of the Management Committee. All such protests, claims, complaints and appeals must be received in writing by the Secretary within fourteen days of the event or decision causing any of these to be submitted.

ANNUAL GENERAL MEETING 8. (A) The AGM shall be held not later than 30th June in each year. At this meeting the following business shall be transacted provided that at least two thirds of members are present and entitled to vote:- (i) To receive and confirm the minutes of the preceding AGM. (ii) To receive and adopt the annual report, balance sheet and statement of accounts. (iii) Election of Clubs to fill vacancies. (iv) Constitution of the Competition for the ensuing Season. (v) Election of Officers of the Competition and the Management Committee members. (vi) Appointment of auditors. (vii) Alteration of Rules, if any (see Rule 14). (viii) Fix the date for the commencement of the Playing Season and kick off times applicable to the Competition. (ix) Fix the date for the end of the Playing Season (save for Step 7 which shall be determined by The FA). (x) Other business of which due notice shall have been given and accepted as being relevant to an AGM. (B) A copy of the duly audited/verified balance sheet, statement of accounts and agenda shall be forwarded to each Club at least 14 days prior to the meeting, together with any proposed Rule changes. (C) A signed copy of the duly audited/verified balance sheet and statement of accounts shall be sent to the Sanctioning Authority within 14 days of its adoption by the AGM. (D) Each Club shall be empowered to send two delegates to an AGM. Each Club shall be entitled to one vote only. 14 days’ notice shall be given of any AGM. (E) Clubs who have withdrawn their membership of the Competition during the Playing Season being concluded or who are not continuing membership shall be entitled to attend but shall vote only on matters relating to the Season being concluded. This provision will not apply to Clubs expelled in 25 accordance with Rule 12. (F) All voting shall be conducted by a show of voting cards unless a ballot be demanded by at least 50% of the delegates qualified to vote or the Chairman so decides. (G) No individual shall be entitled to vote on behalf of more than one Club. (H) Any continuing Club must be represented at the AGM. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff. (I) Officers of the Competition and Management Committee members shall be entitled to attend and vote at an AGM.

SPECIAL GENERAL MEETINGS 9. Upon receiving a requisition signed by two-thirds (2/3) of the Clubs in membership the Secretary shall call a SGM. The Management Committee may call a SGM at any time. At least seven (7) days’ notice shall be given of a meeting under this Rule, together with an agenda of the business to be transacted at such meeting. Each Club shall be empowered to send two delegates to all SGMs. Each Club shall be entitled to one vote only. Officers of the Competition and Management Committee members shall be entitled to attend and vote at all SGMs.

AGREEMENT TO BE SIGNED 10. Each Club shall complete and sign the following agreement which shall be deposited with the Competition together with the application for membership for the coming Season, or upon indicating that the Club intends to compete. “We, (A) (name)……………………………. of (address)…….…...(Chairman) and (B) (name)…………………………………of (address)……….(Secretary) of………………………………………………..Football Club have been provided with a copy of the Rules and Regulations of the Oxfordshire Senior Leagues Competition and do hereby agree for and on behalf of the said Club, if elected or accepted into membership, to conform to those Rules and Regulations and to accept, abide by and implement the decisions of the Management Committee of the Competition, subject to the right of appeal in accordance with Rule 7.” The agreement shall be signed by: (i) Where a Club is an unincorporated association, the Club chairman and secretary; or (ii) Where a Club is an incorporated entity, two directors of the Club. Any alteration of the chairman and /or secretary of the Club on the above agreement must be notified to the……………………….County Football Association(s) to which the Club is affiliated and to the Secretary of the Competition.

CONTINUATION OF MEMBERSHIP, WITHDRAWAL OF A CLUB 11. (A) Any Club intending, or having a provisional intention, to withdraw a Team from the Competition on completion of its fixtures and fulfilment of all other obligations to the Competition must notify the Secretary in writing by 31st March each season. This does not apply to a Club moving in accordance with Rule 22(B). Failure to comply with this Rule will result in a fine not exceeding £100. (B) The Management Committee shall have the discretion to deal with a Team being unable to start or complete its fixtures for a Playing Season. (C) Notwithstanding the powers of the Management Committee pursuant to Rule 6(I), in the event of a Club failing to discharge all its financial obligations to the Competition in excess of £50, the Management Committee shall be empowered to refer the debt under The FA Football Debt Recovery 26 provisions.

EXCLUSION OF CLUBS, TEAMS. MISCONDUCT OF CLUBS, OFFICERS, PLAYERS, MANAGEMENT COMMITTEE 12. (A) At the AGM or SGM called for the purpose in accordance with the provisions of Rule 9, notice of motion having been duly circulated on the agenda by direction of the Management Committee, the accredited delegates present shall have the power to: (i) remove a member of the Management Committee from office; (ii) exclude any Club or Team from membership, both of which must be supported by more than two thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot. A member of the Management Committee or Club which is the subject of the vote being taken shall be excluded from voting. (B) At the AGM, or at a SGM called for the purpose in accordance with the provisions of Rule 9, the accredited delegates present shall have the power to exclude from further participation in the Competition any Club whose conduct has, in their opinion, been undesirable, which must be supported by more than two-thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot. A Club whose conduct is the subject of the vote being taken shall be excluded from voting. (C) Any Officer or member of a Club proved guilty of either a breach of Rule, other than field offences, or of inducing or attempting to induce a Player or Players of another Club in the Competition to join them shall be liable to such penalty as a General Meeting or Management Committee may decide, and their Club shall also be liable to expulsion in accordance with the provisions of clause (A) and/or (B) of this Rule.

TROPHY 13. (A) The following agreement shall be signed on behalf of the winners of the cup or trophy:- “We (A)………………(name) and (B)………….(name), the Chairman and Secretary of …………………….FC, members of and representing the Club, having been declared winners of……………(name) cup (or trophy), and it having been delivered to us by the Competition, do hereby on behalf of the Club jointly and severally agree to return the cup or trophy to the Competition Secretary on or before 1st March. If the cup or trophy is lost or damaged whilst under our care we agree to refund to the Competition the amount of its current value or the cost of its thorough repair.” (B) At the close of each Competition awards may/shall be made to the winners and runners-up if the funds of the Competition permit.

ALTERATION TO RULES 14. Alterations, for which consent has been given by the Sanctioning Authority, shall be made to these Rules only at the AGM or at a SGM specially convened for the purpose called in accordance with Rule 9. Any alteration made during the Playing Season to these Rules shall not take effect until the following Playing Season. Notice of proposed alterations to be considered at the AGM shall be submitted to the Secretary by 20th May in each year. The proposals, together with any proposals by the Management Committee, shall be circulated to the Clubs by 31st May and any amendments thereto shall be submitted to the Secretary by 5th June. The proposals and proposed amendments thereto shall be circulated to Clubs with the notice of the AGM. A proposal to change a Rule shall be carried if two thirds of those present, entitled to vote and voting are in favour. A copy of the proposed alterations to Rules to be considered at the AGM or SGM shall be submitted to the Sanctioning Authority or The FA (as applicable) at least 28 days prior to the date of the meeting.

27 FINANCE 15. (A) The Management Committee shall determine with which bank or other financial institution the funds of the Competition will be lodged. (B) All expenditure in excess of £500 shall be approved by the Management Committee. Cheques shall be signed by at least two Officers nominated by the Management Committee. (C)The financial year of the Competition will end on 30th April. (D) The books, or a certified balance sheet, of a Competition shall be prepared and shall be audited annually by a suitably qualified person(s) who shall be appointed at the AGM.

INSURANCE 16. (A) All Clubs must have valid public liability insurance cover of at least ten million pounds (£10,000,000) at all times. (B) All Clubs must have valid personal accident cover for all Players registered with them from time to time. The Players’ personal accident insurance cover must be in place prior to the Club taking part in any Competition Match and shall be at least equal to the minimum recommended cover determined from time to time by the Sanctioning Authority. In instances where The FA is the Sanctioning Authority, the minimum recommended cover will be the cover required by the Affiliated Association to which a Club affiliates.

DISSOLUTION 17. (A) Dissolution of the Competition shall be by resolution approved at a SGM by a majority of three quarters (3/4) of the members present and shall take effect from the date of the relevant SGM. (B) In the event of the dissolution of the Competition, the members of the Management Committee are responsible for the winding up of the assets and liabilities of the Competition. (C) The Management Committee shall deal with any surplus assets as follows: (i) Any surplus assets, save for a trophy or any other presentation, remaining after the discharge of the debts and liabilities of the Competition shall be transferred only to another Competition or Affiliated Association or The Football Association Benevolent Fund or to such other charitable or benevolent object in the locality of the Competition as determined by resolution at or before the time of winding up, and approved in writing by the Sanctioning Authority. (ii) If a Competition is discontinued for any reason a trophy or any other presentation shall be returned to the donor if the conditions attached to it so provide or, if not, dealt with as the Sanctioning Authority may decide.

28 MATCH RELATED RULES QUALIFICATION OF PLAYERS 18. (A) A Player is one who, being in all other respects eligible, has: (i) signed a fully and correctly completed Competition registration form in ink, countersigned by an Officer of the Club, which is submitted to the Competition 7 days prior to the Player playing and whose registration has been confirmed by the Competition prior to that Player playing in a Competition Match; Or (ii) signed a fully and correctly completed Competition registration form in ink on a match day prior to playing which is countersigned by an Officer of the Club, witnessed by an Officer of the opposing Club, and submitted to the Competition within two days (Sundays excluded) subsequent to the Competition Match. The Player shall not play again on a subsequent match day until the Club is in possession of the approval of the Competition. A maximum of two Players may be registered in accordance with this paragraph 18(A)(ii); or (iii) registered through WGS. Any registration form which is sent by either of the means set out at Rules 18(A) (i) or (ii) above that is not fully and correctly completed will be returned to the Club unprocessed. If a Club attempts to register a player via WGS but does not fully and correctly complete the necessary information via WGS, the registration will not be processed. For Clubs registering Players under Rules 18(A) (i) or (ii), registration forms will be provided in a format to be determined by the Competition. For Clubs registering Players via WGS (under Rule 18 (A) (iii)), Clubs must access WGS in order to complete the registration process. (B) (i) Contract players are not permitted in this Competition with the exception of those Players who are registered under Contract with the same Club who have a team operating at Steps 1 to 6 of the National League System. It is the responsibility of each Club to ensure that any Player registered to the Club has, where necessary, the required International Transfer Certificate. Clearance is required for any Player aged 10 and over crossing borders including Wales, Scotland and Ireland. (ii) Each Club must have enough Players registered to fulfil their first game 7 days before the start of each Playing Season. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff. (C) A Player that owes a Football Debt (as defined under the Football Debt Recovery Regulations) to any club(s) shall be permitted to register and play for a Club in Competition Matches, save that the Player may be liable to be suspended from playing for that Club should the Player fail to comply with the terms of the Football Debt Recovery Regulations in respect of that Football Debt. (D) A fee as set out in the Fees Tariff shall be paid by each Club/Team for each Player registered. (E) The Management Committee shall decide all registration disputes. In the event of a player signing a registration form or having a registration submitted for more than one Club, priority of registration shall decide for which Club the Player shall be registered. The Secretary shall notify the Club last applying to register the player of the fact of the previous registration. (F) It shall be a breach of Rule for a Player to:- (i) Play for more than one Club in the Competition in the same Playing Season without first being transferred. 29 (ii) Having registered for one Club in the Competition, register for another Club in the Competition in that Playing Season except for the purpose of a transfer. (iii) Submit a signed registration form or submit a registration through WGS for registration that the Player had wilfully neglected to accurately or fully complete. (G) (i) The Management Committee shall have the power to accept the registration of any Player subject to the provisions of Rules 18(G) (ii) and (iii) below. (ii) The Management Committee shall have power to refuse, cancel or suspend the registration of any Player or may fine any Player, at their discretion who has been charged and found guilty of registration irregularities (subject to Rule 7). (iii) The Management Committee shall have power to make application to refuse or cancel the registration of any Player charged and found guilty of undesirable conduct (subject to Rule 7) subject to the right of appeal to the Sanctioning Authority. Application should be made to the parent County of the Club the Player is registered or intending to be registered with. Undesirable conduct shall mean an incident of repeated proven misconduct, which may deter a Participant from being involved in this Competition. (iv) For a Player who has previously had a registration removed in accordance with Rule 18(G)(iii) but has a registration accepted at the expiry of exclusion will be considered to be under a probationary period of 12 months. Whilst under a probationary period, should the Player commit a further act of proven misconduct under the jurisdiction of the Competition, (excluding standard dismissals), the Competition would be empowered to consider a further charge of bringing the Competition into disrepute. (Note: Action under Rule 18(G) (iii) shall not be taken against a Player for misconduct until the matter has been dealt with by the Sanctioning Authority, and then only in cases of the Player bringing the Competition into disrepute and will in any event be subject to an appeal to the Sanctioning Authority or The FA. All decisions must include the period of restriction. For the purpose of this Rule, bringing the Competition into disrepute can only be considered where the Player has received in excess of 112 days’ suspension, or 10 matches in match based discipline, in any competition (and is not restricted to the Competition) in a period of two years or less from the date of the first offence.) (H) Subject to compliance with FA Rule C2(a) when a Club wishes to register a player who is already registered with another club it shall submit a transfer form (in a format as determined by the Competition) to the Competition accompanied by a fee as set out in the Fees Tariff. Such transfer shall be referred by the Competition to the club for which the player is registered. Should this club object to the transfer it should state its objections in writing to the Competition and to the player concerned within 3 days of receipt of the notification. Upon receipt of the club’s consent, or upon its failure to give written objection within 3 days, the Secretary may, on behalf of the Management Committee, transfer the player who shall be deemed eligible to play for the new Club from such date or 7 days after receipt of such transfer. In the event of an objection to a transfer the matter shall be referred to the Management Committee for a decision. (I) A Player may not be registered for a Club nor transferred to another Club in the Competition after 15th March except by special permission of the Management Committee. (J) A Club shall keep a list of the Players it registers and a record of all matches in which those Players have played for the Club and shall produce such records upon demand by the Management Committee. (K) A register containing the names of all Players registered for each Club, with the date of registration, shall be kept by the Hon. Registrations Secretary and shall be open to the inspection of an Officer of the Club at all Management Committee meetings or at other times mutually arranged. Registrations are valid for one Playing Season only.

30 In the event of a Non Contract Player without a written contract changing his status to that of a Contract Player with the same Club, another Club in the Competition or with a club in another competition his registration as a Non Contract Player will automatically be cancelled and declared void unless the Club conforms to the exception detailed in Rule 18(B)(i). (L) A Player shall not be eligible to play for a Team in any special championship, promotion or relegation deciding Competition Match (as specified in Rule 22(A)) unless the Player has played one Competition Match for that Team in the current Playing Season. (M) (i) Subject to Rule 18(M)(ii), any Club found to have played an ineligible Player in a Competition Match or Matches where points are awarded shall have the points gained from that Competition Match deducted from its record, up to a maximum of 12 points, and have levied upon it a fine of £25. (ii) The Management Committee may vary the sanction as relates to the deduction of points set out at Rule 18(M)(i) only in circumstances where the ineligibility is due to the failure to obtain an International Transfer Certificate or where the ineligibility is related to the Player’s status. (iii) Where a Club is found to have played an ineligible Player in accordance with Rule 18(M)(i) above, the Management Committee may also, at its discretion: a) Award the points available in the Competition Match in question to the opponents, subject to the Competition Match not being ordered to be replayed; or b) Levy penalty points against the Club in default; or c) Order that such Competition Match or Matches be replayed (on such terms as are decided by the Management Committee). (N) The following clause applies to Competitions involving Players in full-time secondary education: (i)Priority must be given at all times to school and school organisations’ activities. (ii) The availability of children must be cleared with the Head Teachers (except for Sunday leagues competitions). (iii) To play open age football the player must have achieved the age of 16.

CLUB COLOURS 19 Every Club must register the colour of its shirts and shorts with the Secretary by 1st May who shall decide as to their suitability. Any Club wishing to change its colours during the Playing Season must obtain permission from the Management Committee. Goalkeepers must wear colours which distinguish them from all other Players and the Match Officials. No Player, including the goalkeeper, shall be permitted to wear black or very dark shirts. Any Team not being able to play in its normal colours as registered with the Competition shall notify its opponents the colours in which they will play (including the colours of the goalkeeper’s jersey) at least three days before the Competition Match. If, in the opinion of the referee, two Teams have the same or similar colours, the home Team shall make the change. A Team may not delay the scheduled time of kick off for a Competition Match by not having a change of colours. Shirts must be numbered.

PLAYING SEASON. CONDITIONS OF PLAY, TIMES OF KICK-OFF. POSTPONEMENTS. SUBSTITUTES 20. (A) All Competition Matches shall be played in accordance with the Laws of the Game as determined by the International Football Association Board.

31 Clubs must take all reasonable precautions to keep their Grounds in a playable condition. All Competition Matches shall be played on pitches deemed suitable by the Management Committee. If through any fault of the home Team a match has to be replayed, the Management Committee shall have power to order the venue to be changed. The Management Committee shall have power to decide whether a pitch and/or facilities are suitable for Competition Matches and to order the Club concerned to play its Competition Match(es) on another ground. Football Turf Pitches (3G) are allowed in this Competition provided they meet the required performance standards and are listed on the FA’s Register of Football Turf Pitches. All Football Turf Pitches used must be tested (by a FIFA accredited test institute) every three years and the results passed to the FA. The FA will give a decision on the suitability for use and add the pitch to the Register. The home Club is also responsible for advising Participants of footwear requirements when confirming match arrangements in accordance with Rule 20(C). Within the National League System (“NLS”) all Competition Matches shall have a duration of 90 minutes. All Competition Matches outside of the NLS shall have duration of 90 minutes unless a shorter time (not less than sixty (60) minutes) is mutually arranged by the two Clubs in consultation with the referee prior to the commencement of the match, and in any event shall be of equal halves. Two matches involving the same two Teams can be played on the same day providing the total playing time is not more than 120 minutes. The times of kick-off shall be fixed at the AGM and can only be altered by the mutual consent of the two competing Clubs prior to the scheduled date of the Competition Match with written notification given to the Competition at least 7 days prior. Referees must order matches to commence at the appointed time and must report all late starts to the Competition. The home Team must provide goal nets, corner flags and at least two footballs fit for play and the referee shall make a report to the Competition if the footballs are unsuitable. (B)Except by permission of the Management Committee all Competition Matches must be played on the dates originally fixed but priority shall be given to The FA and parent County Association Cup Competitions. All other matches must be considered secondary. Clubs may mutually agree to bring forward a Competition match with the consent of the Hon. Fixtures Secretary. In the case of a revised fixture date, the Clubs must be given by the Competition 5 clear days’ notice of the match (unless otherwise mutually agreed). (C) An Officer of the home Club must give notice of full particulars of the location of, and access to, the Ground and time of kick-off to the Match Officials and an Officer of the opposing Club at least 3 clear days prior to the playing of the match. If not so provided, the away Club shall seek such details and report the circumstances to the Competition. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff. (D) In accordance with the Laws of the Game, the minimum number of Players that will constitute a Team for a Competition Match is eight. (E) (i) Home and away matches shall be played. In the event of a Club failing to keep its engagement the Management Committee shall have power to impose a fine, deduct points from the defaulting Club, award the points from the Competition Match in question to the opponents, order the defaulting Club to pay any reasonable expenses incurred by the opponents or otherwise deal with them except the award of goals. Notwithstanding the foregoing home and away provision, the Management Committee shall have power to order a Competition Match to be played on a neutral ground or on the opponent’s Ground if they are satisfied that such action is warranted by the circumstances. (ii) Any Club with more than one Team in the Competition shall always fulfil its fixture, within the Competition, in the following order of precedence:- First Team, Reserve Team. (iii) Any Club unable to fulfil a fixture or where a Competition Match has been postponed for any reason must, without delay, give notice to the Fixtures Secretary, the Referees Secretary, the Results Secretary, the opposing Club and the Match Officials. (iv) In the event of a Competition Match not being played or abandoned owing to causes over which

32 neither Club has control, it should be played in its entirety on a date to be mutually agreed by the two Clubs and approved by the Management Committee. Failing such agreement and notification to the Fixtures Secretary within 5 days the Management Committee shall have the power to order the Competition Match to be played on a named date or on or before a given date. Where it is to the advantage of the Competition and the Clubs involved agree, the Management Committee shall also be empowered to order the score at the time of an abandonment to stand. (v) The Management Committee shall review all Competition Matches abandoned in cases where it is consequent upon the conduct of either or both Teams. Where it is to the advantage of the Competition and does no injustice to either Club, the Management Committee shall be empowered to order the score at the time of the abandonment to stand. In all cases where the Management Committee are satisfied that a Competition Match was abandoned owing to the conduct of one Team or its Club member(s) they shall be empowered to award the points for the Competition Match to the opponent. In cases where a Competition Match has been abandoned owing to the conduct of both Teams or their Club member(s), the Management Committee shall rule that neither Team will be awarded any points for that Competition Match and it shall not be replayed. No fine(s) can be applied by the Management Committee for an abandoned Competition Match. (vi) The Management Committee shall review any Competition Match that has taken place where either or both Teams were under a suspension imposed upon them by The FA or Affiliated Association. In each case the Team that was under suspension would be dealt with in the same manner as if they had participated with ineligible players in accordance with Rule 18(M) above. Where both Teams were under suspension the game must be declared null and void and shall not be replayed. (F) A Club may at its discretion and in accordance with the Laws of the Game use substitute Players in any Competition Match. A Club may name up to 5 substitute Players of whom not more than 5 may be used. The referee shall be informed of the names of the substitute Players not later than 15 minutes before the start of the Competition Match and a Player not so named may not take part in that Competition Match. A Player who has been named as a substitute before the start of the Competition Match but does not actually play in that game shall not be considered to have been a Player in that Competition Match within the meaning of Rule 18 of this Competition. (G) The half time interval shall be of 15 minutes’ duration, but it shall not exceed 15 minutes. The half time interval may only be altered with the consent of the referee. (H) The Teams taking part in a Competition Match shall identify a Team captain who shall have a responsibility to offer support in the management of the on-field discipline of his/her teammates. REPORTING RESULTS 21. (A) The Results Secretary must receive by 5pm Sunday , the result of each Competition Match in the prescribed manner. This must include the forename(s) and surname of the Team Players (in block letters) and also the referee markings required by Rule 23(H), or any other information required by the Competition. Failure to comply with this Rule will result in a fine of £10. (B)Both Clubs shall SMS the result of each Competition Match to the Full Time System within 30 minutes of completion of the match. (C)The match result notification, correctly completed, shall be signed by an Officer of the Club, or as prescribed by the Competition.

DETERMINING CHAMPIONSHIP 22.(A) Team rankings within the Competition will be decided by points with three points to be awarded for a win and one point for a drawn Competition Match. The Teams gaining the highest number of points in their respective divisions at the end of the Playing Season shall be adjudged the winners. Competition Matches 33 must not be played for double points. In the event of two or more Teams being equal on points at the end of the Playing Season, rankings shall be determined by goal difference (where the goals scored against each Team shall be deducted from the goals scored by that Team and the Team with the most favourable goal difference shall be placed highest). In the event of two or more Teams still being equal, the Team which has scored the most goals during the Playing Season shall be placed highest. In the event of two or more Teams still being equal, the Team that has won the most matches during the Playing Season shall be placed highest. In the event of two or more Teams still being equal, the Team which has the better playing record against the other Team in their head to head Competition Matches during the Playing Season will be placed highest. If the records of two or more Teams are still equal and it is necessary for any reason to determine the position of each then the Teams affected shall play a deciding match or matches under conditions as determined by the Management Committee. (B) In the event of a Team withdrawing from the Competition before completing 75% of its fixtures for the Playing Season all points obtained by or recorded against such defaulting Team shall be expunged from the Competition table. For the purposes of this Rule 22(B) a completed fixture shall include any Competition Match(es) which has been awarded by the Management Committee.

MATCH OFFICIALS 23. (A) Registered referees (and assistant referees where approved by The FA or County FA) for all Competition Matches shall be appointed in a manner approved by the Management Committee and by the Sanctioning Authority. (B) In the event of the non-appearance of the appointed referee the appointed senior assistant referee shall take charge and a substitute assistant referee appointed by the competing Teams. In cases where there are no officially appointed Match Officials in attendance, the Clubs shall agree upon a referee. An individual thus agreed upon shall, for that Competition Match, have the full powers, status and authority of a registered referee. Individuals under the age of 16 must not participate either as a referee or assistant referee in any Competition Match. (C) Where assistant referees are not appointed each Team shall provide a Club assistant referee. (D)The appointed referee shall have power to decide as to the fitness of the Ground in all Competition Matches and that decision shall be final, subject to the determination of the Local Authority or the owners of a Ground, which must be accepted. (E) Subject to any limits/provisions laid down by the Sanctioning Authority, Match Officials appointed under this Rule shall be paid the following match fees: Referee £45.00, Assistant Referees £30.00, inclusive of travel expenses. Match Officials will be paid their fees by the home Club immediately after the Competition Match. (F) In the event of a Competition Match not being played because of circumstances over which the Clubs have no control, the Match Officials, if present, shall be entitled to half fee. Where a Competition Match is not played owing to one Club being in default, that Club shall be ordered to pay the Match Officials, if they attend the Ground, their full fee. (G)A referee not keeping his or her engagement and failing to give a satisfactory explanation as to their non-appearance, may be reported to the Affiliated Association with which he or she is registered. (H)Each Club shall, in a manner prescribed from time to time by The Football Association, award marks to the referee for each Competition Match and the name of the referee and the marks awarded shall be submitted to the Competition on the prescribed form provided. Clubs failing to comply with this Rule shall be liable to be fined or dealt with as the Management Committee shall determine. (I) The Competition shall keep a record of the markings and, on the form provided by the prescribed date each Season, shall submit a summary to The FA/County FA. (J) The referee shall submit a report form, supplied by the Competition, giving the result of the Competition Match, the number of Players in each Team and the time of kick-off to the Referees 34 Secretary within two days of the Competition Match.

35 OXFORDSHIRE SENIOR LEAGUES BYE LAWS AND REGULATIONS

1. COMPOSITION OF LEAGUES. The Leagues shall comprise of a Premier Division, Division 1, Division 2, and Division 3. The Premier Division shall be graded as of senior status and all other Divisions shall be graded as Intermediate status. The maximum number of teams in membership in any one season shall be at the discretion of the Executive Committee.

2. ENTRANCE FEES. The entry fees for clubs in membership of the Leagues shall be £80 for clubs with two teams and £50 for clubs with one team. The appropriate remittance must be forwarded to the Hon Secretary of the League by May 1st each year.

3. CUP COMPETITIONS. The four cup competitions shall be known as the President’s Cup, the Clarendon Cup, the Ben Turner Trophy, the Ivor Gubbins Cup, together with the Bill Fenn Trophy. First teams shall compete in the President’s Cup and reserve teams in the Clarendon Cup (subject to status). Clubs defeated in the first round of the President’s Cup and teams defeated in the first round of the Clarendon Cup shall compete for the Ben Turner Trophy (President’s Cup) and the Ivor Gubbins Cup (Clarendon Cup) respectively. Any Teams that has their cup fixture awarded against them (i.e. playing an illegible player etc.) will not participate in any further rounds of other cups associated with that particular cup.

4. QUALIFICATIONS OF PLAYERS (LEAGUE AND CUP COMPETITIONS). Each team in the competitions shall consist of not more than eleven players and five named substitutes from five of each competing club. No individual shall play for more than one club in the same competition in the same season. The President’s Cup and the Ben Turner Trophy are deemed to be one competition, and the Clarendon Cup and the Ivor Gubbins Cup are deemed to be one competition. Not more than two players who have played in either the President’s Cup and/or the Ben Turner Trophy may be included in teams competing in the Clarendon Cup and Ivor Gubbins Cup. If a substitute is named but does not play this will not count as a game. Application for reinstatement of any such player to play in the Clarendon Cup and Ivor Gubbins Cup competitions may be made to the Executive Committee before March 8th. Players shall be bona fide members of the club for which they play and their registration shall be in the hands of the Hon Registrations Secretary not less than 7 days before the match in which the player engages. No player may complete in the Semi Final and/or Final of any Cup competition unless he has played for the club concerned in three Oxfordshire Senior League games for the 1st team or reserve team in the current season. A player who has made appearances in eight games or more in the current season played at Step 6 or above may not play in any League or Cup Competition, unless a period of 28 days has elapsed since the player last played at Step 6 or above. If a player plays a further game at Step 6 or above in the current season, after the above period of 28 days, the player will once again be ineligible to play in any further League or Cup Competition. The attention of all club Hon Secretaries is also directed, with regard to ineligible players, to Match Related Rule 18.

5. CUP DRAWS. That unless otherwise determined by the Executive Committee, all competitions will be played on a knockout basis and the team pairing for each round up to the final be determined by a draw undertaken by this Body. The first named club in each draw up to the semi-final will be the home club. If however, at the time the tie is due to be played the ground of the home team is not available for any reason then the venue may be reversed with the permission of the Hon Fixture Secretary. The finals will be played on neutral grounds unless the Executive Committee decides otherwise.

6. FINALS. An Executive Committee member shall be responsible for the arrangements in final games. Officials will be paid their normal fees which will be paid by the League. Where assistant referees are appointed for Semi Finals the home club will pay all of their fees and claim them back from the Hon Treasurer (bye law 11)

7. EXTRA TIME. Extra time will be played in all cup games if necessary. If at the end of this period the scores are still level then the game will be decided on penalties in all rounds.

8. FIXTURE ARRANGEMENTS AND POSTPONEMENTS. All fixtures within the jurisdiction of the Leagues must be arranged by the Hon Fixture Secretary who is authorised to make any changes to published fixtures as are deemed necessary. All Clubs must be given 5 days’ notice of their fixtures and any alterations that may occur for any reason. Communication will be carried out according to the individual club’s preference e.g. telephone, fax, post, or e-mail. Clubs postponing or re-arranging a scheduled fixture for any reason must notify the match official, their opponents, the Hon Fixture Secretary, the Hon Referees Secretary and the Hon Results Secretary, not later than the day on which the match had been arranged. Failure to contact any of these will result in a fine of £50 for each and every subsequent offence. No League fixture shall be postponed except for County FA and the Leagues own cup ties, and, in such cases, notice must be given to opponents, the referee, the Hon Fixtures Secretary, the Hon Referees Secretary and the Hon Results Secretary. The Hon Fixtures Secretary shall re-arrange all postponed games for as early as possible and notify the clubs concerned. The right to postpone a match owing to climate conditions is the sole right of the referee, and club officials have no right to declare a ground unfit. If however there is an early doubt regarding the fitness of a ground the advice of a local member of the Leagues Committee or a referee registered with the Leagues may be sought and his or her decision would then be final. In any of these cases please inform the Leagues of the name of the committee member/referee who declared the ground unfit to play on by 11am on the day of the match. If a game is postponed other than for reasons stated above and other than with the consent of the Hon Fixture Secretary the club causing the postponement shall be fined a sum of £50 and the game awarded to the non-offending club. In the case of a league game, an additional 3 points may be deducted from the offending club. Any teams failing to fulfil 3 or more fixtures in any season will be brought before the Management Committee and may be expelled from the league. Any club postponing a fixture through illness may be required to submit medical evidence with 14 days and failure to do so may render the club liable to a fine of £50. Notwithstanding anything written in the previous paragraphs the Executive Committee shall accept that grounds owned by Local Authorities or other corporate bodies may be declared unfit by accredited persons responsible to those bodies and that such declarations are binding. Clubs shall, in consultation with the Hon Fixture Secretary, make every possible effort to secure an alternative venue when their home grounds are, for any reason, unavailable. If the away team offer their ground, if available, it must be accepted if no other ground can be found. Refusal by the home team to accept the away team’s ground as the match venue will incur loss of points, and a fine. However, please note that either team’s offer(s) of a ground on which the match may be played must be made at the same time as the home team advise that their ground is not available, and not at some time later on the day of the fixture. The Management Committee strongly advise that neither the home team nor the away team should advise their respective players that the match has been postponed until the non-availability of a venue has been definitely confirmed between the two teams. The Management Committee reserve the right to deduct extra points from offending clubs for repeated breaches of this bye law.

37 If a match is played at the opponent’s ground in these circumstances, and the return fixture is to be played at a future date, the home team becomes the away team, and the return fixture is also similarly reversed. For the avoidance of doubt, all postponements for whatever reason must be made in writing to the League’s appropriate official or confirmed by that official as the case may be. Permission for no allocation of fixtures must be submitted in writing to the Hon Fixture Secretary at least 3 months prior to the date.

9. PROMOTION AND RELEGATION. At the end of the season the clubs scoring the highest number of points in each of the divisions shall be declared the champion clubs. Should two or more clubs obtain the same number of points the respective championships will be decided on goal difference. If goal difference is equal, the team scoring the most goals takes preference. The bottom two clubs in the Premier Division may be relegated to Division 1. Premier Division clubs’ facilities should meet the standards that will be acceptable to League or give an assurance that they will be brought up to the required standards. In Division 1 the top two clubs may be promoted. The two bottom clubs may be relegated into Division 2. The top two clubs in Division 1 must however have facilities prescribed in Match Related Rule 20 or they will be excluded from consideration for promotion. In the event of one or more teams being relegated through the pyramid system into the Premier Division, promotion from Division 1 to Premier Division may be decided on a play off. In the interests of proper administration of the Leagues, the Executive Committee, despite anything stated in the foregoing paragraphs, reserves the right to take any action on the number of relegations and promotions between each of the respective Divisions that it considers essential to maintain a sufficient number of teams in each Division. 3 points shall be awarded for a win and 1 point for a draw, sanction shall not be given for matches to be played for double points. In the event of a club withdrawing from the Leagues before completing its fixtures, its playing record shall be deleted from the appropriate League table.

10. CONFIRMATION OF FIXTURES. Home clubs must confirm the fixture to the visiting club and match officials stating venue, site of dressing rooms and time of kick off. This must be done at least three days prior to the match by telephone (see table of confirmation days at the end of this rule). Visiting clubs and match officials must acknowledge by return. Failure to comply with the requirements of the preceding paragraph will attract a fine of £10 for each offence. Each club must play one home and one away league game against their opponents unless the Executive Committee orders otherwise. All Clubs must be free of suspension to play on the day of confirmation.

11. FINANCIAL ARRANGEMENTS. In all league games and rounds of the cups prior to the final the home club shall make all financial arrangements. Where official assistant referees are appointed to the league or cup fixture, the away club will reimburse the home club with half of their fees.

12. COMPETING SIDE. An official match form is to be provided by the home team and must be completed by both teams before the commencement of any game and handed to the referee. Shirt numbers must correspond to the respective numbers on the team sheet.

Failure to comply with the requirements of the preceding paragraphs will attract a fine of £10. Deliberate falsification of the match form will incur a fine of £100.

13. RESERVE TEAMS. For all purposes a reserve team shall be that of a club whose senior team is competing in the Leagues. Reserve sides of senior teams competing in the higher leagues shall be allowed to compete in any division to which they may be elected except the Premier Division.

14. TEAM STRENGTH. Clubs repeatedly fielding incomplete sides will be liable to be called before the Executive Committee to give an explanation. In addition, the Committee shall be empowered to fine the club concerned a sum of £10. Any clubs which, by its actions on the field of play causes the abandonment of a match in which play commenced shall be liable to a fine of £100. The match will be awarded to the non-offending team. Notwithstanding the provisions of the preceding paragraph a game shall not commence unless a team has eight players on the field of play.

15. MATCH RESULTS. The results of all matches must be texted to the Full Time system by both teams within 30 minutes of completion of the match. An e-mail or legible photo of the result sheet, complete with full names of all players, the score, name and marking of the referee and the goal scorers, must be sent to the Results Secretary by 5.00pm on Sunday. An indication should also be given on the result sheet as to whether or not the named substitutes played. Failure to comply will incur a fine of £10 on each occasion. A marking of referee(s) of 40 or less requires the Club so marking to forward a letter of explanation to the Hon Referees Secretary, which may be e-mailed to: [email protected]. Failure to do so will incur a fine of £10. The Results Secretary, Fixtures Secretary, Registration Secretary, and Referees Secretary must also be advised of any postponed, cancelled, or abandoned games, this being the responsibility of the club at fault. If neither club is at fault it is the responsibility of the home club. All clubs partaking in cup competitions of any description e.g. County Cups, must text the Full Time website with the result of the game within 30 minutes of completion of the match, and advise the Hon

39 Fixtures Secretary of details of any postponements, cancellations or abandoned games as soon as practical and in any case within 30 minutes of the scheduled finish time. In the case of the President’s Cup, The Ben Turner Trophy, the Clarendon Cup and the Ivor Gubbins Cup this needs to be done by the home club. Failure to comply with the requirements of the preceding paragraphs will result in a fine of £10 for each and every subsequent offence.

16. PLAQUES AND MEDALS. Sixteen Plaques or Medals will be awarded to the championship teams and runners-up and cup winners and runners-up. A plaque shall also be awarded each season to the best referee and club linesman.

17. PRIORITY OF MATCHES. The Leagues cup competitions shall take precedence over all others except F A and County competitions. Teams who compete in Leagues of equal or lower status must give priority to fixtures made by the Hon Fixture Secretary except in the case of County competitions.

18. BORDER CLUBS. Clubs in an adjoining County accepted as members of the Leagues are allowed to substitute that County for Oxfordshire in making the requisite declaration of membership on the league form.

19. PRESS REPORTS. All home teams on the fixture sheet will email to the Hon Media Secretary ([email protected]) a match report no later than the day following the day that the match is played, and by 5.00pm on that day. Failure to do so will attract a fine of £10. If match reports are not submitted by the home club on consecutive occasions, the fine will be increased by increments of £5, i.e. two consecutive failures to submit a report will incur fines of £10 and £15. Three failures will attract fines of £10, £15, and £20, etc.

20. ASSISTANT REFEREES. Where two assistant referees have been appointed and only one arrives, the home club must provide a substitute, if both fail to arrive each club must provide a substitute. If only one assistant referee has been appointed, it is the responsibility of the home club to provide a substitute. All clubs should register one assistant referee per team with the Hon Referees Secretary by 1st October. Failure to do so will incur a fine of £10. Only registered assistant referees will be considered for the Bert Search Trophy.

21. DISCIPLINARY CODE. Each club is responsible for the conduct of its players. Each dismissal involving a suspension of more than seven days attracts 5 penalty points, other dismissals 3 points, and each caution 1 point. As teams (as opposed to clubs) reach various disciplinary points, then they will be fined as follows: - 12 points = £10 fine 24 points = £20 fine 36 points = £30 fine 48 points = £40 fine

If 48 points are accumulated then the club will appear before the Executive Committee, which may lead to a recommendation of expulsion from the Leagues. The Executive Committee shall have power to refuse, cancel, or suspend the registration of any player found guilty of undesirable conduct.

22. PHONE CALLS. No telephone calls are to be made to any officer or Executive Committee member before 9am, and after 9pm.

40 23. TROPHIES. All competition trophies are the property of the Leagues and cannot be won outright. Trophies shall be insured by the Leagues. Holding clubs must return Trophies appropriately inscribed to the Hon Secretary by 1st March each year or earlier if required by the Executive Committee, the cost of the inscription is to be borne by the clubs concerned. Failure to comply with either of these or returning the Trophy in an unacceptable state will incur a fine of £50 for cups not returned by 1st March and a £50 fine for non-engraving or an unacceptable state.

24. FINES. Fines must be paid within 14 days of the date on which notification thereof is received. Failure to do so will incur a further fine of £10 in respect of each and every subsequent offence. The Executive Committee is also empowered that any club, whose officials fail to forward remittances within the prescribed period, be reported to the Oxfordshire Football Association for appropriate action. All payments to the Hon Treasurer.

25. REFEREES’ AND ASSISTANT REFEREES’ FEES AND TRAVELLING EXPENSES. All referees’ and assistant referees’ fees shall be equally divided by the home and away teams. It is the responsibility of the home team to pay the officials and recover half from the away team. If officials are not paid the home team will incur a fine £10. Home clubs shall provide 2 assistant referees’ Flags.

26. FIRST AID EQUIPMENT. Each team must have first aid equipment available at every game and failure to do so will attract a fine of £5.

27. KICK-OFF TIMES. The kick-off times shall be as follows: - League Cup August – October inclusive 2.30pm 2.00pm November – January inclusive 2.00pm 1.30pm February – May inclusive 2.30pm 2.00pm

The above times can only be varied at the discretion of the Hon Fixture Secretary.

28. CORRESPONDENCE. The secretary must send all correspondence from clubs; no correspondence from any other persons will be accepted. All changes of address and or telephone numbers for club officials or amendments to officials must immediately be confirmed in writing to the Hon Secretary. A club whose appropriate official fails to reply to a notification within the time specified shall be fined the sum of £10. Should no reply be received within 14 days of the notification of this fine, the club shall be fined a further sum of £10. If these fines are unpaid and no reply is received as required within a further 7 days, the club shall be suspended from all Oxfordshire Senior Leagues competitions. The suspension shall remain in force until such time as the financial obligation has been fulfilled. Any such suspension will be reported to the Oxfordshire Football Association.

29. CONTINGENCIES. The Executive Committee shall have full power to deal with any contingency that may arise for which no provision has been made in any of the General Rules and Bye Laws and Regulations of the Leagues.

30. SECRETARIES’ MEETINGS. There will be meetings arranged by the League for all Secretaries/Club Representatives; Failure to attend will incur a fine of £50.

41 31. WITHDRAWALS FROM THE LEAGUE. Any club withdrawing a team from the League shall forfeit its deposit and current season’s entry fee. In addition, the club will be fined the sum of £100 per team.

32. ROPING OFF PITCHES. All pitches must be roped off before the start of the match. Failure to do this will incur a fine of £25.

33. ANNUAL GENERAL MEETING AND SPECIAL GENERAL MEETINGS. Any club failing to attend will be fined £50 unless notification has been received by the Hon Secretary beforehand.

34. MEMBERSHIP APPLICATION FORM. Membership Application Forms must be sent with the applicable fee to the Hon Secretary before or by the 1st May each year failure to do so will result in your application not being accepted.

35. REGISTRATION FORMS. All must be accompanied by a SAE; failure to comply will result in a Fine of £10. Ensure the correct postage is paid. Failure to do this will incur a fine of £10.

36. DE-REGISTRATION. Clubs may apply to the Hon Registrations Secretary to de-register any player who has not played more than one game for the club in the current season. Applications to de-register players must be made by the 1st March each season.

REGULATIONS FOR THE OPERATION OF THE NATIONAL LEAGUE SYSTEM

1. Definitions

In the interpretation of these Regulations any words and expressions, unless otherwise defined herein, shall be words and expressions as defined as follows:-

“Association” means The Football Association Limited.

“Club” means a football club for the time being in a League in membership of the NLS.

“Committee” in these Regulations means the relevant Committee appointed by the Association.

“Competition” in these Regulations means a League in the National League System.

“Conditional Licence” means a Licence with conditions attached to be met by a Club within a period determined by the Competition in which the Club holding the Licence is allocated by the Leagues Committee. Such period is not to exceed 1 March in the Membership Year to which the Licence relates. Save in exceptional circumstances a Conditional Licence cannot be granted to a Club for successive Membership Years in respect of the same Criterion.

“Criteria” means the Criteria for participation in Play-Off Matches as set out in regulation 9 of these Regulations

“League” means any competition sanctioned by the Association and/or an Affiliated Association in membership of the NLS.

“Licence” means an annual licence required to be held by a Club to be a member of a Competition that may be either an Unconditional Licence or Conditional Licence.

“NLS” means the National League System of competitions controlled by the Association where promotion and relegation links exist between participating Leagues.

“Playing Season” means the period between the date on which the first competitive fixture in the League is played each year until the date on which the last competitive fixture in the League is played. For Clubs participating in Play Off Matches this does include the period when Play Off Matches are played.

“Play Off Matches” means matches played between Clubs in a Play Off Position on a format to be determined by each League provided that the format is the same across each Step.

“Play Off Position” means the position of a Club at the end of each Playing Season which is provided for in Standardised Rule 12 as qualifying the Club to take part in a Play Off Match to qualify for promotion to the next Step for the next Playing Season.

“Regular Season” means the period between the date on which the first competitive fixture in the League is played each year until the date on which the last competitive fixture in the League is played, excluding Play Off Matches.

“Regulations” means these regulations.

“Rules” means the FA Standardised Rules or FA Standard Code of Rules under which a League is administered.

“Step” means the level at which a Club participates in the National League System.

“Unconditional Licence” means a Licence without any conditions attached.

2. The National League System (“NLS”) shall be operated in accordance with the Regulations.

A Club shall be required to hold a Licence to be a member of a Competition at Steps 1 to 4 of the NLS.

The aims and objectives of the NLS are to provide:

43 2.1 Clubs with a level of competitive football appropriate to their playing ability, stadium/ground facilities and geographical location.

2.2 A framework for discussion on matters of policy and common interest to Leagues and Clubs.

2.3 The seasonal movement of Clubs.

All Leagues are bound by the Regulations. A Club is bound by the Regulations from the date it has qualified for placement into the NLS until such time as it leaves the NLS for whatever reason.

3. Position of a League in the National League System

3.1 The current structure of the NLS is set out below:

The Leagues currently at Steps 5, 6 and 7 are set out at the end of the Regulations.

Each Step shall have the maximum number of Clubs: Step 1 – 24, Step 2 – 44, Step 3 – 88, Step 4 – 140, Step 5 – 280, Step 6 – 380. Clubs will be placed in the most geographically appropriate division.

At Step 7 the maximum number of Clubs per division shall be determined by the Committee taking all relevant factors into account.

3.2 Any league wishing to become part of the NLS must apply to the Committee by 31st December in the relevant year in such form and/or providing such information as shall be required by the Committee from time to time. The decision as to whether or not a league should be admitted to the NLS shall be made by the Committee which will then decide on the Step at which the League will play.

3.3 Any League wishing to propose an adjustment to its position within the NLS must apply in writing to the Committee by 31st December in any year for such proposal to be determined by the Committee in order, if approved, to have effect in the following Playing Season.

4. Rules and Regulations for Promotion and Relegation

The Committee shall provide for the seasonal promotion, relegation or lateral movement of Clubs.

5. Detailed Promotion and Relegation Issues

5.1 The criteria for entry to the NLS and the criteria for ground/stadium facilities and the criteria for participation in Play Off Matches shall be determined by the Committee. All criteria so determined shall be published by The Association from time to time.

5.2 Subject to 5.5, at the conclusion of each Playing Season, the following procedures will apply to promotion/relegation subject to the application of the Rules:

Step 1 and Step 2

The following does not apply to promotion from Step 1.

The Clubs finishing in the bottom four places at Step 1 at the end of the Playing Season will be relegated to a feeder pool and placed in the most geographically appropriate division at Step 2 for the following Playing Season. They will be replaced by the Clubs finishing in 1st position in each of the divisions at Step 2 together with a further two Clubs determined by a series of Play Off Matches. Where a Club finishes in 1st position but does not meet the criteria for participation at the next Step, the Club finishing in 2nd position shall be promoted. The Clubs finishing in 2nd, 3rd, 4th, 5th, 6th and 7th positions shall be eligible to take part in the Play Off Matches. The Play Off Matches shall be played so that in each Step 2 division there is a qualifying round, semi- finals and a promotion final with all ties being played over a single leg at the ground of the higher placed Club. The winner of the promotion final in each Step 2 division will be promoted. If a Club is not eligible to enter Step 1 then it shall not take part in any Play Off Matches. In that event, such Club shall not be replaced and the Play Off Matches structure and draw shall be adjusted as necessary by the Competition on the basis of the remaining Clubs’ final league positions.

Step 2 and Step 3

The Clubs in the bottom three places in each of the two divisions at Step 2 at the end of the Regular Season will be relegated to a feeder pool and placed in the most geographically appropriate division at Step 3 for the following Playing Season. They will be replaced by the Clubs finishing in 1st position in each of the four divisions at Step 3 together with a further two Clubs determined by a series of Play Off Matches. Where a Club finishes in 1st position but does not meet the criteria for participation at the next Step, the Club finishing in 2nd position shall be promoted and the Club finishing in 3rd position (and so on) shall be the Club in the next eligible position to take part in the Play Off Matches. Where a Club finishes in a Play Off Position but does not meet the Criteria for participation in Play Off Matches the Club finishing in the next eligible position shall take part in the Play Off Matches. In each division at Step 3, the Play Off Matches shall be played so that the highest placed of the eligible Clubs plays against the lowest placed and the other two Clubs play each other (the “Step 3 Initial Play Off Matches”);. The winners of each of the Step 3 Initial Play Off Matches will play each other, resulting in one winner in each of the four Step 3 divisions (the “Step 3 Divisional Play Off Winners”). . The Step 3 Divisional Play Off Winners will play a further match against each other. . The ties will be decided by the Committee pairing Clubs on the most suitable geographical basis. The ties will be played on a single match basis with the home Club being the Club with the best points per match ratio in the Regular Season. If there are only three eligible Clubs then the highest placed shall receive a bye to a second match where it will play the winner of the other Play Off Match and the winner of that match will play in the further Play Off Match described above. Clubs finishing below position 7 will not be considered for Play Off Matches.

The promoted Clubs will be placed in a feeder pool and placed in the most geographically appropriate division at Step 2.

Step 3 and Step 4

The Clubs in the bottom three places in each of the four divisions at Step 3 at the end of the Regular Season will be relegated to a feeder pool and placed in the most geographically appropriate division at Step 4 for the following Playing Season. They will be replaced by the Club finishing in 1st position in each of the seven divisions at Step 4 together with a further five Clubs to be determined by a series of Play Off Matches. Where a Club finishes in 1st position but does not meet the Criteria for participation at the next Step, the Club finishing in 2nd position shall be promoted and the Club finishing in 3rd position (and so on) shall be the Club in the next eligible position to take part in the Play Off Matches. Where a Club finishes in a Play Off Position but does not meet the Criteria for participation in Play Off Matches the Club finishing in the next eligible position shall take part in the Play Off Matches. In each division at Step 4, The Play Off Matches shall be played so that the highest placed of the eligible Clubs plays against the lowest placed and the other two Clubs play each other (the “Step 4 Initial Play Off Matches”). The winners of each of the Step 4 Initial Play Off Matches will play each other and the winner of those matches shall result in seven teams eligible for promotion. The five Clubs to be promoted shall be the five Clubs out of the seven divisional Play Off winners with the best points per match ratio in the Regular Season. If there are only three eligible Clubs then the highest placed shall receive a bye to a second match where it will play the winner of the other Play Off Match and the winner of that match will be promoted. Clubs finishing below position 7 will not be considered for Play Off Matches.

45 The promoted Clubs will be placed in a feeder pool and placed in the most geographically appropriate division at Step 3.

Step 4 and Step 5

The Clubs in the bottom two places in each of the seven divisions at Step 4 at the end of the Regular Season will be relegated and placed in the most geographically appropriate division at Step 5. These Clubs will be replaced by the fourteen Clubs finishing in first position in each of the fourteen divisions at Step 5 at the end of the Regular Season.

With effect from the commencement of the 2019/20 season, the following will apply: In addition, a series of Play Off Matches shall be played between the Clubs finishing in second position in each of the Leagues at Step 5 at the end of the Regular Season. The ties shall be decided by the Association pairing Clubs on the most suitable geographical basis. These matches shall be played on a single match basis on the ground of the Club with the best points per match ratio in the Regular Season. The winners of each of these seven matches shall play a final Play Off Match against one of the Clubs finishing third from bottom of each Step 4 division at the end of the Regular Season, such matches to be decided by the Association so that each Step 4 Club plays a Step 5 Club; such matches to be on a single match basis on the home ground of the Step 4 Club on cup tie terms with no percentage being paid to any Competition. The seven winners shall play at Step 4 in the following season.

The Clubs promoted from Step 5 will be allocated to the most geographically appropriate division at Step 4.

A Club promoted to Step 4 shall comply with the Licencing System provision as set out in Appendix 1 to the Standardised Rules.

Step 5 and Step 6

The Clubs in the bottom two places in each of the fourteen divisions at Step 5 at the end of the Regular Season will be relegated and placed in the most geographically appropriate division at Step 6. These Clubs will be replaced by the nineteen Clubs finishing in first position in each of the Leagues at Step 6 at the end of the Regular Season together with the required number of Clubs finishing in second position at the end of the Regular Season on a points per match ratio. If there are insufficient Clubs to fill vacancies Clubs finishing second to bottom of the Step 5 divisions will be reprieved so that the best such Club shall be reprieved first.

Step 6 and 7

At the end of the Regular Playing Season the Clubs in the bottom two positions of each of the nineteen Step 6 divisions will be liable to relegation.

All Step 7 Clubs seeking promotion to Step 6 must make application using the prescribed form direct to the Committee, copied to their existing League, by 31st December in the relevant year. In order to be considered for promotion Clubs must finish in 1st position in their Step 7 league. If the Club finishing in 1st position does not wish to be promoted or fails to meet the entry criteria then the club finishing in 2nd position will be eligible for promotion. If the club in 2nd position does not seek promotion or fails to meet the entry criteria then clubs down to 5th position may be considered for promotion provided that they meet the appropriate entry criteria. Clubs finishing below 5th position will not be considered for promotion and only one club will be considered from each League. Each application must be accompanied by the agreed application fee, as determined by the Committee, which is non-refundable.

No more than 38 Clubs will be promoted from Step 7. If more than 38 Clubs are eligible for promotion they will be chosen based on a points per match basis. Where the eligible Clubs count does not reach 38 in number, reprieves of Step 6 Clubs shall come into effect on a points per match basis.

5.3 At Steps 2-5 the Club finishing in last place in the table at the end of the Regular Season will be relegated and not reprieved. Below Step 5 the Clubs to be reprieved will be decided at the sole discretion of the Committee.

5.4 At Steps 1 to 6, if a Club becomes eligible to take part in a Play Off Match and refuses to take part in that match or if a Club qualifies for promotion and refuses to be promoted then that Club shall be relegated from the division from which it has so qualified and shall play the following Playing Season in the division at the next Step below which is deemed the most appropriate by the Committee

5.5 Where a vacancy occurs within the NLS the following procedures will apply:-

46 End of the Playing Season

5.5.1 (a) Where a Club notifies its decision to resign from its League at the end of the Playing Season, then a vacancy is created on the date the notification of that decision is formally recorded by that League. Such resignation can only be withdrawn by the end of that Playing Season with the consent of the Board of that League.

(b) In all cases, that Club is treated as a relegated Club. The final table of that division is not affected.

(c) In cases where the vacancy is created after the end of the Playing Season but before the League’s AGM, the vacancy will be filled in accordance with Regulation 5.5.2 below.

5.5.2 (a) Where a vacancy occurs at Step 1 following the completion of a Playing Season the best ranked Club in a relegation position is reprieved.

(b) Where a vacancy or vacancies occurs at Steps 2, 3 and 4 following the completion of a Playing Season the Club(s) with the best points per match ratio in the Regular Season unsuccessful in the Play Off Matches across the particular Step is reprieved.

(c) Where a vacancy arises and clubs at Step 4 are to be reprieved but for whatever reason a Step 4 division does not have its full complement of Clubs at the end of the Regular Season then Clubs to be reprieved will be determined by the Committee in its sole discretion.

(d) Where a vacancy arises at Step 5 and below, the question of reprieves shall be dealt with at the sole discretion of the Committee.

(d) Where a vacancy occurs after the date of a League AGM then a League is not able to replace the Club(s) concerned for the following Playing Season.

Prior to the end of a Playing Season

5.5.3 (a) In cases where the vacancy is created prior to the end of the Playing Season, the vacancy will be filled by the best ranked Club in a relegation position at the end of the Regular Season, eligible of being reprieved in that same division. In the event of there being more vacancies than Clubs eligible to be reprieved, such vacancy or vacancies will be filled by Clubs eligible to be reprieved in the Competition’s other division(s) on a points per match ratio.

(b) Where, prior to the end of the Playing Season, a Club notifies its decision to resign from its League with immediate effect or where a Club is removed from the League for any other reason, then the playing record of that Club will be expunged and a vacancy is created on the date the resignation or removal is formally recorded by that League.

(c) In all such cases that Club is treated as a relegated Club and the vacancy will be filled in accordance with 5.5.3 (a) above.

5.6 Only internal changes to the constitution of a League are allowed following the holding of a League’s Annual General Meeting.

5.7 Clubs are not allowed to enter into a ground share agreement in order to gain promotion or to retain membership at a particular Step where the Club has failed to attain or maintain the relevant Grade.

5.8 Ground grading requirements will be in accordance with the Rules.

In order to be considered for promotion, the following requirements will apply.

Step 1 - Clubs must comply fully with the requirements of Grade A.

Step 2 - Clubs competing at Step 2 must comply fully with the requirements of Grade B. To be considered for promotion to Step 1 or to be included in the Play Off Matches, Clubs must meet the requirements of Grade B by 31st March in the year in which they seek promotion. Clubs must also attain Grade A by 31st March in the year following promotion.

47 Step 3 - Clubs competing at Step 3 must comply fully with the requirements of Grade C. To be considered for promotion to Step 2 or to be included in the Play Off Matches, Clubs must meet the requirements of Grade C and attain Grade B by 31st March in the year following promotion.

Step 4 - Clubs competing at Step 4 must comply fully with the requirements of Grade D. To be considered for promotion to Step 3 or to be included in the Play Off Matches, Clubs must meet the requirements of Grade D and attain Grade C by 31st March in the year following promotion.

Step 5 - Clubs competing at Step 5 must comply fully with the requirements of Grade F and attain Grade D by 31st March in the year following promotion.

Step 6 - Clubs competing at Step 6 must comply fully with the requirements of Grade G. To be considered for promotion to Step 5 Clubs must meet the requirements of Grade G and attain Grade F by 31st March in the year following promotion.

Step 7 - Clubs competing at Step 7 must comply fully with the minimum requirements in force. To be considered for promotion to Step 6 Clubs must meet the requirements of Grade H and attain Grade G by 31st March in the year following promotion. Clubs can be promoted from Step 7 to 6 without floodlights provided that all other requirements of Grade H are met by 31st March in the Playing Season in which the Club wishes to gain promotion and that the Club has the following in place:- • Planning permission granted for floodlights • Funding applications submitted if required • Quotations/estimates for the work to be carried out • A development/business plan • That by 30th September following promotion the floodlights are installed and in working order.

Failure to install floodlights in working order by 30th September following promotion will result in a sanction being imposed at the discretion of the League of which the Club is a member. If by 31st March in the year following promotion the floodlights are still not installed then the Club will be a relegated Club and be dealt with accordingly.

5.9 If a Club is relegated for not achieving the required Grade for the Step at which it is playing it will not be eligible for promotion again until it has attained the required Grade for the Step to which it wishes to be promoted. The Club must have that Grade at 31st March in the year in which it seeks promotion.

5.10(a) Where a Club resigns from a League that Club will not be eligible for promotion for at least one Playing Season following the Season in which it resigned.

5.11 In the event of any question arising regarding the interpretation of these Regulations it will be decided by The Association in its sole discretion.

6. The Movement of Clubs within the National League System other than by Promotion or Relegation

6.1 Movement of a Club from participation in one League to another is not permitted other than by promotion and relegation or otherwise as set out in League Rules save with the approval of the Committee.

It may be necessary from time to time to move Clubs laterally at the same Step. Each year the Committee will consider whether any lateral movements may be necessary at each Step; if so the Clubs likely to be affected shall be notified and given the opportunity to present a case if that Club does not wish to be moved laterally. The final decision shall rest with a sub-committee of the Committee. Any appeal shall be in accordance with the Regulations for Football Association Appeals. The decision of that appeal shall be final and binding subject only to Arbitration under FA Rule K.

In coming to its decision the Committee will have regard to any representations made by any party, the distance to be travelled by any Club to be moved compared to the distance travelled in the Playing Season prior to movement; the financial impact on the Club to be moved, the frequency with which the Club has been moved in the past; the number of Clubs both in the division to which the Club is to be moved and in the division from which the Club is moved, and any other matter that it considers to be relevant.

6.2 Any Club proposing to move from one League to another must make application in writing to The Committee on or before 31st March in each year to be effective for the following Playing Season. In the event of such application being successful the League from which the Club is moving shall not levy a financial penalty on that Club.

48 6.3 (i) If a Club (whether a Members’ Club or a Company) is wound up, liquidated, or is removed from its League or withdraws from football competition (‘the Former Club’), and a new Club (‘the New Club’) is established which wishes to be placed within the NLS, it will be allowed to make an application only to join a League/division at Step 5 of the NLS unless the Former Club was in either Step 4 or Step 5 when the event which caused it to cease its membership occurred in which case it must re-join the NLS at a minimum of two Steps below the level at which it was at the time the event occurred, or withdrew from football competition, whichever is lower. Where the Former Club was a member of The FA Premier League or Football League then the Committee shall at its absolute discretion determine in which League the New Club shall be placed for the following Playing Season and will set out at its complete discretion the requirements to be met by the New Club.

In order for consideration to be given to the placement in the NLS of the New Club in the following Playing Season, an initial application must be received by the Committee by 1st March or within twenty-one days of the Former Club being wound up, liquidated, resigning or being removed from its League or withdrawing from football competition, if such date is later than 1st March.

The full application accompanied by all necessary documents including evidence of security of tenure having been granted to the New Club and affiliation to a County Football Association must be received by 31st March or within twenty-one days of the Former Club being wound up, liquidated, resigning or being removed from its League or withdrawing from football competition, if such date is later than 1st March. The application shall be copied to the League of which membership is being requested. The application will be determined by the Committee.

In considering any application, the Committee will set out at its sole discretion the requirements to be met by the New Club.

In the event of more than one application being received within twenty-one days of the Former Club being wound up, liquidated, resigning or being removed from its League or withdrawing from football competition, the Committee will consider at its discretion which application will be considered in accordance with this Regulation.

6.3 (ii) If a Club is removed from its League and wishes to remain in the NLS it shall apply to the Committee within five working days of it receiving written notification of its removal from its League. The Committee will consider such application and will place the Club in what it considers at its sole discretion to be the most appropriate League/division for the following Playing Season.

6.4 If a Club (whether a Members’ Club or a Company) ceases to be a member of its league and that Club (that is not a New Club as defined at 6.3 above) wishes to be placed within the NLS for the immediately following Playing Season, then unless otherwise determined by the Committee, it may be allowed to make an application to join a League/division below the most recent League/division of which the Club was a member.

In order for consideration to be given to the placement in the NLS by the Club in the immediately following Playing Season, an initial application must be received by the Committee in accordance with the procedures set out at 6.3 above. The application shall be copied to the League of which membership is being requested. The application will be determined by the Committee at its absolute discretion.

In considering any application, the Committee will set out at its sole discretion the requirements to be met by the Club in determining whether to approve the application.

6.5 If two or more Clubs (“the Merging Clubs”) are proposing a transaction or series of transactions that result in the merging or consolidation (“the Proposed Merger”) of those Clubs into one Club (“the Merged Club”) then a formal application to do so must be received by the Committee and the league(s) of which the Merging Clubs are members by 31st December to be valid for the following Playing Season.

A Deed of Agreement, which shall be legally binding on all parties must be submitted to The Association by 31st March in the year immediately following receipt of the application. The Committee shall determine at its absolute discretion where the Merged Club is to be included in the NLS for the following Playing Season subject to the provisions of item 6.5.5 below.

In arriving at its decision the Committee may apply the following minimum criteria:

6.5.1 The requirements of Standardised Rule 2.9 for the current Playing Season must be met by each of the Merging Clubs. If one or more of the Merging Clubs is subject to an insolvency event then Standardised Rule 2.9.2 shall be applied to such club(s), otherwise Standardised Rule 2.9.1 shall be applied; 6.5.2 The proposed playing name of the Merged Club must be acceptable to the Committee; and

49 6.5.3 The Merged Club must have security of tenure to a ground that meets the relevant ground grading requirements; 6.5.4 Any other criteria that the Committee may from time to time deem to be appropriate; 6.5.5 The Merged Club will ordinarily be placed at the lower of the Steps at which the Merging Clubs ended the Playing Season in which the application is made. For the purposes of this Regulation, if one of the Merging Clubs has finished that Playing Season in a relegation place, then they will be deemed to have ended the Playing Season at the Step to which they would have been relegated without the Proposed Merger proceeding.

Any decision regarding whether a proposed transaction or series of transactions falls to be considered under this Regulation shall be determined by the Committee at its absolute discretion

7. Placement of a Club into a League

7.1 Usually a club can only enter the NLS at Step 7. However, a League may seek approval from the Committee to receive a club or team not currently in membership of a League within the NLS provided that there is: (a) exceptional circumstances, (b) a vacancy within its constitution (c) the club meets the entry criteria and (d) promotion and relegation issues have been satisfied. Such request must be received from the League by no later than 1st February. Any decision shall only be capable of Appeal to The FA by the affected League.

7.2 Reserve teams, including a team from a club or Club which is not considered by the Committee to be sufficiently separate from another club or Club, will not be permitted to compete above Step 6 in the NLS. There must be a minimum of two Steps between a first and reserve team. This does not apply at Steps 6 & 7. No two teams from the same Club can play at the same Step. Reserve teams currently at Step 5 can remain unless relegated, once relegated they will not be permitted to be promoted back to Step 5.

7.3 Teams from Higher Education or Further Education establishments are not permitted to compete above Step 5. This does not prevent any such establishment forming a Club which complies with all entry criteria and which is separate from the establishment itself.

7.4 Where a Club moves from one League to another, for whatever reason, the League from which it is being moved must provide the League to which the Club is being moved with a certificate confirming that the Club being moved does not owe any money or other property of any nature to the League from which it is being moved. The Club being moved cannot compete in its new League until such certificate has been provided and the onus will be on the Club being moved to ensure that it has cleared all indebtedness to its previous League.

8. Procedures for the Determination of any Matter, Dispute or Difference by the Leagues Committee

8.1 The Committee may adopt such procedures for the determination of any matter, dispute or difference as it considers appropriate and expedient, having regard to the aims and objectives set out at Regulation 1. The Committee may require the attendance at a meeting or the written observations of any League or Club, as it considers appropriate to assist its determination.

8.2(a) Any dispute or difference between a League and a Club relating to promotion and relegation issues, lateral movement and/or other eligibility criteria must be referred for determination to the Committee; such determination shall be final and binding subject only to Arbitration in accordance with Rule K.

8.2(b) Any decision of the Committee shall be subject to a right of appeal to an Appeal Board. The decision of that Appeal Board shall be final and binding on all parties.

All referrals of appeals shall be conducted in accordance with the Regulations for Football Association Appeals save for appeals in relation to Ground Grading decisions where the procedures are outlined in 8.2(c) below.

8.2(c) Procedures for Ground Grading Appeals

(i) The ratification of the Ground Grading decision must be sent in writing within 14 days of the final decision date, currently 31st March.

(ii) Appeals in relation to Ground Grading Appeals must be submitted to The FA Judicial Services Department within seven days from the date of the written decision outlining the Grounds of Appeal, with a copy to The FA Leagues & Clubs Department.

(iii) The Ground Grading Technical Panel will appear before an Appeal Board with the Appellant to respond to the application and there is no requirement to make a formal response in writing.

50 (iv) In all cases the Ground Grading Technical Panel will submit any documentation including the Ground Grading report that was considered by the Ground Grading Technical Panel in relation to the Ground Grading decision, (which the appellant would already have received).

(v) Dates would be set annually in advance by the Judicial Services Department for the hearing of Ground Grading appeals and details of the dates would be notified to all Clubs in the correspondence from the Ground Grading Technical Panel notifying the decision of the Ground Grading assessment.

(vi) All Ground Grading Appeals are to be heard by the end of April each year.

8.3 The Committee may, at its discretion, delegate the resolution of any matter, dispute or difference arising under these Regulations to any body it considers to be appropriate (including a sub-committee or commission which may include members of council not on the Committee or a body constituted by a County Football Association).

9. Criteria for the participation in Play-Off Matches

In order to qualify for Play-Off Matches a Club must comply with:

• Security of Tenure – see Standardised Rule 2.3.2 • Solvency – see Standardised Rule 13.B.2 • Ground Share requirements, i.e. not ground share in order to gain promotion – see 5.7 of these Regulations • Ground Grading – see 5.8 of these regulations and the relevant criteria document

10. Arbitration

The fact of participation in the NLS and signifying agreement to be bound by the Regulations shall constitute an agreement between each League and Club to refer to Arbitration any challenge in law arising out of, or in relation to, the Regulations in accordance with the provisions of FA Rule K.

11. Precedence

In the case of conflict between the Regulations for the Operation of the National League System and the Rules, the Regulations take precedence.

PLAYERS WITHOUT WRITTEN CONTRACTS Regulations with regard to approach are to be found in Football Association Rule 19(a) as prescribed in its current handbook.

Other matters concerning players without written contracts are contained in Football Association Rule 19(b), 19(c) and 19(d); also to be found in its current handbook.

OXFORDSHIRE FOOTBALL ASSOCIATION BENEVOLENT TRUST FUND.

Applications for grants from the Oxfordshire Football Association Benevolent Fund are always sympathetically considered.

All clubs, however, should make donating to the fund a priority.

Affiliated Associations are invited to make collections for the Fund at all their competition finals.

COPY EXTRACT FROM OXFORDSHIRE F.A. HANDBOOK This fund is not established to supersede efforts that clubs may make on behalf of an injured player by means of a benefit match or collection, but such efforts will receive assistance from the Fund in deserving cases.

It is hoped that all clubs will, each season, make such arrangements as are best suited under local circumstances to support the Fund, so that it can be maintained on a sound-working basis.

All applications for assistance should be made to the General Secretary of the Association on the special forms provided for each case.

Applicants must ensure the form is properly completed and a medical certificate attached.

Every affiliated club must make a donation as laid down in the Schedule of Charges and the Council may in each year appropriate such money as it deems necessary to the Oxfordshire F.A Benevolent Trust Fund to be distributed by the Trustees in accordance with powers given to them by the Trust Deed.

53 ANTI-TETANUS IMMUNISATION “The Football Association has been informed that a number of fatalities have occurred during recent months as a result of players contracting tetanus. This illness can arise as a result of an apparently minor infection which itself can be brought about through failure to treat a minor scratch, cut or abrasion. More importantly an anti-tetanus vaccine is available and the Football Association recommends, in the strongest possible terms, that all clubs should ensure that their players receive anti-tetanus injections. This is a simple procedure and any doctor or medical officer will be pleased to advise you. The consequences of ignoring the dangers of infection are sufficiently grave and warrant all clubs and players taking immediate action on this most serious matter”.

CLUB RULES It is essential that every club should have a set of club rules, and that each member be provided with a copy. The Association has a supply of pamphlets entitled “Suggestions for Club Rules”, as recommended by the Football Association, and clubs wishing for a copy may obtain some by sending a stamped addressed envelope to the Hon Secretary of the Association.

All books and vouchers for at least two seasons preceding the current season must be retained by the club, and be ready for production whenever required by the Football Association, and that County Association be also instructed, with the backing of the above authority, to call for the books at least two amateur clubs each season.

DEFINITION OF A SENIOR PLAYER Any player is a senior who shall have taken part after 1st November during the current season in Five Senior Competition Matches or any other league or Cup Competition deemed by the Oxfordshire Football Association Council to be of Senior standing.

A Senior Player may only make one application for reinstatement per season.

54 THE FOOTBALL ASSOCIATION CONDUCT ON THE FIELD OF PLAY 1.Players are reminded that under the provisions of Law 12 referees MUST administer a Caution for any of the following offences: - (a) Showing dissent by word or action (N.B. Team captains are not excluded from this Law). (b) Persistent infringements of the Laws of the Game. (c) Unsporting Behaviour. 2.Players are also warned that under Law 5 referees have a discretionary power to caution a player who is guilty of an act of misconduct or unsporting behaviour. Some of the most common offences for which Cautions are frequently administered are as follows: - (a) Deliberately tripping an opponent. All applications for the above tickets must be made to the Hon Secretary of the Oxfordshire Football Association by 31st December. A Stamped self-addressed envelope for each match should be enclosed otherwise the application will not be considered. Send no money with the application.

CLUB OFFICIALS, MEMBERS AND PLAYERS ALSO SUPPORTERS CLUBS All applications to be made to their respective Secretaries.

GENERAL Please note that individual applications cannot be accepted.

Any club found making more than one application, even affiliated with another County would be struck off the list for at least two seasons.

It is an offence against F.A. Regulations to offer Cup Final Tickets for lottery prizes.

After allocation has been made, it is useless to apply to the Oxfordshire Football Association Secretary or the appropriate Venue. Tickets will be forwarded without further application.

Applications will not be considered unless accompanied by a stamped self-addressed envelope before the 31st December.

For all other International Matches a request for an application form must be made to the Hon Secretary of the Oxfordshire Football Association. This should be done at least four months prior to the date of the match.

The date by which it must be returned will be shown on the form. Remittance to cover the full cost including the administration fee must accompany the form, along with a further first class stamped self-addressed envelope.

56 CLUB LINESMEN

To get the most effective co-operation from CLUB LINESMEN the following procedure should be adopted.

1. Referees should decide beforehand exactly what they want their club linesmen to do, and should be able to tell them distinctly how they can help him.

2. Both Clubs’ linesmen should report to the referee before the start of the match, and receive his or her instructions, and be informed that no matter what their personal opinion may be, the decision of the referee is final, and must not be questioned.

3. The work allotted to them as club linemen is to signal when the ball is entirely over the touchline, and to indicate which side is entitled to the throw in, subject to the decision of the referee.

Keeping in mind their distinctive duties outlined above it is essential that there should be some conference between the three officials before any match. As chief of his trio, the referee must be able to indicate clearly to his linesmen how they may best help him. His instructions must be specific, in order to avoid confusion. On their side, the linesmen must fully appreciate the referee’s prior authority and accept his rulings without question should there be any difference of opinion amongst them. The relationship to him must be one of assistance and neither undue intervention nor opposition.

The referee will co-operate with his linesmen on the following matters and indicate to them: - (a) The time by his watch. (b) The side of the field which each linesman will take in each half. (c) Their duties prior to the start of the game. (d) Which shall be the senior linesman in case of need. (e) The position to be taken for corner kicks. (f) The sign saying that he has noticed the linesman but has overruled. (g) Which action to watch on a throw in, such as feet or hands. (h) The procedure he will adopt as match official (e.g. diagonal system).

Other co-operative matters may be added, but it is important that each of these should be known to the three officials.

Ignorance of the rules will not be accepted as an excuse. Club Officials, referees and players should thoroughly acquaint themselves with the Rules of the Game and Competition before the match.

EXTRACT FROM THE OXFORDSHIRE FOOTBALL ASSOCIATION HANDBOOK – LINESMEN All clubs must register at least one linesman to officiate in Oxfordshire Football Association Competitions.

57 INTERNATIONAL FOOTBALL BOARD DECISION 1971 MATERIALS FOR MARKING OUT THE FIELD OF PLAY (a) The materials should not be dangerous (i.e. NOT unslaked lime). (b) They must not protrude above the surface. (c) They should not be placed in ruts or hollows. (d) They should be easily visible according to the nature of the surface. (e) They should have a high degree of stability.

ILLEGAL MARKING OF FOOTBALL PITCHES The Football Association’s Referees’ Committee’s attention was drawn to the fact that some goalkeepers were still adopting the practice of marking a line on the ground in the region of the goal area to indicate the centre of the goal. Despite the fact that two directives have been issued, drawing the attention to all concerned that such action was in contravention of the Laws of the Game. It was decided that clubs be instructed to advise members of their playing staff that any player intentionally making an unauthorised mark on the field of play would be reported by the referee to the appropriate authority. Furthermore, it was agreed that the referees should be advised of the need to do everything possible to prevent such unauthorised marks being made on the field of play.

PRODUCTION OF CLUB BOOKS All clubs must produce their minute book, cashbooks, receipts, vouchers and register of members when requested to do so by the Association through its Secretary.

PROCEDURE FOR APPEALS 1. Read Minutes of Commission or the Ruling Authority from whose decision the appeal is made. 2. Read Correspondence from appealing club or player (to state full grounds of appeal). 3. If desired, application to be made to call evidence, which was not available at the meeting when, the decision was made. Such intended evidence to be outlined in writing when appeal is lodged. 4. Appellants to state enlarged grounds of appeal. 5. Questions to appellants by: - (a) Defendants. (b) Appeals Board. 6. New Evidence (if any necessary) under paragraph 3 above. 7. Questions to defendants by: - (a) Appellants. (b) Appeals Board. 8. Representative of defending commission or Ruling Authority to reply. 9. Final Speech of appellant. 10. Decision of Appeals Board.

58 Constitution of the Joint Liaison Committee of the HELLENIC LEAGUE And the Ceiling Systems Supplies Limited, Reading Football League, Gloucestershire County Football League, Oxfordshire Senior Football League, Wiltshire Football League.

1. Policy The Committee is appointed to discuss policy and common interest to those Leagues in membership.

2. Membership The Committee shall consist of an equal number of representatives from each of the member Leagues, such representatives to be ideally the Chairman, the Secretary or Chief Executive and one other member.

3. Committee Nominations The Management Committee of those Leagues in membership will following each Annual General Meeting, appoint three members to serve on the Joint Liaison Committee, such nominations to be notified within 14 days to the Secretary of the Joint Liaison Committee.

4. Committee (a) The Chairman and Secretary or Chief Executive of the Hellenic League will be the Chairman and Secretary of the Joint Liaison Committee. (b) A quorum for the conduct of any business shall not be less than two thirds of the member Leagues.

(c) In the event of the absence of the Chairman from the meeting, a Chairman will be appointed from the members present.

(d) Where the member Leagues present cannot reach a unanimous agreement on any matter then it will be referred to the Pyramid of Football Committee of the Football Association whose decision will then be final and binding.

5. Meetings (a) The Secretary will give fourteen days’ notice to members of the Committee of the venue, date and time for each meeting along with a copy of the Agenda specifying the nature of the business to be transacted. (b) Upon receipt of a request for an urgent meeting from a member League the Secretary will make the necessary arrangements for the meeting to be held within 14 days.

(c) Meetings will normally be arranged as and when necessary.

6. Accounts An Audited balance sheet as at the 31st March each year will be presented to each of the Leagues in membership.

59 7. Finance (a) The Operating costs of the Committee shall be met by the Leagues in membership on an equal basis at a level as decided from time to time by the Joint Liaison Committee after taking into account any grant received from the Football Association

(b) All travelling and other expenses incurred by the Committee and the members will be met by the Joint Liaison Committee.

8. Grading of Clubs (a) The Committee shall endeavour to establish a common Grading Criterion for the recognised Feeder Leagues to the Hellenic League.

(b) Each League shall be responsible for the grading of its own member clubs and clubs seeking membership, the criteria being subject to the approval of the Football Association.

(c) The Hellenic League will prior to the 31st August in any year, advise the Feeder Leagues of any changes to the criteria for Admission to Membership of the Hellenic League, subject to the changes having been approved by the Football Association

(d) All clubs applying for membership of the Hellenic League will be required to complete an application form and agreement approved by the Joint Liaison Committee.

9. Promotion and Relegation (a) The Joint Liaison Committee, at the end of each season, shall confirm the promotion and relegation of clubs between the Leagues in membership, and be responsible for boundary adjustments between the Leagues. Where appropriate, such boundary adjustments will not necessarily be based on a strictly geographical location.

(b) Clubs seeking membership to the Hellenic League must meet all the requirements of the latest issue of the Criteria for Admission to Membership of the Hellenic League, as approved by the Football Association.

(c) The Hellenic League will advise its Feeder Leagues of those clubs who have met all the criteria by 15th April in each year.
