    NROTCCUINST 1000.1 13 January 2014 NROTC UNIT UNIVERSITY OF COLORADO BOULDER INSTRUCTION 1000.1 Subj: UNIVERISTY OF COLORADO NAVAL RESERVE OFFICER TRAINING CORPS STANDARD OPERATING PROCEDURES (CUSOP) Ref: (a) CNSTC M-1533.2 (ROD) 1. Background: This instruction supplements basic NROTC regulations and administrative procedures published in the Reference. In the event of a conflict, the Reference has precedence. 2. Purpose: To establish written standard operating procedures (SOP) for the structure and operation of the NROTC battalion at the University of Colorado. This manual aligns with the policies and procedures set forth in the Regulations for Officer Development (ROD) and elaborates on the requirements in order to optimize NROTC student training. This instruction should be read in its entirety. 3. Objective: CUSOP is to be promulgated to govern the operations and activities of the Student Battalion. It provides individuals with the instructions and information necessary for the performance of their duties. 4. Applicability: These regulations apply to all NROTC students at the University of Colorado Boulder. Where the term Midshipman appears in the SOP it shall be interpreted to include both Scholarship and College Program NROTC Midshipmen as well as USN/USMC Officer Candidates (STA-21/MECEPs) unless otherwise specifically indicated. These written standards ensure students are gaining consistent military training opportunities during their time in the NROTC program. This gives the NROTC staff the necessary time to evaluate each student and ensure they are given adequate military education needed to conduct themselves as junior officers in the Naval services. 5. Action: a. All personnel are directed to be thoroughly familiar with the enclosed SOP.

Scott Swift attended San Diego State University and received his commission in 1979 through the Aviation Reserve Officer Candidate program. He received his master’s degree from the Naval War College, Newport, Rhode Island. His operational assignments include Attack Squadron (VA) 94; VA-97; Carrier Air Wing 11 staff; commander, Strike Fighter Attack Squadron (VFA) 97; commander, Carrier Air Wing 14; deputy commander, Naval Forces, U.S. Central Command; commander, Carrier Strike Group (CSG) 9; and commander, U.S. 7th Fleet. During those tours he participated in combat Operations Praying Mantis, Southern Watch, Enduring Freedom and Iraqi Freedom. His shore tour assignments include VA-122; Naval War College; commander of Strike Fighter Weapons School, Pacific; F/A-18 requirements officer, OPNAV; commander, VFA-122; officer of the Under Secretary of Defense for Acquisition, Technology and Logistics staff; and director of Operations, U.S. Pacific Command. Prior to assuming command at U.S. Pacific Fleet, he was assigned to the Pentagon as the director, Navy Staff. Swift was promoted to Admiral and assumed command of the U.S. Pacific Fleet on May 27, 2015.     SEPTEMBER / OCTOBER 2017 SUPPOs Supplying the Fight A Message from the Chief of Supply Corps Recognizing the central importance of supply to establishing the Navy, President George Washington laid the foundation for the U.S. Navy Supply Corps in 1775 with the appointment of Tench Francis, a Philadelphia businessman, as the country’s first Purveyor of Public Supplies. Francis provided vital support to the first Navy ships, and started our tradition of selfless service. The Navy’s trusted providers of supplies, our supply officers (SUPPOs) keep operations running smoothly to support the mission. But they can’t do it alone. Working as a team with their skilled and experienced enlisted members, our SUPPOs are experts in our field who know inventory and financial management, food, retail, postal operations, and disbursing management. They are leaders and problem solvers who tackle complex challenges to implement effective and efficient management solutions, ensuring our customers’ needs are met. To be “Ready for Sea,” we must be professionally ready with the skills to operate in all our lines of operation. We also need character readiness, demonstrated by our integrity, accountabili- ty, initiative, and toughness. Lastly, we need to be individually ready; to be fit, healthy, and ready to meet the demands of the fight. This issue provides insights from our SUPPOs’ important work as they meet the unique needs of their various commands. Like the pursuers and paymasters who have gone before, SUPPOs uphold our rich heritage, and embrace their responsibilities to support the warfighter with a servant’s heart.
