For half a century, through drought and flood, Folsom Dam has managed American River flows for the benefit of people, farms, industry, and the environment. Since its completion in 1956, it has effectively controlled flooding. Even several months before its final William E. Rinne completion, Folsom Dam prevented flood Acting Commissioner damage when a major tropical storm Bureau of Reclamation triggered rapid snowmelt. The dam impounded so much runoff that Folsom Lake filled in one week rather than the one year anticipated by engineers. It is estimated that this magnificent dam has prevented more than $5 billion in flood damage to downstream agricultural and urban areas, a testament to the foresight of the men and women who envisioned and built it. Today, Folsom Dam provides 500,000 acre-feet of water for irrigation and urban uses annually. It plays an important role in fisheries enhancement and water quality improvement in the San Francisco Bay-Delta. The dam also provides clean, renewable electricity. In 2005, it produced more than 690 million kilowatt hours. As a recreational facility, Folsom Lake is one of the most visited recreation areas operated by the California Department of Parks and Recreation. -

3A.12 PARKS AND RECREATION - LAND The two local roadway connections from the Folsom Heights property off-site into El Dorado Hills would not generate direct increases in population that could result in additional demand for parkland facilities in El Dorado County. Therefore, the “Affected Environment” does not contain a discussion of conditions in El Dorado County related to parks and recreation. 3A.12.1 AFFECTED ENVIRONMENT REGIONAL ENVIRONMENT Folsom Lake Folsom Lake State Recreation Area (SRA), located approximately 5 miles north of the SPA, serves the greater Sacramento area for recreation in the form of camping, hiking, biking, boating, and other outdoor recreation activities. The lake also hosts bass fishing tournaments that frequently draw fishermen from throughout the state. California State Parks manages the Folsom Lake SRA, which includes Folsom Lake and the surrounding facilities. The lake features approximately 75 miles of shoreline and 80 miles of trails that provide opportunities for hiking, horseback riding, nature studies, camping, and picnicking. There are seven major recreation areas with facilities located around the lake. The Folsom Lake SRA, including Folsom Lake, is one of the most heavily used recreational facilities in the California State Park system, with 2 to 3 million visitor days per year. Approximately 75% of the annual visitations to the Folsom Lake SRA occur during the spring and summer, and many (85%) of the Folsom Lake SRA activities are water dependent. The Lake Natoma sub-unit of the Folsom Lake SRA is located adjacent to the City of Folsom, between Hazel Avenue and Folsom Dam, upstream from the Sacramento County-operated portion of the American River Parkway. -

The project includes implementation of a long-term vegetation management program that would address the North American Electric Reliability Corporation’s reliability standard (FAC-003) and other regulatory requirements that seek to minimize the risk of power outages and fires from vegetation contact with transmission lines on or near the right of way for electrical transmission lines1. In addition to implementation of the vegetation management program, the proposed project would include repairs and replacements for culverts associated with transmission line access roads and construction of a sand storage shed to stockpile sand for winter road treatments needed for access during winter months. Construction activities associated with the proposed project would occur within existing SFPUC facility and right of way boundaries in Stanislaus County, Mariposa County, and Tuolumne County, and would not require the acquisition of new property. Project implementation involving vegetation management would be ongoing. Construction activities and duration for culvert repair and/or replacement would vary along the transmission corridor, but would be short-term in nature, generally requiring a few of days to a couple of weeks to complete. -

July 13, 2018 NOTICE OF PREPARATION Environmental Impact Report For the Proposed SWP Water Supply Contract Amendments for Water Management and California WaterFix July 13, 2018 INTRODUCTION Pursuant to the California Environmental Quality Act (CEQA), the Department of Water Resources (DWR) will be the Lead Agency and will prepare an Environmental Impact Report (EIR) for the proposed State Water Project Water Supply Contract Amendments for Water Management and California WaterFix (proposed project). As more fully discussed below, this proposed project includes amending certain provisions of the State Water Resources Development System (SWRDS) Water Supply Contracts (Contracts). SWRDS (defined in Water Code Section 12931), or more commonly referred to as the State Water Project (SWP), was enacted into law in the Burns-Porter Act, passed by the Legislature in 1959 and approved by the voters in 1960. DWR constructed and currently operates and maintains the SWP, a system of storage and conveyance facilities that 1 provide water to 29 State Water Contractors known as the Public Water Agencies (PWAs). Appendix H. Lake Davis, CA, Rotenone Application The information contained in this summary was provided by the California Department of Fish and Game (California Department of Fish and Game, 1999). In October 1997, the California Department of Fish and Game treated Lake Davis in Plumas County, California, with rotenone to eliminate introduced Northern pike (Esox lucius) that was considered a predatory fish, potentially threatening indigenous salmonids and other threatened and endangered fish species in the Sacramento-San Joaquin Delta (personal communication: Brian Finlayson, California Department of Fish and Game 2005). Located at an elevation of 5,775 ft above mean sea level, Lake Davis is a 4,026 acre (1,619 ha) impoundment of Big Grizzly Creek, a tributary to the Middle Fork Feather River. The reservoir has a maximum depth of 108 ft (33 m) and a mean depth of 20.5 ft (6.3 m) (Lee, 2001). The reservoir is classified as meso-eutrophic based on growing season inorganic nitrogen concentration (Lee, 2001). From October 15 - 16, 1997, the Lake Davis and its tributaries (Grizzly, Freeman and Cow Creeks) were treated with two formulations of rotenone, i.e., 64,000 lbs of powdered ProNoxfish (7.1% a.i.; EPA Registration No. 432-829) and 15,785 gallons of a synergized liquid formulation Nusyn-Noxfish (2.5% a.i.; EPA Registration No. 432-550) to maintain a desired treatment concentration. The liquid formulation used piperonyl butoxide as a synergist. Rotenone concentrations were measured within and surrounding the treatment area. The data suggest that initially rotenone was not equally distributed through the water column; this is consistent with the reservoir having an average depth of roughly 20 feet. -
