As the Commission is aware, it has a Memorandum of _ Understanding ("MOU.. ) with the Addison County Regional Planning Commission ("ACRPC") which include expectations regarding the timeframe by which natural gas service would be extended to Bristol. Under that MOU, subject to the receipt of all necessary permits and approvals and using reasonable best efforts, expansion to Bristol was scheduled for two years from completion of the Addison Natural Gas Project (ANGP), which based on the ANGP completion date is April 2019. The Town of Bristol required a license agreement between the Town and Vermont Gas to construct and maintain the distribution network within the Town. Completing this agreement and its approval has taken many months. The Town finalized and executed it in late July. The distribution system expansion in Bristol requires an Act 250 permit. Now that the executed license agreement is in hand, Vermont Gas will finalize and file its Act 250 application. Depending on the length of the Act 250 process, Vermont Gas would expect to begin the construction of the Bristol distribution system during Spring 2019, but would not at this point anticipate completing the project by the date originally contemplated in the MOU. As Vermont Gas has been in contact with ACRPC and the Town, they both are aware of these permitting and scheduling realities regarding the Bristol distribution project. VGS' obligation to extend natural gas service to Bristol under the ACRPC MOU is predicated on receipt of aH necessary permits and approvals; therefore, VGS does not believe it requires a formal waiver from ACRPC of the MOU provision or other relief. If the Commission would like a written waiver from ACRPC or requires more information from VOS, please let me know. Herefordshire Council is to put in place a contract with Hoople to deliver hosting and support services for Rutland County Council for a period of five years at an initial annual cost of £77k (estimated total value £385k).
