Recommendations THAT: (a) Subject to satisfactory completion of due diligence, negotiations and any consultations as appropriate, the Cabinet Member accept the delegation by Rutland County Council of their enterprise system support function (an element of ICT support) under section 101 of the Local Government Act 1972 to Herefordshire Council, acting as lead commissioning council for the service (see Rutland County Council forward plan reference FP/111215/02). Further information on the subject of this report is available from Josie Rushgrove, Head of Corporate Finance on Tel (01432) 261867 And that: (i) once delegated to Herefordshire Council, Rutland’s enterprise system support service be provided by Hoople Limited. The agreement is expected to be for an initial 5 year period. Herefordshire Council is to put in place a contract with Hoople to deliver hosting and support services for Rutland County Council for a period of five years at an initial annual cost of £77k (estimated total value £385k). Typically they deal with subjects which have previously lacked such a published summary, either because the literature is dauntingly voluminous, or alternatively where little has been written. Most often it is the latter, and many IHAs bring understanding of site or building types which are neglected or little understood. This IHA provides an introduction to hermitages (places which housed a religious individual or group seeking solitude and isolation). Six types of medieval hermitage have been identified based on their siting: island and fen; forest and hillside; cave; coast; highway and bridge; and town. Descriptions of solitary; cave; communal; chantry; and lighthouse hermitages; and town hermits and their development are included. Hermitages have a large number of possible associations and were fluid establishments, overlapping with hospices, hospitals, monasteries, nunneries, bridge and chantry chapels and monastic retreats.     An Open Letter on Behalf of Independent Schools of New England, We, the heads of independent schools, comprising 176 schools in the New England region, stand in solidarity with our students and with the families of Marjory Stoneman Douglas High School in Parkland, Florida. The heart of our nation has been broken yet again by another mass shooting at an American school. We offer our deepest condolences to the families and loved ones of those who died and are grieving for the loss of life that occurred. We join with our colleagues in public, private, charter, independent, and faith-based schools demanding meaningful action to keep our students safe from gun violence on campuses and beyond. Many of our students, graduates, and families have joined the effort to ensure that this issue stays at the forefront of the national dialogue. We are all inspired by the students who have raised their voices to demand change. As school leaders we give our voices to this call for action. We come together out of compassion, responsibility, and our commitment to educate our children free of fear and violence. As school leaders, we pledge to do all in our power to keep our students safe. We call upon all elected representatives - each member of Congress, the President, and all others in positions of power at the governmental and private-sector level – to take action in making schools less vulnerable to violence, including sensible regulation of fi rearms.
