Introduction - Facility Background - Draft Permit Naval Station Norfolk (NSN) is located on 4,631 acres in the City of Norfolk, VA, at the extreme northwestern corner of the city. Naval Station Norfolk is bounded on the north by Willoughby Bay, on the west by the Elizabeth River confluence with the James River to form Hampton Roads, and on the south and east by the City of Norfolk.
