Editor: Daniel James Vol. 1, No. 13, August 31, 1963 INSIDE CUBA NEW SOVIET MILITARY COMPLEX IN PINAR DEL RIO Sources inside Cuba provide facts pointing to the existence of a new Soviet mili tary complex in Cuba 1s westernmost province, Pinar del Rio, which commands the Florida Straits. The main Soviet installation and the site of Soviet military GHQ is at La Gobernadora hills, near the country's principal naval base of Marie!. Five large tunnels have been constructed in the La Gobernadora area. They are 105 ft. wide -- permitting two - way traffic -- and have reinforced ceilings 30 ft . high. Two of the tunnels penetrate La Gobernadora hills laterally for a distance of 6 miles , according to a Rebel Army lieutenant who personally toured the tunnels during their construction and has defected. Guided missiles are secreted in the tunnels, according to reports from the mili tary arm of the Cuban resistance movement. Other sources inside Cuba say that at least one tunnel has been air-conditioned for the storage of nuclear warheads, and that another has been equipped with refrigerating equipment for storing liquid oxygen used for ballis tic missiles. Electrical systems have been installed at the nearby base of Meseta de Anafe, add the latter sources, and are connected with the guided-missile stations at La Gober nadora and the Havana military 11 horseshoe 11 {see ''Military 1Horseshoe 1 Around Havana, 11 FCN No. -
Educational Experiences During the “Special Period” in Cuba
Dr. Martin Camacho Dean, Fain Collegeof Fine Arts Midwestern State University Arts Education in Cuba Revolutionary Period Expansion of artistic education and prioritization from 1961 Incorporation of music, dance and visual arts disciplines in primary education (1975) Creation of the Escuela Nacional de Arte System ENA (National Schools of Arts) 1962 – Music, Visual Arts, Theatre, Ballet, Dance, Circus Creation of Specialized Artistic Elementary System (Vocational Schools) ISA – Instituto Superior de Arte University of the Arts Created in 1976 for three disciplines: music, visual arts, and theatre. It recently added Media Arts (FAMCA) and four units outside Havana Specialized Artistic Education Music Example VOCATIONAL SHOOLS - Music Children enter Vocational Music Schools between ages 6-10 and complete K 1-9. Schools are available at the province (state) level. NATIONAL SCHOOLS OF ART - After a competitive process, selected students move to the National Schools or Art to complete professional training and grades K 10-12. Schools are available only at the regional level. UNIVERSITY - After a competitive process, selected students are admitted at ISA, University of the Arts, the only institution of higher education in the arts in Cuba. Cuban Curricula and Soviet Support (Music) Musical educational model was copied and supported by and large by the Soviet Union. The music curricula favored the formation of trained musicians in classical and the Western European tradition. Disciplines such as jazz, afro-Cuban, or traditional Cuban music were not particularly thought as strong within the music curricula, but as a co-curricular or extra-curricular activity. Special Period – Periodo Especial of 1990 The collapse of the Soviet Union in the 1990s and the toughening of the American Embargo (Torricelli and Helms-Burton law) brought very negative economic consequences. -

Torchon All Rights Reserved ii ABSTRACT One of the most distinctive musical genres that originated in Cuba over the last century has been Cha-Cha-Chá, which was created by Enrique Jorrín in the 1950s. The popularity of this music has grown considerably since its genesis, evidenced by the vast array of repertoire associated with the style of music, the multitude of bands performing it and its prevalence in popular culture. The music has traveled the world via aural transmission; advances in technology have helped to disseminate Cha-Cha-Chá and have contributed to its prevalence. Very little research—particularly research written in the English language—exists on this genre and its creator. Due to its musical significance and social impact, it is important to understand Cha-Cha-Chá’s place in modern Cuba and how it has been preserved over time. The purpose of this study is to discuss Enrique Jorrín’s influence on the creation and performance of Cha-Cha-Chá, and to discuss the importance of Cha-Cha-Chá in American music education. iii DEDICATION I dedicate this work to my grandfather, Ray Torchon. Bibliography 38 2 INTRODUCTION TO CUBA’S SOCIAL SERVICES Cuba has become internationally recognized for its achievements in the areas of education and health, with social service delivery outcomes that surpass most countries in the developing world and in some areas match first-world standards. Since the Cuban revolution in 1959, and the subsequent establishment of a communist one-party government, the country has created a social service system that guarantees universal access to education and health care provided by the state. This model has enabled Cuba to achieve near universal literacy, the eradication of certain diseases, widespread access to potable water and basic sanitation, and among the lowest infant mortality rates and longest life expectancies in the region. A review of Cuba’s social indicators reveals a pattern of almost continuous improvement from the 1960s through the end of the 1980s. Several major indices, such as life expectancy and infant mortality, continued to improve during the country’s economic crisis of the 1990s, although other areas, such as incidence of certain diseases and over-65 mortality, were negatively affected. -

Introduction Socio-economic disparities prevail in the neo-colonial education sy- stems that remain in many countries and regions, constituting a barrier to effective national development. Taking these disparities as a starting point, this paper considers the Cuban model of education and its current reforms as an alternative way of conceptualizing education and its role in develop- ment. The authors, two Cuban scholars and one Jamaican scholar, bring to this topic many years of involvement in planning, implementing and tea- ching education for national development, and have a particular interest in the global significance of the commitment that Cuba has demonstrated in promoting equity with quality in education. -

REHABILITATING EDUCATION IN CUBA: ASSESSMENT OF CONDITIONS AND POLICY RECOMMENDATIONS Cuba Transition Project – CTP The Cuba Transition Project, at the Institute for Cuban and Cuban-American Studies (ICCAS), University of Miami, is an important and timely project to study and make recommendations for the reconstruction of Cuba once the post-Castro transition begins in earnest. The transitions in Central and Eastern Europe, Nicaragua, and Spain are being analyzed and lessons drawn for the future of Cuba. The project began in January 2002 and is funded by a grant from the U.S. Agency for International Development. Programs and Activities • The CTP is publishing original research, with practical alternative recommendations on various specific aspects of the transition process, commissioned and written for the CTP by ICCAS Staff and U.S. and foreign scholars with expertise on Cuba. • The CTP is developing four key databases: 1. A full-text database of published and unpublished articles written on topics of transition in Cuba, as well as articles on transition in Central and Eastern Europe, Nicaragua, and Spain. It also includes an extensive bibliography of published and unpublished books, theses, and dissertations on the topic. 2. A full-text database of Cuba’s principal laws, in Spanish, its legal system, including the current Cuban Constitution (in English and Spanish), and other legislation relating to the structure of the existing government.
