PURPOSE The purpose of the parking and traffic survey was planned to obtain the following factsg 1. The existing parking and traffic conditions in the downtown business district of Lubbock o

2. The existing parking and traffic deficiencies in the downtown business districC o 30 Recommendations for meeting the present and future parking and traffic needs in the downtown business districto

ARFAOF SURV EY The area of survey was bounded by 7th Street on the north, 16th Street on the south, and Avenue 0 on the west, and Avenue F on the easto All information was gathered on an average weekdayo SUMMARY OF FINDINGS

1. Lubbock has 6,6S6 parking spaces in the Central Business District; 2,S26 are curb spaces; 3,S60 are in off-street facilities.

2. Lubbock provides 52 parking spaces per 1,000 persons o . The average for cities having populations between 100,000 and 250,000 is 3S parking spaces per 1,000 persons.

3. It is estimated that there has been a net increase of 943 parking spaces in the C.B.D. area since 1955. 4. The meter rates in the fringe-area need to be adjusted. Two hours for five cents should be considered. 5. In some locations, one hour meters need to be replaced with two hour meters.

6 0 Of 520 cars·that parked on Broadway, approximately seventy-one percent stayed one hour or less.

7~ The number of courtesy parking tickets issued have increased from 23,917 in 1955 to 25,402 in 1959. - S. Pedestrian signal indications should be installed in the CoBoDo to reduce pedestrian and vehicular conflicts at the intersection. 90 Turn restrictions during peak hours should be considered.

100 Additional studies and surveys need to be conducted to provide better traffic movement in the CoBoDo SECTION II - PARKING

In this section on parking, we have assembled some pertinent facts on the current parking conditions in the downtown area, on which we have based recommended changes that should be considered at the present timeo Other studies were also conducted to show what is happening in the downtown area as to the parking situatione This section is not intended to serve as a parking survey in this areao Table I shows the present number of parking spaces available at the curb and in off-street areas.

The 23 blocks being studied have been selected from this survey and were qhosen on the basis of low usage of available time or on the basis of low revenue. In 1956, the average revenue per meter per week was $lo~9. The average revenue per meter per week in 1959 was $1.490 The average time used daily of parking meters in the City of Lubbock ranges from 0 hours to 9 hours" Certain blocks are listed which are above the average in revenue, but they are listed because they are considerably be10w average in average time used, such as the 1400 block on Avenue K. The average time used daily on these blocks ranges from a low of • 005 hours in the 1200 block on 14th to 6.5 hours in the gOO block on 13th Street ..

The safe movement of both pedestrian and vehicular traffic in the downtown area at the intersection is becoming an increasing problemo If we are to continue to encourage traffic to travel to our downtown area~ serious consideration should be given to the following suggestions~

, I. Pedestrian Signals, , Based on pedestrian counts recently conducted at key intersections in the downtown area, the following intersections are recommended to be

installed with pedestrian "Walk", and "Wait" Signals: (a) Broadway and Avenue L (b) Broadway and Avenue K (c) Broadway, and Avenue J (d) Broadway and Texas Avenue ( e) Main and Texas Avenue (f) Texas and 13th Street

(g) Avenue, J and 13th Street

• (h) Avenue L and 13th Street ( i) Avenue K and 13th Street If properly observed, these signals would eliminate some of the conflict now existing between the pedestrian and vehicular traffic at these intersections.

Good traffic planning can be based only on accurate and reasonably complete information to get the essential facts concerning traffic movement in the central business district. It is recommended that the following studies be conducted: , 1. In 1950 the State Highway Department completed an Origin and Destination Survey for the City of Lubbock. The Origin and Destination Survey is very important in planning for the traffic needs for the present and also for the future 0 With the increasing growth of the city since 1950, we can expect also the traffic pattern to have changed considerably. The assistance of the State Highway Department should be secured in conducting another Origin and Destination Study.

20 A Parking Survey should be conducted in the downtown area since the last survey was taken in 19550 During the past five years, we have experienced a change in our parking situation in the downtown area. 3. A complete study of the One Way Street system. To determine the need for the extention of the existing One Way Street system.
