The Alaska Railroad Corporation (“ARRC”) is soliciting bids from interested parties to supply two (2) each new Track Geometry Car as specified herein. Interested parties are invited to submit a bid to provide said services to ARRC. Bids must be submitted on the bid forms contained herein and must be delivered to the above address. Bids received via facsimile transmission will be considered non-responsive. The bid shall be plainly marked with the bid number 20-41-208700 on the cover. Bids must be complete and in U.S. dollars. REQUIRED DOCUMENTS
Bids must be submitted in the spaces provided on the Cost Schedule of this invitation in accordance with the conditions of bid as stated herein. The bid will not be considered to be complete unless all spaces have been filled in. Consideration for award will be provided to complete bids only. If a bidder wishes to supply additional information, it may be included along with the bid in the sealed bid envelope.
Bidder/contractor imposed terms and conditions which conflict with the terms and conditions of this Invitation to Bid are considered counter offers and, as such, will cause the Alaska Railroad Corporation to consider the bid non-responsive. If a bidder attaches additional terms and conditions as part of the bid, such attachments must be accompanied by a disclaimer stating that in the event of conflict between the terms and conditions of this Invitation to Bid and the terms and conditions of the bidder/contractor, the terms and conditions of the Invitation to Bid will prevail.

MINIMUM QUALIFICATIONS & STATEMENT OF WORK
MINIMUM QUALIFICATIONS
Items to be purchased through this solicitation are important to the operation of the ARRC. Vendors who respond to this solicitation must meet the following minimum qualifications in order to be considered responsive:
1. Be the original manufacturer, or a distributor/dealer that is authorized by the original manufacturer to serve the State of Alaska; and
2. Has the authority and capacity to provide full support for all product warranties, including technical “trouble shooting” support; and
3. Be able to provide audited financial statements demonstrating the financial ability to meet the requirements of any order that may result from this solicitation if asked to do so.
The ARRC may conduct an inspection of the supplier’s facility to include its offices and inventory of the items being solicited prior to contract award. Bids/Proposals from vendors that do not meet the above qualifications will not be considered.
STATEMENT OF WORK
GENERAL REQUIREMENTS
Scope of work: The Alaska Railroad (ARRC) seeks to purchase a boxcar that has been modified to measure specific track geometry values, along with software, data processing, data presentation, and data storage. The rail-car, modifications, and sensor platform requirements are more specifically described in the following sections. MINIMUM BOX CAR REQUIREMENTS

REQUIRED BOXCAR MODIFICATIONS
Truck conversion if required for measurement beam. Install a man-door not less than 36” in width and not less than 78” in height in the “A” end of the rail- car to facilitate access to the interior of the car. Door shall open at the height of the finished concrete floor. Said door shall be installed with a locking mechanism. Install concrete ballasting o This item includes: . Repairing any unneeded penetrations in the railcar. . Design and Install a form plate in front of any door openings. . Pour slab in three sections with plywood or similar expansion material. . Vertical conduit must be installed as required for measurement equipment. . Concrete must be placed such that all wheels are equally loaded, and finished to a smooth surface with less than ½” of deviation from level across the length and width of the car. Spray foam insulation shall be installed on the interior of the car, sufficient to protect onboard electronics from a temperature range of -40 to 120° F. Provide and install solar power system with sufficient nominal capacity to power all onboard electronics. Provide and install diesel generator with a power rating of 120% of the nominal requirement of all onboard electronics. Following modification and reconditioning, Car must be in Grade “A” status as per AAR Field Manual rule 1.6. Accurate car weight shall be recorded following modification.
AUTONOMOUS TRACK GEOMETRY MEASUREMENT SYSTEM (ATGMS) REQUIREMENTS The following represent the minimum acceptable measurement standards
Onboard data collection shall be continuous, at not more than one foot intervals. All intervals shall be georeferenced with Differential Global Navigation Satellite System (DGNSS) coordinates. Data shall be transmitted to a cloud server (see software requirements) via cellular infrastructure. When the vehicle is out of cellular coverage, the data shall be queued and transmitted upon return to cellular network. Vendor shall also equip the system to utilize WIFI system for data transfer/software updates/ etc. ARRC will be responsible for cellular service accounts. An eddy-current type magnetic sensor shall be provided and installed on the measurement system and positioned over the track centerline. This sensor must detect the presence of any metallic object, and to trigger an automated entry into the data stream. Sensor must be able to detect items including turnouts, diamonds and road crossings. Autonomous Track Geometry Measurement System Requirements o Fully digital, Non-contact, utilizing optical lasers (or equivalent) and Inertial measurement technology. o Shall detect the following parameters, based on FRA definitions: . Gage (in) . Crosslevel (in) . Twist (in) – selectable based on chord lengths between 3’ and 124’ lengths Page 7 of 54 . Warp (in) . Mid-Chord Offset Alignment (in) – selectable based on between 3’ and 124’ MCO chord lengths . Space Curve Alignment (in) . Curvature – Curvature in degrees based on Chord Definition. o Measurement system shall achieve reproducibility of listed values as one standard deviation, while traveling at respective speeds . Gage: 0.04” (0 to 70 mph) . Cross level: 0.06” (0 to 70 mph) . Warp/Twist: 0.1” (0 to 70 mph) . Profile: 31’, 62’: 0.06” (7 to 70 mph) . Alignment: 31’, 62’: 0.125” (10 to 70 mph) . Curvature: 0.15 Degrees (0 to 70 mph) o System shall create exceptions for values that exceed the threshold of the measured Parameter. o Measurement device and Camera shall be unitized and calibrated head package. o System shall automatically shut off unnecessary measurement equipment, such as lasers, when vehicle is stopped. o System shall maintain operating capability in the temperature range of -40 to 120° F. o Supply one calibration gage per measurement system. o Process of data collection to data distribution shall be performed in near real time. o Laser system, if used, must filter out excessive sunlight in order to produce clean rail profiles. o Laser system, if used, shall not require active cooling. o Measurement system shall have passive optical lens protection in place to reduce the cleaning requirement. System shall be able to operate at least 90 consecutive days without a lens cleaning, under normal operating conditions.
AUTONOMOUS RAIL PROFILE MEASUREMENT SYSTEM (APRMS) REQUIREMENTS The winning bidder shall supply an autonomous Rail Profile Measurement system capable of measuring the profile of the field and gage side of both rails simultaneously.
System shall record the following measurement parameters in their respective units and with any additionally listed functions. o Head Width (in) o Reference Height (in) o Gage Side and Field Side Lip (in) o Gage Face Angle (degrees) o Rail Cant (degrees) o Total Height (in) o Vertical Head Wear (in) o Gage Side Wear (in) o Field Side Wear (in) o Head Loss (in2) o Percent Head Loss (%) System shall create exceptions for values that exceed the threshold of the measured Parameter.
Page 8 of 54 Measurement system shall achieve reproducibility of listed values as one standard deviation, to .02” of indicated value, while traveling at respective speeds
System shall maintain operating capability in the temperature range of -40 to 120° F. Any necessary calibration equipment shall be provided with the system. The measurements of the system are to be performed up to every 1 foot up to the maximum speed of the vehicle in the forward and reverse direction of travel. The system must transmit the data vial cellular communication for office processing. After office processing, data must be ingestible into web based data management application, described in the trailing section.
REQUIRED APPLICATION CAPABILITIES
System shall be web based, and shall receive the transmitted data, be used as a data repository, and distribute automated alerts of exceptions. System shall determine the location, track and class, identify exceptions based on FRA Track class, and verify that the exceptions are valid. System shall automatically recognize and remove false exceptions through false positive filtering. Application shall create the following ATGMS exports: o Exception Report – application to query and allow for the export of exceptions to CSV format. o Strip Chart Report – Application to query to allow for the export of strip chart to CSV format and the format of the off board data analysis package that is specified in the next section. Application must include an admin tab with restrictive viewing, with the following functions: o Turn on/off track processing by the entire system or exception type. o Turn on/off data forwarding by exception type. o Upload an updated class and posted speed file. The system shall allow ARRC to receive ATGMS email alerts that are the following: o List of Urgent Exceptions – Must show urgent exceptions grouped by subdivision and be sent at ARRC selected time intervals. o Near Real-Time Individual 2-Class Drop Exceptions – Must show only one exception per email and include an attached strip chart PDF of the exception. Application shall provide a set of standard reports and displays that allow the ATGMS data to be filtered by date, subdivision, mile post, exception type and level of severity. Results shall be available in map, tabular and views which offer links to the exception strip chart and Google Maps. End users shall have complete access to the data through the web-based reporting application. Based on ARRC provided shape file of track centerline GIS information, system shall translate DGNSS coordinates to railroad specific information to include mile post, feet past mile, division, and subdivision. ARRC will provide mile posts, track class, wayside markers and maximum line speed in digital tabular format.
OFF BOARD DATA ANALYSIS PACKAGE CAPABILITIES Vendor shall provide two software packages for viewing measurement data, one for ATGMS, one for APRMS. ATGMS off Board Data Analysis Software:
Page 9 of 54 Software package for viewing measurement data shall have the ability to view and confirm or reject track geometry exceptions during offline operation. Software package must be able to reprocess track geometry measurement exceptions to different track thresholds. Provided software package to be capable of running on a computer with Microsoft Windows 10 that has a minimum of 8 GB RAM and 60 MB of hard drive space; computer to be provided by ARRC. One license of the software to be provided ARPMS off Board Data Analysis Software:
Software package for applying rail template type corrections and reprocess wear data. Provided software package to be capable of running on a computer with 64 bit Microsoft Windows 10 that has a minimum of 16 GB RAM and 100 MB of hard drive space; computer to be provided by ARRC.
ADDITIVE ALTERNATE SCOPE Please provide pricing for adding the required fittings/electronics/transformers to support powering the vehicle via 480v head end power. Equipment must integrate with the solar and generator system.
SUBMITTALS
Prior to beginning railcar modification, vendor shall submit photograps and descriptions of said car. Vendor shall submit a preliminary list of repairs required to the railcar along with the description, and the AAR approved shop to perform the repairs.
Vendor shall submit details of ATGMS and APRMS showing satisfaction of minimum capabilities.
INSPECTIONS
Owner shall be afforded the opportunity for periodic inspections, either with ARRC staff or third party contractors, during modification and system installation at the appropriate facility. Vendor shall have car fully inspected and ready for shipment no later than December 15, 2021.

CONTRACTOR RESPONSIBILITY QUESTIONNAIRE
PART I - INSTRUCTIONS
1. All Bidders/Proposers submitting a Bid/Proposal for federally funded contracts are to complete and submit all Parts of this Questionnaire with their Bid or Proposal. Failure to complete and return this questionnaire, any false statements, or failure to answer question when required, may render the bid/proposal non-responsive. All responses must be typewritten or printed in ink. All information must be legible.
2. Please state "not applicable" in questions clearly not applicable to Bidder/Proposer in connection with this solicitation. Do not omit any question.
