National Risk Assessment (NRA) Workshop

I. General Introduction

The Department against Transnational Organized Crime (DTOC) of the Secretariat for Multidimensional Security (SMS) supports the 35 Member States of the Organization of American States (OAS) in the implementation of recognized international standards to combat transnational organized crime in its various manifestations, including standards seeking to combat money laundering (ML) and financing of terrorism (FT) and promote international cooperation for purposes of asset confiscation.

II. Objective

To increase collaboration among stakeholders and to provide information on the Mutual Evaluation process, the National Risk Assessment (NRA), and the existing institutional and legislative framework in the country. It will also highlight the importance of updating the financial sector operations and compliance mechanisms and identifying areas where new regulation and legislation would assist in the detection of money laundering trends and activities.

The NRA’s goal is to identify and assess the money laundering (ML/FT) risks for the country to: i) Inform stakeholders about potential changes to Suriname’s Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) policy including laws, regulations, and other measures; ii) Assist in the allocation and prioritization of AML/CFT resources by competent authorities; and iii) Provide information for AML/CFT risk assessments conducted by Suriname at the national level and financial institutions (FI) and Designated Non- Financial Businesses and Professions (DNFBPs).

III. Audience

The NRA will be conducted under auspices of the National Anti-Money Laundering Commission (NAMLC), consisting of representatives from the AML enforcement/regulation bodies and the regulated/inspected entities.

IV. Experts

Ms. Ana Folgar, Legal Advisor, Caribbean Financial Action Task Force - CFATF Ana Luisa Folgar Caceros is an Attorney at Law and Public Notary with a degree from the University of San Carlos de Guatemala (2010). She holds a Master's degree in Banking and Finance from Galileo University (2013) and studied a Master's degree in High Strategic Studies at Mariano Galvez University of Guatemala (2011) jointly with the Ministry of Defense of Guatemala. She started her career in AML/CFT in the private sector, occupying the position of Compliance Officer for more than eight (8) years in Money Service Businesses (MSBs), banking sector and insurance companies. During her residency in Guatemala, she was a professor of Anti-Money Laundering and Combating of the Financing of Terrorism at Galileo University (2012 - 2013) at the

Bachelor and Master Degree level. For the last four (4) years, she has worked as a Legal Advisor for the Caribbean Financial Action Task Force -CFATF-, where she provides technical assistance and advises CFATF members on the implementation of the FATF Standards and Methodology for assessing their technical compliance and effectiveness. She has assisted the CFATF International Cooperation Review Group (CFATF- ICRG) and is currently assisting the CFATF Risk, Trends and Methods Working Group (CFATF-RTMG). Ms. Folgar provides technical assistance to CFATF members on National Risk Assessments (NRAs), in cooperation with the World Bank and has been invited to give conferences on money laundering and terrorist financing by partner organizations and members of other FSRBs.

Mr. Prakash Mungra, Executive Director, Centrale Bank van

Prakash Mungra studied business economics (1981 -1986) and accountancy (1987-1990) at the University of Amsterdam. He started his career at Moret & Limperg (legal predecessor of Ernst & Young) in 1986. His client portfolio consisted mainly of financial institutions. In 1990, he obtained the title of Accountant and became a member of the Royal Dutch Institute for Accountants. Around that time, he also took up the position of manager at a regional accounting office in Amstelveen. In that position, he was co-responsible for the daily management of that office. Around end- 1992, he moved to Aruba to assume the position of senior examiner at the Supervision Department of the Centrale Bank van Aruba (the CBA). The CBA is, entrusted with the supervision of banks, insurance companies, company pension funds, money transfer companies, trust companies and, more recently, the securities business. The CBA is also the sole supervisory authority overseeing compliance with the laws and regulations in the area of anti-money laundering and terrorist financing. In 1994, Mr. Mungra was appointed manager of the Supervision Department; in 2008, he was promoted to General Manager Supervisory Affairs; and in June 2010 to Executive Director forming part of the Executive Committee, which comprises the Governor and the two Executive Directors. In his current position, he is in charge of supervision (prudential, integrity and enforcement), legal affairs, information and physical security. Furthermore, Mr. Mungra is a member of the Committee and Strategic Committee and Chairman of the Risk Management Committee. Mr. Mungra has given numerous presentations and also written several articles on supervisory topics. Also, he has acted as a part-time lecturer at the University of Aruba.

Mr. John Grajales, Technical Specialist, Department against Transnational Organized Crime (OAS)

John Grajales has been an OAS technical specialist since 2006, within the program in charge of creating and strengthening the financial intelligence units of all OAS Member States. Prior to joining the OAS, he was an analyst for the Financial Intelligence Unit of (2000 to 2006) and an advisor to the World Bank-UNDP in the project ‘Strengthening Colombian Investment Markets’ (1998 to 2000). He has a Post Graduate Certificate in Information Systems (Databases and GIS), a Masters’ Degree in Information and Communication Technologies (IT), and a Masters’ Degree in Strategic Management.
