Anchal has now. become the unit of adluini:,;,tration for l'evenue, developmont and other administrative purposes. The jurisdictions of police stations arc also being largely readjusted to coincide with the Anchal-cum.-Devclopnlont Blocks. Thus, for the Census of 1961, the basic data havo been presented with Anchal as tho unit. At the salue time, Allchal maps showing the constituont villages and certain ilnportant details have been preparod in the scale of 1/=1 ll"lilo. Sinco no indepondent survey was done for this purpose, the Revenuo Thana luaps were used for preparing the original tracings showing the village boundaries. Delineation of other details, lettering, etc., had to be done afresh and an attempt was lllado to bring the informatIon up to date (i.e., up to 1st l\!arch, 1901 which was the point of reference for 1961 Census) as far as possible. After. completing this process, the newly prepared maps woro got reduced to demy-quarto size, by photographic prooess, for being reproduced in the District Census Handbooks. This is perhaps the first time that such maps arc Leing made availablo and the preparation. of Anchal maps, both on 1" = 1 mile scalo as well as on the reduced scalo, can be justly claiIned among tho major achievelllents of the Census of ID61 in Bihar. In view of the likoly usefulness of these maps to adn"linistration, 250 off-prints woro t.aken while printing for the District Census Handbooks. These are now being presonted in four volumes, one for each Comn'lissioner's Division. In addition to Anchal maps, a State map showing Anchal boundarios and administrative maps for each of the districts within the division have also been incorporated in each volume. A limited number of copies of these volumes are being issued for official use only. The preparation of Anchal maps was made possible mainly because of tho keon interest and helpful attitude of the State Governlnent which not ouly placed all relevant n1aterials at my disposal but also agreed to lTIeet the entire cost of tho scheme. Although rural electrification continues under the Rajiv Gandhi Rural Electrification Programme that began in 2005 and the government celebrates its accomplishment of electrifying one lakh (100,000) villages, there are serious challenges ahead. This paper, based on our survey in rural Bihar, reveals that the progress of rural electrification may not be as advanced as government statistics indicate. Many villages became de-electrified in the past when inadequate government-provided transformers failed due to insufficient capacity. Some villages were fortunate and have been re-electrified, but many have been left un-electrified; simply waiting for the government 1 to help has proved to be an ineffective solution. This paper also reports on the issue of illegal connections. Power theft has become rampant in rural areas. As rural electrification progresses, access to electricity is easier than before. Governance is weak in rural areas, so there is virtually no checking and monitoring system for electricity use. These factors motivate some villagers to access electricity illegally. The government’s program to provide electricity to all the villages and all the households in rural areas should not be slowed, but side effects such as illegal connections should be taken more seriously.
