Në majën e malit të Dajtit ai fshehu në shishe një mesazh, që pretendoi se do të hapej vetëm në vitin 2020. Të dashuru- arit, premtimet e dashurisë i hedhin në det. Berisha, asokohe dhe gjithë kohën tjetër është dashnor i madh e pasionant i pushtetit dhe mesazhin e tij e mbylli në nga Sokol Pepushaj mal. Pothuaj pesë vjet më pas, të dielën e zgjedhjeve, megjithatë, ai kuptoi se Përbërja e qeverisë “Rama 1” është dëshmitarët e tij të 23 viteve, i dhanë vërtet risi përgjatë tërë histories së shtetit divorcin me pushtetin. Ndoshta më shumë se për drejtës dhe penalizimit të SHEIKËVE që ikjen e pabesueshme të tijën, dëneste kanë ndërtuar kudo, në qëndra qytetesh, për veten. Çdo humbje është në propor- ne plazhe, në turizmin malor, që kanë cion me pritshmërinë personale: Berisha marrë me “5 lekë” jo vetëm pronat pub- humbi pushtetin real dhe u duk se dëne- like, repartet ushtarake dhe tunelet e tyre, si, dikush humbi portofolin e ministrit, por edhe pasuritë private dhe kanë ngri- mandatin e deputetit, por ata nuk ndod- tur mbi to, nën arrogancen e forcës së heshin në turmë që t’u dallohej dënesja, pushtetit criminal, dinastitë e të pasurve, shumëkush tjetër kuptoi humbjen e duke lënë popullin me bukë me lista?!     Party Politics in the Western Balkans Edited by Věra Stojarová and Peter Emerson 2 Legacy of communist and socialist parties in the Western Balkans Věra Stojarová As Ishiyama and Bozóki note, the development of communist successor parties1 in post- communist politics has had an important effect upon the development of democracy (Bozóki and Ishiyama 2002: 393). In some countries the communist party was outlawed; in many cases it was transformed into a party of a socialist or social democratic character; elsewhere, the communist party began to take part in the democratic process, which led to varying results; in some cases, the party transformed itself into a classic socialist or social democratic party; while in other cases it retained a communist ideology. As the literature reveals, the type of the regime, the modus of transition, the manner of financing political parties, the organisation of the parties, as well as the whole political context, all matter. Ishiyama suggests that the patrimonial communist regime (as in Serbia) produced communist successor parties which had to distinguish themselves from the previous communist system and hence turned towards nationalism, while in a national- consensus regime (Slovenia, Croatia), the successor parties developed policies that divorced the party from the past, and led to the emergence of a social democratic identity (Ishiyama 1998: 81–2). Nevertheless, the application of the above- mentioned theory reveals the exceptionality of the Western Balkan countries. In Bosnia and Herzegovina, the ethnic structure and the different goals of the three ethnicities had a great impact on the formation of political parties, which were mainly based on ethnic grounds, and left little space to the parties with a social democratic orientation.

    Balkans Briefing Tirana/Brussels, 25 August 2000 ALBANIA'S LOCAL ELECTIONS: A TEST OF STABILITY AND DEMOCRACY I. INTRODUCTION Local elections in Albania on 1 October 2000 will mark the first test of popular support for the ruling Socialist-led coalition since it came to power following the violent uprising in 1997.1 The Organisation for Security and Co-operation in Europe (OSCE), whose Office of Democratic Institutions and Human Rights (ODIHR) will be leading the monitoring effort, deems these elections to be of critical importance. Albania’s electoral process has traditionally been bedevilled by the same handicaps encountered in most other institutional areas: namely, inadequate legislation, capacity deficiencies, politicisation of the process, and lack of all round political support. It is vitally important for Albania's democracy and international reputation that this year's elections do not repeat the mistakes of the recent past.2 There is, however, growing concern about political tension in the run-up to the elections, due to increasing political polarisation and the threat of non-participation by the main opposition party. Despite calls from international organisations to avoid extreme confrontation, the country's two main parties – the governing Socialist Party (SP) chaired by former premier, Fatos Nano, and the main opposition Democratic Party (DP) led by former president, Sali Berisha – have opened the debate with characteristically bitter polemics. Three years after he was forced from power in July 1997 in an armed rebellion in which more than 2,000 people were killed, Berisha, now 53, is back on the electoral campaign trail. Since losing power, he has waged a relentless campaign against his Socialist opponents, whom he accuses of rampant corruption, and has repeatedly called for early parliamentary elections.3 The last local elections were in October 1996 and resulted in a sweeping victory for Berisha's Democratic Party.

    Quarterly Report ALBANIA: POLITICAL PARTY DEVELOPMENT AND PROMOTING CITIZEN PARTICIPATION USAID Cooperative Agreement No. EE-A-00-98-00028-00 January 1 to March 31, 2001 I. SUMMARY This quarter, preparations for parliamentary elections in June got underway in a political environment that was noticeably less hostile than usual, in large part due to the milder rhetoric adopted by Democratic Party (PD) President Sali Berisha. Following a visit to the United States, Berisha has repeatedly called for dialogue with the ruling Socialist Party (PS) and has attempted to work with the PS on ensuring fair elections. Nevertheless, conflict between the two parties flared up over the selection of a new chairman and two members to the Central Election Commission (CEC) following the resignation in January of the previous chairman Fatos Nano. The conflict was resolved in mid-February, after which the CEC and the political parties have been progressing at a steady pace to prepare for elections in June 2001. Albania’s democratic development is grounded in political parties that are responsive to and representative of citizen’s interests and that operate within a constructive political party framework, and in a citizenry engaged in the political process to effect positive change. The program conducted by the National Democratic Institute for International Affairs (NDI) operates on three fronts to address these pressing political and civic challenges. The Institute’s Political Leadership Development Program trains emerging political party leaders in party development and communication with citizens. NDI’s Civic Forum Program facilitates discussion groups with more than 600 citizens on topics related to democratic development in order to build citizens’ advocacy skills, so that they can effectively organize to address community problems.

The list includes the party’s or alliance’s name in the original language and in English, the party/alliance abbreviation as well as the corresponding party identification number. In case of an alliance, it also documents the member parties. Within the list of alliance members, parties are represented only by their id and abbreviation if they are also part of the general party list by themselves. If the composition of an alliance changed between different elections, this change is covered as well. Furthermore, the list records renames of parties and alliances. It shows whether a party was a split from another party or a merger of a number of other parties and indicates the name (and if existing the id) of this split or merger parties. In the past there have been a few cases where an alliance manifesto was coded instead of a party manifesto but without assigning the alliance a new party id. Instead, the alliance manifesto appeared under the party id of the main party within that alliance.
