He received his BA from the University of Cambridge in 1994 and his PhD from Yale University in 2000. Hoare has been studying the history of South East Europe, in particular the former Yugoslavia, since 1993, and is intimately acquainted with the lands and peoples of Serbia, Croatia and Bosnia-Herzegovina. In the summer of 1995, he acted as translator for the aid convoy to the Bosnian town of Tuzla organised by Workers Aid, a movement of solidarity in support of the Bosnian people. In 1998-2001 he lived in Belgrade, and was resident there during the Kosovo War of 1999. As a journalist, he covered the fall of Milosevic in 2000. Schindler, Zenith Press, 2008, 368 pp. Marko Attila Hoare Also under review: Christopher Deliso, The Coming Balkan Caliphate: The Threat of Radical Islam to Europe and the West, Praeger Security International, 2007; Shaul Shay, Islamic Terror and the Balkans, Transaction Publishers, 2007. The role of al-Qaeda and the foreign mujahedin in the wars in the former Yugoslavia of the 1990s remains controversial, but the controversy is not over whether the phenomenon was a positive one or not. Reading some of the coverage of the subject, one might be forgiven for thinking that the wars fought in Bosnia and Kosova were merely individual fronts in something much bigger: the global struggle between the warriors and opponents of radical Islam. Yet as is so often the case, it is the smaller, local struggle that is more bitter and protracted than the global one, and that inspires the greater loyalty and commitment. The recently published books by John R. Schindler and Christopher Deliso, Unholy Terror: Bosnia, al-Qa’ida, and the Rise of Global Jihad and The Coming Balkan Caliphate: The Threat of Radical Islam to Europe and the West respectively, are really books about the Balkans more than about radical Islam; and it is the rights and wrongs of the Balkan conflicts, more than the threat posed by radical Islam, that motivate the authors. Schindler and Deliso share a hostility to Islam and to the politics of Western liberal interventionism which goes far beyond any mere concern with the alleged Islamist threat in the Balkans.

WHAT'S LAW GOT TO Do WITH IT?: THE BOSNIA V. SERBIA DECISION'S IMPACT ON RECONCILIATION Sheri P. Rosenberg* During the twentieth century a particular ideology inspired specific efforts to utilize the power of the law to redress episodes of mass atrocity-in particular genocide. The idea has been that accountability and reparationsare necessary for moving beyond a past marred with crimes of genocide and crimes against humanity. Trials are often claimed to aid this process on the grounds that they create an irrefutable historic record, punish the perpetratorsfor the sake of justice and deterrence, and promote peace and reconciliation. This Article interrogates the stated goals of accountability, in particular the goal of reconciliation, against the impact, within Bosnia and Herzegovina (BiHl) of the February 26, 2007 Bosnia v. Serbia decision of the InternationalCourt of Justice (ICJ). This Article illustrates the shortcomings of internationaljustice when measured against the proponents' claims and highlights that exaggerated claims about international justice are not mere hyperbole; they have actual and dangerous consequences within and without of the BiH context. They are dangerous to the legitimacy of international courts; dangerous for the victims who are meant to be served by international justice; dangerous because exaggerating what international justice does conceals the fact that actual prevention is not done; and dangerous because a great deal of financial and human resources are spent on international tribunals-resources that arguably are better utilized elsewhere. These elections created nationalist parties intent on perpetuating ethno-national identities and causes. By 1992, war was being imposed through Serbian and Croatian nationalists seeking to expanded into “greater” national territory. In the coming years the perpetrators of “ethnic cleansing,” displacement, mass atrocity, and genocide, were rewarded by the international community at the Dayton Accords in 1995. Dayton ended the war, but then imposed an ethno-nationalistic portioned Bosnia. A “tycoon class” of nationalist leaders continues to enrich themselves through corruption supported by poverty, fear, insecurity, and the promotion of divisive ethnic identities. The hate didn’t exist before; it was artificially installed. It was all so unbelievable that at first, it seemed funny…The emphasis on ethnicity and exclusion was so strong that ethnic hatred became normalized…There is also the ideology of religion and nationality…Never has there been more religion and less faith…National and religious identities are openly used as weapons in the political arsenal.” – Vedran Grahovac, Prijedor1 Denial of Bosnian genocide is rooted in Serb and Croat religious nationalism and Islamophobia. Unresolved and manipulated memory continue to haunt the Balkans. It is a fundamental mistake, however, to accept the narrative of “Balkanization” as an intractable “truth” of people living here. Balkanization implies that people are separated by exclusive group identities that make them prone to war and to live in perpetual hostility.

DOI: 10.5644/PI2020.186.14 The historiography of the Bosnian genocide of 1992–1995 in the work of foreign scholars Marko Attila Hoare Department of Political Science and International Relations Sarajevo School of Science and Technology [email protected] Abstract: This essay will provide an introductory discussion of the historiography of the Bosnian genocide of 1992–1995 in the works of foreign scholars. The historiography is too large for this discussion to be exhaustive. We have attempted here to provide the principal categories of relevant works while citing the most important examples of them, before dis- cussing the historiographical deficiencies and the tasks awaiting future scholars of the geno- cide. The reason for the dearth of monographs on the Bosnian genocide is that the subject is highly controversial, and any scholar who seriously studies it and expresses an opinion is likely to create enemies for themselves. There is a tendency of scholars to see the war in postmodernist terms, in terms of Serb, Croat and Bosniak “narratives”; as opposed to ob- jective truth, which discourages taking the subject intellectually seriously. Furthermore, the prevailing ideology and discourse stemming from the international administration is one of reconciliation and putting the past behind us. So there is a disincentive to study the genocide in depth; a preference for studying more liberal feel-good themes related to reconciliation, memory, transitional justice and post-war reconstruction. The Bosnian genocide therefore awaits a new generation of foreign scholars to take it seriously as a subject and explore it in detail. Marko Attila Hoare The national identity of the Bosnian Serbs Abstract: This article explores the national identity of the Bosnian Serbs. It argues that through living for centuries in a land called 'Bosnia' or 'Bosnia-Hercegovina', the Bosnian Serbs developed a specific form of Serb national identity, one that has caused their political leaders often to conflict with the political classes of Serbia. Key words : Bosnia- Hercegovina, Serbia, Bosnian Serbs, nationalism, national identity. Nationalists like to portray their nation as being homogenous; a ‘seamless garment’. Yet nations and national identities are in fact heterogeneous; differences of identity may be produced within the same nation by differences in region, historical experience, socio- economic background or other factors. As there are differences of identity among Croats, between those from Zagorje, Slavonia, Istria, Dalmatia, Bosnia and so forth; and among Albanians, between those from Albania proper, Kosovo, Macedonia and so forth; so there are differences among Serbs, between those from Serbia proper, Vojvodina, Kosovo, Bosnia, Lika and so forth. This study will discuss the specific identity of the Bosnian Serbs, its differences with the identity of the Serbs from Serbia, and the historical consequences of this difference. It will trace the historical origins of the difference between the respective national identities of the Bosnian Serbs and of the Serbs from Serbia (henceforth referred to as ‘Serbians’ – Srbijanci). It will explore how this difference of identity resulted in different political goals and ideologies between the political classes of these two branches of the Serb nation, throughout the existence of Yugoslavia and up until the present day.

Genocide and Resistance in Hitler’s Bosnia: The Partisans and the Chetniks, 1941-1943 by Marko Attila Hoare, Oxford University Press, 2006, 386 pp. Evan Daniel Bosnia-Hercegovina, like the rest of the former Yugoslavian republics, has an almost impenetrable history to outsiders and non-experts. A contentious mix of political ideologies, ethnicities and religious beliefs – including nationalism and Communism, Serb and Croat, Catholic, Eastern Orthodox and Muslim – Bosnia- Hercegovina has experienced a variety of social and military conflicts. The twentieth century was particularly cruel as evidenced by the annexation by Austria-Hungary in 1908, invasion by Nazi Germany in 1941, and again by Serbia in 1992. In his erudite study of national identity, revolution, and genocide, Marko Attila Hoare focuses on the conflicts from 1941-43, crafting a narrative of rival radical ideologies, the multinational vision of the Communist Partisans versus the highly chauvinistic and xenophobic nationalism of the Serbian Chetniks. As with many civil wars and revolutions, the majority of the population held no rigid political loyalties. Instead, ‘they were forced to survive as best they could, their allegiances shifting subject to events’ (p. 3). There is a proclivity to view the Bosnian conflict through the lens of international relations, a struggle between rival nation-states. In these accounts the roles of Germany, Italy and the Soviet Union as well as more immediate neighbours, Croatia and Serbia, are emphasized. For Hoare, the local dimension – the conflict within a nation between conflicting political ideologies – is just as, if not more, important. The Great Serbian Threat, Zavnobih and Muslim Bosniak Entry Into the People’S Liberation Movement
DOI: 10.5644/PI2019.179.05 THE GREAT SERBIAN THREAT, ZAVNOBIH AND MUSLIM BOSNIAK ENTRY INTO THE PEOPLE’S LIBERATION MOVEMENT Marko Atilla Hoare Abstract From the start of the uprising in summer 1941, the Communist Party of Yugoslavia conceived of the People’s Liberation Struggle in Bosnia- Herzegovina as a specifically Bosnian-Herzegovinian liberation struggle, waged under Bosnian-patriotic slogans. Nevertheless, the status of Bosnia- Herzegovina within the future Yugoslav state was not definitely resolved until November 1943. This period – autumn 1943 – witnessed the mass in- flux of Muslim Bosniaks into the People’s Liberation Movement, definitely transforming it from a movement that was overwhelmingly ethnic-Serb in composition into one that had a large Muslim Bosniak component as well. A decisive catalyst for the mass entry of Muslim Bosniaks in East Bosnia into the NOP was the fear among them that Hitler would cede East Bosnia to Nedić’s Serbia, thereby establishing a Great Serbia in which the Muslim Bosniaks would be subjected to genocide. The KPJ, by championing Bosnian- Herzegovinian self-determination, was able to win over a large part of the Muslim Bosniak population that feared the Great Serbian threat. This paper will look at the relationship between the Great Serbian threat and the influx of Muslim Bosniaks into the NOP during 1943. Chetnik depradations in Bosnia-Herzegovina The year 1943 marked the turning-point for the NOP in Bosnia-Herzegovina. Italian collaboration with the Chetniks and the triumphalist Chetnik genocid- al assault on the Bosnian Muslim and Croat population increasingly discred- ited the NDH and the Ustashas as the latter’s protectors, revealing them to be powerless.
