Second Report The Lord Alderdice, The Speaker Report of a Conference for Speakers, Presiding Officers and Clerks of the United Kingdom, Ireland, the Isle of Man and the Channel Islands Held on Thursday 27 and Friday 28 June 2002 in Parliament Buildings, Belfast Report of a Conference for Speakers, Presiding Officers and Clerks of the United Kingdom, Ireland, the Isle of Man and the Channel Islands Held on Thursday 27 and Friday 28 June 2002 in Parliament Buildings, Belfast Executive Summary The Speaker of the Northern Ireland Assembly, the Lord Alderdice, invited Speakers, Presiding Officers and Clerks from the United Kingdom, Ireland, the Isle of Man and the Channel Islands to a conference in Parliament Buildings, Belfast. The aim of the conference was to exchange information on matters of mutual interest, to provide a momentum for the development of inter- parliamentary co-operation and to build on the networks already flourishing at Presiding Officer and official level. The Clerks of the various Parliaments and Assemblies met on Thursday 27 June, prior to the Speakers’/Presiding Officers’ Conference on 28 June. The agenda for the conference was drawn up following consultation with participants. Preparing for elections was identified as one of the key themes and was discussed by both the Clerks’ Forum on 27 June and the meeting of Speakers and Presiding Officers on 28 June. A list of participants is attached at Appendix A. The agendas for both the Clerks’ Forum and the Speakers’/Presiding Officers’ Conference is attached at Appendix B. The records of discussion provide a detailed report on each of the conference sessions. -

Modernizing Government in the Channel Islands: New Political Executives in British Crovvn Dependencies Philip Morris* Abstract This article examines recent reforms of internal government arrangements in the Channel Islands jurisdictions of Jersey and Guernsey. These reforms represent the most far-reaching changes in insular government for over half a century in response to concerns over slow and poor-quality decision-making, conflicts of interest, absence of effective accountability mechanisms and external critique of aspects of the Islands' offshore finance sectors, upon which their economies are heavily dependent. The article is structured into three sections. Section I outlines the constitutional position of both jurisdictions, the pressures for reform and the political economy of British offshore finance centres. Section II critically evaluates key features of the new systems and their performances to date. The final part, Section III, highlights key themes including the necessity for external pressure as a trigger for reform, selective/diluted implementation of reform packages and the problem of genuine accountability in small jurisdictions. As a proud Manxman born and bred, I believe that Manx politics is unique and that our issues have their own special blend of importance to us as an island community. Our unbroken link of government back to 979 is a proud statistic. We were also the first national parliament to allow women to vote in 1881 and in 2006 we lowered the voting age to 16 in elections: https://www.tynwald.org.im/education/history/Pages/default.aspx Unfortunately due to unforeseen family circumstances I had to leave the island suddenly at the beginning of my campaign and I have been unable to meet you all on the doorstep as I been self-isolating with my family since our return home. To those of you who feel frustrated that you cannot find an outlet for your views I fully understand your feelings at this time. ISLE OF MAN BRANCH REPORT OF THE CHAIRMAN AND STATEMENT OF ACCOUNTS FOR THE YEAR 2007 - 2008 Isle of Man Branch of the Commonwealth Parliamentary Association Report of the Chairman of the Branch Executive Committee for the year March 2007 to February 2008 Introduction 1. The aims of the Commonwealth Parliamentary Association are to promote knowledge of the constitutional, legislative, economic, social and cultural aspects of parliamentary democracy. It does this among other things by arranging Commonwealth Parliamentary Conferences, and other conferences, seminars, meetings and study groups; and by promoting visits between Members of the Branches of the Association. 2. The Isle of Man Branch has had another successful year of activities in support of these aims, both overseas and here in the Isle of Man. Off-Island activities 3. In March 2007 the Isle of Man was represented at the CPA Headquarters Commonwealth Day Observance in Westminster by Andrew Jones (Onchan and University of Exeter) and Mairi Lockwood (Colby and Oxford Brookes University). 4. In April 2007 a group of newly-elected Members (Messrs Corkish, Cregeen, Crookall, Quirk and Watterson), accompanied by Mr Braidwood, went on an informative introductory visit to Westminster. The visit was organised by the UK Branch and included meetings with with Parliamentarians and parliamentary staff as well as with relevant UK Government Departments (the then Department of Constitutional Affairs and HM Treasury). 1 5. In May 2007 Mrs Crowe, Mr Quayle, Mr Gawne and Mr Crookall attended the annual British Islands and Mediterranean Regional Conference in Belfast. I also attended in my capacity as Regional Representative on the Association’s International Executive Committee. -

And though the Irish experience of parliamentary politics is not without its shortcomings, there are not many contemporary states within Europe or indeed globally that can attest to ten decades of unbroken parliamentary government from the early twentieth century to the present. In this forum piece we survey the principal changes to the structure, operation and character of the Oireachtas and Irish parliamentary politics since the First Dáil met in the turbulent post- WWI period.
