The Chief Executive is: Mr Mark Ormerod CB. Topic of this consultation This consultation paper deals with the public services ombudsmen. Impact assessment An impact assessment is included in Appendix A. Scope of this consultation The purpose of this consultation is to generate responses to our provisional proposals. Second Report The Lord Alderdice, The Speaker Report of a Conference for Speakers, Presiding Officers and Clerks of the United Kingdom, Ireland, the Isle of Man and the Channel Islands Held on Thursday 27 and Friday 28 June 2002 in Parliament Buildings, Belfast Report of a Conference for Speakers, Presiding Officers and Clerks of the United Kingdom, Ireland, the Isle of Man and the Channel Islands Held on Thursday 27 and Friday 28 June 2002 in Parliament Buildings, Belfast Executive Summary The Speaker of the Northern Ireland Assembly, the Lord Alderdice, invited Speakers, Presiding Officers and Clerks from the United Kingdom, Ireland, the Isle of Man and the Channel Islands to a conference in Parliament Buildings, Belfast. The aim of the conference was to exchange information on matters of mutual interest, to provide a momentum for the development of inter- parliamentary co-operation and to build on the networks already flourishing at Presiding Officer and official level. The Clerks of the various Parliaments and Assemblies met on Thursday 27 June, prior to the Speakers’/Presiding Officers’ Conference on 28 June. The agenda for the conference was drawn up following consultation with participants. Preparing for elections was identified as one of the key themes and was discussed by both the Clerks’ Forum on 27 June and the meeting of Speakers and Presiding Officers on 28 June. A list of participants is attached at Appendix A. The agendas for both the Clerks’ Forum and the Speakers’/Presiding Officers’ Conference is attached at Appendix B. The records of discussion provide a detailed report on each of the conference sessions. -

The Committee considered the ninth periodic report of Denmark (CEDAW/C/DNK/9) at its 1797th, 1798th and 1799th meetings (see CEDAW/C/SR.1797, 1798 and 1799) held online on 22, 23 and 24 February 2021. The Committee’s list of issues and questions is contained in CEDAW/C/DNK/Q/9 and the responses of Denmark are contained in CEDAW/C/DNK/RQ/9. A. Introduction 2. The Committee appreciates the submission by the State party of its ninth periodic report, as well as its follow-up report to the previous periodic report (CEDAW/C/DNK/CO/8/Add.1). It welcomes the oral presentations by the well-prepared delegations of Denmark as well as of the territories of Greenland and the Faroe Islands and the further clarifications provided in response to the questions posed orally by the Committee during the dialogue. 3. The Committee commends the State party for having agreed, on an exceptional basis in light of the coronavirus (COVID-19) pandemic and post crisis reconstruction in order to avoid a gap in the protection of women’s rights in the State party to participate in the online dialogue with the Committee remotely from Copenhagen, Nuuk, and Thorshavn. The 2020 Australian bushfires were devastating. They burned over 17 million hectares, resulting in the deaths of approximately 480 people and almost 3 billion animals, and also significantly impacting Australia’s economy. This un- precedented natural disaster raised important questions on Australia’s climate change policies. -

Conclusion: An ombudsman unfettered? 1. In search of a role In Chapter 10, we considered complaints-handling by the administration, set- tling for a ‘bottom-up’ approach. Th is led us to focus on proportionate dispute resolution (PDR) and machinery, such as internal review, by which complaints can be settled before they ripen into disputes. In so doing, we diverged from the ‘top-down’ tradition of administrative law where tribunals are seen as court substitutes. We returned to the classic approach in Chapter 11, looking at the recent reorganisation of the tribunal service and its place in the administrative justice system. We saw how the oral and adversarial tradition of British justice was refl ected in tribunal procedure and considered the importance attached to impartiality and independence, values now protected by ECHR Art. 6(1). We, 529 The Parliamentary Ombudsman: Firefi ghter or fi re-watcher? however, argued that recent reshaping of the tribunal system left unanswered key questions about oral and adversarial proceedings and whether they are always the most appropriate vehicle for resolving disputes with the administra- tion. -

The thematic chapters were written by Mattias Åhrén, Cathal Doyle, Jérémie Gilbert, Naomi Lanoi Leleto, and Prabindra Shakya. Special acknowledge- ment also goes to the editor, Terri Lore, as well as the United Nations Graphic Design Unit of the Department of Global Communications. The Department works in three main interlinked areas: (i) it compiles, generates and analyses a wide range of economic, social and environ- mental data and information on which States Members of the United Nations draw to review common problems and to take stock of policy options; (ii) it facilitates the negotiations of Member States in many intergovernmental bodies on joint courses of action to address ongoing or emerging global challenges; and (iii) it advises interested Governments on ways and means of translating policy frameworks developed in United Nations conferences and summits into programmes at the country level and, through technical assistance, helps build national capacities.
