Aston Flamville Parish Meeting - Wednesday, 27 April 2016 1. ELECTION OF CHAIRMAN

The Clerk invited nominations for the election of Chairman for the Aston Flamville Parish Meeting.

DECISION

That Robin Wilson be elected Chairman of the Aston Flamville Parish Meeting until the Annual Parish Meeting May 2017.

2. MINUTES

The minutes of the meeting held on 28 October 2015 ,as circulated, were approved as a correct record.

3. MATTERS ARISING FROM THE MINUTES

Trees on Road

The Chairman updated the meeting in respect of the trees on Hinckley Road and confirmed that County Highways would pick this matter up on their next inspection. The Chairman was also confident that it would be looked into but it was ongoing.

Planning Applications

The Chairman reported on various planning applications which included:

Approval had been granted for extensions at Beehive Cottage, The Stables, Southfield Cloisters.

Permission had been refused for retention of a mobile home on land off Lychgate Lane (adjacent to M69), however the owners have since appealed the decision and the appeal is ongoing.

Several applications relating to pitches for mobile homes at the differing sites at Aston Firs all are ongoing. (Some of these sites are within Parish).

Land on the corner off Lychgate Lane and Hinckley Road – no planning applications had been submitted to date.

Fosse Villages Neighbourhood Plan

The Chairman reported that the definition of the area of the plan was approved by BDC on 1st February 2016. The process now will include finalisation of a Pre – submission Plan for approval by Parish Councils, consultation, independent examination, referendum and then approval/adoption by BDC, probably in late 2017.

The Chairman also reported that the current draft plan was silent on any development opportunities within Aston Flamville, and following a discussion at the Parish Meeting it was agreed that this status should be maintained within the plan which was in the course of finalisation for the pre – submission process.

Possible Strategic Rail Interchange Development

The residents discussed the possibility of a Strategic Rail Interchange Development which would include opening the up south bound access at Junction 2 of the M69, creating a rail freight interchange on the Leicester – Birmingham line between Burbage Common and and effectively creating a huge distribution centre between the M69 Jcn2 to Sapcote/.

The Chairman advised the meeting that the proposal would have to go via the National Infrastructure Directorate of the Planning Inspectorate (ie Westminster) and this would be a lengthy process and any plans could not be submitted without prior consultation.

County Councillor E White also contributed to the discussion.

Fosse Meadows

Blaby District Council held an all- day exhibition at Evergreen Hall on their proposed development at Fosse Meadows.

The Chairman requested that if possible Councillors who would be attending the Parish Meeting could write their reports before the meeting and submit them to Democratic Services at District Council.

County Councillor Ernie White

Ernie White spoke to the meeting about the budget cuts at Leicestershire County Council and the pressure on Adult Social Care, he also explained the formula for the grant process.

6. DATE OF NEXT MEETING

The date of the next Parish Meeting to be arranged in consultation with the Chairman for a date in October.
