Angus Licensing Board 5 November 2015 AGENDA ITEM 9 REPORT NO LB 62/15 ANGUS LICENSING BOARD – 5 NOVEMBER 2015 PREMISES LICENCES - MINOR VARIATIONS - DELEGATED APPROVALS REPORT BY SHEONA C HUNTER CLERK TO THE BOARD ABSTRACT The purpose of this report is to advise members of applications for minor variations to premises licences under the Licensing (Scotland) Act 2005 which have been granted by the Clerk in accordance with the Scheme of Delegation appended to the Boards Statement of Licensing Policy. 1. RECOMMENDATION It is recommended that the Board note the applications for minor variations to premises licences granted under delegated authority as detailed in the attached Appendix. 2. BACKGROUND In terms of the Scheme of Delegation appended to the Boards Statement of Licensing Policy, the Clerk to the Board is authorised to grant applications for minor variations to premises licences under the Licensing (Scotland) Act 2005, except in respect of the substitution of a premises manager where the new premises manager has been convicted of a relevant or foreign offence. Minor variations are defined in the Licensing (Scotland) Act 2005 as:- (a) any variation of the layout plan, if the variation does not result in any inconsistency with the operating plan; (b) where, under the operating plan contained in the licence, children or young persons are allowed entry to the premises, any variation reflecting any restriction or proposed restriction of the terms on which they are allowed entry to the premises; (c) any variation of the information contained in the licence relating to the premises manager (including a variation so as to substitute a new premises manager); and (d) any other variation of such description as may be prescribed. Attached as an Appendix is a list of applications for minor variations to premises licences granted under delegated authority during the period 1 September 2015 to 15 October 2015. 3. FINANCIAL IMPLICATIONS There are no financial implications arising from this report. NOTE: No background papers were relied on to a material extent in preparing the above report.     Visit Scotland’s Birthplace World War I Heritage Trail Walk in the steps of your ancestors www.visitangus.com Every parish in Angus has at least one memorial to the servicemen and women who fell during the Great War. Memorials were created by communities, schools and churches, amongst others. Some are on public view whilst others are behind closed doors. It took a few years for grieving and war weary communities to decide upon an appropriate memorial, raise funds and gather names for inclusion. Some towns ran design competitions for their memorials; others found it difficult to agree on the site for such an important venture. A number debated whether a memorial was appropriate and suggested a centre for ex- servicemen might be a better choice. Memorials were funded by public subscriptions, usually organised by a committee of administrative and social leaders of local society. They steered the project to completion, from collecting the names to appear on a memorial to the unveiling ceremony. In addition to the main war memorials, many communities such as schools and churches raised their own memorials and details of these can be found at www.visitangus.com/heritage- trails The VCs of Angus Three men from Angus were awarded the highest military decoration, the Victoria Cross. Charles Jarvis and George Samson were associated with Carnoustie and Charles Melvin lived for most of his life in Kirriemuir. All 3 VCs will be commemorated by special paving stones. The first was installed near the entrance to Carnoustie Championship Golf Course on 23 August 2014 in memory of Charles Jarvis.

  • Corporal Charles Alfred Jarvis, VC, 57Th Field Company, Royal Engineers, Was Born at Fraserburgh, Aberdeenshire on 29 March 1881
    Corporal Charles Alfred Jarvis, VC, 57th Field Company, Royal Engineers, was born at Fraserburgh, Aberdeenshire on 29 March 1881. He was the elder son of Charles Alfred Jarvis, a Coastguard, and Mary Jane Jarvis, of Admiralty Buildings, Saltoun Place, Fraserburgh, then Rattray Coastguard Station, and subsequently Carnoustie. His siblings were Evelina, Mary, James and Elizabeth. His father was awarded the Royal Humane Society medal for saving two boys from drowning at Berwick. Charles' early education was at Elie Primary School and completed at Carnoustie School. Aged sixteen, he was confirmed at Carnoustie’s Holyrood Church and, on leaving school, he was taken on as an Apprentice Plumber, but was unable to complete the apprenticeship. His mother and sister died within a month of each other in 1898, and two years later Charles senior was also dead. He was employed as a Metal Worker and was a member of the Walthamstow Branch of the Amalgamated Society of Engineers. In 1899 Charles enlisted in the Royal Engineers at Chatham and was sent to Singapore where his unit was involved in the construction of military works. He was transferred to the Reserve in 1907 and worked as a Telegraphist in London. On the outbreak of war, Charles was called up and sent to France with the Royal Engineers, arriving at Mons on 22 August 1914. The following day he was one of the men sent to destroy eight of the bridges over the Mons-Conde Canal. Although coming heavy fire from German fire, Jarvis managed to blow up the bridge at Jemappes. This was the deed for which he was awarded the VC.

    Scottish Victoria Cross Awards Corporal William Anderson, VC, 2nd Battalion, Yorkshire Regiment, was born at Dallas, Elgin on 28 December 1882. He was the second son of Alexander Anderson, a Labourer, and Isabella (Bella) Anderson, of 79 North Road, Forres, where he was educated at Forres Academy. His siblings were James, Margaret and Alexander. After working as a Conductor at Glasgow Tramways Depot, he moved to London then enlisted in the 2nd Battalion, Yorkshire Regiment on 20 September 1905, serving in India, Egypt and South Africa. His brother, James, served in the same regiment. He was discharged to the Reserve in 1912 and worked at Elder Hospital, Govan, saving money so that he and his fiancee could emigrate to South Africa. However, before they could leave war broke out and he was called up as a reservist. He was mobilised and sent to his old battalion in 1914, where he was known as 'Jock'. Now a Corporal, on 5 October 1914, he embarked for Flanders with the four Companies of the 2nd Battalion. Two weeks later they were taking part in the First Battle of Ypres and involved in some of the fiercest fighting. The regiment was being supplied with 96,000 rounds of ammunition each night. By the end of this engagement Corporal Anderson was in charge of a bombing unit. The aim of a bombing unit was to gain access to an enemy trench, from which they would throw grenades round a corner, immediately following up the explosion with an attack with bayoneting, Captain Rollo and Corporal Anderson bludgeoning, shooting, bombing or taking resting at Fleurbaix in 1914.
