Bu amaç doğrultusunda genç kâtipler odaya alınarak yetiştirilmeye çalışılmışsa da 1830’lara kadar çok fazla bir gelişme yaşanmamıştır. Bu dönemde Rum İsyanı nedeniyle dışa kapalı bir siyaset izlenmesi diplomaside iş yoğunluğunu azaltmış bundan dolayı yetişmiş eleman sıkıntısı çok fazla hissedilmemişti. Fakat sonraki dönemde yaşanan siyasal gelişmeler diplomasiye yeni bir ivme kazandırmıştır. Neticede Babıali Tercüme Odası önemi giderek arttırmış, ikamet elçilikleri yeniden açılmış ve Reisülküttaplık kurumu Hariciye Nezareti’ne dönüştürülmüştür. Doğal olarak diplomaside istihdam edilecek personel ihtiyacını arttırmıştır. Bu ihtiyaç Tercüme Odası’nda yetişen kâtiplerle kapatılmaya çalışılmışsa da yeterli olmamış ve diplomaside kullanılmaları sakıncalı görülen Gayrimüslimlerden yeniden yararlanılmaya başlanmıştır. “Osmanlı Hariciyesinde Gayrimüslimler (1836-1876)” adlı doktora çalışmamızın amacı da Babıali Tercüme Odası’nın kuruluşundan itibaren Osmanlı diplomasisinde yaşanan gelişmeler, Gayrimüslimlerin istihdamına yol açan nedenler, Hariciye Nezareti’ne bağlı hangi birimlerde, niçin ve ne oranda temsil edildiklerini belirlemektir. Tezimizin birinci bölümünde Babıali Tercüme Odası’nın kuruluşundan itibaren Hariciye merkez kalemlerinde yaşanan gelişmeler ve bu kalemlerde çalışan Gayrimüslimler üzerinde durulmuştur. İkinci bölümde ise yurtdışında Osmanlı temsilciliklerinin kurulmasına ve Gayrimüslim diplomatlara son bölümümüzde ise Gayrimüslim memur istihdamının ana etkenleri ile bu memurların sosyo-kültürel alt yapıları konu edinilmiştir. Bu çalışmanın hazırlanmasında yönlendirme ve bilgilerinden istifade ettiğim değerli hocam Prof. Dr. Musa Çadırcı’ya, erişemediğim bazı kaynaklara ulaşmamı sağlayan ve verdiği tavsiyeler için Sinan Kuneralp’e, Londra’da bulunduğum sürece desteklerini IV gördüğüm Benjamin Fortna ve Yusuf Teke’ye, tez çalışması sırasında yardımlarından dolayı arkadaşlarım Yrd.     Khilafat Movement: Relevance and discourse Dr. Shreerang Godbole The Khilafat Movement (1919-1924) refers to the ferment among Indian Muslims consequent to the threatened dismemberment of the Turkish Ottoman Empire and the abolition of the Turkish Caliphate at the end of the World War I. The Khilafat Movement primarily sought the restoration of the Khalifa (lit. successor; religious and temporal head of global Muslims). The Khilafat Movement marks its centenary this year. A hundred years on, the Movement continues to incite debate. The Khilafat Movement was not an isolated historical event. It had definite scriptural sanction and historical antecedents. When it was being played out, it impacted our freedom struggle and fast- tracked Partition. The Khilafat Movement continues to find resonance today. Khilafat Movement and Non-Cooperation Movement To most Indians, the relation between the Khilafat Movement and the Non-Cooperation Movement is obscure. Generations of Indians have been taught that the Non-cooperation Movement was launched by Gandhi on 4 September 1920 “with the aim of self-governance and obtaining full independence as the Indian National Congress (INC) withdrew its support for British reforms following the Rowlatt Act of 21 March 1919, and the Jallianwala Bagh massacre of 13 April 1919.” This is the information provided by Wikipedia, the repository of wisdom for most modern literates! Party ideologues posing as historians have taught impressionable minds that “Gandhiji hoped that by coupling non-cooperation with Khilafat, India’s two major religious communities, Hindus and Muslims could collectively bring an end to colonial rule. These movements certainly unleashed a surge of popular action that was altogether unprecedented in colonial India (Themes in Indian History Part III, Textbook of History for Class XII, published by NCERT, p.350).
