Hand fans have been part of cultures worldwide for millennia. No better example can be seen than the Chinese- style fans, which have inspired highly decorated large versions used as wall ornaments. After all, they will argue, the Governor has already pledged to phase out all jet-skis by March 1, 2011. So why would he want to bring in dozens of them to race in small circles in the one bay that is most plagued by jet-ski operators and their noisy, dangerous machines? There is, however, a basic flaw in any argument that puts the two topics together: these are two very different groups of people. The jet-ski operators on the beach are a notoriously cantanker- ous group, resistant to all regulation and seemingly happy to allow complete novices to jump on their powerful machines and, in some cases, kill or maim themselves or others. The racers, on the other hand, are professionals or highly skilled amateurs who will be racing in a restricted area, clearly marked, for just two days – not all the way through the high season.
