Politics & Diplomacy The Sarkozy Effect France’s New Presidential Dynamic J.G. Shields Nicolas Sarkozy’s presidential campaign was predicated on the J.G. The near-record turnout of 84 percent for both rounds of the election reflected the public demand for change. The legislative elections of June 2007, which assured a strong majority in the National Assembly for Sarkozy’s centre-right Union pour un Mouvement Populaire (UMP), cleared the way for implementing his agenda over the next five years.2 This article examines the political context within which Sarkozy was elected to power, the main proposals of his presidential program, the challenges before him, and his prospects for bringing real change to a France that is all too evidently in need of reform. -

In addition, any quotation or extract must include full attribution.” Abstract This thesis examines French relations with Yugoslavia in the twentieth century and its response to the federal republic’s dissolution in the 1990s. In doing so it contributes to studies of post-Cold War international politics and international diplomacy during the Yugoslav Wars. It utilises a wide-range of source materials, including: archival documents, interviews, memoirs, newspaper articles and speeches. Many contemporary commentators on French policy towards Yugoslavia believed that the Mitterrand administration’s approach was anachronistic, based upon a fear of a resurgent and newly reunified Germany and an historical friendship with Serbia; this narrative has hitherto remained largely unchallenged. Whilst history did weigh heavily on Mitterrand’s perceptions of the conflicts in Yugoslavia, this thesis argues that France’s Yugoslav policy was more the logical outcome of longer-term trends in French and Mitterrandienne foreign policy. Furthermore, it reflected a determined effort by France to ensure that its long-established preferences for post-Cold War security were at the forefront of European and international politics; its strong position in all significant international multilateral institutions provided an important platform to do so. -

PRELIMINARY VERSION: PLEASE DO NOT QUOTE OR CITE WITHOUT THE AUTHORS’ PERMISSION A Positive Effect of Political Dynasties: the case of France’s 1940 enabling act* Jean Lacroixa, Pierre-Guillaume Méona, Kim Oosterlincka,b Abstract The literature on political dynasties in democracies usually considers dynasties as a homogenous group and points out their negative effects. By contrast, we argue that political dynasties may differ according to their origin and that democratic dynasties - dynasties whose founder was a defender of democratic ideals - show a stronger support for democracy than other dynasties. This conclusion is based on the analysis of the vote by the French parliament on July 10, 1940 of an enabling act that granted full power to Marshall Philippe Pétain, thereby ending the Third French republic and aligning France with Nazi Germany. Using individual votes and newly-collected data from the biographies of the members of parliament, we observe that members of a democratic dynasty had a 7.6 to 9.0 percentage points higher probability to oppose the act than members of other political dynasties or elected representatives belonging to no political dynasty. Suggestive evidence points to the pro-democracy environment of democratic dynastic politicians as the main driver of this effect. European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits. -

Preserving Power after Empire: The Credibility Trap and France’s Intervention in Chad, 1968-72 Marc R. DeVore Open Access Copy—Please Do Not Cite Forthcoming in War in History 1 Abstract France’s 1968-72 intervention in Chad constitutes a forgotten turning point in the Fifth Republic’s foreign relations. Inter-connected institutions and treaties gave France a disproportionate influence over its African ex-colonies. French security guarantees underscored this system, however, whereby francophone African leaders continued to accept French economic and political leadership. French leaders discovered in Chad, however, that they had fewer choices and needed to dedicate more resources to fulfilling these commitments than President Charles de Gaulle had intended. Prosperous ex-colonies’ leaders judged French commitments’ value according to how France responded to crises in its least valued ex- colonies. Thus, although French analysts viewed intervening in Chad as irrational from a cost/benefit perspective, they found themselves pressured into doing so by other African governments who let it be known that they would interpret failing to support Chadian President François Tombalbye as a sign that they too could not count on France. Entrapped by prior commitments, French policymakers developed a new approach to using force, which I term strategic satisficing, far different from traditional French counterinsurgency practices. The tightly-coupled application of force and diplomacy in pursuit of limited objectives enables France to intervene with the frequency needed to uphold its post-colonial order in Africa. Introduction France’s role in Africa sets it apart from other states of its size. France is arguably the most politically potent foreign actor in Sub-Saharan Africa even though it is today a medium- sized European state with an economy that only occasionally ranks amongst the world’s top half dozen. -

Though a number of different political parties submitted proposals, then-Prime Minister Jacques Chirac’s centre-right coalition led this initiative and pushed for measures that would have the effect of generally restricting eligibility for French citizenship. In particular, the government proposed to modify the process by which children born in France to immigrant parents could gain French citizenship. These reforms had come in the wake of a massive influx of immigrants in the second half of the twentieth century, many of whom came from North Africa but also elsewhere. As a new generation of young French men and women of immigrant heritage was coming of age, many in France began to raise questions about their inherent “Frenchness” and therefore place in French society and entitlement to nationality. According to proponents of the proposed amendments, by replacing the automatic right to citizenship through birth on French soil with an active process of application, these measures would ensure that only those expressing a desire to become French would receive citizenship. -
