10 ACLU sues after Christian woman forced to remove headscarf for driver's license photo — RT America When Yvonne Allen of Tuskeegee went to renew her license at the local Department of Motor Vehicles (DMV) in April, the clerk told her that she would have to take off her headscarf because “only Muslim women have the right to cover their hair in their driver license photos.” The comment upset Allen, who says wearing a headscarf is an “integral part” of her Christian beliefs. “I raised the issue with the clerk’s supervisor, but she too claimed that the rule was policy, adding that she was a Christian and does not cover her hair. I told the supervisor that while she is entitled to her interpretation of the Bible, so am I,” Allen wrote in a letter published on the ACLU's website. Allen says she wears a headscarf every day, to “be obedient to God's Word and show my submission to Him.” She says she believes removing her headscarf in public is “extremely shameful” and “dishonors God.” However, the DMV refused to relent and Allen felt as though she had no other option than to do as it instructed. “With no other choice — I could not be without a valid driver license — I agreed to remove my headscarf for the photo. I first politely asked whether the clerk could close the door while my hair was uncovered. She refused. With tears in my eyes and utter disgust in my belly, I took the picture,” she said. On Tuesday, the ACLU filed a lawsuit on Allen's behalf, claiming the DMV's actions violated her rights under the Alabama Constitution and the Establishment Clause and Free Exercise Clause of the First Amendment to the US Constitution. “We are asking the court to allow Ms. Allen to retake her driver license photo with her headscarf,” the ACLU wrote on its website. It is also seeking unspecified damages. The lawsuit names as defendants Becky Frayer, the chief clerk of the Lee County Probate Judge's office, and Probate Judge Bill English, her supervisor. Official SNP policy during the Scottish independence campaign in 2014 was for Scotland to use the British pound as currency in the event of independence, a plan deemed impossible by then-Chancellor George Osborne. “ They wanted to say that we could move from the current economic arrangement to another one while keeping our currency and keeping other forms of institutions. I think, in hindsight, that may have been a mistake, ” Stiglitz said. The Columbia University professor, who has advised Bill Clinton and Jeremy Corbyn, cited Iceland’s strong economic recovery after the 2008 crash as an example of what a country in control of its own currency can do. He issued a strong warning against Scotland being “tethered” to a single currency by joining the euro. “ If you were forced to join the euro as a price of joining the EU, then I would have very strong second thoughts ,” he said. “ It’s too high a price. Currently Muslim holidays are declared paid days off in such Russian regions as Crimea, Bashkortostan, Adygeya, Dagestan, Ingushetia, Chechnya and Kabardino-Balkariya. Justices zeroed in on this question on the first day of oral arguments on Wednesday in the Supreme Court on a petition by victims of martial law abuses opposing President Duterte’s decision to allow the interment of the dictator Ferdinand Marcos, frozen in a temperature-controlled crypt in his Ilocos Norte hometown, at Libingan. “I think the name Libingan ng mga Bayani is creating a lot of controversy,” Justice Teresita J. Leonardo-de Castro said. “It’s very difficult to determine who are heroes, especially for this court, if there are no bodies entrusted to declare who are heroes,” De Castro said. “Actually, not all buried there are heroes and there’s no system of evaluation to determine who are heroes and who are not,” she added. Mr. Duterte, fulfilling an election campaign promise, has authorized the interment of Marcos at Libingan. He said he was simply following the law, which allows former soldiers and Presidents to be buried there. Marcos, who was ousted in the 1986 People Power Revolution, died in exile in Hawaii in 1989. His remains are displayed in a glass coffin in Batac since the body was returned to the country 23 years ago. His family wants him buried at Libingan. On Aug. 23, the high court issued a status quo ante order suspending for 20 days preparations for the burial, planned for Sept. 18. 6-hour proceedings Wednesday’s six-hour proceedings heard lawyers for several petitioners, mainly victims of abuses under martial law, clamped by Marcos on the nation in 1972 amid a raging communist rebellion to overthrow the government. The petitioners claimed the emergency was instituted to perpetuate Marcos in power and enable him to amass great wealth. The court also heard testimony of abuses from martial law victims led by Etta Rosales, former chair of the Commission on Human Rights. The next hearing was scheduled for Sept. 7 to hear the side of the government and the Marcos family. Rep. Edcel Lagman, whose brother was a victim of involuntary disappearance, urged the court to prevent “a national tragedy” by prohibiting the burial, saying it “would glorify a dictator, distort history and aggravate the injustices to human rights violation victims.” Lagman noted that the Supreme Court had confirmed the Marcoses’ plunder in previous cases, and that Switzerland had turned over $356 million hidden by the Marcoses in Swiss banks. He also pointed out that the US District Court of Hawaii validated the brutalities of martial law when it ruled in 1992 that Marcos was culpable of human rights violations against around 10,000 claimants and held the Marcos estate liable for damages. Deal with Ramos The Marcos family’s agreement 23 years ago with then President Fidel Ramos’ administration that the dictator’s remains be flown directly to his northern hometown and be given a quick burial also remains binding and precludes a hero’s burial, Lagman said. Mr. Duterte claimed the Ramos deal with Marcos did not have a legal basis and that the “yellow forces” of the past Aquino administrations at the forefront of the opposition to Marcos’ burial at Libingan, should have crafted legislation that would prevent the interment. Former Akbayan Rep. Ibarra Gutierrez said the President’s discretion on the burial was not absolute and was bound by several laws and numerous decisions of the Supreme Court. “It is crystal clear that the burial of Marcos at (Libingan) does not serve any legitimate public purpose,” Gutierrez said. “Most certainly, Marcos had no contribution to Philippine history and culture that is worthy of recognition.” War memorial Drawing from the cemetery’s historical background, De Castro pointed out that former President Ramon Magsaysay renamed what was originally called Republic Memorial Cemetery in order to reflect that those interred there were soldiers who died during the war and served the military establishment. She said that people buried there mostly had military connections, and the interment of those without background was only allowed later. The fact that it is not administered by the National Historical Commission of the Philippines also reinforces its military character, she said. Justice also said Republic Memorial Cemetery came first as it was built in 1947, a year before Republic Act No. 289 was enacted in 1948. This law is the crux of the arguments of the petitioners contesting the “hero’s burial” for Marcos, saying the cemetery is reserved for heroes worthy of “inspiration and emulation.” ‘Inspiration’ Former Bayan Muna Rep. Neri Colmenares said the heroes’ cemetery was not meant to just be a war memorial. He argued that the insertion of Presidents into the rules governing Libingan made it more than that. “Let’s not get lost in the word ‘hero’ but focus on the standard that he is worthy of ‘inspiration and emulation,’” he said. He argued that “the interment of one scoundrel does not justify adding one more scoundrel” in Libingan and stressed the importance of symbolism. “The victims will long be forgotten, but their tormentor is now in a place where he is called worthy of esteem,” he said. Hallowed shrine Justice Alfredo Benjamin Caguioa questioned the position of the Office of the Solicitor General (OSG) that RA 289 did not apply to Libingan. The OSG said in its Aug. 22 comment that RA 289 applied to a National Pantheon that was supposed to be built along East Avenue, Quezon City, but did not push through. Lagman said that even if the National Pantheon was not built in Quezon City, “the change in venue or the site will not abrogate the principal preamble of the law.” Caguioa, who served as justice secretary of former President Benigno Aquino III, pointed out that Presidential Proclamation No. 208, issued by Marcos himself in 1967, considered Libingan a “national shrine.” Lagman replied that the requirement of being worthy of inspiration and emulation would thus still apply to the cemetery. Caguioa noted that Presidential Decree No. 105, which was also signed by Marcos in 1973, declared national shrines sacred and hallowed places and prohibited their desecration. “This piece of legislation appears to be relevant, would you agree?” he asked Lagman, who concurred that burying Marcos at Libingan “would desecrate the cemetery of heroes.”

Espino said that he was generally out of favor as governor during the six years of the Aquino administration. He said the government then was either ” lukewarm or hostile” to him as his province had no permanent Philippine National Police provincial director. He said he could not have been part of a conspiracy with De Lima because the then justice secretary led a “sinister plot” to bring him down during the 2013 campaign with the filing of plunder, economic sabotage, graft and murder charges. Barnard Danie Dasugo, city police chief, said Jordan Pagcaliwagan, 24, was in his vulcanizing shop in Barangay Sorosoro Ilaya when he was attacked by gunmen on board a motorcycle at 6:30 p.m. Pagcaliwagan died while being taken to the Batangas Medical Center, police said. However, he was in for a rude shock when his estranged wife’s father unleashed four goons on him who beat him black and blue. Immediately, one of them started hitting me. I tried to run away, but one was guarding the door and other three and her father pounced on me. They even strangled me as they were kicking me and saying ‘Isko aaj yehi khatam kardenge’,” Krishna alleged. It was only after Krishna texted a friend and proclaimed that the cops were on their way that they let Krishna go. After the assault, at about 3.30 pm, he went to the Koparkhairane police station to get a non-cognisable offence filed. The police then wrote him a slip to go to a Navi Mumbai government hospital to get treated. 33 Supreme Court quashes Singur land acquisition for Tata Nano New Delhi: In a setback to the Tatas, the Supreme Court on Wednesday set aside the land acquired by the previous Left Front government in West Bengal for the Nano car plant, saying due processes and procedures were not followed. The land was acquired in 2006 for the car project, which was vehemently protested by the Trinamool Congress -- currently in power in the state with Mamata Banerjee as Chief Minisiter. Eventually, the project was shifted to Sanad in Gujarat. The apex court bench of Justice V. Gopal Gowda and Justice Arun Mishra also said that all those farmers who have taken the compensation in lieu of the acquisition need not return it as they have been deprived of their lands and its fruits for last 10 years. The court also said those farmers who had not taken the compensation may withdraw it and that land be returned to the owners within 12 weeks. While agreeing on the quashing of the acquisition, allowing farmers to retain the amount of compensation and directing that the land be returned in 12 weeks, both Justice Gowda and Justice Mishra gave different reasons. "I'm of the view that an acquisition of land in favour of a company cannot be fulfilled as a public purpose," Justice Gowda said in his judgement, adding that due procedures were not followed while acquiring the land in favour of the company. Justice Mishra, in his reasoning, said acquisition in favour of a company is valid as long as it is for a public purpose and the funds for the same are used from the public exchequer. Having said this, he added that: "I'm exercising the power under Article 142 of the Constitution to quash the acquisition since the Nano car project has been shifted to Gujarat and the land is not being utilised for the purpose for which it was acquired. 41 No Aliens After All: The Mysterious Signal Was Space Commies The potentially alien signal recently discovered by astronomers was actually caused by an old Soviet military satellite, Russia’s state-run news agency TASS confirmed Wednesday. “We, indeed, discovered an unusual signal,” Alexander Ipatov, Director of the Institute of Applied Astronomy at the Russian Academy of Sciences, told TASS . “However, an additional check showed that it was emanating from a Soviet military satellite, which had not been entered into any of the catalogs of celestial bodies.” Russian scientists with the Search for Extraterrestrial Intelligence (SETI) discovered the signal in May, 2015, with the RATAN-600 radio telescope in Russia supposedly coming from the star HD 164595. The astronomy blog Centauri Dreams obtained a document from SETI that confirmed the signal. The blog also obtained a presentation of the study that will be presented at the 67th International Astronautical Congress (IAC). “The estimated probability ~2 X 10-4 to simulate the signal from the direction of the HD164595 by signal-like noise is small, therefore HD164595 is good candidate SETI,” reads the presentation obtained by Centauri Dreams . “Permanent monitoring of this target is needed.” Scientists originally believed that if the signal had actually come from the star, creating it would have taken more power to generate than humanity will be capable of producing for the next 100 to 200 years. HD 164595 was considered a relatively good candidate for an alien civilization as well. The star is similar to the sun, but 1.8 billion years older, and other scientists have already confirmed that there’s at least one planet orbiting it. HD 164595 is a mere 95 light years away from Earth, in the constellation Hercules. This is not the first time astronomers have suspected that stellar oddities were caused by aliens. In 1967, a graduate student in astronomy found a pulsing radio signal so predictable it seemed to be a sign of intelligent life. The astronomers even nicknamed the signal LGM-1, for “ little green men.” They believed they had detected a signal from an extraterrestrial civilization , but it turned out to be the first pulsar. However, recent research and discoveries indicate that alien life probably does exist elsewhere in the universe. Scientists not involved with the discovery previously estimated that the odds of humanity being the only civilization in the universe are less than one chance in about “10 billion trillion,” and that there have been roughly 10 billion alien civilizations in the history of the universe. Using a simplified version of the famous Drake Equation , the scientists concluded that the number of advanced alien civilizations in the universe is equal to the number of habitable planets multiplied by the likelihood of a technological species developing on one of these planets. Scientists found possible evidence of an extraterrestrial civilization last October , when astronomers with Yale University and other top schools published a study that used NASA’s Kepler Space Telescope to examine the star KIC 8462852. What astronomers found astounded them: The star had light patterns that were consistent with large orbiting masses that blocked out some of the star’s light. “We spent a long time trying to convince ourselves this wasn’t real. We just weren’t able to,” Ben Montet, a Caltech astronomer who co-authored the study, told Gizmodo. “None of the considered phenomena can alone explain the observations.” The dense formations near KIC 8462852 are similar to “Dyson Spheres,” hypothetical, energy-harvesting megastuctures aliens could build by rearranging their solar system. Scientists have pondered the existence of Dyson Spheres since the 1960s, thinking they could be a potential solution to energy problems faced by an extremely old civilization. SETI scientists have long argued humans could detect distant alien civilizations by looking for technological artifacts orbiting other stars. The masses near KIC 8462852 aren’t consistent with its age, leading scientists to believe they appeared around the star fairly recently. 42 There's A Gaping Obama Sized Hole In Pelosi's ISIS Narrative New documents released from House Minority Leader Nancy Pelosi’s computer by purported hacker Guccifer 2.0, reveal a Democratic background memo on ISIS that makes no mention of President Barack Obama’s decision to withdraw from Iraq. In fact, neither do Obama’s name nor his foreign policy decisions make an appearance in the document, despite the rise of ISIS occurring in tandem with his presidency. The document lays blame primarily (surprise!) on the 2003 invasion. It then leaps completely over any Obama administration culpability and lands squarely on then-Iraqi Prime Minister Nouri Al Maliki, saying: The Administration of Iraq’s Prime Minister (Maliki) was discriminatory to Sunnis, which helped recruit Sunni Iraqis to Zarqawi’s group. Maliki’s prejudicial governing style worsened after U. S. troops left Iraq, helping quickly deteriorate the situation further. 44 How A Minnesota Clinic Convinced Obama To Spring Three Cons Law professor Mark Osler told a federal inmate serving a life sentence that he would be a free man by New Years. The news came by the White House and the Department of Justice, which announced Tuesday President Barack Obama had commuted the sentences of 111 federal inmates. Osler holds the Robert and Marion Short Distinguished Chair in Law at the University of St. Thomas School of Law in Minneapolis. Before joining the law faculty, he was an assistant U. S. attorney in Detroit, during which time he prosecuted innumerable drug cases, enforcing the draconian sentencing laws he now rails against from academia. His road to Damascus moment came in 1997. At sentencing, a public defender named Andrew Denesmo, whom Osler frequently argued against, would urge leniency for his clients convicted of drug offenses by delivering a long polemic against the sentencing guidelines. To prevail in the hearing, Osler simply had to remind the judge of his legal obligation to proscribe a specific sentence — but Denesmo won the larger argument. “We have Jesus walking up to a legal execution, saying, ‘You who are without sin cast the first stone,’ challenging the moral right of the crowd to stone the adulteress,” Osler told Andrea Jones of Rolling Stone in 2014. “I remember thinking, ‘I’m the guy with the rock.'” Osler left the U. S. Attorney’s office and took up ethics-driven reform causes: clemency, sentencing and narcotics reform, and abolition of the death penalty. On arriving at the law school, he founded a commutation clinic for law students, the first of its kind in the nation. In the course of that work, Osler and his students encountered Ronald Blount, Rudy Martinez and Richard Van Winrow. All three had life sentences commuted by Obama Tuesday. Osler says he and his students took up their causes because they presented such a promising profile. Each man demonstrated meaningful commitments to rehabilitation, and they believed the sentences they received were wildly disproportionate to the severity of their crime. Such a fact posture makes an ideal candidate for a presidential commutation. (RELATED: Judge Overturns Conviction Of ‘Making A Murderer’ Subject) “These men were serving life for crimes—non-violent narcotics offenses— that seemed way out of line,” he told The Daily Caller News Foundation. “In addition, they had clean prison records and seemed devoted to their own rehabilitation despite the life sentence. In a very real way, they earned this chance.” The petition process involves several steps, explains Natasha VanLieshout, one of the law students participating in Osler’s clinic. She and her peers prepared executive summaries, which were reviewed by the Clemency Project 2014 , a working group of lawyers and advocates. After their candidates were approved by the Clemency Project, the students submitted petitions to the pardon attorney at the Justice Department. After several rounds of screening, the petitions they prepared were reviewed by the deputy attorney general, White House counsel, and Obama. (RELATED: The Justice Department Will No Longer Use Private Prisons) All candidates must satisfy eight criteria. They must be low-level offenders without significant criminal histories or ties to large-scale criminal enterprises. They also must be at least 10 years into their sentences. VanLieshout says the work was tense, sometimes pitting her role as an advocate against long distances and stringent prison guidelines. “In our case, my partner and I traveled to California not even knowing if we would be allowed to see Mr. Winrow,” she told TheDCNF. “If you are allowed to interview the client, it’s with the knowledge that this is likely to be the only time you’ll be allowed to meet with them and gather all the information necessary to write the petition. So you have to get the client to trust you, and answer some tough questions, in a very short amount of time.” Their effort was further bolstered by a sympathetic ear in the Oval Office. The president has issued 673 commutations since taking office, more than his 10 immediate predecessors combined. The commutations Osler and his clinic won Tuesday were three of over 200 announced by the administration just this month. White House Counsel Neil Eggleston says the president will continue using this power liberally until the end of his term. But exactly that sort of enthusiasm from the White House can generate unease among petitioners. Many know future presidents are unlikely to be as magnanimous on this topic, setting their petitions against a narrowing time frame — Obama leaves office in less than six months. “Watching President Obama’s term end has been like watching the clock on the bomb in a movie; you knew what the drop-dead date for this project was,” Osler said. “For some clients, there is a lot of stress– they see other people getting clemency in the previous rounds, and wonder why they were not included. Because there are no reasons given for grants or denials, there really is nothing you can tell those who are still waiting.” Relief to their anxiety came with the White House’s announcement Tuesday. “The happiest call you can make is to a man serving life in prison, and tell him that he will be free in 120 days,” Osler said. “ One of the calls I made today was to Ronald Blount, who has been calling me every Friday for two years. Today, I got to call him.” Blount was sentenced to a term of life for conspiracy to possess with intent to distribute cocaine in 1999. Martinez and Van Winrow won life sentences for drug offenses in 1992 and 1989, respectively. Osler and VanLieshout argue the key to an effective petition is a compelling narrative — a moving personal account rooted in the dignity of the prisoner, which emerges by its own power from the deluge of pleas that the Justice Department reviews. “It’s our job to make them care, to see their humanity, and to make others see it too,” VanLieshout says. “That’s what we focused on when we wrote our petitions, and I think that’s why professor Osler, and his clinic, have been successful.” “All of our lives are complicated, and part of a good clemency petition is telling the complete story of someone’s life,” Osler adds. 45 DOJ Hasn't Implemented Any Part Of Law Meant To Protect Cops A full 15 months after President Barack Obama signed the National Blue Alert Act, a USA Today report revealed the U. S. Department of Justice has not implemented any part of the legislation, meant to protect police from ambush attacks. The news comes one month after the National Law Enforcement Officers Memorial Fund (NLEOMF) published a report indicating instances of police deaths in the line of duty have increased 78 percent in the first half of 2016. The legislation, one of several measures recommended by the president’s Taskforce on 21st Century Policing, establishes a national network for tracking active threats against police, and disseminates an alert when credible threats against officers are identified. The legislation passed both chambers of Congress on a voice vote after an ambush-style attack in Brooklyn left two New York City Police Department officers dead. (RELATED: Cop Deaths Up 78% From Last Years) “What this legislation is going to do is to initiate a Blue Alert system so that when we know there is an active threat against law enforcement, that the alerts are going out at a comprehensive and expeditious way,” the president said when signing the law. USA Today issued a FOIA request to DOJ, seeking a variety of guidance documents and reports required by the legislation. The Department responded that no such documents existed because they had not yet begun to implement the law. DOJ explained in a separate statement that it took over a year to determine which office within the Department would be responsible for implementation of the statute. “Since the passage of the Blue Alert Act, the department has devoted time and consideration to ensure the most appropriate and well suited DOJ component lead this effort,” said Shannon Long of the Office of Community Oriented Policing Services. Thirty-two officers have been killed in firearms-related fatalities so far this year, compared to 18 deaths during the same period in 2015, according to the NLEOMF. A contentious discussion is expected over whether or not officials should allocate funds for a new bridge over the Potomac River to ease traffic flow in and out of Washington, D. C. Many advocates of public transit staunchly oppose a new bridge while declining ridership from SafeTrack repairs are gutting Metro’s revenue stream. “We’ve had a hard time understanding why they focus on that project, given Metro’s needs, and given the demonstrated demand and economic success of transit-oriented development,” Stewart Schwartz, executive director of the Coalition for Smarter Growth, told The Washington Post. The current surge of SafeTrack repairs includes disruptions to weekend service, which were added recently after a number of federal investigations. Inspections revealed familiar safety threats on all six lines of tracks throughout the transit system, similar to the mechanical issues blamed for the July 29 derailment of a silver line train in Virginia. The potential threats forced officials to overhaul their safety plan to meet the standards set forth by the FTA. Officials will shut down various portions of blue line track for two consecutive weekends as part of the revisions. The Franconia- Springfield station will close the first two weekends of September. Both the Franconia-Springfield and Van Dorn Street stations will be closed on Labor Day. 51 Ukrainian troops blast flaws in new ‘Molot’ mortars, manufacturer blames lack of training — RT News The M-120-15 Molot is Ukraine’s newest mortar launcher. Produced by the Kiev factory Mayak, the design is basically a reworking of the old Soviet 2B11 Sani mortar. The Ukrainian Defense Ministry ordered the development of the Molot when its stockpile of Sani mortars left over from the Soviet era began to run short, with the ministry wanting a domestically- produced model in series. The process apparently was completed in haste. According to Mayak, it took it only two months to finish the redesign. The new mortar was said to be made of better material and be more reliable than its Soviet predecessor. The specifications provided by the producer were almost identical to those of the prototype, although the Molot’s rate of fire was reduced to 12 rounds per minute compared to the Sani’s 15 rounds per minute. In June, the first Molots began to arrive in military units for trials, and reports emerged that their performance was discouraging. One example was a mortar battery commander’s report leaked to a popular Ukrainian military news site, which said all six Molots delivered to his unit stationed in the western Rovno region had jammed during trials. The commander also said the mortars were poorly painted and that they were rusting rapidly. Later in June, an officer was killed and eight other people injured when a mortar exploded at the Shiroky Lan range in the Nikolaev region. The mortar that failed was a Molot. No full report about the incident has been released so far, but several Ukrainian officials have claimed that the problem was with the shell, not the mortar. “We knew about this mortar since spring and it was said to be an unreliable weapon that constantly fails. That’s why we reacted accordingly when this piece of marvel arrived in our battalion two weeks ago,” one of the soldiers at the range told Strana.ua news website at the time. The controversy over the Molot escalated last week when Anatoly Tapolsky, a popular Ukrainian blogger currently serving in the army, criticized the mortar after his unit tried it. “It’s a bad copy of the Sani. The new mortars look shabby, the paint goes off just like that. We tried 12 Molots, and two of them failed – one just broke even before we erected it, another after the first shot,” he wrote on Facebook. “And another one really hurts. The Molot costs almost half a million [483,000 hryvnias, about $19,000] so I thought ‘OK, they cheated with the metal hiking the cost eight times, but they must have some really good optics. Molots have sights made in 1946! Made in the USSR,” he added. Facing the criticism, the head of Ukrainian military corporation Ukroboronprom, which includes Mayak, said on Tuesday there was nothing wrong with the mortar. “A commission established that the 120mm mortar Molot complies with the demands of the 1 category devices, i.e. new devices,” Roman Romanov told 5th television channel. He said the troops who complained about the Molot’s quality must have used them incorrectly and require proper training. He also rejected the allegations that the weapon was overpriced. Presidential aide Yury Biryukov said the old sights mentioned by Tapolsky were indeed old Soviet products and that Ukraine simply does not produce such devices domestically. He said revealing and eliminating flaws in a new design is a normal process. Domestic weapons production is a matter of public relations for the Ukrainian government. For over two decades after gaining independence it relied on old Soviet stockpiles and cooperation with Russia to meet its demand for weapons. After the new anti-Russian government came to power in Kiev it broke most of the ties with Moscow, but failed to secure supplies of weapons from its Western sponsors. Each new domestically produced weapon is reported as a major breakthrough by the Ukrainian military and media.

52 British kids as young as 3 think they’re ‘fat & ugly,’ survey reveals — RT UK The research , conducted by the Professional Association for Childcare and Early Years (PACEY), indicates that children start worrying about their weight as early as preschool. Nearly a third of childcare workers reported they have heard a child call themselves fat. Meanwhile, one in five childcare professionals reported having seen children reject food over worries it will make them “fat.” Ten percent of nursery and schoolteachers had heard children say that they felt ugly. The research indicates body image issues are now affecting children at a younger age. However, PACEY found the figures almost double as children grow older. Some 47 percent of childcarers witnessed anxieties about body image in children aged six to 10 years of age, the research shows. Dr Jacqueline Harding, an adviser to PACEY and child development expert, said: “By the age of three or four some children have already pretty much begun to make up their minds – and even hold strong views – about how bodies should look.” “There is also research evidence to suggest that some four-year-olds are aware of strategies as to how to lose weight.” PACEY chief executive Liz Bayram said the group is “shocked” by the number of young children concerned about body image and called for “greater training and guidance” to promote positive body image among children. “We were shocked that so many early years practitioners are observing body image issues amongst the very young children in their care and recognize that more needs to be done to support practitioners to address these issues,” she said. The majority of the 361 childcare practitioners surveyed by the group believe parents and peers have the biggest influence on children’s views on their bodies. Some 37 percent believe body image issues stem from peer groups, while 32 percent cited parents. Another 25 percent blamed the media for fueling a body-obsessed culture.

56 14 Arrested For Stealing $16 Million Food Stamps A group of store owners in Maryland were arrested for allegedly running a cash-for- food stamps scheme, stealing more than $16 million from taxpayer-funded welfare. U. S. attorneys indicted 14 owners and operators of nine separate stores around Baltimore, Md., Tuesday, and charged them with committing food stamps trafficking fraud, according to the announcement . “The food stamp program is intended to put food on the tables of needy recipients, not to put money in the pockets of greedy criminals,” Rod J. Rosenstein, U. S. attorney for Maryland said in a statement. “Honest storeowners work hard to earn a profit by actually selling food, and food producers and distributors also benefit. People who play by the rules deserve to know that criminals who defraud them will be held accountable.” Prosecutors allege that the 14 people would ring up fake charges on a customer’s Electronic Benefit Transfer (EBT) card, then split the cash value with the customer. Most of the stores in the indictment brought in around a million dollars by making fake transactions, but two stores raked more than $3.5 million each over the past six years. EBT cards work like a debit cards, which the federal government loads with taxpayer money every couple weeks. The store’s card reader can see the user’s account balance, and the funds for the purchase will be transferred directly to the store. 60 Green Beret Writes An Open Letter To Colin Kaepernick In an open letter to Colin Kaepernick criticizing his refusal to stand for the national anthem, former Seahawk and Green Beret Nate Boyer recalls the time he witnessed genocide in Sudan. “In 2004, I witnessed genocide firsthand in the Darfur region of Sudan,” he writes in the letter published by the Army Times. “The fact that hate and oppression still exist at that level in our world really hurts me. I met countless young Africans who were enamored with America and the opportunities that exist here. Those people would have given anything to experience what I had grown up with, even just for one day.” Boyer deployed multiple times to war zones as a Green Beret, including while enrolled at the University of Texas, where he played football for the Longhorns. He was a long snapper, and was later signed as a free agent by the Seahawks for the 2015 season before his release in August. “I joined the Army upon returning to the U. S. because I believed people like that were worth fighting for,” Boyer continues in the letter. “De Oppresso Liber (‘To Free the Oppressed’) is the Army Special Forces motto, and the reason I wanted to become a Green Beret. I didn’t enlist to fight for what we already have here; I did it because I wanted to fight for what those people didn’t have there: Freedom.” Boyer spends the opening and ending paragraphs qualifying his criticism of Kaepernick, and affirming the 49ers quarterback’s right to protest in any way he chooses. He explains he didn’t want to add more hate to the furious conversation Kaepernick started, and is listening to what he’s saying. But, he writes the protest “angered” him, and defends the U. S. in its efforts to overcome what racism he acknowledges still remains. “Overcoming racism at home is a slow process, and we still have a long way to go, but most of us are trying,” he writes. “That’s what sets us apart from so many other places. In this country, no matter who you are, where you come from, what color you are, you can try.” Speaking of his pride during the one time he got to stand on the sidelines of an NFL game for the national anthem, he adds: “As I ran out of the tunnel with the American flag I could feel myself swelling with pride, and as I stood on the sideline with my hand on my heart as the anthem began, that swelling burst into tears. I thought about how far I’d come and the men I’d fought alongside who didn’t make it back. 61 For Tea Party, 2016 Looks A Lot Different From 2010 Last night, incumbent Senators John McCain and Marco Rubio coasted to victory. It wasn’t exactly the fight of their lives. What a contrast to 2010, when insurgents (led by Sen. Jim DeMint and then- powerful Tea Party groups) boosted candidates like Rand Paul, Christine O’Donnell, Mike Lee, Sharron Angle, Joe Miller (who ultimately fell to Sen. Murkowski’s write-in campaign), Pat Toomey, and the aforementioned Rubio over establishment favorites in the primaries. Waves don’t just bring in the sturdy boats; they also bring in some rickety ones that shouldn’t have been considered seaworthy. So these developments turned out to be a mixed bag. But if the goal was to (A) scare the establishment into being more conservative, and (B) inject some new blood into the system, then they did just that. That’s what makes 2016 all the more amazing. During the Republican presidential primary, representatives from this young crop of Tea Party conservatives (Scott Walker, Ted Cruz, Marco Rubio, et al.) were pushed aside in favor of a liberal who wasn’t even involved in the Tea Party revolution. Enter Donald Trump. The casino mogul’s success specifically hinged on voters turning against the establishment — so you might expect that the Trump zeitgeist would create downstream ripples and cause problems for establishment incumbents, right? Not so. Putting aside the presidential primary, the 2016 GOP primary results show that Trump is merely a cult of personality—or that his constituency amounts to a minority of the primary electorate (he won only because of a large primary field). Either way, his success isn’t transferable to down-ballot insurgents. Incumbents, it seems, can rest easy again.

A spokesperson from Reuters confirmed that the media company is on the hunt for an integrated agency which can provide a comprehensive ‘go-to-market’ strategy and help it sell this proposition to brands. “Reuters Solutions put out an RFP for a go-to-market strategy to articulate and raise awareness of how brands and advertisers can harness the experience, infrastructure and unique capabilities of the world’s largest international news agency,” the spokesperson said. It is the first tender of its kind for Reuters, as it looks to develop a closer relationship with advertisers. The RFP is for a one-off piece of work with a defined scope for its Reuters Solutions division, the publisher revealed. In January 2016, the mass media company formed Reuters Solutions, an in- house creative agency to offer advertising and content solutions for brands. The creation of the in-house agency brings together Reuters.com, its mobile apps, Reuters TV, 17 global websites including 12 local-language sites and Reuters' social media channels under one umbrella. It means advertisers now have a single contact to deal with to purchase Reuters' advertising, custom content and distribution offerings. 63 How do you help young girls feel happier? Selfies, celebrities and social media - there has never been more pressure to look good 24/7. More than a third of girls aged 10 to 15 years old are unhappy with their appearance and a quarter are unhappy with their lives, a new report from the Children's Society's has found . While boys' sense of happiness remained stable, girls' happiness has plunged. So why are girls suffering from low self-esteem and what can we do to make them feel better about themselves? Nicky Hutchinson, a body image expert who works with schools, said she was surprised that the statistics weren't worse. "It's just this generation," she said, "you have to promote yourself all the time, it's a PR job. " While people have always been interested in celebrity culture, today's celebrity world is "extreme" she said, pointing to celebrities who advertise their lives on social media or reality TV. "There's this fake world that they've all created - taking 100 selfies just to get the one good one. " "What's new is that you have to post to everyone - in the past people wouldn't know what party you'd been to but now it's all posted and public - your social life. It's real misery for teenagers. " Social media encourages people to present a personal brand from a young age, and to seek reassurance in the form of likes and shares. This amounts to "enormous pressure" on girls, says Nick Harrop from the charity YoungMinds. Therapist and agony aunt Emma Kenny said: "We edit our lives constantly on social media but also we have to look at the deeper-rooted issue - which is the fact that young girls know from a very early age that they are judged on their appearance. " Girls need to know the facts about Photoshopping, that celebrities are being "airbrushed to their very core" and they need to question the images they are seeing. Ms Hutchinson said girls are relieved when they discover the facts. She said: "Question advertisements and photos and how real they are. Looking at the stars on the red carpet - ask [girls] how long they thought it took them to get ready. " Having honest images in the house and encouraging conversations about women's aspirations can help dispel the "myth of celebrity", said Mrs Kenny. She said Photoshopped images are "creating foundations on sand because your looks don't last and actually they're not aspirational". Ms Hutchinson said: "Parents should tell their daughters about the other parts of them that they appreciate - their sense of humour, or how brave they are. "It's about letting them know about the good bits about them that are not about how they look. " Ms Hutchinson urges parents to concentrate on girls' qualities and individuality rather than focusing on their appearance - and it is worth starting from a young age. "I've seen girls aged eight, nine or 10 saying their thighs are too big - it's not just teenagers. Start before they are feeling the pressure of being a teenager," she said. Girls can learn from a really young age that legs are for running and arms are for lifting, she added, "bodies are for use - and are not ornaments". Social media is here to stay and it can be a force for good - so there's no point banning it. But Mrs Kenny says your child will be much happier if you "limit it rigorously". Girls are spending a lot more time on social media than boys, according to Lucy Capron from the Children's Society: "Up to three hours a night in some cases. " Psychologist Lucy Beresford suggests introducing a family protocol. Limit time spent on social media, make it a rule that homework has to be done before spending time online, or ban it during mealtimes or on Sunday mornings. Keep phone chargers out of bedrooms so devices can't be used at night. "Make it a treat and not a constant", Ms Beresford said. Ms Beresford said the pressure to be perfect doesn't just come from social media. She said parents must monitor their own behaviour. "We pick up our way of operating from our family - for example, if you're always going on about your weight - be very careful," she said. What you say around the dinner table, the messages you send out about your daughter's life and your own life are very important, Ms Beresford said. She added: "We think we are being kind when we say girls can have it all, but girls can feel a bit scared by that. " Talk to girls about all the options - even if your answer "ends up being three times as long". Being open for conversation is key - and you can start with the small stuff. Ms Beresford said: "They need to have proper conversations with you. Have conversations about random stuff - the latest on Justin Beiber, anything, and the serious stuff will follow. " She said people need to be open and available for conversations, no matter how busy or important you are. YoungMinds' Nick Harrop said parents should take it seriously if their child is consistently anxious, unhappy, angry or withdrawn. He said: "Let them know you're concerned about them and are there if they need you. "Try to talk to them openly, without judging them or rushing to tell them what to do - and if they don't want to talk, try contacting them through text or email. 64 Autism in women 'significantly under- diagnosed' The National Autistic Society is calling for changes and improvements in the diagnosis of girls and women with the condition. When Hans Asperger first defined autistic psychopathy in 1944, he was talking about boys. He thought no women or girls were affected by the condition. This is his definition: "A lack of empathy, little ability to form friendships, one-sided conversations, intense absorption in a special interest, and clumsy movements. " Asperger later revised his thinking, but the tradition has stuck. Autism remains a condition predominantly associated with boys and men. Statistical studies over the years have proved inconclusive. A 1993 research paper in Sweden found a boy-to-girl ratio of four-to-one. Others put the ratio at 16-to-one. A more recent study, by the National Autistic Society in 2015, suggests it may be three-to-one. But there is growing evidence that more girls and women have the condition than was originally thought and that it is being significantly under-diagnosed. We met Millie at home in Norfolk. She wears a weighted jacket - it helps to calm her mood, she stands to do everything, she finds it hard to socialise, to make eye contact, to form relationships. "I find it really difficult to make friends, because I find people really, really difficult," she says. "I find it hard to understand people a lot in the way that they feel or what they mean, and this leads me to feel embarrassed, and I feel like I should get out of everyone's way just for convenience. " Millie, 14, was diagnosed with Asperger's syndrome two years ago. It came as a relief. "It made my life easier because then I could say, 'This is the way I am.' "I know that sometimes I can be a bit of a problem, but I'm not intending to do it. "It's just the way my brain works. " Why are fewer girls and women diagnosed with the condition? Experts believe it may be because girls are better at masking the symptoms - better at copying social norms while not necessarily understanding them. Emily, 29, works at the National Autistic Society. "When you meet me, I don't come across necessarily on first glance as being autistic," she says. "I will come into work perfectly, get through the day perfectly, and then I'll go home to a quiet dark room. "I'll be non-verbal, so I won't be able to speak, won't be able to communicate and will take about four hours to reset. " The anxiety of coping with day-to-day life led to a series of what Emily calls meltdowns and shutdowns. She was misdiagnosed with a series of mental health problems - bipolar, borderline personality disorder - and given treatments she says made things worse. Her diagnosis of autism last year changed everything. "It was basically an instant turning point," she says. "I'm a radically different person. "I understand who I am and how my way of relating to the world might differ, so I can make that something that's successful. " There is another reason many girls and women may be missing from the statistics. The diagnostic criteria for autism spectrum disorders has largely been based on the behavioural characteristics of boys and men. Charities are now campaigning for changes, to recognise the more nuanced way girls and women may present with the condition. That is what has just happened in Scotland. The Scottish Intercollegiate Guidelines Network, which produces clinical practice guidelines for the NHS in Scotland, published new guidance in July. Consultant psychiatrist Iain McClure, who helped draw up the guidelines, says there is growing evidence showing differences in how males and females with autism present. "A teenage girl with autism might for example be integrated into a peer group, and often they're talking about how they're pretending to be normal," he says. "They're trying to fit in with the group and they are following the same sort of interest that the peer group have got but perhaps in a more bizarre or unusual way. "So, when you actually get into the detail, you start to see how this problem is more camouflaged but still subtly present. " Iain McClure is convinced there are many women and girls who are developing mental health problems, anxiety, depression, eating disorders, because their actual condition is not being spotted. "I keep seeing patients who have got autism, but we didn't know they had it," he says. "What's happened is they've developed a kind of burnout. "So, it's really important to try and recognise these difficulties as early as possible. "Knowledge is power - if you understand a problem you can do something about it. " Back in Norfolk, Millie helps her father, Roger, in the garden. There's no history of autism in the family, and Roger says they went through a series of emotions when the diagnosis was made - confusion, shock, denial and finally acceptance. Wiping away tears, he tells me: "With that acceptance, you come to realise the really good points. "Millie looks at the world in a completely different way and picks up on things that I can't. "It's a shame that not enough people understand the condition. And my concern more than anything else is that when Millie's older, people are not going to see what I see. " Millie is now getting concentrated, targeted help and is doing well at school. The call today from the National Autistic Society is for the diagnosis of girls and women to change and improve so many more can also get the help they need.

65 Security warning for UK churches after French priest murder New security guidance is being sent to every church in the UK following the murder of French priest Father Jacques Hamel by suspected Islamist militants. The organisation National Churchwatch is advising that all church buildings should have CCTV. A single public entrance that can be slammed shut against attackers and personal attack alarms for key personnel are also advised. Churches in smaller villages are at greater risk of attack, it warned. The advice states: "If someone produces a weapon during a service (and this will usually be a knife or blunt instrument) then you will need to get people out of the church. Do not let them just sit there and watch what is going on. "They are at risk. It only takes seconds for someone to stab a large number of people as we have seen in various attacks around the country. "Think about how you would get the congregation out. This is especially important in larger churches where the children may be separated from their parents in a Sunday School. " National Churchwatch's director, Nick Tolson, said eight clergy had been murdered - all in knife attacks - since 1996. He said the risk of an attack had risen since the murder in July of Father Hamel, who had his throat cut when two men stormed his church in a suburb of Rouen, northern France, during Mass. "My experience tells me it won't be a large church or cathedral," he said. "It'll be a small church where there's not much around and the police are a long way away. " The Church of England said it had not heard of any reported instructions to clergy to wear regular clothes. "We do not know of any instruction or advice for clergy not to wear dog collars," said a spokesman. Christian leaders have said clergy should never resort to disguise. The leader of Coptic Orthodox Christians in the UK, Bishop Anba Angaelos, said: "While potentially making us targets our visible presence is needed as reconciling, peaceful resilience for the world. " The Anglican archdeacon of London, the Venerable Luke Miller, said: "Clerical dress in public is a sign of our mission of the Prince of Peace. We must not be terrorised out of it. "

66 Curved screen Predator laptop unveiled by Acer at Ifa Acer has unveiled the world's first laptop to feature a curved screen. The company says the innovation should make it more immersive to play video games on the machine. Several TVs already feature curved displays, but the feature has proved to be divisive because it has both benefits and disadvantages over flat-panel technology. The Taiwanese company also announced it had acquired a pet technology start-up, at a press conference in Berlin. Several other consumer electronics brands - including Samsung, Lenovo, DJI, Sony and Huawei - are set to unveil new kit of their own at the Ifa technology show in the German capital this week. The Predator notebook's screen is much bigger than the norm - measuring 21in (53.3cm) - but it is its shape that made it possible for the company to claim a "world's first". "The curvature of the screen matches the natural curve of the eyes and gives a wider field of view," Acer Europe's John Miedema told the BBC. "This allows people to pick-up in-game details, like spotting enemies or looking in the rear view mirror in racing games, more easily to give a better, more immersive gaming experience. " Curved screens are widely used in cinemas and first appeared in TVs about three years ago. They are also said to produce a greater sense of depth , because the images they show are not on a single plane. Samsung, in particular, has been a strong advocate of the technology. Its two highest-end TVs come only in curved designs. But other manufacturers have experimented with and then abandoned the look. "Curved screens are great if you are in exactly the right position and equidistant from the various points of the display, but as soon as you are not in the ideal place you get distortions of the image and glare," said David Mercer, from the consultants Strategy Analytics. "With TVs this is a problem, as you tend to have more than one person watching at a time. "But I can imagine it makes more sense on a laptop for a single user. " However, one games hardware expert had doubts. "It's a bit of a marketing gimmick because while 21in is massive in laptop terms, it's not particularly big in general screen real estate," said Dave James, from the PCGamesN news site. "Desktop monitors are normally 34in or higher for a good curved screen, and that makes a difference as it wraps around your field of view. "For a 21in laptop, your face would have to be extremely close to it to get the effect. "The fact the Predator's screen has an ultra-wide aspect ratio is probably more exciting for gamers. " The model's other unusual feature is the inclusion of eye-tracking technology developed by Sweden's Tobii. It was originally developed to help people with disabilities control PCs. Acer follows another Taiwanese company, MSI, in building the sensors into a laptop. They allow gamers to: Tobii first revealed how its tech could be used to enhance PC video games nearly two years ago. But, at present, few titles support the feature. "Acer kept referring to Assassin's Creed Syndicate because it was just about the only game it could point to," said Mr James. Deus Ex: Mankind Divided and Tom Clancy's The Division are among other compatible titles . "I think it's niche in application," said Piers Harding-Rolls, from the consultancy IHS. "Eye-tracking technology is much more interesting when it comes to virtual reality. "Acer is building the Star VR headset [which integrates Tobii's tech], and this is probably a result of it thinking where else it could use it. " At Ifa, Acer also revealed it had acquired the start-up Pawbo. The company makes webcams that allow owners to watch and remotely play with cats and dogs by shining a laser and releasing treats. Acer announced a new model that allowed up to eight people to interact with a pet at once, as well as accessories including a remote control "cat teaser" and a toy rodent that could be made to pop up out of a surface. The company said pet owners had spent a total of $104bn (£79bn) on their animal companions last year. It forecast the sector would grow by 24% by 2019. Until now, Motorola Mobility had been the only major tech company to have targeted the sector, although there are dozens of smaller firms involved.

67 Southern Health NHS Trust boss Katrina Percy's new role causes anger An NHS trust's decision to move its boss to a new role with the same salary is a "scandal", according to the mother of a teenager who died under its watch. Chief executive Katrina Percy resigned on Tuesday following pressure over the way Southern Health NHS Foundation Trust investigated patient deaths. Ms Percy's salary is quoted in the trust's annual report as between £180,000 and £190,000. Sara Ryan said: "It is a scandal... it doesn't happen in the real world. " An NHS England-commissioned probe found 272 of the 722 deaths over the last four years at the trust were dealt with properly. In June, the trust accepted responsibility for the death of Ms Ryan's 18-year- old son Connor Sparrowhawk, who drowned in a bath at Slade House in Oxford. Southern admitted it caused the death of Connor, who had suffered an epileptic seizure before he died in July 2013, and offered his family £80,000 compensation. Talking about Ms Percy's new job, Ms Ryan said: "This is public money that is paying for this ridiculously over-inflated salary. "She failed as a chief executive. How she could possibly keep the same salary? " Gail Hanrahan, from the Oxfordshire Family Support Network, said people were "really angry". She added: "It's typical NHS culture, just shifting the deck chairs. "There seems to be no consequences for her after years of documented failure... nothing surprises me anymore with what the trust do. "They seem to go against everything that makes sense to everybody. "It makes you wonder what you have to do to get sacked from a high powered NHS job. " Rob Greig, the former Department of Health director for learning disabilities, said the salary was not appropriate for an advisory role. "Any reputable job evaluation process would not conclude that those two jobs merited the same salary. " The trust's chairman Tim Smart described the job as an "alternative role working with local GP leaders providing strategic advice on the transformation of local health services". "There is vital work that needs to be done for which she is ideally suited," he said.

68 Stolen turtle Clyde returned safe and well to aquarium A turtle that was stolen from a tank at its aquarium home has been returned safe and well in a washing-up bowl. The 20cm (8ins) mud turtle, known as Clyde, was taken by a boy who climbed into the tank at Blue Planet Aquarium in Ellesmere Port on Tuesday. Police, who had warned that Clyde could die without specialist care, said the turtle was returned earlier. CCTV images showed a boy carrying something under his jumper, which police thought was Clyde. "The boy was completely soaked and had no top on, which may have attracted your attention," said Det Sgt Rob Grantham, of Cheshire Police,. A spokeswoman for Cheshire Police said on Wednesday: "Clyde was returned by a group of people. We are talking to them. "

69 The Drum Network does retail: Securing customer loyalty Has anyone stood in Curry's and used their mobile to see if they could buy the MacBook they are currently staring at cheaper on Amazon? You are not alone. Consumer shopping habits have changed and loyalty is increasingly hard for brands to acquire. Here Carla Heath of Whippet asks if traditional loyalty schemes are enough. We’re living in a new retail age, where customer loyalty is becoming harder and harder to earn. Advances in technology combined with changes in our working and social lives have dramatically changed shopping behaviour over the last decade, while multiple channels mean that the customer journey is no longer so linear, but fluid and changing. There are more opportunities than ever for customers to buy from a competitor. So how do retailers keep people coming back? Historically retailers have used traditional schemes such as Tesco Clubcard and Boots Advantage Card as a key weapon in the battle for loyalty. Such schemes provide customers with a perception of added value in the form of discounts and offers (often personalised to the customer). In return, the retailer benefits from access to customer data enabling them to further target their marketing and engagement with customers. Win win. Waitrose and M&S have recently taken this one step further introducing the My Waitrose card and the Sparks Card respectively. Both these programmes reward customers without the need to collect points and are positioned as being more like a members club, offering freebies and exclusive invitations. But are these schemes enough? We’ve noticed retailers becoming even more sophisticated in their approach recently, wooing customers with new ways to create loyalty centred around a core theme of trust. Build trust in your brand by delivering everything a customer needs – in a way they want it, when they want it – a true ‘shop your way’ approach – and why would they go anywhere else? So how can retailers build this trust to ensure they capture loyalty? One of the key areas is convenience. This can simply be a matter of location - a store en route for customers (commuting or on the school run, etc.) will encourage return business simply because of ease. Another, more traditional way to increase loyalty is through ‘giving back’. Today’s increasingly savvy customer is wary of marketing gimmicks, bold claims and over-promising. But retailers who offer genuine added value to customers’ – and others’ – lives through corporate responsibility initiatives go a long way to earn trust. The Tesco ‘Eat Happy’ project is once such initiative. It promotes a healthy relationship between children and food by educating them on where their food comes from and how it gets onto their plates. It brilliantly places Tesco as the supermarket that customers can trust to look after the health of their family. The addition of innovative technology is another way retailers are developing a more convenient and personalised customer experience. The best of these innovations ease the shopping process and seamlessly link channels allowing customers to move through the brand experience painlessly. Tesco’s new mobile payment service, Payqwiq, is a good example. This allows shoppers to store their debit card and Tesco Clubcard details and pay for baskets worth up to £400 – dwarfing Apple Pay’s £30 spending limit. Customers simply present their mobile at the checkout to pay, redeem offers and collect loyalty points – all in one. It’s faster, and has the added trust advantage that everything is kept one secure place. Finally, there’s no escaping the fact that customers constantly modify their shopping routines and will go a long way to ensure they receive a great price (whether this is physical distance or cross channels and brands). Therefore, a clear and well-communicated value proposition is an absolutely fundamental foundation for all retailers in the battle to earn customer loyalty. Retail brands may have very different propositions, but they are all striving to communicate one thing when it comes to price - that they’re great value (in fact, just as great value as the competition) and therefore encourage customers to keep coming back. The mysterious synth-soundtracked ad promoting the Netflix Original sees the show's title sequence interlaced with what appear to be episode titles for the new nine-part series, including 'Madmax', 'the pumpkin patch' and 'the lost brother' The show's creators, The Duffer Brothers, previously hinted that there would be a second series in an interview with Variety. "We leave these dangling threads at the end. If people respond to this show and we get to continue this story — we had those initial discussions of where we might go with it. 73 Brands need more than trophy athletes to be memorable Once the International Olympic Committee (IOC) announced that non- sponsors could feature Olympics competitors in their advertising, deploying athletes became a popular means of attaching a brand to the hype surrounding the Games. However, with sponsorship deals getting pricier, marketers may well question the need for an ad full of famous ambassadors. To see how viewers responded to athletes in Olympic advertising, Neuro- Insight analysed four popular ads from the Games: from Gillette, Visa, Coca-Cola and the National Lottery. A panel of viewers were fitted with headsets and their second by second brain responses to each piece of creative were monitored. We assessed their engagement, emotional response and, crucially, what was encoded into memory; the latter being a key indicator of future purchase intent. What we found was that athletes don’t have to be famous in order to elicit high levels of memory encoding. In fact, they don’t even have to be real. Having an interesting story which naturally links the athletes and the product (visually and through narrative development) is far more likely to convey key messages and deliver memorable advertising than an ad that simply showcases a trophy athlete. Here’s how it works for each ad: Gillette’s ‘Perfect isn’t pretty’ spot showcases big names – like footballer Neymar Jr and swimmer Ning Zetao – and these athletes are, crucially, linked closely to the product. Memory encoding is fairly high when the athletes are first introduced, but response is strongest when they are used alongside messages that are linked to the visuals, such as: ‘Your face takes a beating’ – just as Neymar takes a football to the face. Synchronising lines with on-screen action can help the brain encode brand messages more powerfully, so this is a smart use of brand ambassadors by Gillette. National Lottery’s ‘I Am Team GB’ animation doesn’t feature any well-known athletes, but the ad neatly links the Lottery and Team GB through flying lottery tickets, literally transforming animated characters into Team GB competitors. The narrative is clear, helping the brain to easily encode the message of the ad and we see a strong peak of memory encoding at the end, when the logo appears. It goes to show that you do not necessarily need expensive sporting stars to strongly link your brand to the sporting action. Visa’s ‘The Heart’ elicits strong memory encoding and viewers engage with the “beating heart” story, even though the focus isn’t on a famous athlete. However, despite viewers’ involvement in the story, memory response to the Visa brand is relatively low. The link between Visa and the preceding story is made at a literal level – “The beating heart of payments” – which requires conscious mental processing to work out. Unlike some of the other ads, the connection isn’t naturally made. Coca-Cola’s ‘Feelings’ spot uses well-known athletes aligned with a clear narrative; a construct we would expect to work very well, and it does. However, interestingly, what comes across most powerfully of all is the iconic Coke bottle, and this is strongly encoded into memory almost regardless of the athletes around it. So the ad works well for the brand – but maybe with the suspicion that it might have worked just as well without the expense of the sponsored athletes surrounding it. 74 ‘You need to be outspoken and very clear’: Flo Heiss on what it takes to be a great creative The Drum recently caught up with Flo Heiss, partner at Studio of Art & Commerce, to find out what he thinks it takes to be a great creative. Here’s what he had to say... As a great creative you always need to be up to something and doing stuff. Never stop. I’m always collecting things. There is a difference between people who are doing stuff all the time, who are always up to something, using what they have found, what they have seen and their experiences to infuse their work, and those who just get a brief and go out and try to find something. They have a great depository of writing, of film and images. They have stuff in their pockets so that when a brief lands on their desk they already have an idea of what it could be. Never start with nothing. Have a mental library of images and a keep a memory of everything that goes on in your life because 99 per cent of the things you make or write about as a creative are autobiographical. Another thing, which is difficult, is that you have to stay strong in your belief of what you are coming up with. Have the strength to say ‘let’s try this, stay with me a bit for this, it’s an inflatable cactus’. Coming up with the idea is the easy part, but taking everybody with you as a creative is quite difficult sometimes and it’s also a skill. When pushing forward with an idea you have to be very specific about what you are talking about. You need to be outspoken and very clear. Tell a story around it with amusing images and bring it to life. Also, be open for people to say that they don’t quite get it and then stop and consider that maybe it’s not a good idea or the right thing. As a creative, you never know as much as your team or the client know. Often a client suggestion does make something better. If your idea is a bunch of flowers, and it ends up as a bunch of flowers with a few different arrangements in it, that’s fine. But if it ends up looking like a cactus then it’s not fine. Those big commercial films run against common wisdom and there’s a beauty in that, but it has to be strong enough to carry everyone along. You should always try out an idea. As much as you think you have something, it will never end up like that because it changes all the time. There comes a point where you have to start making something and trying things out to find out if it is a good idea. This happens more and more but I don’t think it happens often enough because your clients and your colleagues have to buy in to uncertainty, and people love certainty. When you can’t find the idea, at that point you have to force yourself to start with something. I read Paul Arden’s book and his advice is that if you are stuck just use the first thing that comes into your mind. Look out of the window and use the bird flying past and start writing with that. I have used that as a mechanic ever since. If you are blank just start with something. Start with a picture you took - write about it and it will get you into it because only by doing something can you get out of this rut. 75 Dropbox and iPhone hacks highlight the need for brands to plan for cybercrime Today's news that Dropbox hackers stole 68 million passwords and last week's reports that the iPhone could be hacked with a single click are the latest cyber security challenge to face major brands. Knowing what to say and when is one of the biggest challenges for any brand which discovers that it has been hacked. When Sony remained tight lipped in the aftermath of a cyber attack on its PlayStation Network it was castigated for withholding important information from its customers. When Talk Talk quickly went public , it was criticised for its vague response. So what should a business or brand do when (rather than if) it discovers it has been the victim of cyber crime? Here are 10 steps you can take to ensure your reputation is protected in the event of an attack. 1. Confirm legal and regulatory requirements Knowing how much to say and when is one of the trickiest decisions to make in the event of a data breach. But the starting point should always be the regulatory and legal requirements for disclosure. Make sure that you know what is required of your business. 2. Conduct a cyber reputational risk analysis ‘Cyber crime’ covers a multitude of sins and different kinds of attack will affect the reputations of brands in different ways. Take time to assess what kinds of cyber attack are most likely to affect your organisation and, crucially, which kind of attack would do most reputational damage. 3. Conduct scenario planning A quick and effective response to cyber attack is impossible without thought beforehand. Assemble key people in advance of an incident to consider how an attack could play out and your response to it. Identify information, capability, resource, knowledge and training gaps to be addressed. 4. Create an incident response plan Based on your reputational risk analysis and scenario planning, build a cyber incident response plan (either as a standalone or as an adjunct to your overall crisis management plan). 5. Prepare to communicate Time is of the essence when cyber crime strikes so planning your communication beforehand is essential. Agree message themes to be used in response to a data breach, identify key stakeholders, determine the best communication channels to reach them and ensure you have their contact details to hand. Pre-prepare core communication materials such as your initial media statement and internal briefing. Work out how you will deploy your social media channels. 6. Build your cyber incident response team Identify the people who would be critical to responding to a data breach and include them in your response plan. Make sure that you include their out of hours contact details – hackers don’t work from 9 to 5. 7. Discuss response protocols ahead of time Have key members of your incident response team (IT, legal, marketing, communications, customer service and HR) meet beforehand and agree principles for cyber incident response. Don’t wait until a crisis breaks to find that your communication and legal teams have very different perspectives on what to say and when. 8. Train your spokesperson Communicating about a data breach is challenging and sensitive: admitting that you don’t know exactly what has happened is uncomfortable, but saying nothing can be the most damaging thing of all. Give your cyber spokespeople media training to ensure they are able to communicate clearly and credibly under pressure. 9. Run cyber exercises When your planning and training is complete, run a simulation exercise to rehearse your team, test the plan and identify where further improvements can be made. Never wait for a real incident to find out whether your plan works and your team has the skills to succeed. 10. Review and learn Most businesses will be subjected to a cyber attack at some point. If it happens to your organisation, never resume business as usual without a full review of what happened and actions to be taken as a result. Most reputations can withstand a single incident; multiple failures are harder to defend. Security and cyber experts are working flat out to develop safeguards and technological solutions to stay one step ahead of the bad guys. Sadly they can never be 100 per cent successful, so planning how brands would communicate in the event of a cyber-attack is essential. 77 We carried out a digital detox – and all it did was remind us digital is everywhere Last week, we conducted an experiment. We challenged everyone in the agency to give up their mobile phone for 24 hours. Could an office full of digital natives survive in the urban jungle without their precious smartphones? The first problem was getting people to take the plunge. “I could easily live without my phone,” was a typical response... “Just not today.” Of the people that we did manage to persuade to participate, there were no huge surprises. They felt disconnected, discombobulated and anxious. Several confessed to cheating, using a tablet or a back-up phone to sneak a peek at Twitter or get a Facebook fix. In fact, our experiment chimed perfectly with the findings of the latest Ofcom Report on the Communications Market, which found that 59 per cent of internet users said they were ‘hooked’, while nearly half (47 per cent) reported that they feel lost when they can’t get online. “Internet addiction” and “digital detox” make for nice headlines, and the Ofcom report received widespread media coverage. But digging a bit further into the feedback from our guinea pigs reveals a more interesting insight. Because without their mobile phones, some people struggled with the basics of day-to-day existence. They couldn’t pay for the bus, because their phone has replaced their Oyster card. They couldn’t get a cab, because a cab means an Uber. They couldn’t order dinner without Just Eat, or watch TV without streaming Netflix from their mobile. One of our account directors had to wait for her boyfriend to return home to turn the heating on, as their connected home depends entirely on the phone as a control panel. All of which hints at a bigger issue in the way that we think about technology. Ofcom reports Internet and Online Content as a category alongside TV, Radio, Telecoms and Post. The latest Ofcom survey still asks people how many times they ‘access the internet’ each day (more than 50 times, according to 11 per cent of us). But as technology and connectivity become ever more embedded into our lives, the idea of ‘accessing the internet’ seems increasingly irrelevant. If I use Apple Pay to buy a sandwich at Pret, have I accessed the internet? Does using WhatsApp count as ‘being online’, while sending the same message via SMS is offline? When connectivity becomes ubiquitous and invisible, it becomes more like electricity – something that is just there. And thinking about the internet as another form of communication – a channel like TV, radio or post – becomes increasingly unhelpful. This isn’t just a problem for Ofcom. Are they supposed to regulate the internet of things – millions of devices talking to each other all the time, often with no human intervention? It’s also a challenge for businesses. Historically, responsibility for digital sat with either the IT department (because they did PCs, printers and networks), or with marketing (because they did adverts, communications and media). But if digital is everywhere, then it becomes the responsibility of everyone. And if you want to prove that digital has an impact on everyone in your organisation, I suggest a little experiment… ask everyone in your organisation to give up their mobile for a day, and see how many volunteers you get. 79 More scientific approach needed to appoint a new public protector Firstly, the recruitment and selection ad hoc committee assembled to make the decision consists entirely of politicians. It has 11 members – six from the governing African National Congress, two from the main opposition Democratic Alliance, one from the Economic Freedom Fighters and two from smaller parties. All represent their party interests. This hugely compromises the professional ethics of recruitment and selection. The second problem is that a mere interview process is inadequate if the aim is to identify behavioural characteristics like integrity, honesty and reliability. These are characteristics the public protector needs to have. These problems could be addressed if a more competency based assessment selection method was used. A more professional approach would be appropriate since the key post should be occupied by an apolitical, professional person. He or she is not an elected political office bearer. The public protector’s job is to promote clean governance in public administration. It has the power to investigate improper conduct in any sphere of government. Its goal is to strengthen South Africa’s constitutional democracy. A proper job analysis The public protector is required to be “fit and proper”. That means he or she must be honest, have integrity and be reliable. A proper job analysis would provide a more specific and detailed account of these key behavioural competencies. Because the current process relies on interviews, it opens the door for personal judgement and biases. Interview questions are not informed by a proper job analysis exercise. A job analysis is a technical process. It is a systematic review of a job that culminates in identifying and determining in detail the particular duties of a job (job description) and its requirements (job specification). The process also provides details about the relative importance of the identified duties and requirements of a given job. The private sector is often viewed as being more efficient and effective than the public sector. This is partly because, for the most part, it recruits the candidates who are best qualified. This is possible because of a thorough job analysis to determine a particular job’s inherent requirements. These include the right personality, which is often determined through instruments or exercises that assess behavioural attributes. Psychologist Alwyn Moerdyk defines assessment as “the process of determining the presence of, and/or the extent to which, an object, person, group or system possesses a particular property, characteristic or attribute . This is only possible through professionally managed job analysis process. This shouldn’t be difficult given that Madonsela has provided a benchmark in terms of the required properties, characteristics and attributes to seek in her successor. Her courage and integrity brought prestige to the office and made it one of South Africa’s most trusted public governance institutions. The process of a competency-based assessment is predicated on the job specification and description. It eliminates biases and subjectivity. It is also the basis on which interviews are done. Good interview questions would be aimed at identifying a “fit and proper” candidate by interrogating their character. Only competency based interviews can achieve this. The basis of competency-based assessment rests on the underlying principle that past behaviour predicts future performance. It directly measures skills and abilities specifically relating to, in this case, the job of a public protector. It is important to balance these skills and facets of the job with personal attributes so that allowance is made for the individual to use their discretion and creativity in achieving the job outcomes. Competency-based assessment is highly valuable. It is related directly to the job, rather than assessing broader behavioural and past events that are not related to the job. Many of the recent interviews done by the ad hoc committee were disrespectful and demeaning of some candidates' characters and professional statures. Some were subjected to unwarranted personal attacks. And some were subjected to inquisitions about their ideological positions with no relevance to the requirements of the job. Competency-based assessments are in line with the requirements of the current South African labour legislation – the Labour Relations Act and the Employment Equity Act – in that applicants and employees are screened and evaluated only in terms of the inherent and critical job-related competencies. Competency-based assessment allows for flexibility to accommodate the different candidates. It has been shown to cut across biases based on attributes such as gender, culture and race. It also obviates stereotyping and has a higher level of predictive and face validity. This is particularly important given South Africa’s transformation and affirmative action imperatives. This is why professionals need to manage the process. The recruitment of the country’s public protector would be done better if scientific recruitment methods were followed. Parliament would do well to involve recruitment professionals to ensure that its choice of a suitable candidate is both professional and fair. An online poll of more than 1,000 parents carried out by Mumsnet found that 18% of parents regretted the name they chose for their offspring, but only 2% actually changed their child's name. The main reason for any regret was how regularly the name was used by others (25%), the data suggested . Other sources of regret included spelling or pronunciation issues (11%). 81 Premier League summer player spending up for sixth year Summer football transfer spending by Premier League clubs in England has risen for the sixth year in a row. With the 23:00 BST deadline approaching, clubs have spent more than £1bn in a single transfer window for the first time, says Deloitte. The spending spree has been sparked by a new £5bn three-year television deal, which begins this season. Each club can expect to receive between £30m and £50m from the Premier League for 2016-17 as a result of the TV deal. "Obviously a key catalyst of this spending is the TV rights, the money is there and the clubs are spending it," Dan Jones, head of the sports business unit at Deloitte, tells the BBC. But he also points to other factors, including the chase for Champions League places. "There is an increased competitive tension between the big clubs that was not there before, that is leading to competition in the transfer market," he says. "There are only four Champions League qualification spots, but you have six teams chasing those slots; the two Manchester clubs, the two north London clubs [Arsenal and Tottenham], Chelsea and Liverpool. "That tension has been accentuated by the emergence of Leicester City last season. If you have a similar wildcard team appearing this season, then you are looking at four teams from seven fighting for those precious qualifying places. " Mr Jones said another reason for the spending spree could be the fact that there are new managers at Chelsea, Manchester United and Manchester City, and also a fairly recent appointment at Liverpool. "New managers tend to rebuild their teams in their own way, and that invariably leads to activity in the transfer market," he says. Meanwhile, another sports finance expert points to further reasons for the spending increase in recent years. "TV money is obviously one big factor, but there are other issues, including the number of wealthy foreign investors who have come in and taken over English top clubs, such as at Manchester City," Harry Philp of Portland Advisers tells the BBC. "In addition, the fact we have just come out of a major tournament, Euro 2016 in France, also means that more players will have been in the 'shop window' to attract the attentions of Premier League clubs with money to spend. " Summer transfer spending by top flight English clubs rose between 2006- 07 and 2008-09 before dropping off for the next two seasons as the effects of the economic downturn hit. A tightening of club finances and credit availability combined to dampen down the Premier League transfer market at the turn of the decade. However, a plethora of lucrative domestic and overseas TV deals has fuelled an upwards spiral in player spending by Premier League clubs. Competition for broadcasting rights in the UK has been driven in recent years by the entry of BT Sports into the market in 2012, and their challenge to Sky Sports' dominant position. According to figures from the sports business unit at Deloitte, by 08:30 on Wednesday clubs' total gross spending in the current transfer window stood at £1.005bn, At the same stage last year, their spending was £780m, 23% less. 82 Do cycle cameras make the roads any safer? A foul-mouthed verbal assault by a motorist on the BBC's Jeremy Vine as he rode his bicycle was captured on camera. Jeremy Vine was cycling home down a narrow road last Friday when he was tailgated by an impatient driver who jumped out of her car, shouted at him and appeared to kick his bike. " Like many other cyclists who've experienced similar treatment, Vine had filmed the incident and posted footage on Facebook, as well as passing it on to police. Cycle cameras were first sold as accessories for recreational riders to allow them to edit and create films of their journeys. One of the first was the GoPro video camera , which launched in 2006. But it soon became apparent they were useful for recording collisions. Cyclists began posting near-misses and other dangerous driving on video- sharing websites like YouTube. The roads can be dangerous places for cyclists, who are particularly vulnerable to injury. In 2014, 21,287 cyclists were injured in reported road accidents, according to the Royal Society for the Prevention of Accidents (RoSPA). This included 3,514 who were killed or seriously injured. There aren't any statistics showing if helmet cameras have made the roads any safer for cyclists. However, motoring journalist Quentin Willson thinks the more cameras - including dashboard cameras in cars - there are on the roads the better, because they are more likely to deter bad behaviour. "I think cars should have dashcams and cyclist should have headcams. If drivers and cyclists are driving properly, then neither should have a problem with being filmed," he says. Conventional methods enforcing road safety aren't working, Willson says. He'd like to see insurance companies offering discounts to drivers with dashboard cameras to help tackle problems caused by a "motoring underclass" of bad and often uninsured drivers: "They may be angry being filmed but anything that brings them to book is good, I think. " Footage of road rage attacks on cyclists has a habit of going viral. A driver caught on camera verbally abusing a cyclist in south London last year suffered a torrent of abuse online after the footage was shared on social media. But there are concerns that as well as inflaming confrontations, such footage may also be fuelling a motorist vs cyclist mentality. In 2014, The Daily Telegraph's Andrew Critchlow warned that "self-appointed digital road vigilantes" were doing more harm than good. Comment boards under road rage videos often descend into a war of words between motorist and cyclists, each accusing the other of unsafe road use. Facebook comments under Jeremy Vine's video are also mixed. Michael Hutchinson, former cyclist and columnist for Cycling Weekly, is sceptical about the effectiveness of cycle and dashboard cameras. "I don't think, day-to-day, it makes a difference to safety on the roads. I think cameras aren't that common at the moment and so people who are reacting on the roads, like in the Jeremy Vine case, probably don't stop to consider if they are being filmed before taking action," Hutchinson says. "In these incidents I suspect the perpetrators aren't rationally thinking their behaviour through. " Hutchinson does think that they can play an important part after a road rage attack has taken place, however: "One problem cyclists often have is when they report an incident to police, they are told 'prove it', and helmet camera provides some evidence. It also helps with insurance providers if it's one person's word against another. " Today, both helmetcam and dashcam footage are increasingly used as evidence in both civil and criminal courts, according to personal injury solicitors Claims Action. They play the same role as CCTV footage. According to the company's website , in order to admit a video recording from a helmet camera as evidence, it must be downloaded onto a CD and be accompanied by a certificate countersigned by a solicitor stating that it has not been altered. However, while road rage incidents may generate clicks and shares, this kind of assault doesn't appear to be the biggest danger facing cyclists. According to RoSPA figures for 2013, "failing to look properly" was the highest known contributory factor to an accident involving at least one cyclist and another vehicle. Their records showed that one third of the 9,375 incidents were caused by cyclists while two thirds were caused by drivers of other vehicles. And while the presence of a camera might conceivably make a motorist think twice about launching a road rage attack, it's less clear whether it will encourage drivers and cyclists alike to pay attention to the road. 88 Why elephants are seeking refuge in Botswana Elephants are everywhere - under the shade of trees, drinking by the river or playing at the few remaining waterholes in the drought-parched landscape. Botswana has more elephants than any other country in Africa - 130,451 to be precise. At least that's the estimate given by the Great Elephant Census. Sadly, hundreds of them have now probably been killed since the survey was done. Botswana may be their last place of refuge on the continent, but poachers are already breaching its vast borders in their pursuit of ivory. After two years spent flying half a million kilometres across 18 African countries, the Great Elephant Census (GEC) results have been released and they don't paint a positive picture. In seven years, 30% of Africa's elephants have disappeared. At the current rate of decline, half the continent's remaining pachyderms will be gone in just nine years. These are the headline findings from the first pan-African survey of savannah elephants, funded for $7m ( £5m) by Microsoft co-founder Paul Allen. It identified Tanzania, Mozambique, Angola and Cameroon as some of the worst affected areas. "Of the 18 countries that we flew over, the GEC estimated 350,000 savannah elephants," said Dr Mike Chase, from Elephants Without Borders in Botswana, who was the principal investigator. "Since 2007 Africa has lost 144,000 elephants, primarily due to the ivory poaching crisis. Each year we are losing nearly 30,000 elephants. " It's not easy counting all of Africa's elephants, especially in Botswana where there are so many. Kelly Landen, also with Elephants Without Borders, has spent hundreds of hours 300 feet (90m) above the ground, peering out of a small plane and counting every elephant she saw between two wands precisely fitted to the wing. "On each side of the plane we have a camera set up, so when we are counting we take several photographs and then we double-check and re- count afterwards in case we have missed a calf," she said. The area is split into sections, or transepts, and the plane flies back and forth like a lawn-mower cutting the grass - turning at each end to ensure nothing is missed. "The methodology is very robust and very strict. It was refined with a group of aerial survey experts. The numbers are extrapolated by the science," said Kelly Landen. A statistical formula is used to estimate the total number of elephants in each landscape from the sample survey. As well as counting live elephants, they also took note of every carcass, and in some places there were many. In parts of northern Cameroon the census found eight dead elephants for every 10 live ones. With only 148 left, scientists believe they will soon be locally extinct. "There were days on the Great Elephant Census when I thought the only good I was doing was recording the disappearance of one of the most remarkable animals that walks this planet, but we have to be hopeful," said Dr Mike Chase, standing next to a newly discovered carcass. But it's hard to be hopeful with the aerial survey data, and the evidence from the tracking collars they use to follow herds across the last great trans- frontier range in southern Africa. Elephants Without Borders was set up to help governments protect the animals that wandered across Botswana, Namibia, Angola, Zambia and Zimbabwe, but there's now little they can do. The satellite data shows how the animals are avoiding places where they are in greater danger. Fitting a tracker on a large elephant is a risky operation. First a vet has to find a safe place to dart the animal with anaesthetic, so it won't be hurt as it falls when the drugs take effect. Then the team has to work quickly to attach the collar before injecting an antidote and then watching from a safe distance as the elephant gets back on its feet. The data is invaluable - and has given a remarkable insight into just how smart, and how threatened, these huge animals have become. While elephants used to roam quite happily across international borders, the influence of poachers in Angola, Zambia and Namibia now limits them to Botswana. "Elephants clearly have a cognitive ability to understand where they are threatened and where they are safe and in this case they are seeking refuge and sanctuary in Botswana where they are well protected," said Dr Chase, who admitted there wasn't room for them all. Even without the worst drought in 30 years, Botswana can't cope with so many elephants. Hunting has been banned here and even though the species is in crisis, culling is now being discussed. "We are housing a lot of refugee elephants in Botswana," said Otisitswe Broza Tiroyamodimo, director of the country's Department of Wildlife and National Parks. "Currently the number of elephants is so high per square kilometre that it puts a lot of pressure on the environment. " The huge human population growth across Africa is fast encroaching on areas where these huge animals can roam, and is increasing conflict with villagers. But at the moment their biggest threat is from the poachers and traffickers serving Asia's insatiable appetite for ivory. Flying low over the floodplain which marks the border between Botswana and Namibia, that threat is clear In the last few weeks Elephants Without Borders have discovered at least 21 fresh carcasses - the first major poaching incidents recorded inside Botswana. "The cosy pretence that Botswana's elephants are well protected has been completely blown out of the water," he said through the helicopter headset. "It's the last thing I expected to see and it becomes a lot more personal when it happens in your home country. " Carcass after carcass was scattered along the river - their faces hacked away to remove the maximum amount of ivory. Soldiers do patrol the border - Botswana takes poaching very seriously - but the distances are vast, the financial returns for traffickers huge, and the risks to Africa's last remaining elephants increasing by the day.

89 Joe Sutter, 'Father of the Boeing 747', dies Joe Sutter, the man who led development of Boeing's 747 jumbo jet, has died aged 95. Boeing's commercial aircraft boss Ray Conner said Sutter was "an inspiration" not just to Boeing but "to the entire aerospace industry". The 747, which ushered in the long-haul travel era, first flew in 1969 before making its commercial debut in 1970. It only lost its status as the biggest passenger aircraft in 2007 with the launch of the Airbus A380. Sutter was in charge of the engineering team that developed the 747 in the mid-1960s. He and his team became known as "the Incredibles" for producing the world's largest aeroplane in just 29 months. Ironically, Boeing did not initially expect to produce many passenger- carrying 747s. In the 1960s, the future of commercial aviation was widely expected to be with supersonic airliners. The subsonic 747 was expected to become obsolete after a production run of about 400 craft. Boeing thought it would largely be used as a freighter - which was why the pilots' cabin was placed on an upper deck - giving the aircraft its distinctive humped silhouette. However, with the oil price rises of the 1970s, noisy and expensive supersonic flight was limited to just one commercial aircraft - Concorde. The 747, on the other hand, has been continuously updated and improved throughout its life. Production is likely to last until at least 2019, and so far the company has delivered more than 1,500 of the planes. Joe Sutter was born in Seattle in March 1921, and took a summer job at Boeing in 1940 while studying for an aeronautical engineering degree. His first job was working on Boeing's 1940s propeller-driven airliner, the Stratocruiser, and was then involved in most of the company's subsequent commercial aircraft. After his retirement from Boeing after four decades in 1986, he continued working for the company as a consultant. 90 Australia launches tactile banknote to aid blind people Australia's newest banknote goes into circulation on 1 September with a tiny new feature designed to help people who are blind or visually impaired. The A$5 note has two raised dots on both of its long sides, allowing those who cannot see to identify its value, ABC reports. It's the country's first note to feature the tactile markings, and is being hailed as a major breakthrough. "For the first time in the history of Australian currency it will be possible for someone who is blind or vision-impaired to just pick up a note and know instantly what it is," says Bruce Maguire from the non-profit Vision Australia organisation. He says the change will help 360,000 Australians. Currently, blind or visually impaired people have to rely on others to identify the note and give the correct change. Some use a measuring instrument - which ABC News notes can be fiddly in a busy shop - or smart phone apps. The new design follows a petition started in 2012 by teenager Connor McLeod, who is blind from birth, and his mother. It gathered more than 57,000 signatures and is being credited with persuading the Reserve Bank of Australia to make the change. "Now when I grow up, I won't have to rely on trusting that people have always given me the right change," Connor writes on the news.com.au website. "I can feel the markings on the bank notes and tell them if they've given me the wrong change and also think to myself: I did that. " Currencies vary widely in their accessibility features. Some simply have different sizes for each denomination, but others - including the euro - use intaglio printing creating relief marks that can be felt. 91 91 Mussolini message to future revealed under Rome obelisk A text hidden underneath an obelisk in Rome throws new light on Benito Mussolini's fascist regime and how it wished to be seen by future generations. Written in Latin on parchment, the text is buried along with gold coins at the base of the Mussolini Obelisk in the Foro Italico sports complex in Rome. It is a eulogistic account of the rise of fascism and Mussolini's feats. Its existence was uncovered by two classical scholars. Bettina Reitz-Joosse and Han Lamers are the first to translate and study in detail the Codex Fori Mussolini, which, despite being buried at the base of the 300-tonne monument to the power of fascism when it was erected in 1932, has largely been forgotten in the intervening decades. They pieced together what they believe to be an accurate version of the text - which remains out of reach in the base of the obelisk - from three obscure sources found in libraries and archives in Rome. "The text wasn't meant for contemporaries at the time," Dr Reitz-Joosse, who works at the University of Groningen, told the BBC. "The obelisk was a major spectacle but the existence of the text wasn't reported at all. It was meant for an audience in the remote future. " At the time, fascists had made a number of archaeological discoveries from the Roman empire, she explained. "As the fascists were digging up ruins, they thought about creating their own authorised account of their deeds for future generations. " The 1,200-word eulogy was written by a classical scholar, Aurelio Giuseppe Amatucci, and is in three parts. The first is a general history of the achievements of fascism and the rise of Mussolini. It describes Italy as on the brink of disaster following World War One only to be rescued by Mussolini, "regenerating the country through his superhuman insight and resoluteness", said Dr Lamers, who works at Humboldt University Berlin and Catholic University of Leuven. "The text presents Mussolini as a kind of new Roman emperor, but also, by using biblical language, as the saviour of the Italian people. " The second section concerns the Fascist Youth Organisation (the obelisk was being constructed at its headquarters) and youth programmes. The third part deals with the construction of the Foro Italico - then known as the Foro Mussolini - and the erection of the obelisk. Accompanying the text is a medal literally lionising Mussolini - depicting him wearing a lionskin over his head. It was not unusual in the Renaissance for medals to be placed under obelisks, the researchers explain. But the discovery of a long, detailed text they call "unparalleled". Dr Reitz-Joosse suggests the author chose to use a language of the past to draw a link between the Roman empire and the rise of fascism. In addition, she says the fascists were also trying to re-establish Latin as the international language of fascism: "part of an attempt to establish a Fascist International akin to the Communist International" organisation, which advocated world communism. "These plans did not succeed," she explains. The irony of this text is that its discovery is predicated on the fall of the obelisk, and therefore the fall of fascism. The fascists were imagining their own decline and fall, says Dr Reitz-Joosse. But the document does serve its original purpose of sending the voice of fascism into the future, she argues. "The text is still there and we can't get to it. All we can do is study the text and analyse its manipulative strategies - to problematise the text rather than allow it to communicate its message untrammelled. 92 Accident makes Russian village's taps run with oil Villagers in Russia's far east had a shock recently when they turned on their hot water taps to find oil flowing from them. The local YakutiaMedia website says a central heating system accident in the village of Chersky resulted in three tonnes of oil leaking into the water supply. The oil also made its way into a nearby river and contaminated the soil. A video on the Life news portal shows one villager filling a bucket from an indoor tap. What flows out is thick, black and viscous - unmistakably oil. "People can't even wash, because a mixture of fuel oil and water with the characteristic smell of petrol is flowing from the taps. It is completely insanitary," Chersky resident Ivan tells Life. Officials are now working to expunge all traces of oil from the water supply. They say the cold water taps are still working fine, and advise villagers to boil that water for both washing and drinking. Regional prosecutors and environmental protection officers have launched an official inquiry into the incident. Chersky was only just recovering from a 24-hour power outage that saw the regional authorities rush in generators to keep the local clinic and essential services supplied. It was the village's 23rd power outage this year alone, according to the local government's energy department. Most social media users sympathise with the villagers' plight, with some even suggesting that the oil leak may have been deliberate. "Someone should go to prison for this, it looks like sabotage," one comment on the Life article reads. Others are less bothered, and say the villagers should be grateful that their water has been replaced with valuable oil. As one incredulous blogger puts it: "Seriously? They are complaining? 93 Australian Aboriginal MP Linda Burney vows to fight for change The first Aboriginal woman elected to Australia's lower house of parliament has promised to bring the "fighting spirit of her clan" to political life. In her maiden speech, Linda Burney wore a traditional kangaroo-skin cloak with her personal totem, the white cockatoo, known as the noisy messenger bird. She lambasted calls for the Racial Discrimination Act to be watered down. She warned that indigenous Australians still suffered disproportionately high rates of poverty and ill-health. Usual protocol in the House of Representatives in Canberra was relaxed to allow a woman from Ms Burney's Wiradjuri clan to sing a welcome from the public gallery. Referring to her people, she promised to bring the Wiradjuri fighting spirit into federal parliament. "I was born at a time when the Australian government knew how how many sheep there were but not how many Aboriginal people," the former schoolteacher told the House. "I was 10 years old before the '67 referendum fixed that. The first decade of my life was spent as a non-citizen. " Labor MP Ms Burney will represent the New South Wales seat of Barton. She said that calls by some senators to amend the Racial Discrimination Act showed a lack of sincerity that was "hurtful". Ms Burney is the daughter of a white mother and an Aboriginal father. She did not meet her father until she was 28 years old. Ms Burney made history in 2003 when she became the first indigenous MP elected to the parliament of New South Wales, Australia's most populous state. She said at the time that she hoped her election was part of a trend towards greater inclusion in Australian political life.

94 Cocaine 'worth €50m' discovered at Coca-Cola plant Cocaine with a street value of up to 50 million euros (£42m) has been discovered at a Coca-Cola plant in France. The drug, hidden in bags among a delivery of orange juice concentrate, arrived in a container from South America. An investigation is under way in Signes, a village in southern France. The seizure of 370kg of cocaine makes it one of the largest finds on French soil. The prosecutor of Toulon, Xavier Tarabeux, said the delivery "has a street value of 50 million euros" and referred to it as "a very bad surprise". Employees at the Coca-Cola plant have been ruled out of any involvement as investigators attempt to trace the origin of the drug. "The first elements of the investigation have shown that employees are in no way involved," Jean-Denis Malgras, the regional president of Coca-Cola, told local news website Var-Matin . In April 2015, French customs officers aided in the arrest of two men caught trying to sail a yacht loaded with 250kg of cocaine to the UK. The SY Hygeia of Halsa was boarded by French authorities off Martinique and found to be carrying the drug with a street value of some £40m.

95 Letter gets there by hand-drawn map There are many stories of messages in bottles travelling thousands of miles before being picked up and read, and letters arriving decades after they were posted. But here is a different twist. Rebecca Cathrine Kaadu Ostenfeld was reportedly surprised when a letter was delivered to the horse farm where she lives with her husband and three children near Búðardalur in the west of Iceland. Instead of a postal address or a recipient's name, the sender had drawn a map of where they believed the farm to be, together with the following, in English: "Country: Iceland. City: Búðardalur. Name: A horse farm with an Icelandic/Danish couple and three kids and a lot of sheep! " The sender had also added a further clue to the intended recipient: "the Danish woman works in a supermarket in Búðardalur. " The letter had been written and sent from the Icelandic capital Reykjavík by a tourist who had stayed at the farm but who obviously did not know the address. And, extraordinarily, it arrived at the right place. This astonishing delivery took place in March and was then not reported until May, when it came to attention of local Icelandic news website, Skessuhorn which noted "anything is possible in Iceland". The story has now, belatedly, gone viral on social media after a photo of the envelope was posted on Reddit. The picture has prompted readers to share other miraculous postal stories; such as the tale of the Christmas card sent from Germany, which somehow arrived at the right place despite only being addressed to "England". 96 Syria war: Turkey hits out at US over Kurds comments Turkey has hit out at the United States over criticism of its ongoing role in the conflict in Syria. Turkish forces have targeted so-called Islamic State (IS) inside Syria, but have also gone after Kurdish fighters in the same region. The pursuit of Kurdish forces, whom Ankara considers terrorists, has led to criticism by the United States. Ankara summoned the US ambassador on Wednesday over comments the foreign ministry called "unacceptable". A US military spokesman had expressed hopes on Tuesday that, rather than see Turkey pursue Kurdish fighters, "all parties involved are going to stop shooting at each other and focus" on IS. "Turkey is a sovereign state, it is a legitimate state," said EU Affairs Minister Omer Celik, echoing comment by Turkey's foreign ministry. "To suggest it is on a par with a terrorist organisation and suggest there are talks between them, that a deal has been reached between them, this is unacceptable. " Prime Minister Binali Yildirim said on Wednesday that "operations will continue until all terrorist elements have been neutralised, until all threats to our borders, our lands and our citizens are completely over". Hurriyet reported that US ambassador John Bass was summoned to the foreign ministry on Wednesday morning. While Ankara and Washington are allies, the US depends on Kurdish forces for support in attacking IS in northern Syria. However, Turkey has insisted Kurdish militia, which it regards as terrorists, retreat east across the Euphrates river. Turkey has been fighting a Kurdish insurgency in its south-east for decades and fears Kurdish gains in northern Syria will fuel Kurdish separatism at home. Turkish forces and allied factions of the rebel Free Syrian Army (FSA) forced IS out of the Syrian border city of Jarablus a week ago and have since pounded neighbouring villages held by Kurdish-led, US-backed Syria Democratic Forces (SDF). The Kurdish Popular Protection Units (YPG), which dominates the SDF, says its forces have withdrawn, and that the Turkish action against the group was a "pretext" for occupying Syria. At the weekend, the US Defence Secretary Ash Carter called on Turkey to stay focused on the fight against IS and not to engage the SDF. He said the US was "very supportive" of Turkey's general counter-IS activities and its efforts to secure the border - but not the area south of Jarablus. Separately, a spokesman for Turkish President Recep Tayyip Erdogan criticised EU states for their response to a failed coup in the country last month . Ibrahim Kalin said it was unacceptable that EU countries had not sent high- level representatives to Turkey after the coup attempt, which the presidency says was planned by supporters of Fethullah Gulen, a powerful US-based Muslim cleric. EU officials had spoken of their concern at a crackdown led by Mr Erdogan on state institutions in the wake of the coup attempt.

Reynolds lost the unofficial WNC Super Bowl to three-time 2-A state champ Shelby at home Friday, but reloads its firepower as it defends its conference title and seeks a deep playoff run. Shelby, which led 14-7 at halftime, pulled away for a 35-14 win. But tenth-year head coach Shane Laws’ rugged Rocket defense kept the game close for three quarters. Reynolds tied it at 14 nearly midway into the third, after DB Conor Sullivan (6-0, 192 sr.) blocked a punt. ACR quarterback Nate St. Onge (6-0, 178 jr.) ran four yards for a touchdown. Late in the first half, he tied it with a jump pass strike to tall Frank Torres (6-4, 215 jr.) in the endzone, for a four-yard score. Athletic LB Torres made a cameo, at tight end. Preseason all-state receiver Jayden Borders scored on three Golden Lions pass plays — two in the final quarter, after sitting out the third while dehydrated. Two of his scoring plays each spanned 61 yards — a half- minute in, and in the final minute. His 60-yard gain to the ACR 2-yard-line set up another score. Borders, a 5-10, 170-pound senior, wears number six. So does ACR’s Sean Jones (6-0, 198 sr.), who missed this game. He was hospitalized for days, according to team sources. Shelby’s coaches said Borders and others felt sick on the bus ride over. Borders made his mark Friday. He regurgitated his pre-game meal, onto Shelby’s sidelines. That was all he fumbled. Frank Torres (44) catches a pass for ACR’s first TD Friday Borders laughed that off, explaining he simply felt “dehydrated.” He routinely took the steam out of the ACR pass defense’s right side. He called it “really big” to again beat ACR. The 56-39 loss to Shelby in ’15 was ACR’s sole defeat, until round two of 3-AA playoffs. ACR CB Dre Dowdle (6-0, 170 jr.) picked off a fourth-down pass in the end zone intended for Borders, with 6:36 left in the first quarter. That kept the deficit at 7-0. This was deja vu. He wears the no. 5 his brother Rico Dowdle wore. Rico ran for 2545 yards as the QB, threw for 1435 more, and was in on a WNC-record 63 TDs in ’15 alone. He now plays for USC Gamecocks. ACR averaged nearly 50 points. Still very talented, the Rocket offense is now led by sleek St. Onge. He ran for 95 yards (6.8 ypc.) against Shelby. Once when trapped in his end zone, he escaped and weaved upfield for a long gain. He sees holes and accelerates well. “He’s such a good athlete — an excellent runner who can throw the ball,” Coach Laws said. “He’s intelligent, in picking up the offense and in making good decisions…He has poise to handle negatives.” St. Onge started at receiver in ’15. He was back there as sturdier Alex Flinn (6-2, 190 so.) rotated in at QB, for many series Friday. Strong-armed Flinn replaced him in the opener’s second half. Against Shelby, each threw for just over 40 yards with one pick. St. Onge was far more accurate at 6 of 8, versus 4 of 10 by Flinn. Throwing accuracy and consistency are keys. Laws told The Tribune after that game that for now, “it’s a strong possibility we’ll keep using both of them” at QB. Fast flanker Keyal Talbert (5-7, 156 sr.) was corralled (2.2 ypc.) in carrying ACR’s running load, in fellow all-Mountain Athletic Conference Jones’ absence. Jones (9.4 ypc. as a sub in ’15) is a “freak athlete” with power and “incredible (low 4.4s) speed,” Laws said. Reynolds’ huge, strong, veteran line is led by bearded pro-sized all-MAC Jake Setterlind (6-6, 308 jr.) and Kyle McWhirt (6-3, 290 sr.). The quick 4-2- 5 base defense sports DEs Will Israel (6-2, 220 sr.) and Talon James (6-3, 215 jr.). Reynolds (0-2) lost its opener 21-6, at powerful West Forsyth. This brutal non-conference boot camp toughens ACR for initial MAC battles against Erwin Sept. 23, then at Asheville Sept. 30. First, frustration is apt to vent and the score roll up this Friday.
