3 UN Holds First-Ever Summit on Refugees and Migrants (1.09/4) The issue of what to do about the world's 65.3 million displaced people takes center stage at the United Nations General Assembly on Monday when leaders from around the globe converge on New York for the first-ever summit on Addressing Large Movements of Refugees and Migrants. With more people forced to flee their homes than at any time since World War II, leaders and diplomats are expected to approve a document aimed at unifying the U. N.'s 193 member states behind a more coordinated approach that protects the human rights of refugees and migrants. "It's very interesting because if we are able to translate that paper into a response in which many actors are going to participate, we will solve a lot of problems in emergency responses and in long-term refugee situations like the Syrian situation," Fillipo Grandi, the U. N.'s High Commissioner for Refugees told The Associated Press. That may prove an uphill struggle, however, as the document is not legally binding and comes at a time that refugees and migrants have become a divisive issue in Europe and the United States. A number of countries rejected an earlier draft of the agreement that called on nations to resettle 10 percent of the refugee population each year, something that has led a number of human rights groups to criticize the document as a missed opportunity. S. and a number of other countries also objected to language in the original draft that said children should never be detained, so the agreement now says children should seldom, if ever, be detained. First, she said, the scope of the executive order only covers the executive department and agencies. “Executive orders are administrative in nature and do not pass beyond the limits in which they are directed or in which they are published and therefore create no rights in third person,” the senator explained. Second, Poe said, the right to information in its “substantive and procedural” aspects needs to be clarified and defined. In the bills filed, she said, there is a procedure laid down which is uniform for all offices. The third reason, Poe said, is that a law, unlike an EO, can impose “well- defined” exceptions to the right to information. “Fourth, the EO does not provide the funding but we can provide appropriations through our law. We need to institutionalize the FOI program so that it will not be removed or underfunded depending on the whims of the next president,” she said. And fifth, the senator pointed out that while an executive order can provide for administrative penalties, a law can provide for both administrative and criminal liability. “Fear of criminal sanctions would improve effectivity,” Poe said. 11 Woman held for bomb joke in Cavite mall LOS BAÑOS, Laguna — Police arrested a woman on Sunday for cracking a joke that she was carrying a bomb as she entered a shopping mall in Trece Martires City in Cavite province, police said on Monday. Supt. Egbert Tibayan, city police chief, said a case for violation of Presidential Decree No. 1727, known as the anti-bomb joke law, was filed on Monday against Jennifer Delantar, 38. Tibayan said Delantar, a factory worker, entered the mall at 11:30 a.m. on Sunday. As security guards inspected her shoulder bag, Delantar said, “May bomba ‘yan (There’s a bomb in it).” He said other mall-goers heard her and got frightened. A guard reported the incident to a police team stationed at the mall, leading to Delantar’s arrest. “As it turned out, there really was no bomb [inside her bag]. She said she was sorry for what she did,” Tibayan said. Delantar is detained at Trece Martires. Her offense carries a prison term of five years or a fine of not more than P40,000 or both. Several bomb threats had been reported to the police in the provinces of Cavite, Laguna and recently. 12 Plea deal for small-time drug offenders pushed The Public Attorney’s Office (PAO) has asked the Supreme Court to declare as unconstitutional a provision under Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 that prohibits plea bargaining causing congestion in prison and loss of billions on the part of the government. Plea bargaining means an accused will plead guilty to a lesser offense with the consent of the prosecutor. 14 Gov’t forces foil bombing attempt in Maguindanao COTABATO CITY, Philippines—Government forces on Saturday night foiled a bombing attempt at a military detachment in Maguindanao, officials said Monday. Soldiers also clashed with suspected Islamic Freedom Fighters (BIFF) in Maguindanao and recovered high-powered firearms. Colonel Cirilito Sobejana, commander of the 601st Infantry Brigade, said three powerful improvised explosive devices (IEDs) were left outside a detachment in Barangay (village) Meta, Datu Unsay, Maguindanao. Sobejana said soldiers manning a checkpoint found the improvised bomb on a road leading to an uphill detachment of the 1st Mechanized Infantry Brigade around 6 p.m. According to witnesses, two men riding tandem on a motorbike left the explosives and hurriedly left. Soldiers became suspicious and cordoned off the area until Army bomb experts safely deactivated the IED. Sobejana said that another team of government forces engaged suspected BIFF rebels in a brief firefight in Barangay Kauran, Ampatuan, also in Maguindanao. Soldiers were verifying a tip from concerned citizens on the presence of armed men in the interior portion of Barangay Kauran. In its decision, the Ombudsman ruled that “this cannot serve as valid excuse to deny approval of his application for leave commutation, especially where he has more than 300 days in commutable leave credits.” The Ombudsman said Zubiri failed “to perform the mandate of Section 5(a) of R. Based on the Human Rights Watch, an international human rights organization, the DDS victims allegedly included minors and that there were also cases of mistaken identity. “Extrajudicial or summary killing actually constitutes the crime of homicide and when carried our premeditatedly, it becomes murder,” the resolution said. “These killings do not signify justice and a successful crackdown on crimes but indicate a breakdown in law and order,” it added. 25 Pro-painkiller echo chamber shaped policy amid drug epidemic For more than a decade, members of a little-known group called the Pain Care Forum have blanketed Washington with messages about prescription painkillers’ vital role in the lives of millions of Americans, creating an echo chamber that has quietly derailed efforts to curb U. S. consumption of drugs like OxyContin, Vicodin and Percocet. In 2012, drugmakers and their affiliates in the forum sent a letter to U. S. senators promoting a recent report on a “crisis of epidemic proportions”: pain in America. Few knew the report stemmed from legislation drafted and pushed by forum members and that their experts had helped author it. The report estimated more than 100 million Americans — roughly 40 percent of adults — suffered from chronic pain, an eye-popping statistic that some researchers call deeply problematic. The letter made no reference, however, to another health issue that had been declared an epidemic by federal authorities: drug overdoses tied to prescription painkillers. Deaths linked to addictive opioid drugs had increased more than fourfold since 1999, accounting for more deaths in 2012 than heroin and cocaine combined. An investigation by The Associated Press and the Center for Public Integrity reveals that similar feedback loops of information and influence play out regularly in the nation’s capital, fueled by money and talking points from the Pain Care Forum, a loose coalition of drugmakers, trade groups and dozens of nonprofits supported by industry funding that has flown under the radar until now. Hundreds of internal documents shed new light on how drugmakers and their allies shaped the national response to the ongoing wave of prescription opioid abuse, which has claimed the lives of 165,000 Americans since 2000, according to federal figures. Painkillers are among the most widely prescribed medications in the U. S., but pharmaceutical companies and allied groups have a multitude of legislative interests beyond those drugs. From 2006 through 2015, participants in the Pain Care Forum spent over $740 million lobbying in the nation’s capital and in all 50 statehouses on an array of issues, including keeping opioids accessible, according to an analysis of lobbying filings. The same organizations reinforced their influence with more than $140 million doled out to political campaigns, including more than $75 million alone to federal candidates, political action committees and parties. “You can go a long, long way in getting what you want when you have a lot of money,” said Professor Keith Humphreys of Stanford University, a former adviser on drug policy under President Barack Obama. “And it’s only when things get so disastrous that finally there’s enough popular will aroused to push back.” Opioids were long reserved for severe pain due to surgery, injury or terminal diseases like cancer. That changed in the 1990s, with a surge in prescribing for more common ailments like back pain and arthritis. Marketing for new long-acting painkillers like OxyContin helped fuel the trend, along with other factors. OxyContin-maker Purdue Pharma pleaded guilty and agreed to pay more than $600 million in fines in 2007 for misleading the public about the risks of its drug. But the painkiller continued to rack up blockbuster sales, generating more than $22 billion over the last decade. Purdue’s Washington lobbyist, Burt Rosen, co-founded the Pain Care Forum more than a decade ago and coordinates the group’s monthly meetings in Washington. Purdue declined to make Rosen available for interviews and did not answer questions about its specific lobbying activities. The company said it supports a range of advocacy groups, including some with differing views on opioids. “In practice and governance, the Pain Care Forum is like any of the hundreds of policy coalitions in Washington and throughout the nation,” the company said in a statement, adding: “Purdue complies with all applicable lobbying disclosure laws and requirements.” By spring 2014, even the head of the Food and Drug Administration was citing the statistic that 100 million Americans suffered from chronic pain. Then-commissioner Margaret Hamburg used the figure to illustrate the importance of keeping painkillers accessible — despite the escalating toll of opioid addiction and abuse. Yet a researcher whose work contributed to the number said it was being misquoted, since most people included in the figure had common pain ailments and managed them without opioids. Hamburg said in an emailed response that the report was “another piece of scientific literature that helped inform the broader field,” and that her agency had no role in writing it. When the FDA began developing plans to reduce misuse of long-acting opioids, the Pain Care Forum intervened with a “strategy to inform the process,” according to an internal memo from the American Pain Foundation, a now-defunct forum member. The FDA’s initial proposals included requiring doctors to undergo certification training to prescribe opioids and tracking opioid prescriptions via databases. But when the FDA sought public comment on how to proceed, the forum helped generate more than 2,000 comments against new barriers to opioids and a 4,000-signature petition opposing electronic registries, according to another pain foundation memo. Ultimately, the agency announced far milder steps than its initial ideas: Drugmakers would fund optional classes for doctors and supply brochures to patients about opioid risks. FDA leaders said they decided requiring certification for prescribers would have been overly burdensome, disrupting care for patients and doctors. But experts said regulators had missed a pivotal chance to curb deadly misuse and abuse with the drugs. “The FDA failed to make a decision that could have averted many of the thousands of deaths we’re seeing per year,” said Dr. Nathaniel Katz, a former FDA adviser who urged the agency to make training mandatory for prescribers. Today, the FDA is taking another look at requiring training for opioid prescribers, following a recommendation by a panel of expert advisers in May. It was a federal agency hundreds of miles from Washington that finally sidestepped the influence of the Pain Care Forum. Earlier this year, the Centers for Disease Control and Prevention, located in Atlanta, overcame threats of congressional investigation and legal action to publish the first federal guidelines intended to reduce opioid prescribing. Essentially, the agency said the risks of painkillers outweigh the benefits for the vast majority of patients with routine chronic pain and that doctors instead should consider alternatives like physical therapy. When draft guidelines emerged in September, forum members said they were not based on solid evidence, and criticized the CDC for not disclosing outside experts who had advised its effort. One pharma-aligned group, the Washington Legal Foundation, said the lack of disclosure constituted a “clear violation” of federal law. A longtime Pain Care Forum participant — now known as the Academy of Integrative Pain Management — asked Congress to investigate how the CDC developed the guidelines, though investigators found no violations. After months of scrutiny, the CDC in December released a list of its advisers. One of 17 “core experts” had served as a paid consultant to a law firm suing opioid drugmakers. The final guidelines appeared in March. The first recommendation for U. S. doctors was unequivocal: “Opioids are not first-line therapy” for routine chronic pain. 28 28 'Children's Cafeterias' Combat Poverty, Neglect in Japan Laughter and lively chatter filled a room at a modest apartment in Tokyo one recent Thursday night as more than two dozen kids and volunteers gathered around tables laden with curry, rice, salad and fruits. Misako Omura's weekly dinner is one of a growing number of "kodomo shokudo," or "children's cafeterias," that are springing up across Japan. The mostly grassroots efforts seek to address a range of child-related issues, from poverty to ensuring that those with late-working parents get a proper dinner. A tally by the national Asahi newspaper found 319 such places serving free or low-cost meals across Japan as of May, up from 21 in 2013. Over the past 70 years, Japan's rising affluence has banished most of the penury of the lean years during and after World War II , when children sometimes starved and many families went hungry. But despite its ultra- modern conveniences, Japan had the 10th-highest child poverty rate among 31 relatively well-off countries in a 2013 UNICEF report. Poverty in Japan is largely hidden, as it can lead to public shame and discrimination. Families often skimp on food and other necessities to ensure children are dressed well enough to avoid being seen as disadvantaged. Such children might have smartphones but not the money to buy a 100-yen ($1) box of juice or participate in a school field trip, said Setsuko Ito, who heads the child-rearing-support division in Tokyo's working-class Arakawa district. Omura started her weekly dinner in Arakawa in 2014 to create a space to welcome area children who might not get enough support from their families, schools and communities. Her initiative, supported by donations and a grant from the district office, is meant to counter a void left as communities hollow out and family ties unravel, leaving many parents and children isolated and struggling to cope. The kids and volunteers pay 300 yen ($3) for dinner. "I hope everyone can develop a sense that each child is our child and understand that we are raising the children who will be supporting us as the next generation," she said. Omura emphasized that the children who come to her weekly dinners are not necessarily living in poverty. In some cases, they just have to dine alone because their parents are working late. She asked the Associated Press not to interview the children, out of concern that public exposure might lead to harassment at school and in their neighborhood, or even when applying for jobs in the future. Just over half of all Japanese single-parent households are considered to be under the poverty line. Single mothers, who make on average 150,000 yen ($1,490) a month, get limited support from welfare programs. Though a 2013 law aims to coordinate national and local government efforts to provide educational, living and economic support, many local officials are struggling with the issue, said Kaori Suetomi, a professor specializing in education administration and finance at Nihon University in Tokyo. "Until now, Japan hasn't really dealt with child poverty, and officials are not sure what to do," said Suetomi, co-author of a recent report on policies devised by local governments across Japan to address the issue. The problem, she said, is budgets for those programs are not guaranteed, so some local governments have had to abandon programs. In addition, Suetomi said that child poverty issues overlap between the education and welfare ministries. That makes securing funds difficult as the ministries shuffle the responsibility of which should bear the cost, she said. The "children's cafeterias" are an attempt to fill that void. Kazuma Omoto, a former participant and aspiring teacher who volunteers at Omura's dinners, said he attends to find himself and learn how to interact with younger children. According to reports, many of the illegal settlers are allegedly Bangladeshis. It may be recalled that the Gauhati High court, in October last year, had ordered evictions in the three villages of Bandardubi, Deosursang and Palkhowa near the park. The area, located about 200km east of Guwahati, falls in Nagaon district. The eviction was supposed to take place on Wednesday, but the Nagaon district authorities advanced it. Reports further stated that over 1,000 security personnel were sent to Bandardubi and adjoining areas of Deosursang and Palkhowa for the eviction. Some Assamese families shifted before the drive, but a few others tried to prevent the eviction team from entering their area. As things turned violent, the team had to resort to firing tear gas. Commotion followed, and two people lost their lives, falling into a water body. The deceased have been identified as Anjuma Khatun and Fakhruddin. A few others were injured.

41 Rosberg holds on to win Singapore GP, reclaim F1 lead SINGAPORE — Nico Rosberg hung on for the narrowest Formula One victory for six years to win the Singapore Grand Prix on Sunday, celebrating his 200th career start in perfect style as he reclaimed the championship lead from his Mercedes teammate Lewis Hamilton. Rosberg held on to beat a fast-finishing Daniel Ricciardo of Red Bull by just 0.488 of a second at the Marina Bay street circuit while Hamilton took third place, narrowly in front of Ferrari’s Kimi Raikkonen. Rosberg’s third successive win, and first in Singapore, took him back to the top of the drivers’ championship, eight points ahead of Hamilton with six races left. Ricciardo, having pitted for fresh tires with 14 laps left, sliced Rosberg’s lead from 25 seconds to under a second but ultimately fell just short of overtaking the German. It was the closest F1 finish since the 2010 race at this venue when Fernando Alonso edged Sebastian Vettel by three tenths of a second. “Daniel tried to pull one up on me with the pitstop at the end, we knew it was going to be tight but we got there so I’m very happy,” Rosberg said. “The whole car was on the edge, it always is here in Singapore, so it’s very satisfying to finish like that.” His team boss Toto Wolff perhaps summed it up best. “We nearly peed our pants at the end,” Wolff said. “It was so close at the end, how it should be in Formula One; four really great cars, different strategies. I must take my hat off to Red Bull with their strategy by pitting him, we couldn’t do that. After a couple of laps behind the safety car, the racing restarted at very short notice, almost catching out a safety marshall, who was picking up debris on the track when the field rounded the turn into the start-finish straight, and he was forced to sprint to safety. The finishing order of the top four was already in place by the end of lap one, but that disguised a thrilling finish due to some risky pit strategies. Hamilton, running fourth, came in for ultrasoft tires with 15 laps left, forcing Ferrari to hastily bring in third-placed Raikkonen the next lap, but they could not get the Finn back out quickly enough, and the move ultimately handed third to Hamilton. Ricciardo had been gaining ground on Rosberg, with both on the hardest compound tire, with the gap down to three seconds with 15 laps left. The Australian looked capable of catching the leader, but the team gambled on bringing him for ultrasofts, expecting that would force Rosberg to do the same. “You need a pretty big speed advantage to pull (a passing move) off here,” Ricciardo said. “We did the right thing in the end. Staying on the same tire would not have given us any better chance. “As soon as we did the pitstop, we thought Nico was going to come in so I pushed really hard on those tires, and in the end they were a little bit dead. At least it made it exciting.” Mercedes had intended to respond to Ricciardo’s stop by bringing Rosberg in, but he was in the midst of backmarkers, and the team feared that a pitstop could bring him out behind Ricciardo, so they successfully gambled on keeping him out on worn tires and hoping he would hold on.

According to reports the car, driven by a drunk student, rammed into several autorickshaws parked on the roadside. The incident took place in the early hours of Monday. As the car rammed into autos, some people sleeping in those vehicles were injured. A couple of them suffered serious injuries and had to be admitted to Rajiv Gandhi Government Medical College Hospital, where one of them succumbed to injuries. According to media reports, the car was being driven by one V Vikas, who is the son of Supreme Court lawyer Vijay Anand. His friend Charan Kumar was accompanying him. Cops were quoted as saying in media reports that both Vikas and Charan were drunk. Vikas, a resident of T Nagar, and Kumar were apparently returning home after a party thrown by Tuti Patriot, the team that won the Tamil Nadu Premier League final on Sunday. Vikasn and Kumar themselves escaped unhurt as the airbags were activated after the car hit the divider at high speed. The other people injured in the accident were sent to Government Royapetah Hospital. Traffic cops registered a case and detained both Vikas and Charan.

49 A Palestinian terror assailant's final morning leading up to attack Musa and Hala Khdour and their six sons and daughters woke up and ate breakfast Friday just as they do any other weekend morning in their home in Bani Naim, a village near Hebron. Yet, Firas, 17, and the second oldest of the Khdour children, appeared to be fasting as he refused to eat. Thirty minutes later, Musa received a phone call from a friend, asking if he knew where his son, Firas, was and Musa responded that Firas was at home. “I told my friend that Firas was in our home and then went to look for his car and found that it was gone,” Musa told The Jerusalem Post in his living room on Sunday with tens of families members sitting alongside. Musa’s friend then told him he had seen Firas’s car on social media in what appeared to be a ramming attack. Musa was in a state of total shock. “God knows what exactly happened, but I know Firas and he is upright, good- hearted, and a great student. He wanted to go to Germany to study there. I do not believe that he carried out an attack,” Musa, clearly overcome with grief, remarked. “He was responsible for supporting our home. Community and family members are filing in and out of the tent, offering their condolences to the Khdour family. However, all got foiled when an alert neighbour called the police, who turned up in full strength and arrested all the three. This drama that can easily make up for a Hindi potboiler took place in the posh Ugam Society in Juhu. In the early morning hours yesterday, Sanjay Yadav climbed up the pipe and managed to enter the 2BHK flat through the bathroom window, which was made of layered glass panes. He walked all the way to the main door and opened it to let his robber friends Pawan and Abhishek Yadav enter. The trio then headed towards the bedroom to gag the couple, who by this time was awake. The couple — the man aged 53 years and the woman 50 — started shouting that eventually alarmed their neighbour. Alert neighbour The neighbour then locked the main door of the victims’ flat from outside and went to the third floor, where a relative of the victims stays. The relative then called the victims, with the man answering the phone. The accused started abusing them, which the relative heard that made him realise that the couple is in trouble. They dialled 100 and a team of Juhu policemen arrived at the spot. As the officers were unsure about how armed the men were, over a 100 officers were deployed to bring the situation under control. The entire eight-storeyed building was emptied and the area cordoned off. The robbers, who by this time had accumulated cash worth Rs 7 lakh and jewellery, hid in the bathroom. The police broke open the main door, untied the couple and arrested the three from where they were hiding. Habitual offenders Preliminary investigation revealed that Pawan was a habitual offender and had spent a year in jail in a robbery case and was out on bail at the time of the incident. Sanjay had worked for the victims for 20 days and later quit the job making some flimsy excuse. The trio worked in tandem, with Sanjay doing the recee. All the three from UP were booked under relevant sections of IPC and have been remanded to seven-day police custody after being produced before the Bandra court.

And while Pepsi celebrated World Emoji Day this year in light of its Pepsimojis , it’s doubtful Pepsi will be celebrating five years from now. A brand like Avocados from Mexico, however, may celebrate National Guacamole Day for years to come, Grigsby said. “Once it is oversaturated, it becomes noise,” Grigsby said. “We will find a balance at some point. I don’t know we’re there yet.” But, overall, Grigsby said anything that forces marketers to identify how they can be closer to and add value to the consumer experience is fundamentally a good thing. “How do we add value to what behaviors they are already doing – this is part of that same conversation as we try to shift to figure out native advertising or brand experiences or VR,” he said. “It all comes from the same place – we want to be part of the lifestyle and provide better experiences and products to get there and this is just part of that evolution of marketing and means we’re doing better work.”

72 Arvind Kejriwal asks Delhi to declare war on mosquitoes Arvind Kejriwal New Delhi: Citing how Delhi came together to implement the odd-even scheme, Chief Minister Arvind Kejriwal on Sunday asked people in the capital to jointly declare a war on mosquitoes. Looking fatigued and speaking with visible pain, Kejriwal said in a video message that he told Health Minister Satyendar Jain to buy as many fogging machines as were needed in the next two or three days. He said it was time for the Delhi government, the central government and the BJP- controlled municipal corporations to join hands to take on the mosquitoes to check the spread of chikungunya and dengue. Kejriwal, discharged earlier on Sunday after a throat surgery in Bengaluru, said almost every family in Delhi had been hit by chikungunya. Decrying the "politics" over who was responsible for the mosquito menace, he said he had told Jain to "start a war-like campaign against mosquitoes for one-and- a-half months". He said every second day there should be fogging in every street and every locality in the capital to get rid of the mosquitoes. Mosquitoes, he underlined, "do not differentiate between the Congress and BJP people". The Aam Aadmi Party (AAP) leader said everyone should join the campaign against mosquitoes like during "the India-Pakistan cricket match when all Indians unite". He said there was enough facility in the Delhi government hospitals to tackle dengue and chikungunya but the problem of mosquitoes remained. "It will not be good if we continue to blame civic bodies which did not do their duty... Now every Delhiite should do it. 73 Ready and steady One witnessed range bound and higher level profit booking because of the slightly overbought situation. Nifty finally ended at 8779.85. The weekly charts and monthly charts of Nifty and Sensex are in the buy mode and will keep the market steady this week, despite global volatility. Nifty has immediate support at 8733 and 8689. It has resistance at 8851 and 8932. In normal market conditions, Nifty may not move down below the previously said levels. Low level buying can be initiated, despite a weak opening last Monday. Series of falls India’s trade deficit declined marginally. The trade deficit fell 38.1 per cent; exports fell 0.3 per cent and imports fell 14.09 per cent in August 2016, compared with the previous year in the same month. Consumer price index for August 2016 slowed to 5.05 per cent in August 2016, compared with the July 2016 consumer price index of 6.07 per cent. Market participants are of the view that Reserve Bank may cut lending rates in the next policy meet. If that happens, then it could act as a catalyst for the markets. Last week, India’s IIP numbers came out, a tad below expectations; it fell 2.4 per cent in August. Look at Dow The Dow Jones which is slightly weaker than our markets. Dow closed at 18123 on Friday night, and it got support at 18013. It will face resistance at 18354 and 18500 levels. Technically, weekly and daily charts of Dow are showing weakness will persist in the short term. But interestingly S&P 500 VIX on Friday declined by 5.17 per cent and closed at 15.37, which indicates a lower level stock accumulation. India VIX closed at 14.53 on Friday, down by around 0.66 per cent. This is showing early reversal by the trend on the cards. Gains wiped out On Friday, we saw buying bouts on the morning trade, but after noon, due to profit booking Nifty erased some of its early gains; especially in the banking sector. Banking Nifty on Friday closed at 19855. It has support at 19729 and 19522. The first support is a strong support point and, most probably, we can expect a U turn on Banking Nifty on expectation of a possible rate cut. Data in focus The result season ended last week, and now investors are focussing on Q2 numbers. Investors are also keenly looking at the macro data, coming out next week. From US data like Continuing Jobless Claims, Initial Jobless Claims and Markit Manufacturing PMI and from Euro Zone data like Current account, Consumer Confidence, Unemployment, Balance of Trade, GDP Growth Rate, Market PMI, Markit Manufacturing PMI are due this week. Foreign Reserves and Deposit Loan growth data are expected this week from India. Balance of Trade and Nikkei Manufacturing PMI are announced next week from Japan. Concerns about crude Crude is looking extremely weak after reports that Iraq started pumping huge amounts of crude; the crude export in August jumped more than 15 per cent from July, which is almost equal to Iran’s pre- sanction shipment levels. News reports on higher exports from Nigeria and Libya also kept the market under pressure. Investors are concerned about fresh supply and it may pull down the prices further southwards in the near term. It is prudent to buy stocks for medium term if there is a price correction. Pic/PTI The markets began the week with a sharp correction, and then began recovering at the end of the week to close with losses for the week. The BSESENSEX lost 198.22 points or 0.69 per cent to close at 28,599.03 points. NIFTY lost 86.85 points or 0.98 per cent to close at 8,779.85 points. The broader indices lost a little more with BSE100, BSE200 and BSE500 losing 1.12 per cent, 1.105 and 1.10 per cent respectively. BSEMIDCAP lost 2.21 per cent while BSESMALLCAP lost 0.75 per cent. The top sectoral gainer was BSEIT up 1.17 per cent followed by BSETECH 0.92 per cent and BSEFMCG 0.03 per cent. The losers were led by BSEMETAL down 5.67 per cent followed by BSEREALTY 4.40 per cent and BSEPOWER 3.26 per cent. In individual stocks, Reliance gained 3.07 per cent followed by Maruti at 3.05 per cent and Infosys 2.32 per cent. Tata Steel was the top loser down 8.99 per cent followed by Yes Bank 8.53 per cent, NMDC 8.48 per cent and SAIL 7.90 per cent. Balance it out The Indian Rupee lost 0.30 or 0.45 per cent to close at Rs 66.98. Dow Jones gained 38.35 points or 0.21 per cent to close the week at 18,123.80 points. The top gainer is Reliance and one should expect further upmove in the market. It is also a bright possibility that the Reliance upmove could be counterbalanced by some other stocks declining, and evening out things. The primary market continued to see lot of action with two issues opening and closing for subscription last week. L&T Technology Services Limited which was to raise R 894 crore at the top end of the band managed to get subscribed 2.53 times. The QIB portion was subscribed 5.01 times, HNI just about subscribed at 1.03 times and retail 1.75 times. The number of applications was 3.10 lakh, a far cry from the 10.93 lakh applications in the earlier issue of L&T Info in July 2016. The fact that investors lost money in that issue and it continues to trade below issue price, discouraged a lot of investors from applying. For business schools The second issue was from GNA axles which raised Rs 130 crore from 63 lakh shares in a price band of Rs 205-207. The issue was subscribed a massive 54.88 times with the QIB portion subscribed 17.18 times, HNI 217.47 times and retail 11.84 times. There were 2.93 lakh applications received and it must be a record for the size of issue. One must also note that this issue would trade in the ‘Trade to trade’ segment for the first 10 trading days. One cannot help compare the two issues which were separated by a day with the level of subscription. The first issue was from a pedigreed house, where investors did not make money in the earlier issue in July and also found the issue expensive. The second was from an unknown promoter where the issue was backed by India’s top three mutual funds, HDFC, Reliance and UTI (not in order) and HNIs applied with funding. Small issue having backing, and you has subscription of 55 times. It is a case study for business schools to understand the psychology of investors in the two issues. The performance of these two issues would be closely watched on listing and one sincerely hopes that neither of them disappoints. The largest offering The primary market saga continues with the largest offering in this year opening on Monday, September 19 and closing on Wednesday, September 21. ICICI Prudential Life Insurance Company Limited (ICICI Pru) is offering for sale 18.13 crore shares in a price band of Rs 300-334. The issue size at the top end of the band would be Rs 6,056.79 crore. There is a reservation of 10 per cent for shareholders of ICICI Bank. Looking at the size of the issue and 35 per cent reserved for retail, all applicants in the retail category would get allotted the minimum customary one lot. The highest number of applications received so far were, 10.93 lakh and it looks difficult to imagine that the number would be exceeded by 30-40 per cent. The market cap of the company post issue, at the top end of the band of Rs 334 would value the company at Rs 47,939.82 crore. A crucial juncture Markets are very crucially poised. There was a lot of short covering on Friday, which saw markets trade substantially higher in the early part but giving up half of the intraday gains. Results season for the quarter ended September, would begin around October 10, and, we still have 20- 21 days or three weeks to go. It is in this period that fireworks if any, in the market would happen. Also with so close to the all-time high (5 per cent away), it is a now or never like situation. Keep your fingers crossed and hope for the best. Final piece of advice: If we head to a new high, it will be wise to use it to sell and create cash for the right opportunity to re-invest. They allege that the existing public toilets in the ward are poorly maintained. Aarey’s anguish: Aarey Milk Colony has 28 tribal hamlets, but its residents struggle to get even basic sanitation and drinking water facilities. Roads across the ward are riddled with potholes, but the ones in Aarey are shoddier. There are no public toilets or streetlights in the area, forcing locals to risk their lives by venturing into forested patches to answer the calls of nature. There is little access to modes of transport within the area late at night. This inadequacy primarily affects those who need to rush to the BMC-run hospital outside Aarey during odd hours. Locals want the civic authorities to set up a functional health post in the area.

The MSEB officials finally replaced the transformer after five days It was only on Sunday afternoon, after 500 women staged a rasta roko the day before, that the Maharashtra State Electricity Board (MSEB) officials replaced the transformer and restored power. Activism pays “Since September 13, there was no electricity in the Ganesh Nagar area of Diva. Residents were regularly visiting the MSEB office and complaining that the transformer needed repairs, but their pleas fell on deaf ears,” said Vijay Bhoir a social activist, who claims that though Diva is part of the Thane Municipal Corporation, it is meted out a treatment reserved for rural and neglected areas. Bhoir says that the Mumbra police stopped the Saturday protest. “We contacted the MSEB officials who assured us that they will replace the transformer on Sunday. On Sunday afternoon, after 2 pm, the transformer was finally changed and the lights came back on. However, last time, the replacement transformer was also an old one, which got damaged within 2 months; I hope it is not the same case again,” added Bhoir. Dilip Khanande, chief official, Diva MSEB said, “We replaced the transformer on Sunday and the electricity problem of the residents had been sorted out.” Problems galore Sunita Kamble, a resident lived without electricity for the last five days alleges that Diva is neglected every time. Water, electricity and potholes — all are major problems in Diva. With the increase in mosquitoes, the health problems are also on the rise. “We stopped kids going out of home because of the darkness. The adjoining areas are grassy and in the open space, snakes and other insects thrive,” she explained.

He indirectly referred to the Shiv Sena performing the ‘bhoomi pooja’ for the two bridges on Saturday and said that Sunday’s programme was an official one and such small things should be ignored. The CM further said that funds have been made available for infrastructure development in Thane, Kalyan, Dombivili and Ambernath. 80 Pollution is snuffing out marine life This 40-foot whale was found dead at Juhu beach in January If you’re wondering why so many sea creatures have washed ashore and died on Mumbai shores in the last couple of years, here’s a likely answer – it’s because of widespread pollution in the sea, particularly due to oil and plastic. In the last two years, as many as 17 marine animals — dolphins, whales, porpoises and sea turtles – have fallen victim to this crisis, which is set to get even worse after the Ganpati visarjan, when lakhs of Plaster of Paris idols were immersed in the sea. Latest victim On Saturday morning, yet another dead dolphin washed ashore near Manori. The carcass was spotted by locals, who informed wildlife lover Ankit Vyas, who then passed on the information to the police and the Mangroves Cell of the forest department. Experts in the field believe that several factors are responsible for the death of marine wildlife, including the destruction of their natural habitat. The worst culprit of this destruction is pollution of seas and oceans through harmful chemical effluents and oil spills. Another threat is the plastic waste floating all over Mumbai coasts, as well as discarded fishing nets, in which the marine creatures get entangled and die. Experts are also of the opinion that religious offerings that are dumped in creeks, end up flowing into the seas, and this is yet another factor for marine deaths. Experts say Director and senior scientist at the Bombay Natural History Society (BHNS), Dr Deepak Apte said, “There are multiple reasons for the death of marine wildlife. Shipping-related mortalities are on the rise as there has been an increase in shipping traffic. The reason for death could be propeller hits. Frequency of deaths of marine creatures near the Mumbai coast also indicates that the level of pollution is high in the sea, including pollution from oil and heavy metals accumulating through the food chain. Fishing-related mortalities caused due the use of fishing nets are also one of the reasons.” “The autopsy of the dead creatures should be done in a top-class laboratory to find out the exact cause of the death,” he added. “While there has been an increase in the death of marine wildlife in recent years, the government doesn’t seem to be serious or even aware of the consequences if we keep losing our marine biodiversity. 81 Gujarat ATS arrests 1993 RDX landing accused The Gujarat Anti-Terrorism Squad has nabbed an accused in the 1993 Gosabara RDX and arms landing case, in which fugitive gangster Dawood Ibrahim has been named as a key conspirator. Abdulsattar Batliwala was arrested from Khar. He was a part of the conspiracy whereby Dawood sent a huge cache of RDX and arms, including AK-47 rifles to Gujarat from Karachi via sea route in 1993. The objective was to take revenge for the Babri masjid demolition. According to the ATS, Batliwala was present at a meeting called by Dawood in Dubai to plan out the landing at Gosabara. Police had recovered five AK-47 rifles, an AK-56 rifle,43 hand grenades and 3,011 cartridges during the probe. Till now, around 40 arrests have been made and while 16 accused are still at large.

83 83 Mumbai Crime: Eleven-year-old girl sexually assaulted, choked to death Representational picture An eleven-year-old girl was kidnapped, sexually assaulted and murdered by unknown person near the Mulund checknaka on Saturday night. The girl was sent by her family to buy some goods from a nearby shop. When she didn’t return home after a long time, the family and neighbours started looking for her. Later, her body was found under a container a few metres away. Sources say the girl was subjected to unnatural sexual assault and suffocated to death. The family of the deceased hails from UP. They arrived in Mumbai two months ago and set up shanties near the checknaka. The family has three children, out of which the deceased was the eldest. Left home, didn’t return The incident occurred on Saturday night. At around 9 pm, the girl’s mother asked her to bring some grocery items from a local shop. The girl went but did not return for half-an-hour. The family started looking for her and found her body under a container. After this, her father immediately informed the police near checknaka who then informed the Navghar police. Cops took the body to Veer Sawarkar general hospital in Mulund East, where doctors declared her dead on arrival. The body was then sent to KEM hospital for post mortem. Suffocated to death Sources said, that the post mortem has revealed that the death occurred due to suffocation and the girl was also subjected to unnatural sexual assault. They added that the girl was sexually assaulted first and subsequently suffocated to death after the accused covered her mouth, in an effort to prevent her from shouting. After realising that the girl is dead, the accused left her under the container. Cops are awaiting the post mortem report to include a charge of rape. One detained DCP (Zone 7) Rajesh Pradhan said, “We have registered a case of murder against unknown person. 87 New ‘super-fast’ LTE network for SA Founder and former CEO of FirstRand bank Paul Harris (source: 2oceansvibe) Johannesburg - Veteran banker and chair of Wireless Business Solutions (WBS), Paul Harris, has announced a multi-billion rand investment in a new national ‘high- speed LTE-A’ network. WBS, which owns iBurst, said the new wireless network promises to be an alternative to fibre networks and will bring “super-fast” broadband to consumers and businesses. The network, which is planned to be rolled out in the next few months, is further set to enable 5G technology and “place South Africa amongst the leaders in the field”. Harris said the network is intended to help boost South Africa’s economy. He cited a recent World Bank study that said an expansion of broadband access of ten percentage points in developing markets can result in an expansion of GDP by 1.4%. "Nothing can be gained by sitting on the sidelines. WBS' investment is a manifestation of its confidence in South Africa and its desire to contribute” said Harris in a statement. WBS said that it plans to deploy LTE-A PRO or 4.5G and that the new national network will tap existing spectrum assignments in the 1 800 and 2 600 Mhz bands. The new network will be deployed on some of WBS’ own 400 sites and sites leased from tower companies and other telecommunications providers, said the company. WBS was acquired by network management company Multisource in 2015. Meanwhile, Harris is the former CEO of banking group FirstRand. Other shareholders and directors of WBS include MTN’s former chief technical officer Phumlani Moholi and Michael Jordaan who is the ex-CEO of FNB.

I also hear the unemployed saying they will not work for a boss because they don't want to be ordered around, make someone else rich, etc. My question is this, if you don't work for anyone, once you have your own business who will work for you then? If you need people to work for you and they have the same mindset as yours of not having a boss, you will not have employees. I am confident in saying that there is no business that will ever succeed with workers. It is irrational and misleading for people to encourage everyone to be entrepreneurs without emphasizing the fact that they are going to need people who will work for them. the question then rises that how will you have people working for you to make your business successful if they were also business owners. If you owned a Fleet company who will drive your vehicles if they were also business owners? I can guarantee you that we will have no economy if all of us became business owners. We will have no government because those who were supposed to be the president, ministers, governors, and all other departments that make a government wanted to be entrepreneurs. All these people are working for the government. Will they have been employees in the government if they were business owners? Absolutely not. Let me give you this food for thought with the following questions: if you went to a garage to fill up your tank, will there be a "petrol attendant" to give you that service if he/she was an entrepreneur? If you went to a restaurant to eat, will there be a "waiter" to serve you if he/she was a business owner? If you went to a supermarket to buy groceries, will there be a cashier to serve you if he/she was a business owner? I am all for people becoming their own bosses, but my concern is that there is no equilibrium because it is never mentioned that you are going to need workers for your business to operate. Hence I am saying that not all of us can own businesses. Even the richest people will not be who they are and where they are if they did not have people working for them. So there will always be a need for employees as much as we want many employers. how then will your 'employer' status make any sense or be relevant if you did not have employees? How are you an employer without employees? Who are you employing as an employer? We need to go back to the drawing board in bringing a balance to this, lack of a better word, 'movement' of make everyone entrepreneurs. A lot of you might differ with me, but if you really think about it, it does not make sense and sure is unreal to all be businessmen and women because we will have nobody working for us. Therefore, there will be no business at all at the end of the day.

Often we make the mistake of chasing the pay cheque and neglect nurturing our skills. Some people would focus on getting tenders through connections, but even if you get the tender you will require the skills to execute and fulfil your commitment. If you don’t have the skills required you will be forced to source someone with the skill who could charge you an arm and a leg for it. It’s like when you are sick you consult with a doctor, because he possesses a skill you do not have and you pay him his worth for the consultation. In the same way it’s important for you to know your worth, develop your skill constantly. If it means going back to school then so be it. “If it is to be, it’s up to you”. There’s a reason some people are successful at what they do. Malcom Gladwell in the book “Outliers” talks of the 10’000 hour rule, where one needs to spend 1000s of hours honing and perfecting their skill to master their area of trade. That also requires discipline in your area of endeavour, just like athletes who spend hours and hours training and practising only to shine for a moment in the playing field. You don’t get paid to discover your skills and talents, you don’t get paid to develop your skill. You exchange your well-developed skill for a reward, so what is your worth? What is your market value? What are you doing today to improve your worth? When a skilful man is required does your name appear on the skilled list?

90 Illegal electricity connections are ignored by ESKOM ESKOM does not stand by it's commitments to stop electricity Theft! Here in Grabouw, as I guess with many other communities, there is a high rate of illegal connections. I have been reporting them through Crime Line Anonymous SMS 32211 but there is no response. Apparently I have been wasting my time. I decided to email ESKOM and I got an answer saying that at the moment they are ignoring the connections because they fear the safety of their staff and are scared there will be a riot. He said they were waiting for an important meeting with the local municipality and the mayor.next month. This afternoon I was on the bus riding past the informal settlement on Oukaapseweg and I saw a home made ladder made out of pine branches going up to some transformers on top of a pole. There were 4 men on the pavement below working with some wiring. And there was a loose wire hanging from one of the transformers. Obviously one of the men has ESKOM experience. This is in broad daylight. The know that nobody is going to do anything about it. ESKOM makes the statement on their web site "Report any suspected electricity theft – your silence gives the green light to perpetrators to continue their illegal activities while you continue paying" It is ESKOM itself that is giving the green light for illegal connections......

Many are not given jobs or are asked to leave because of their scars. A special women’s court had sentenced Ankur Panwar to death on September 8, in the Preeti Rathi acid attack case. Reshma Banu (32), a survivor of such an attack, is a mother of three teenagers who have dropped out of educational institutes because she cannot pay their fees. Reshma has been trying for a year to get a job, but claims no one is hiring her because of the scars on her body. No jobs Her husband left after the attack in 2010. Since then she has been borrowing money from her relatives and friends to feed her kids. “I have spent the compensation of Rs 3 lakh on my treatment. But after the incident, they fired me because of the scars on my body. Since then I am struggling to get a job,” said Saira. Even well educated acid attack survivors are not getting jobs. Shabbo, a 21-year-old Bcom graduate, was attacked when she was only one month old by her father. He threw acid on her mother while Shabbo was on her lap. Her mother succumbed to the attack and Shabbo sustained severe burns on her face and had an eye affected. She completed her graduation with 68% in 2015. She got hired by a well- known multinational company but within two months, she was asked to leave. “They said they got complaints about my face,” said Shabbo. But there was a silver lining for her. Recently, a call centre hired her. “We hired her, as she is well qualified. More people should hire such victims to make them financially stable and independent. This helps them cope with their depression,” said Preeti Arora, co-founder of the call centre. SC’s order ignored Last year, in December, the Supreme Court ordered all states and Union Territories to consider acid attack survivors as disabled people and provide them benefits under the Disabled Act of India. But many are not provided such facilities. Daulatbi Khan has a certificate from a BMC-run hospital, saying she has 75 per cent burns from the attack. Sc) students in a fix after announcing early exam dates despite a recent change in syllabus, the Mumbai University has put the first year students in a pickle now. The varsity has announced two papers on the same day and at the same time. Students were shocked to discover this issue on September 16, the day the timetable was released. However, to rectify its gaffe, MU has said it will hold a meeting tomorrow and discuss the future course of action. While the students are shocked at the timetable, MU said it would have a meeting tomorrow to rectify the gaffe. Representational pic MU declared the semester examination timetables on September 16. For first year science students from affiliated college however the confusion is how they would appear for two papers at a single time. Two papers are clashing from three subject combination sets, which include six papers in total. When I approached professors in college, even they were shocked and said it will be notified to varsity and that corrective measures will be taken, as there is time for the exam. Bad light on exam section Further speaking about the issue, a principal from a Bandra college said, “From one angle it is not a big issue as it has been notified and there is still enough time in hand for the university to make appropriate changes. But this only shows how work wasn’t done properly when preparing the timetable.” Another principal from a college in Thane, said, “The issue may not be big as changes can be made. But this just puts a bad light on the examination section of MU, especially when it has already been in such controversies.” “MU’s examination section is known for such mistakes. 96 'Organic Architect' Sees Inspiration in Snakes and Peanuts Architect Javier Senosiain looks out over his sinuous snake's nest of a building, which seems to writhe amid a green and tranquil vista on the very edge of Mexico City's urban sprawl, and reflects on over 30 years of building egg- and cocoon-like dwellings that are quite literally out of the box. "When a child is born we put him an incubator, which is a box," said Senosiain, 68. "Then we put him a playpen. The child is placed in a succession of boxes throughout his life, and then when he dies, he is put In another box. " "The idea here is to break with the box," he said, pointing to the 10- apartment complex that, like much in the 2-acre (1/2 hectare) compound, looks like a snake with eyes in its body — architectural homage to Quetzalcoatl, the Aztec "feathered serpent" god of light and knowledge. At the project known as the "Nest of Quetzalcoatl," enormous snakes are conformed into passageways, bridges, fountains and walls. The people who live here have to get used to passing through gigantic snakes' mouths to reach surprisingly spacious if cave-like dwellings filled with soft angles and curves. Senosiain isn't offended by cave comparisons; in fact he kind of likes his homes to look caves. Or wombs. Anything but boxes. He's used whales, snails, sharks and mushrooms as inspiration for previous projects. The buildings often merge into the landscape, sometimes half buried. True to his form, Senosiain is reflecting on his world view while sitting in a hand-like fiberglass floating chair in the middle of a pond that serves as part of the compound's water treatment and rain-water collection system. The Nest sits in front of a rare green patch on the city's outskirts — a graveyard on one side keeps the urban sprawl hemmed in — but from certain angles you can get an eyeful of ticky-tacky cement boxes crawling up bare hillsides, jostling each other shoulder to shoulder and disappearing in the smoggy haze of the distance. It is this reality that Senosiain wants to take on, to cure, in a sense. He has just opened a retrospective exhibition of his work at Mexico's premiere cultural venue, the capital's Palace of Fine Arts, and the display includes a proposal for prefabricated, low-income housing in a shape that can be be compared to an organic Airstream trailer made of concrete or, as he describes it, a peanut. Given the super-light spray-concrete-over-metal-frame design, the homes can just be picked up and placed on a footing with a crane. "You just hook up the light, water and sewer lines, and it's ready," Senosiain said. He proposes placing about 60 of these 300-square foot (28-square-meter) micro-homes (they're modular and can be combined into bigger houses) together in a neighborhood, where no house is more than an eight-minute walk from urban services like schools or stores. So far, no developer has taken him up on the plan, though its time could be near. Mexico's big low-income housing builders were hit by a crisis in 2011 and 2012: Some went bankrupt, and others came close, after building hundreds of thousands of units of precisely the kind of housing that Senosiain — and apparently homeowners — don't like: tiny, rectangular, cookie-cutter boxes placed far outside city centers, far from services, jobs and schools. Hundreds of thousands of those houses now sit abandoned, and the government, which financed many of the homebuyers, now acknowledges the projects were a mistake. "It wasn't easy before; there wasn't any interest," Senosiain said of his contacts with the government's low-income housing agency two decades ago. "But now, I think it is a lot more likely... I think now there is interest. " That can be said of much of his work. It has attracted so much attention that he is building a visitor center and extensive gardens and plans to turn the Nest complex into an educational park for school visits. "When we built the first house 31 years ago, people thought it was strange. They said, 'I like it, but I wouldn't live there,'" Senosiain recalled "Today, people see it very differently. There is a lot more environmental consciousness, and that is an advantage. "

98 Dramatic role in 'Mr. Church' lures Eddie Murphy back to screen You would think that being a comic legend, an Oscar nominee and the star of some of Hollywood’s greatest blockbusters would mean having an abundance of scripts to choose from. But Eddie Murphy says part of the reason he hasn’t made many movies in recent years is because he hasn’t been asked a lot. “I don’t usually get offered stuff,” the 55-year-old said in a recent interview. So when he got sent the dramatic script for “Mr. Church,” where Murphy plays a caretaker who bonds with a struggling family, he couldn’t resist. ” ‘Wow, I get to work with a great director [Bruce Beresford] and good actors [including Britt Robertson and Natascha McElhone],’ ” Murphy recalled thinking. The fact that it only took 27 days to shoot was a lure too, particularly since he’s the new father to his ninth child, four-month-old Izzy Oona Murphy. “It was like a really easy movie to go do and everybody was really cool, so I just went and did it, then I went back to the hammock in the backyard,” Murphy said. “Mr. Church,” now in theaters, is Murphy’s first film in four years. While he’s been spending plenty of downtime at home with his family, he hasn’t been completely idle; he’s been doing music and last year released a hit reggae single “Oh Jah Jah.” He has also been coming up with ideas for what he describes as one last comedy tour: “The Last Laugh.” “I wanted to get back on the stage and do stand-up and go full circle like where I started,” explained Murphy. “Just do like one last tour or show or something. But you need like an hour and a half of stuff and the only way you get stuff is to just live life.” He added: “I stopped making movies to just be a person trying to come up with some jokes. But what happened was, I don’t think I came up with any jokes, I just wound up sitting in the backyard playing guitar and that kind of didn’t suck. …. then in the middle of all of that, [‘Mr. Church’ producer] Mark Canton sent me this script and I was like, ‘This is really good.’ ” In the movie, based on a true story, Murphy plays a chef hired to look after a dying single mother and her only daughter. Six years later the mother is still alive as Mr. Church becomes accepted and loved as part of the family, all while they overcome obstacles through care and love for one another. “I think it’s really sweet and charming and heartfelt,” said Murphy. Towards the end of the movie, Mr. Church’s cheerful but steely demeanor is broken when he sheds a tear. He added he never ordered a criminal probe before a full command probe had occurred, but that it was possible that the Military Advocate General ordered a probe on his own. Azaria is standing trial for manslaughter after he shot and killed Abdul Fatah al-Sharif on March 24, after the Palestinian had already been “neutralized” by two soldiers whom he had attacked. Azaria said he shot Sharif suspecting he was wearing an explosive vest and accused the IDF commanders on the ground of failing to quickly call a bomb squad to check Sharif’s body before moving the body from the scene – a standard police procedure. In the incident, the IDF said that it overrode police procedure, due to having generally established that Sharif posed no threat and experience that keeping an attack scene open for too long could lead to further attacks. The two are carrying a strolley that contains over 9 kg gold that amounts to Rs 3 crore.
