1 US flies bombers over South Korea in show of force against North (1.02/2) OSAN AIR BASE, South Korea — The United States on Tuesday sent two nuclear- capable supersonic bombers streaking over ally South Korea in a show of force meant to cow North Korea after its recent nuclear test, and also to settle rattled nerves in the South. The B-1B bombers, escorted by U. S. and South Korean jets, were seen by an Associated Press photographer as they flew over Osan Air Base, which is 120 kilometers (75 miles) from the border with North Korea, the world’s most heavily armed. The bombers were likely to return to Andersen Air Force Base in Guam without landing in South Korea. Such flyovers are fairly common when animosity rises on the Korean Peninsula, which is technically in a state of war because there has never been a peace treaty to officially end the 1950-53 Korean War. South Korea does not have nuclear weapons and relies on the U. S. “nuclear umbrella” as a deterrent to North Korea. Washington also stations more than 28,000 troops in the South, and tens of thousands more in Japan. The B-1B doesn’t currently carry nuclear weapons under a disarmament treaty, but the United States has yet to convert the B-1s to non-nuclear heavy bombers using treaty procedures, according to a 2016 report by the U. S. Congressional Research Service. U. S. Forces Korea wouldn’t comment on the bombers’ capabilities, but South Korean military officials and analysts said that they could carry nuclear weapons if reconfigured. It uses such flyovers and the American military influence in the South in its propaganda as alleged proof of U. S. hostility that it says is the reason it needs a nuclear bomb program. Pyongyang’s claim to have used “standardized” warheads in the detonation makes some outsiders worry that it is making headway in its push to develop small, sophisticated warheads that can be mounted on missiles that can reach the U. Nuclear expert Siegfried Hecker, who has regularly visited the North’s nuclear facilities, estimates that the North may have enough nuclear fuel for about 20 bombs by the end of 2016 and the ability to add about seven new bombs a year. “Left unchecked, Pyongyang will likely develop the capability to reach the continental United States with a nuclear tipped missile in a decade or so,” Siegfried wrote on the North Korea-focused website 38 North. Seoul, Washington and their allies have vowed to apply more pressure and sanctions after the test, the second this year. “The United States and (South Korea) are taking actions every day to strengthen our alliance and respond to North Korea’s continued aggressive behavior,” Gen. 13 Latest PlayStation 4 update now ready for download Early on Sony announced that a major update to the PlayStation would be forthcoming, which includes HDR output capabilities. This update is now live and ready for download. The update, codenamed “Shingen,” is by far the biggest that Sony has put out for the PlayStation console. Apart from the promised HDR output, the update also tweaks the menu screens and adds folders, reports The Verge. 17 DOJ approves criminal rap vs Maguindanao vice mayor THE Department of Justice (DOJ) has approved the filing of criminal complaint against Maguindanao Vice Mayor Abdulwahab Sabal and three others who were arrested recently for illegal possession of firearms and explosives. In an 11-page resolution released Tuesday, the DOJ found basis to charge Sabal, his wife Mohanna, bodyguard Nasser Maulana and driver Norodin Abas in court for violation of Republic Act 10591 or the Comprehensive Firearms and Ammunition Regulation Act. Mohanna will be facing a separate case for violation of the Dangerous Drugs Act after authorities found 12 sachets of shabu inside her bag. Authorities recovered from the respondents an improvised explosive device, particularly a 60 mm. mortar with batteries and cellphone attached; two apple and cacao type grenades with trigger pin mechanism, an M-16 rifle and other firearms. “Jurisprudence is settled that what the law requires is mere possession which includes not only actual physical possession but also constructive possession of the subjection of thing to one’s control and management. On this principle, respondents may be said to be in joint possession of (seized firearms and explosives),” the DOJ resolution stated. The resolution was prepared by Assistant State Prosecutor Gino Paolo Santiago and approved by Senior Deputy State Prosecutor Richard Anthony Fadullon and Prosecutor General Claro Arellano. Sabal and the three others were arrested last Sept. 8 at the Awang Airport in Datu Odin Sinsuat. The DOJ affirmed the warrantless arrest of the elected official and his companions. “In the present case, the arrest without a warrant of respondents were valid as the same was effected immediately after they were seen in possession of firearms and explosives,” the DOJ said. “The subsequent search upon Mohanna Sabal after her arrest that resulted [in] the recovery of 12 plastic sachets later shown to contain shabu is also valid. Under section 13 of Rule 126, ‘a person lawfully arrested may be searched for dangerous weapons or anything which may have been used or constitute proof in the commission of an offense without a search warrant,” the DOJ resolution added. They are currently under the custody of the Philippine National Police’s Anti- Illegal Drugs Group in Camp Crame. The case will be filed in within the week. The USB Kill 2.0 tests your device’s resistance against this attack. The USB Kill collects power from the USB power lines (5V, 1 – 3A) until it reaches ~ -240V, upon which it discharges the stored voltage into the USB data lines. This charge/discharge cycle is very rapid and happens multiple times per second. 22 Eid festivities marred in India Kashmir; 2 protesters killed SRINAGAR, India — Fresh clashes left two anti-India protesters dead and scores injured in India’s portion of Kashmir on Tuesday, police said, as a security lockdown marred Eid festivities in the troubled region. Security forces fired tear gas and shotgun pellets to quell protesters in several places, including Srinagar, the region’s main city, police said. Protests took place in dozens of areas in the region, which has been wracked by massive demonstrations since July. Shops and businesses were closed, with a curfew in effect in the entire Kashmir Valley. Most people remained indoors for the Islamic festival of Eid al-Adha, which fell on Tuesday. Usually bustling with activity on such occasions, Srinagar’s marketplaces were deserted. Authorities did not allow congregational Eid prayers in the main mosques and Eid grounds in the predominantly Muslim region, but prayers were held by people in small neighborhood mosques. A protester was killed by a tear gas shell in the northern area of Bandipora, said a police officer, who spoke on condition of anonymity because he wasn’t authorized to talk to reporters. Another protester was killed by pellets in Shopian in the south, he said. At least 60 people were injured in clashes in 10 different places in the region. The curfew seemed to have foiled a planned march called by separatist leaders to the Srinagar office of United Nations military observers, which was set up to monitor a cease-fire between India and Pakistan. Police said in a statement that authorities used drones and helicopters for surveillance in the region, which has been hit by protests for two months following the killing of a popular rebel leader. 25 SC affirms amendment of pork scam complaint against ex-TRC chief THE Supreme Court on Tuesday upheld the decision of the Sandiganbayan that allowed the Ombudsman to amend the complaint to include former Technology Resource Center head Antonio Ortiz in a case related to the pork barrel scam. In a decision, the high court en banc said the Sandiganbayan did not commit abuse of discretion when it amended the charge sheet to include Ortiz and change the term Sub-ARO (Allotment Release Order) to (Special Allotment Release Order) SARO. SARO and sub- ARO authorize the release of government funds but SARO is issued by the Department of Budget and Management and sub-ARO is issued a department agency. “The Court agreed with the Sandiganbayan and held that the Sandiganbayan did not commit grave abuse of discretion; nor did it commit error when it found probable cause against petitioners,” the high court said. Also dismissed was the petition filed by former Budget Undersecretary Mario Relampagos questioning the same Sandiganbayan resolution allowing amendment to the Ombudsman complaint. The cases against the two stemmed from the alleged misuse of the pork barrel allotment of former Senator Juan Ponce Enrile worth P172.8 million from 2004 to 2010. The high court sought data regarding delay in serving summons and notices to accused and witnesses in criminal cases by police. It also sought data regarding delay in conducting trials due to want of service of summons on prosecution witnesses by police. The bench further wanted to know in how many criminal cases trials had been delayed due to want of service of summons in the state. Viewing the matter seriously, the judges directed the counsel appearing for the high court, S R Nargolkar, to seek instructions independently from the respective Principal District Judges in the state of Maharashtra. 45 No lifting of TRO on contraceptive implants, says SC The Supreme Court has denied the government’s request to lift the restraining order on the procurement, selling, distributing, dispensing, administering and promoting contraceptive implants. A restraining order was issued in July last year by the high court’s second division following a petition filed by the Alliance for the Family Foundation Philippines Inc. (Alfi) who claimed that the Department of Health’s (DOH) implemented Republic Act 10354 or the Responsible Parenthood and Reproductive Health Act of 2012 (RH Law) disregarded due process and considered a grave abuse of discretion. READ: High court stops DOH contraceptive implants Alfi also wants a blanket restraining order not only for hormonal contraceptive “Implanon” and “Implanon NXT” but also for other similar products. The DOH, through the Office of the Solicitor General, told the high court that the restraining order should be lifted because the restraint would result in the depleted supply of contraceptive drugs and devices in both accredited public health facilities and in the commercial market. It added that government funds will also go to waste because huge quantities of Implanon and Implanon NXT will expire and yet will still be in government warehouses. But the high court said the Food and Drugs Administration (FDA) still has to conduct a hearing on Alfi’s opposition to the said drugs. “To lift the TRO (temporary restraining order) at this time would be to grant a motion for execution before a trial. The Court emphasized that the TRO did not mean that the FDA should stop fulfilling its mandate to test, analyze and scrutinize and inspect drugs and devices,” high court’s Information Chief Atty. Theodore Te said at a press conference. The high court explained that the subject of the TRO is the granting of certification or recertification of contraceptive drugs without giving Alfi the opportunity to air its objections. Also covered by the TRO is the distribution and administration of Implanon and Implanon NXT and similar contraceptives until they are determined to be safe. In the same ruling, the high court also ordered the DOH and the FDA to come up with guidelines, procedures in the screening, evaluation, approval, purchase and distribution of contraceptive drugs, hormonal contraceptives, intrauterine devices, injectables and other safe, legal, non-abortifacient family planning products and supplies. The high court told DOH and FDA to observe the basic requirements of due process for those opposing the purchase, distribution of the said products, publication and notice of hearing and follow the standard laid down under the constitution and RH Law that what should be allowed are those products “that do not harm or destroy the life of the unborn from conception/fertilization.” “The rules and regulations or guidelines shall provide sufficient details as to the manner by which said product and supply shall be strictly regulated in order that they will not be used as an abortifacient and in order to sufficiently safeguard the right to life of the unborn,” the high court added. The high court also ordered the government to amend the implementing rules and regulations to conform to its decision declaring the RH Law constitutional. 47 DA vows to fight plan to buy R700 000 ride for KZN mayor Durban - The Democratic Alliance has vowed to fight the purchase of a R700 000 "luxury car" for the mayor of Mkhambathini Municipality near Durban. According to a press release issued by Mkhambathini PR councillor Michael Wensley on Tuesday, the ANC-led municipality had discussed the topic of a new car for Mayor Eric Ngcobo this week. "The matter was placed at the top of the agenda [at a council meeting] ahead of pressing issues relating to service delivery, corruption and job creation," Wensley said. "The new car is set to cost the public over R700 000, and its purchase relates to the mayor’s unwillingness to use his predecessor’s vehicle, a 2011 Mercedes. It is still not clear what luxury vehicle the mayor will buy with this budget," he added. Wensley said that the purchase of a new car was tantamount to a "blatant disregard for the people", in a "poor municipality grappling with high unemployment and deteriorating service delivery". "The DA will not stand for this. We will do everything we can, using council mechanisms, to stop the purchase of this latest luxury car. That money should rather be spent on services for the poor, not improving the lives of the politically connected elite," he said. 49 Zambian president sworn in despite court challenge Zambian President Edgar Lungu has taken the oath of office after the nation's top court rejected an opposition petition to block his inauguration. Mr Lungu, who was re- elected last month in a closely contested vote, was sworn in at a packed stadium ceremony that included a 21-gun salute and traditional dancers. It was attended by regional leaders including Robert Mugabe of Zimbabwe and Ian Khama of Botswana. "We have a great task ahead of us. We need to work as one Zambia, one nation," Mr Lungu said. 50 Teen in court for murder of fellow pupil The accused‚ a grade 10 pupil at Badirile High School in Khutsong‚ Carletonville‚ west of Johannesburg‚ later abandoned his bail application in the Khutsong Magistrate's Court. The pupil‚ who is a Lesotho national‚ stopped his formal bail application because it had not been established if he was legally or illegally in the country. The 19-year-old teenager‚ who cannot be named because he has not pleaded‚ was arrested on September 1 in Khutsong after he allegedly stabbed a fellow pupil‚ Sabelo Phahlindlela‚ 19‚ to death outside their school on the same day. The suspect was earlier identified as a member of the Casanova gang‚ while Phahlindlela was identified as a member of the Creature gang. Gangs led by teenagers are fighting for control of Khutsong. Phahlindlela was stabbed once in his neck‚ after an altercation with the accused. The two allegedly had an argument during school hours when the suspect who was carrying a condom filled with water and wanted to throw it at someone and Phahlindlela stopped him. The suspect allegedly threatened to teach Phahlindlela a lesson after school. After school‚ the suspect and his gang waited for him at the school gate and when he approached them‚ he was then attacked and stabbed. Phahlindlela who was bleeding profusely then fled to the school's nursing room where he later died. The suspect is expected back in court on October 13. Meanwhile‚ another pupil from Badirile High School was sentenced by the same court for being in possession of dagga. The grade 11 pupil was found in possession of 0.02grams of dagga on Monday morning at the school when patrollers were conducting body searches on pupils in the school. Malibongwe Joseph Phethu‚ 19‚ was sentenced to 30 days in jail or a fine of R500 by Magistrate P. N Seopela.

"My boyfriend’s dog was not well, so we were taking him to the hospital. On the way, we had to stop at an ATM, where, while leaving we saw a man picking up and throwing a cat against the road. We stopped the car near him and asked him why did he did that, to which he said, "Main paagal hoon, main kucch bhi kar sakta hoon. " (I am mad, I can do anything). Then his friend showed up and started abusing us and passing lewd comments at me. He said, “Jo ukhadna hai ukhad le" (Do whatever you like). It is a position I do not take for granted and the new DA-led administration is already working tirelessly to bring about the change desired by the people of Joburg. It is a mandate we dare not fail to deliver on. Because if Johannesburg works, South Africa works. This election was clear evidence of the maturing of our young democracy – a peaceful change of government through the ballot box. This in itself should be celebrated across our country. The people of our City have spoken. They want to see real change and bold steps taken to move Johannesburg forward again. It is important to note that no single party holds a majority in the Joburg Council. The people have chosen a diverse group of parties to lead them, but on one thing their voice was clear. Change must come to Johannesburg. This election should be a lesson to us all, never take for granted the voters who we are meant to serve. I want to assure the Residents of Joburg, we will be a government for every single one of you, regardless of your vote. Gone are the days where advantage was achieved by a membership card of a political party or a connection to someone in a position of power. Now is not the time for political squabbles. The time for campaigning and politicking is over. We face great challenges that no party can confront on its own. Now is the time for all of us to roll up our sleeves and get working together. But words alone will not achieve anything positive. The time of residents staring at expensive billboards or listening to radio adverts about a ‘World Class African City’ while they do not have basic services has come to an end. Positive actions achieve positive results. It is time to rebuild our City. Because if Johannesburg works, South Africa works. But before we start I need to ask the people of Johannesburg for patience. The truth is that there are no short cuts, there are few quick fixes and no silver-bullets. It is going to take time to correct the many years of mismanagement and decay that has resulted in the failures of our City. We need to start from basics and step by step build a city we can all be proud to call home. The DA has a positive vision and plan for our City, a plan grounded upon our promise to create jobs, deliver better services and eliminate corruption from this administration. No one can deny that the biggest challenge facing our City is the soaring unemployment confronting over 800 000 of our people. Almost one in three of our residents are without work. The youths of our city being the biggest casualties of this epidemic. Job creation will be the number one priority of this new DA-led administration. We understand that the actual role of local government in job-creation, is to create an enabling environment for businesses to establish themselves, flourish, and thereby create permanent jobs. Because a job is a means to dignity and self-improvement in a way that can never be achieved by a social grant. Small businesses create jobs. They have an abundance of potential waiting to be unlocked and they have the ability to expand into employers of our people. That is why small business development will be the focus of my term in office. Economic growth has largely stagnated in our city. Strong economic growth is vital in our quest to ensure our people are employed. When I sat down with my teams I was presented with a projected target of 2.5% economic growth in our City. This is simply not good enough. Because to accept 2.5% economic growth would mean we accept that we will not make a dent in the number of unemployed people in our City. I cannot accept this. It is for this reason that I have reached an agreement with all department heads and my MMC’s that all plans and policies must be aligned for our city to work towards achieving a 5% economic growth rate. While this is an ambitious target, we appreciate the fact that if we do not achieve this, unemployment will remain high, and the youth will still be out of school and out of jobs at the end of this term. Joburg must be the engine-room of South Africa’s economic growth but this cannot happen at the current growth rate. One of our top priorities is to professionalise the public service by hiring the very best people to run a City that attracts investment and creates jobs for our people. Our residents deserve a City which serves them with the highest standards delivered by a civil service that is dedicated, proud and understands that under this administration the bosses are not the politicians but rather the residents of our City. If I wish to professionalise the civil service, it was essential that I set an example with the appointment of my MMC’s. The team I appointed just over two weeks ago is made up of doctors, a professor, a lawyer, community development activists and, plainly, people who have a deep love for their city, people with a passion for development, and a dedication to achieve it. The MMCs I chose have an abundance of skills and knowledge, experts in their respective fields and people who will take Africa’s commercial hub forward. As a matter of urgency, I intend reviewing the boards of all City-owned entities to make sure that they have the skillset and willingness to drive our agenda of bringing change that will create jobs, fight corruption and fast track the delivery of better services to all our people. These boards must be filled by men and women who are aligned to our motto of service with pride. We will also conduct a skills audit of the City of Joburg’s employees to ensure that all are properly qualified for the roles they are in. Gone are the days of cadre deployment and the appointment of friends and family. The days of requiring a political party’s membership card to get an EPWP job are over. The new DA-led administration must run a responsive and pro-poor government. On this point, I would like to state unapologetically, that the majority of this City’s budget will be directed to poor communities. However, it is important to understand that our City can be business friendly and pro-poor at the same time – in fact, the two must go hand in hand if we wish to succeed in creating a City of golden opportunities. The economic revival of the Inner City is key to creating an inclusive and prosperous City for all our residents. We will facilitate the revamping of empty and hijacked buildings by the private sector. The City of Johannesburg owns many buildings that will be audited and identified to provide low-cost housing and affordable commercial spaces for small businesses and shops to reverse the Inner City’s decline and bring business and people back into the Inner City. I have already begun to work with Pikitup to ensure that shift work in the Inner City is doubled to address the filth in the Inner City. JMPD have also agreed to intensify efforts to enforce by-laws in the area and step up the visible policing. This coming Thursday I will be meeting with investors, businesses and stakeholders in the Inner City to start a process of consultation and assessment. Already I have heard of many completely avoidable and easily solvable obstacles that investors and businesses have suffered in the quest to rejuvenate the Inner City. Our efforts to revitalise the Inner City will not fail like it did under the previous administration. A 5% economic growth rate is possible if the infrastructure is stabilised. The protection of our infrastructure is a critical component to Joburg’s economic growth. I have engaged all relevant department and entities on this and City Power, for example, have plans afoot to protect sub-stations from cable theft that leaves businesses and residents alike sitting in the dark. Through a long term integrated security project our City’s power infrastructure will be a less attractive target to criminals. It is worth noting that 40 of our high risk substations have already been equipped with the security system and a total of 280 substations will be similarly protected by June 2017. With regard to Johannesburg Water we take cognisance of the fact that water supply is limited. Further water restrictions have come into place, and all efforts need to be put in place to conserve water. In the next three months our City will implement a “First Line Response Team” initiative. This initiative will entail dedicated crack teams being dispatched to isolate water leaks and bursts within two hours when a major burst is reported. We cannot place restrictions on our residents without putting in place measures that will help protect and conserve our limited water supply. In an effort to further intensify reduction of water losses throughout our City, Johannesburg Water will continue to roll-out the pipe replacement programme with 100 kilometres of water pipes targeted to be replaced in the current financial year. Active leak detection is carried out on a daily basis by dedicated leak detection teams. During the coming three months, these teams will survey 2,500km of the water reticulation infrastructure to ensure that all leaks are reported and repaired in an effort to reduce water losses. With last week’s removal of the MD of Pikitup, the focus now turns to stabilising and strengthening this entity so as to ensure that it fulfills its mandate of keeping our city a clean and healthy environment for all. The normal 135 weekly refuse collection rounds have been restored at all 12 depots as well as street sweeping and litter picking around our City. The priority must now be to make Pikitup a City entity that makes our streets and communities clean again. There is a massive backlog in clearing waste at the 2 080 illegal dumping sites spread out across our City. In conjunction with the JMPD, we will begin a process of by-law enforcement at these illegal dumping sites. Ongoing refuse removal in dense areas including informal settlements will be stepped up with 35 co-operatives and 1 498 community members under the Jozi@work programme in Regions C (Bramfischerville), Region D (Protea South and the surrounds), Region E (Alexandra), Region F (Hillbrow) and Region G (Deep Soweto) supported by a door-to-door education and awareness under the EPWP programme with 1 450 people employed. A further rollout of the programme includes 30 cooperatives and 1 070 community members in Rosettenville, Jeppestown, Turffontein, Berea, Yeoville, Bertrams and Kya-Sands during the 2016/17 financial year. Transport plays a critical role in economic growth. We need to ensure that Joburg has well-functioning roads, storm water and public transport so that people and goods can move quickly around our City. To enable economic growth, major economic roads in our City are being upgraded – the upgrading of the M1 towards the CBD has already begun and in the first 100 days we will resurface 45 kilometers of roads. In addition, to improve mobility the Johannesburg Road Agency has committed to a measured reduction in total traffic light downtime in our City, within 100 days. To improve service delivery especially in previously disadvantaged areas informal settlements and hostels in the first 100 days, JRA is tarring 12 km of gravel roads in Protea, Lawley, Ivory Park, Braamfischerville, and Tshepisong, and completing three bridges in Soweto between Mofolo Central and Dube along Nxumalo, Kinini-Leselinyana and Zulu-Mahalefele Streets. I was concerned to note that R70 million has been set aside over the next three years for the development of bicycle lanes around our City. I intend putting a halt to this project. When every road in Johannesburg is tarred, maybe then we will look at bicycle lanes again. None of us can rest while hundreds of thousands of families in Johannesburg suffer in abject poverty and without even the most basic of services. Millions of people are stuck in a cycle of poverty denying them the right to real freedom and a chance to improve their lives. I have laid eight complaints with the South African Human Rights Commission over the past six months, which they have agreed to investigate. These include communities in Alexandra, Zandspruit, Kwa Mai- Mai and Princess. I did not do this to play politics. It was out of my deep concern for the plight of our people who deserve better after 22 years into our new democracy. I hope that the Human Rights Commission is able to expedite these investigations. However, we are now the government in this City and the responsibility lies with us to uplift these communities and ensure that their dignity is restored. I intend visiting these eight communities over the coming weeks with government officials to determine how we can go about restoring the dignity of those living under such deplorable conditions. This DA-led administration will prioritise the upgrading of informal settlements. We will work tirelessly to provide decent services and help lift people out of poverty. One only has to look at the residents of Alex standing today in two foot of sewer water, arising from aged and unmaintained infrastructure, to see the challenges we face. This is the legacy that the previous administration has left for us to deal, but deal with it we will. City Power has prioritised the electrification of our City for every citizen as a response to the needs of the disadvantaged. City Power is also engaging with Eskom to fast-track the electrification of the Zandspruit reception area. The contractor has been appointed with procurement of material currently underway. An additional 2500 stands will be electrified in the Informal Settlements of Thembelihle and approximately 200 families who are being relocated from shacks to newly built RDP houses in Elias Motsoaledi will also be provided with electricity. Furthermore, a total of 2000 more street lights will be installed in the streets of Johannesburg, including streets in Protea South, Naledi and Thembelihle Informal Settlement. The severe shortage of quality houses is something that will be addressed. Within 60 days a report will be produced on the number of completed houses built by our city and the province - but not yet allocated or handed over to beneficiaries. It is unacceptable that there are houses that have been built but remain unoccupied when many of our residents live without acceptable accommodation. We will ensure that thousands of title deeds are given to people so that they have the dignity of a proper home which can be passed on to their children. Last week the Housing Department compiled a list of all title deeds ready to be handed over to beneficiaries. I am delighted to announce that 2000 title deeds, many for houses handed over 20 years ago, are ready to be distributed in the coming weeks. Tomorrow I will begin the distribution of these title deeds in Diepkloof. We will also bring an end to the deep-rooted corruption in the housing lists, and make the process of selecting beneficiaries transparent, open and fair. The Housing Department is in the process of completing the official housing waiting list, which I will sign off within 90 days. Unlike before, it will be publically available at government offices and to communities to ensure that it is transparent. Because when the bright light of transparency shines down, the space for corruption disappears. With regard to the official housing list, budget has been allocated for the electrification of Fleurhof, Lufhereng, Southills, River View, Jabulani. Preparatory work for the construction of the new infrastructure is underway and all the pre engineering work will be finalised within 100 days. I am often criticized by my political opponents for not caring for the poor, for not understanding their plight. This could not be further from the truth. I grew up in poverty. I remember having to drink water to stave off the hunger. My father died when I was two years old and my mother was a domestic worker in Johannesburg, raising other people’s children, while my sisters and I were lucky to see her once a month. I know the plight of the poor, I understand and lived this plight and I can assure you this will be an administration which makes delivering to the poor and fighting poverty its top priority. Universal access to health care is an ideal that our City must work towards because a healthy city is a working city. By cutting unnecessary expenditure, we must strive to extend the hours at our clinics to ensure a healthy citizenry, allow residents to visit clinics after work hours, and relieve the current burden of unmanageable queues on our doctors and health care professionals at our clinics. On this point, our City is in the process of investigating the possibility of keeping clinics open for extended hours. We intend using the Princess clinic as a pilot project to investigate this possibility. I visited the Princess clinic during the campaign period and noted the serious need to address the challenges that negatively impact the health of informal settlement populations in a developmental context. Clinics in informal settlements are faced with a myriad of challenges. The Princess clinic itself, epitomises these challenges and is in desperate need of additional support. In a period of 8 months the clinic has gone from seeing 1000 patients per month to over 2300 per month on average. Emergency Medical Services is also suffering from serious shortages and is only 40% operational arising from years of neglect from the previous administration. In addition, EMS has less than one third of its required workforce. It currently responds to only 68% of medical and fire emergencies in the required response times. This is simply unacceptable and will be addressed as a matter of urgency. I am also pleased to announce that a new fleet for EMS will be arriving in April, 2017. Another crisis that has plagued our City’s residents for decades is the billing system. On this point, I would like to announce that I will be organising a billing indaba. Between April and June this year, monies owed by residents to the City grew by R2.8 billion. This can only be when our billing system needs serious attention. There will be three central issues which will be addressed at the indaba. Firstly, we need to produce an accurate indigent list to protect our poorest residents and ensure that they have access to free services. Currently we have people unable to pay for services. Some of whom are having their homes seized because they cannot afford the services that their neighbours receive for free. Secondly, we need to introduce measures to improve revenue collection in our city. There are far too many people who can afford to pay but are currently failing to do so as a result of flaws in the billing system, outdated account details, or simply ignoring their bills. Increasing revenue collection will allow us to use this money to improve infrastructure and service delivery, especially to the poor who need it most. Finally, we need to review current mechanisms and introduce new mechanisms for processing and resolving billing complaints. Our residents go to hell and back to resolve issues. We have to be a more responsive and caring government than our predecessors. I am pleased to announce that I have tasked my Finance MMC to assemble a team to investigate the issue of insourcing. Whatever the supposed benefits of outsourcing, there are perceptions that in the municipality sector outsourcing leads to casualisation of jobs and exploitation of workers, reduces job security, and is associated with poor wages and exclusion of attendant benefits such as medical aid and pension. I am confident that especially in the fields of facilities management, insourcing can be a viable option. With regard to public safety, the days of turning a blind eye to JMPD officers accepting bribes or unlawfully harassing motorists are over. Their commitment must be to fighting crime, upholding the law, and protecting everyone. A study conducted two years ago found that there is a shortage of 1500 officers in our JMPD force that are meant to be the feet on the ground. This is something that needs to be urgently addressed if we are going to succeed in turning the tide on high crime rates in our city. Furthermore, a programme has been launched that will achieve mobile station commands across each region in Johannesburg. These mobile station commands will operate in communities and allow for better visible policing and improvements to response times and accessibility. In our City there will be no co-operation between JMPD and SANRAL on E- tolls and I have received a commitment from the JMPD that there will be no harassment of our motorists about outstanding E-Toll payments. It is time to bring back the Rule of Law in our City. This is essential to our future success. Respect and proper enforcement of our by-laws will be central to the new administration. Because a City without respect for its laws cannot be a City of prosperity which protects its residents. This latest tragic incident at Langlaagte is a clear case of the breakdown of law and order in our country and illegal mining seems to continue unabated. This is an old mine declared a Heritage Site because of its historical role in the development of our City of Johannesburg. It was the first site where gold was discovered in 1886. This site is therefore the commercial foundation of our city, and ultimately the country. I am going to call for the immediate closing off of the area for preservation to turn it into a tourist site. With mining being a national competency, I need to engage the national government to work with us to unleash the commercial potential of this site. We must engage with the private sector to provide us with proposals on how we can commercialise the site for the benefit of our residents. Corruption and nepotism are deplorable. It hampers service delivery meant to benefit our people, especially the poor. The new DA-led administration will deal with this swiftly, severely and decisively. We will conduct a forensic audit, targeting expenditure and tenders that have raised suspicion. Hear me and hear me well, there will be no slaps on the wrists, there will be no quiet departures or golden handshakes. Those found guilty of corruption and fraud will go directly to jail. There was over R5 billion in unauthorised, irregular, fruitless and wasteful expenditure over the last administration’s term in office. This will simply not be tolerated under the new administration and any case of wrongdoing will be exposed and punished. Another way in which I intend curbing corruption is to break large tenders into smaller pieces. No longer will there be connected middle men receiving tenders with their sole responsibility being to sub-tender to smaller parties. I also intend seeing the tender adjudication process being opened to the public and media so as to prevent wrongdoing. This will also encourage the growth and development of small businesses, who in the past never stood a chance, because they were not part of the politically connected elite. The blatant abuse of residents’ money on excessive advertising, lavish parties and self-serving promotion has come to an end. In the last 2 years, the political leadership of our City have authorized over R156 million rand in marketing and advertising. R56 million of which, was spent to communicating the End of Term Performance of the outgoing administration, conveniently just before the Elections. You should be ashamed of yourselves. It is a disgrace that our residents have had to endure your shameless sell promotion of a ‘World Class African City’ while living with your less then world class performance. I stand before you and pledge to you, the people of Johannesburg, I will never abuse your money in this manner. The administration of the past five years can be depicted as one of style over substance. The new DA-led administration will be one of substance over style. People say that I am not a politician. They are correct. I am not. And when I look at the legacy left behind by the previous administration in Johannesburg, I do not want to be considered a politician. My motivation for entering public office is to serve the residents of Johannesburg. I am not doing so because I am a political expert, I am doing so because I am a successful businessman, and that, I believe, is what qualifies me to run the economic engine room of the country. I am a businessman who has never compromised on the quality of the services and products my businesses have offered. I will bring my brand of job creation to Joburg and I want to get our City working again. I started my business career at the age of 22. In the dark days of Apartheid, the government did everything to prevent a black person from succeeding. I did not let any of that stop me. I want Johannesburg to be a city that empowers young entrepreneurs so they are given every opportunity to succeed. A city that creates an environment where poor people are afforded the opportunity to lift themselves out of poverty and make a success of themselves. Our new administration is here with the support of a variety of political parties. To our coalition partners we thank you for standing by us. I would also like to thank the EFF for voting in the best interests of the people of our City. Over the next 5 years I believe that, together, we will be able to continue putting the interests of our residents first. It is time to set aside our political differences and work together with a shared vision for the improvement of the lives of our City’s residents, especially the poorest residents of our City. The future of our City and country depend on it. The new DA-led administration will actively promote redress for past injustices. Without doing so we will never be able to create lasting reconciliation in our City. Johannesburg is culturally, politically and economically the heart-beat of South Africa. It is vital for our City to experience the change required to move forward again. Our City has always been at the forefront of change in South Africa. 2016 marks 40 years since the youth of Soweto took their destiny into their own hands and refused to have the brutal and oppressive Apartheid government determine their future. Johannesburg was also the home of great South Africans such as Nelson Mandela, Desmond Tutu and Helen Suzman. Residents of ‘Jozi’, ‘Egoli’, ‘Joburg’ have every reason to be proud of their city. It is time to make them proud of their government too. In closing, I would like to acknowledge and give a special vote of thanks to the City Manager, Mr Trevor Fowler, for his outstanding work and assistance during this transition and integration process. Over the past 3 weeks, the administration of our City has demonstrated their commitment to our new vision. I thank them for their professionalism as true civil servants. I call on all residents and organisations of this City – our coalition partners, civil society, labour organisations, and the private sector – to unite behind this new vision for Johannesburg and work together to realise our potential. Together we will bring change to our City of Johannesburg. Together we will bring change that creates jobs, delivers better services and fights corruption. Together we will make this a city of golden opportunities.

55 Nvidia unveils streamlined AI computer for self-driving cars Computer chip manufacturer Nvidia has lifted the lid on a new breed of smaller artificial intelligence computers designed for use in self-driving cars, capable of powering onboard mapping and autonomous vehicle technology. First recipient of the Drive PX 2 will be Chinese web services company Baidu which is deploying it as an in-vehicle computer for its own self-driving system. But the system is also expected to catch the eye of car manufacturers who have been clamouring for a compact and powerful system to power their vehicles. Draining just 10 watts of power and half the size of its previous iteration the computer delivers the required processing heft to enable its host car to navigate the world without taking over the dashboard. Nvidia and Baidu have also partnered on the development of a full self- driving car architecture from cloud to vehicle.

56 Will The Great British Bake Off continue to be as successful on Channel 4? The news about The Great British Bake Off leaving the Beeb is causing a bit of a fuss. There are a number of possibilities as to why the show is moving home that all seem pretty plausible but I'm under no doubt: the eggs, flour, sugar and cream of Bake Off just got more expensive. Interesting that people are so upset about it. After a summer of success (continuing with our brilliant Paralympians) in Rio, the uncertainty of Brexit and more and more iconic British brands being bought by foreign businesses, including Cadbury and Land Rover, perhaps the public feel this is another national treasure 'lost' from the Empire. Or is it about timing? It was only a few weeks ago that the government announced the extension of the TV licence to anyone watching television regardless of if they accessed it using a TV set. We ask people to pay more and then we see the BBC unwilling to spend that additional cash to secure the best programming. All of this happening whilst Bake Off is all over our screens with promos for series seven? Well, the PR experts will say this deal was rather well timed. Lest we forget, though, we live in the modern world. Bake Off commanded the largest TV audience of the year last year. In 2014 Sky bought a 70 per cent stake in Love Productions which developed and produces the show. 2017 will likely coincide nicely with any earn-out agreements that would no doubt have a significant influence in these negotiations. Channel 4 apparently offered more money but I'd expect the business team at Channel 4 also put together an attractive story around sweating the Bake Off asset in ways that only a commercial broadcaster can do. So a coup for the team at Channel 4. Success, however, will be judged on whether it keeps the large audience when it takes the show on next year. I imagine there's lots of talk behind closed doors about whether it keeps the format of the show as is and whether it retains the show's talent who apparently only found out about the deal hours before it was publicly announced. If that’s true, I'd quite like to be Mary Berry's agent this week. Changing things up will be handing the public an easy excuse to shun the show whilst keeping it the same could be interpreted as not doing enough. Bake Off is loved for its gentleness and quaintness – it's very different to the Big Brother/Gypsy Weddings of the Channel 4 history books. It'll be a tough call given what's happened with the heavily publicised and shaky relaunch of Top Gear. I hope the move means a new, bigger platform for the Bake Off brand and that Channel 4 do for it what it has done for the Paralympics: bringing a fresh outlook and new energy that keeps people engaged. For the BBC this looks like a classic no-win situation. Lose Bake Off and be criticised for how it spends its money. Keep Bake Off by paying through the nose and be criticised for how it spends its money. We'll see how this one comes out of the oven. As for the important stuff? My money's on Selasi for the win. 57 High flying Spotify sales exec Jonathan Forster abruptly departs A senior sales executive at Spotify is to leave the company he has played a key part in since its formation according to reports, although he will remain on post until the end of the month. Jonathan Forster was one of Spotify’s first dozen employees having been head hunted by co-founder and CEO Daniel Ek prior to the music streaming platforms launch. During his tenure at the Swedish firm Forster played an instrumental role in growing Spotify into the world’s largest music streaming service, which now counts over 100m registered users worldwide. This saw him perform the roles of GM of Europe and MD of the Nordics and, most recently, serving as vice president of sales for EMEA. 58 5 sales hacks for new business meetings Every ambitious agency wants the same thing; interesting, solvent clients who have problems, and the opportunity to help them successfully nail ideas. Ideally, creating a raised, impressed eyebrow when we name check them in the pub as our client. Getting that magical mix is not as easy as some agencies portray. They are like the cool kids in school who never revise but seem to come out with straight As (yes, they are a myth). The agencies who do have that enviable client list make it look easy, but there are things they do and excel at to make it happen. Last week, The Future Factory held it’s latest breakfast session at Forge & Co. Shoreditch where Louise Hedges discussed her sales hacks for new business meetings. Here are five of Louise's key tips (or hacks) that agencies should consider before approaching any new business meeting with a potential client: Have a client centric reason to meet Communicating who you really are is the first step, but this needs to be paired with well organised self-discipline if you don’t want to end up with clients that choose you. If we want to choose our clients, we need to identify a genuinely reasonable purpose to a conversation – one that will be a good use of their diary time – and then invite them to engage in that conversation. Finding that purpose takes time and effort; showing them your past work won’t cut it unless it teaches them something genuinely useful to their current situation. Engage and reinforce credibility We can’t tell credibility; we have to demonstrate it. Therefore, you must engage without coming across arrogant or self-orientated. This is about immersing yourself in the conversation, rather than trying to sell the agency. You need to have genuine curiosity and listen with an intention to help. Think process, not outcome. Working to understand their issues is more likely to land you writing a brief for them, than thinking about what brief you would write. Make others want to share their issues Look to build trust with your potential client. A worthy agency is one that can get to the root of the problem and offer a solution; persuade them to share what they are attempting to get done and where they might be struggling. Flattering a client or being patronising of their ideas is unhelpful. Great new business people find a way to explicitly say “tell me your problems and let’s see if I can help”. Find the best next step Okay, so you have heard about their challenges, listened with all your generous intelligence and helped them to prioritise, clarify and organise the issues. Before the end of the first meeting, get another date in the diary. Offer a solution that is genuinely valuable to the client and demonstrates your commitment. Leave them knowing that they are in control but you are the one brimming with valuable guidance. Make yourself a future reference It may be that now isn’t the time that they need you or that they have no budget. Nonetheless, the great new business person is brilliant at maintaining non-salesy, genuine, interesting contact. Having a calendar of actions and meticulous follow-up habits is essential for those opportunities that might not be immediate. 59 Music industry battles to see off ‘stream ripping’ piracy trend The music industry, no stranger to piracy, is facing up to its latest challenge as increasing numbers of people who stream music online turn to ‘stream ripping’ software to illegally copy tunes. Surveys show that close to half of 16 to 24 year olds illegally download songs in this way, undermining recent successes by artists and record labels in reclaiming lost revenues by earning a share of subscription revenues. Studies conducted by the IFPI into the phenomenon suggest stream ripping is now a greater source of piracy than illicit downloads from file sharing sites. Separate findings indicate that YouTube has now established itself as the world’s largest music platform with 82 per cent of the site’s 1.3bn users logging in to listen to music. David Price, director of insight and analysis at the IFPI wrote: “YouTube consistently plays down its significance as a music service, arguing among other things that the service is primarily promotional. “The Ipsos research shows this is not true … the data from the survey demonstrates clearly that YouTube is a major destination for on-demand music and makes it difficult to accept any argument that the site should operate outside the normal music licensing environment.” Subscription services such as Spotify and Apple Music paid a cumulative $2bn to record labels in 2015 generated from just 68m paying users whilst the broader ‘user upload service’category, dominated by YouTube, contributed just $634m.

60 UK ad industry enjoys record first quarter despite Brexit uncertainty, says AA/Warc report The UK ad market is forecast to grow by 4.2 per cent in 2016, showing how “resilient” the sector was in the face of the (admittedly unexpected) Brexit vote rocking the boat and pausing budgets. On Monday (12 September), a Zenith Optimedia study claimed the Brexit had had a minimal impact on the growth of the global ad market. The Advertising Association and Warc’s Expenditure Report ’s findings from Q1 2016 and its subsequent predictions for the rest of the year echo these findings. In the first quarter of 2016, the market (across TV, radio, out of home, national and regional newsbrands, magazines, cinema, Internet and direct mail) topped £5bn for the first time in a first quarter, securing 4.3 per cent growth year on year. This growth came despite uncertainty around the Brexit that pushed ITV and GroupM to warn about potential dips in ad revenues. For the year, these ad mediums will attract expenditure of £20.9bn with almost half (£9.7bn) being invested in Internet ads (61.1 per cent in mobile), followed by £5.5bn entering the TV market. Internet budgets will rise by 12.3 per cent in 2016, largely spurred by mobile which will enjoy 39.3 per cent growth. Tim Lefroy, chief executive at the Advertising Association said: “These numbers suggest that, despite uncertainty, our sector is resilient. Government can underpin that by taking every step possible to build advertiser confidence, promote the UK as a global advertising hub and ensure we remain open to the world’s best advertising talent.” Seeing the biggest slump in budgets was national newsbrands that will be down by a tenth in 2016. 61 Instagram anti-abuse filter courts mixed reaction as it gears up for the battle against trolls After months of rumours , Instagram has finally revealed an anti-abuse feature which lets people deal with trolling and sift out spammy comments. Announcing the news via a blog post yesterday, the Facebook-owned image- sharing platform revealed that it would now let users block abusive or inappropriate comments from appearing underneath their snaps. The feature allows users to prevent comments containing specific words or phrases from appearing on their profile. Those posting pictures can chose to hide abuse comments based on a list of terms often reported as inappropriate to Instagram moderators, or they can ad custom keywords if they feel they will be specifically targeted on the site. Kevin Systrom, Instagram's chief executive and co-founder said that the move was designed to "diligently to maintain what has kept Instagram positive and safe" for its 500-million strong userbase. "To empower each individual, we need to promote a culture where everyone feels safe to be themselves without criticism or harassment. It’s not only my personal wish to do this, I believe it’s also our responsibility as a company. So, today, we’re taking the next step to ensure Instagram remains a positive place to express yourself. " He also hinted that other features are in the pipeline to help combat trolling on the platform, promising users: "We know tools aren’t the only solution for this complex problem, but together, we can work towards keeping Instagram a safe place for self-expression. "My commitment to you is that we will keep building features that safeguard the community and maintain what makes Instagram a positive and creative place for everyone. " The announcement has courted mixed reaction online, with some heralding the new function as a step forward. Others pointed out that brands could potentially use the tool to hide negative reviews. Commentators have questioned whether the handing the reigns over to users is the best way to combat abuse online , but have acknowledged that Instagram looks to be tackling the issue head on. Twitter unveiled a similar feature last month to block spam content, but it didn't come out and publicly say whether the tool was designed to stop harassment. Instagram's new feature was first rolled out earlier this year to profiles which received a "high volume" of comments. Despite rumours that Taylor Swift was toying with the filter, the company hadn't confirmed which accounts were trialing the roll out. Reports suggested that Taylor Swift was among those who got to sample the feature first, and model Chrissy Teigen gave users a preview of the product's early design over on Twitter.

62 Why creating a 'flow state' can help your agency remain relevant Survival of the fittest is the name of the game for so many creative agencies. So how do you ensure you’re delivering a perpetual flurry of fresh thinking and innovative ideas? How can you create an empirical value that drives success from nothing? It’s down to getting in the ‘zone’, becoming utterly immersed in a feeling of focus, and enjoying the process, otherwise known as the ‘corporate flow state’. Truth be told, flow states are most commonly associated with startups because of their entrepreneurial nature and fresh thinking from the word go. Small startups are less afraid of ‘failure’ than established brands, and are willing to take bigger, bolder risks. But by incorporating a flow state in their workplace culture, more mature companies and larger established corporations can stay relevant in a constantly disrupted marketplace. Make it cultural – make it diverse The physical nature and appearance of the workplace is a key contributor to achieving that corporate flow state. A space must reflect an agency’s working culture and set the backdrop, the atmosphere to nurture creative spirit. I’ve experienced working at agencies where they had no reception, but instead hired maître d's to work the ‘front of house’. Transforming your workspace from ordinary to the extraordinary will inspire a culture of originality. It shows entrepreneurism and innovation. It’s a state of mind Often the first thing you’re confronted with upon entering an agency is a showcase of Lions and D&AD pencils. That’s all well and good, but should your past accolades be so revered? They are a by-product of your work. Not the work itself. So imagine an agency where awards are accepted, appreciated, celebrated, but from the quiet of a private room, or even in big rubbish bins! The corporate flow state doesn’t rely on past achievements, but on the now. Thinking outside the box and giving everyone credence is also critical to flow state. One of my favourite quotes ever comes from a janitor at NASA, who when asked by then US President Kennedy what his job was, replied: "I am helping put a man on the moon. " A culture of creative possibilities where everyone has a role means you’re all part of one vision. You tend to act without thinking. You have individuals like musicians, athletes, artists entering flow states all the time. But when a creative group is in a flow state the potential can be tremendous, yet impossible without like minds. It’s infectious and the results speak volumes. Unlearn, be honest and listen A critical part of entering a flow state is to use your existing knowledge of a client as a springboard and not an anchor. Don’t let your knowledge stifle your creativity. Freeing yourself from assumptions can be a healthy and extremely powerful tool and embedding this in an agency culture can help you churn out those fresh ideas. Also immensely powerful are honesty and clarity. I like to think of clarity as being a catalyst for the imagination. If you’re clear your imagination will only flourish. The old adage ‘the more you listen, the more you learn’ couldn’t be truer. The most genius creatives I ever met were the ones who often said the least. But when they did speak it was relatively thought through. The art of listening helps all of us. By listening you’re encouraging and empowering people to be their very best within a team framework. Nobody likes a know- it-all. The V formation This brings me to probably the most important facilitator to reaching a flow state. You’re only as strong as the weakest member of your team. Geese have actually nailed the art of solidarity by flying in a V formation, allowing them to maximise each other’s strengths and support one another. To achieve creative flow, you have to be on the same journey. The true strength of a great working culture is not so apparent when you’re doing well, but when things go belly up. Trust in the collective – it works. Get emotional Let’s face facts. Fundamentally at the heart of everything is emotion. Funny or sad, happy or thought-provoking, all work must strum our emotional strings. This needs to extrapolated in working culture. We need to believe in our ideas, hold true to creativity and champion iconic work. Emotion needs to be at the heart of everything we do and an agency culture must be aligned to that. A flow state isn’t easy to achieve, but once you’ve experienced it you’ll recognise it needs to be part of an agency’s ether. People come out enlivened as opposed to feeling stifled by a painful and forced process. It’s when they do their most original thinking, where they’re lost in the moment, devoid of all ego. Achieving this flow state is vibrant, it’s energetic, it’s visceral at times, but you’re all in it together. 65 Representatives from Lesotho and Zimbabwe concerned about fate of trapped miners Since Sunday the families have been camping near the gaping hole which is used by illegal miners to enter the mine in search of gold. The delegates from the two countries sounded unconcerned that their countrymen who were still trapped underground were engaged in illegal mining. The chairman of the Zimbabwean Community Living in RSA‚ Ngqakutho Mabena‚ sounded disappointed that rescuers were not willing to drill a rock that was apparently impeding rescuers’ attempts to rescue the trapped miners. He said there were an estimated 200 Zimbabwean underground and that the Department of Minerals and Resources must come to the party. "In our view DMR should find ways of drilling a bigger hole. It is not fair that there are still people who are trapped and the rescuers leave without drilling. The department has to bring in experts to drill the rock to get where this bodies are‚" he said. He said there were volunteers who were willing to accompany rescuers to where the illegal miners were trapped. A Lesotho Consulate representative‚ Vuyani Tyhali‚ said when they heard the news that there were people trapped underground they became concerned. "There are many Basotho nationals in South Africa‚ so when there is disaster they are also affected‚" he said. 70 IMF chief launches thinly veiled attack on Donald Trump The managing director of the International Monetary Fund, has launched a thinly veiled attack on the anti-free-trade sentiments expressed by US presidential candidate Donald Trump in a speech calling for globalisation to be made to work for all. Speaking in Canada, Christine Lagarde , admitted competition from low-cost emerging countries such as China had caused pain for workers in the west. But she said the solution was for governments to provide direct financial support for those with low skills through higher minimum wages, more generous welfare states, investment in education and a crackdown on tax evasion. While not mentioning Trump by name, Lagarde made it clear she strongly opposed the Republican candidate’s policies, which include higher US tariffs and a barrier along the border with Mexico. “For two decades before the 2000s, global trade regularly grew by 7%, or twice the rate of the world economy. Today, however, trade growth is below that of the global economy – at about 2%,” Lagarde said. “There is a growing risk of politicians seeking office by promising to ‘get tough’ with foreign trade partners through punitive tariffs or other restrictions on trade. I am deeply concerned about this – not only because I was a minister of trade, but because trade has been at the heart of the IMF’s mandate for more than 70 years.” The IMF is concerned about what is sees as a growing backlash against globalisation, which has been manifested in support for Trump and Bernie Sanders in the US presidential primaries, by the vote for Brexit and by the rise of populist parties across Europe. Lagarde said the ability of countries to ignore narrow self-interest had brought unprecedented progress since the second world war. “But progress has not come for everybody at the same pace. There is no doubt that the transformation of our economies has also brought dislocation and hardship,” she said. “Structural change caused by globalisation and technological change has deeply affected some sectors and industries, while benefitting society as a whole.” She added that throughout history there had been arguments about trade. “But history clearly tells us that closing borders or increasing protectionism is not the way to go. Many countries have tried this route, and just as many have failed. Instead, we need to pursue policies that extend the benefits of openness and integration while alleviating their side effects.” Lagarde traced the origin of these side-effects back to the opening up of the global economy after the collapse of the Soviet Union in the early 1990s. “The historic events of the early 1990s, when China, India, and the former communist countries entered into the global trading system, had far- reaching effects. The size of the global workforce effectively doubled, putting downward pressure on wages, especially for lower-skilled workers in advanced economies,” she said. “In the US, competition from low-wage countries has been one of the factors that have contributed to a decline in manufacturing employment, along with a wave of automation. And this has not been spread evenly across the whole economy, but has been concentrated in some local labor markets that have faced deep, long-lasting effects from overseas competition.” The IMF was a cheerleader in the 1990s and early 2000s for free movement of capital but Lagarde acknowledged there were drawbacks to financial liberalisation. “Between 1980 and 2007, global capital flows increased more than twenty- fivefold, compared with an eightfold expansion in global trade. This has underpinned investment, especially in emerging economies. But it has also opened the door to financial contagion and concerns about the stability of financial systems.” Growing inequality in wealth, income, and opportunity in many countries had added to a groundswell of discontent, especially in the industrialised world, Lagarde said. 71 PM should seek parliamentary approval over article 50, says Lords committee Theresa May should not trigger article 50 alone – formally starting the UK’s exit from the European Union – without “explicit parliamentary approval”, a parliamentary committee has warned. In a direct challenge to Downing Street’s authority over Brexit, the House of Lords constitution committee has published a report declaring that it would be “constitutionally inappropriate” for the prime minister to act on an advisory referendum without referring back to parliament. The report says: “In our representative democracy, it is constitutionally appropriate that parliament should take the decision to act following the referendum. This means that parliament should play a central role in the decision to trigger the article 50 process, in the subsequent negotiation process, and in approving or otherwise the final terms under which the UK leaves the EU. “It would be constitutionally inappropriate, not to mention setting a disturbing precedent, for the executive to act on an advisory referendum without explicit parliamentary approval – particularly one with such significant long- term consequences. The government should not trigger article 50 without consulting parliament.” The question of whether parliament or the prime minister has the authority to trigger article 50 is the central issue in the legal challenge against the government to be heard next month. Article 50 itself merely states: “Any member state may decide to withdraw from the union in accordance with its own constitutional requirements.” It does not specify what the constitutional requirements are, an ambiguity which has allowed rival claims of authority to be advanced by parliament and the executive. Ian Lang, the Conservative peer and chairman of the House of Lords constitution committee, said: “The referendum result was clear and it is right that the government are preparing to take Britain out of the EU. However, our constitution is built on the principle of parliamentary sovereignty and the decision to act following the referendum should be taken by parliament. “Parliament should be asked to approve the decision to trigger article 50 – a decision which will start the formal process of the UK leaving the EU and set a deadline for the UK’s exit. Parliament’s assent could be sought by means of legislation or through resolutions tabled in both Houses of Parliament. “An act of parliament would give greater legal certainty and could be used to enshrine the ‘constitutional requirements’ required by article 50, allowing for the setting of advantageous preconditions regarding the exit negotiations to be met before article 50 could be triggered. A resolution could be simpler and quicker to secure but might not provide the same watertight legal authority. We consider that either would be a constitutionally acceptable means of securing parliamentary approval for the triggering of article 50.” The committee’s report concludes: “The referendum result was clear. Parliament is now responsible for ensuring that the government takes forward the complex process of negotiating the UK’s withdrawal from the European Union in a manner that achieves the best possible outcome for the UK as a whole. The focus must now be on how parliament and the government will work together to that end. “That cooperation should start now. Parliament and the government should, at this early stage, take the opportunity to establish their respective roles and how they will work together during the negotiation process. The constitutional roles of each – the executive and the legislature – must be respected, beginning with parliamentary involvement and assent for the invoking of article 50.” Disputing the House of Lords constitiution committee report, a spokesperson for the Department for Exiting the European Union said: “The government’s position is very clear. This is a prerogative power, and therefore one that should be exercised by the government. “Parliament voted by a majority of six to one to give the British people the decision on our membership of the EU in a referendum. “As the secretary of state for exiting the EU [David Davis] made clear to parliament this week, the triggering of article 50 is the beginning of the process of exit and we expect parliament to be fully consulted and engaged throughout.”

73 UK's hottest September day since 1949 recorded at Heathrow South-east England is enjoying Britain’s hottest September day for almost 70 years, with a late summer heatwave pushing the mercury to more than 32C. A high of 32.8C (91F) was recorded at Heathrow and in Kew, both in west London, at lunchtime on Tuesday, the Met Office said, matching temperatures last recorded in Britain in 1949. “We can’t say for definite that’s going to be the maximum; there is obviously the potential for those to rise a bit,” said Grahame Madge, a spokesman for the Met Office. The east of England, from the Midlands down to London and the south-east coast, was put on a level two heatwave alert on Monday evening. But other parts of the country had warnings of a different kind, with forecasters urging people in the north of England and south-east Scotland to prepare for torrential rain, with the risk of hail, lightning and strong winds. The last time a September high of 32.8C was recorded was on 5 September 1949, in Maldon, Essex, Madge said. The highest September temperature ever recorded was in 1906 when the mercury hit 35.6C in Bawtry, South Yorkshire. 75 South Africa bars American pastor over alleged hate speech An American pastor who has made anti-gay comments has been barred from entering South Africa, the government has said. Steven Anderson and members of the Faithful Word Baptist Church of Tempe, Arizona will not be allowed to travel to South Africa because they allegedly promote hate speech and "social violence", said Malusi Gigaba, the home affairs minister. South Africa is still struggling to curb discrimination despite laws that are among the most "progressive" in the world, and the country does not "need more hatred advocated to our people," Mr Gigaba said. Mr Anderson criticised the decision, which prevents him from hosting what his church website lists as a "soul-winning marathon" in Johannesburg on Sunday. However, he said he plans to proceed with a trip to Botswana for a September 25 event. "I feel sorry for people who live in South Africa, but thank God we still have a wide open door in Botswana," Mr Anderson said on Facebook. "Stand by for reports of MULTITUDES saved in Botswana, where religious freedom still exists. 77 A cry for conscious leadership by our incumbent Public Protector Advocate Busisiwe Mkhwebane said she is ready to serve as South Africa’s next public protector. She shrugged off a negative vote by 79 MPs in the national assembly of Parliament with an overwhelming support for her appointment by 263 votes while 1 MP abstained. She said the accusation by the DA that she was a spy working for the State Security Agency were “so unnecessary especially considering that they had a chance to ask me during interviews.” Any south African citizen can complain to the Public Protector, who is then duty bound to investigate the complaint. If the esteemed Public Protector finds that a complaint is reasonable, he/she must do whatever possible to search for a solution to the problem, which includes recommending changes to the system and other appropriate remedial action. The outgoing Public Protector was the darling of the mainstream media and created a lot of hype and fanfare around her findings while at the same time seen with a jaundiced eye by many. It is hoped that Advocate Busisiwe Mkhwebane grows to become one of the greatest women leaders in our country and that she applies conscious leadership to her portfolio. Many world leaders aren’t conscious, even a lot of the famous ones who get results. A conscious leader is one who has: a) a greater sense of Intelligence Quotient (IQ) that is a total score derived from one of several standardised tests designed to assess human intelligence, b) Emotional Quotient (EQ) that is the capacity of individuals to recognise their own, and other people's emotions, to differentiate between different feelings and label them appropriately, to use emotional information to guide thinking and behaviour and to manage and or adjust emotions to adapt and c) possess the Body of Intelligence (BQ). Us mortal beings have the opportunity to make the shift from fear-focused, adrenaline-fueled living to full-body-intelligent living. Body intelligence expands our perspective beyond fear of the rich. BQ includes all feelings and inner experience, informs responsive choices, heightens well-being, and opens perception based on curiosity and possibility rather than scarcity and prejudice. BQ allows us to connect deeply with our essence and the flow of life that sparks genuine appreciation and collaboration with others. Phew-What a mouthful. In doing so, as our new Public Protector, she can make better and faster decisions. She can innovate and collaborate better and she, along with the people around her, can have fun in doing their job. Dr. Ellen Langer of Stanford University says that most of us aren’t here now, and we’re not here now enough to know we’re not here now. This is really true of leaders. Instead of being here now they are in the future or the past. Personal responsibility and personal accountability are vitally important to success in any endeavour. Our Public Protector needs to be above the line and avoid the dangers of “Always Being Right.” When we’re below the line, we’re in drama. All drama is driven by three roles: the victim, villain and hero. She must not resist change and be the driving force of change at the office and the lobbyist for social change in our society. We often resist change because all of us are control freaks. Change threatens our internal sense of control. So let’s see as an outcome of her tenure the adoption of Joelle Jackson’s 5 qualities of Conscious Leaders. a) Self-awareness is a prerequisite to becoming a Conscious Leader. Practicing self-awareness begins with gaining clarity of the underlying thoughts, emotions, and feelings that compel us to behave in a certain way. In turn, these attitudes and behaviours produce the results or the reality with which we live, b) Win-Win: Essentially, leaders that seek win-win outcomes believe that either everyone wins or no one wins. The old attitude of “I win, you lose” is losing ground on a global scale to this more powerful and highly conscious paradigm. The new approach to leadership is one of compassion and empathy, instead of “cut-throat” tactics. c) Learning Curve: Conscious leaders choose not to be judgmental. Abiding standards and guiding principles is different from being judgmental. Principles and standards enable organisations to enhance their ability to live in alignment with values. Judgment, on the other hand, puts labels on everything and produces a limited view of ourselves, others, and the world. Consequently, judgment limits creativity and innovation. However, conscious leaders view events as “learning opportunities” that compel people to think differently, try new things, and continue to “experiment” until they attain maximum performance. d) Conciliator instead of Dictator: The quality of reconciling differences is not only limited to conscious leadership in a multicultural environment, but also applies to society with very divergent viewpoints. Conscious Leaders are aware of differences, honour them, and ultimately focus on shared values and universal principles that drive all of us toward success. These leaders amplify individual strengths and combine them to propel people forward and to produce powerful and positive outcomes for everyone involved. Today’s leaders can learn many lessons about conscious leaders from what seems like the distant past. e) Wisdom; The intuitive mind is a sacred gift and the rational mind is a faithful servant. We have created a society that honours the servant and has forgotten the gift.” This quote by Albert Einstein is a perfect reminder that wisdom is a balancing act between one’s hunches and the hard evidence. Conscious leaders tend to equally value their intuitive abilities and the facts and figures presented to them. There seems to be an aversion to going with one’s hunches when executing a project. However, this is becoming an old and outdated paradigm that is slowly losing ground to a newer paradigm that promotes the enhancement of one’s intuitive abilities, either through mindfulness or specialised training programmes. I have established that if we are not capitalising on these qualities already, our filters are holding us back. We are all conditioned, since our early childhood, to develop filters through which we see the world and ourselves. These filters included our beliefs, values, experiences, thoughts, and emotions. Conscious Leaders have a clear understanding of their filters. More importantly, they know how to release anything in their filters that could hinder them from bringing about greatness in themselves and others. So let’s hope that Advocate Busisiwe Mkhwebane grows to become one of the greatest women leaders in our country and that she applies conscious leadership to her portfolio.

79 An amazing story of a rising democracy Political freedom alone is less of a freedom When did our country run into trouble? What can be learned from political changes in our Metro- Municipalities? What has worked and what hasn’t worked in the past 21 years? Let me take you back to 1994. Before and after the highly contested first national democratic elections in 1994, ANC promised the people so many things. They promised people that they will in no time solve their social, political and economic problems. All what the people wanted from the ANC was for the ANC to give then services. A cry for services is in itself a historical call. Mandela and his government promised to provide these services to the people. When he took over as the president, he immediately focused on his diplomatic international mission to reconnect New- South Africa with the rest of the world. His main focus at home was to create peaceful environment for the international investors to come to South Africa; by this he unintentionally ignored domestic issues (people’s issues). The pace at which RDP project was running was obviously not par with the highly increasing urbanization and all other economic development in the country. The Land distribution was also not handled in a way it was supposed to have been done. This created doubts in the minds of South Africans. When Mbeki came into power, he was also absorbed with his ideas of African Renaissance; by this, he also involuntarily ignored people’s issues. In 2000, the people were still crying off luck of service delivery. Worse, in 2006 more money was allocated to build 2010 World Cup Stadiums. Instate of helping to relieve South Africans from the economic recession of the time, the government decided to bit and host a World Cup which obviously they did not afford.. Zuma’s government also did not help the situation by among other things getting involved in stupid decisions like building the most debated Nkandla Home-State. Nkandla is the trigger factor in ANC losing some major municipalities in the past elections. In people’s mind, Nkandla was a move away from service delivery. People want to see changes in their lives. They want to work, they want water, they want electricity, and they want roads and Houses. This is what the people want. This is what courses the civil strikes in most of our locations today. In the previous Local elections, the people have shown their powers that come with democracy. They have chosen to act, and have chosen to change rather than to wait. This is the sudden narrative of our politics. Not so sudden, but sudden. The voters who have reformed the politics of South Africa have many aspirations for their country, cities and locations. Their cries and actions calls only for the government or democracy which they can proudly call their own. Their vote came as democratic intervention and a move to reshape the politics of South Africa. It is however by no default that these democratic changes started in the cities such as Johannesburg, Tshwane and Nelson Mandela Bay. History says that “no revolution started in rural areas”. So, it should be historically and democratically understandable that the changes we see in South African politics are more visible in our big cities than in rural areas. The people in these cities have chosen to act. What did they choose? Have the people chosen Democracy over kleptocracy or Democratic autocracy? Is DA a winner or are our people victors? If there is any winner from the 3 August 2016 elections; it should be the voters. Their fundamental demand is well known; it is the one that has motivated people over many decades to take a stand against corrupt, abusive, arrogant and autocratic governments. A call for a peaceful revolution is obviously being heard by the people. All what the people want are services as well as an ear to be listened to. No government, not the ANC or DA will stop people from using their democratic rights to get what they want. History says that our political democracy was won in 1994 after a long struggle of resistance against imperialism, colonialisation and Apartheid. For any young democracy like ours, it will only be fair to let people speak their minds and shape their own and their children’s futures. That is why so many people in so many different parts of the world were and are still prepared to risk so much of their time and lives to fight for their and their people’s rights. My advice to politician is that they must listen to the cries and calls of the people. Wake –up leaders. Wake up. Your country is going through a difficult time. Those who are arrogant, corrupt and selfish will be driven out of office. Their opponents have mostly got a viable democratic weapon, the people’s votes. What happened to the National Democratic Revolution, what happened to RDP and what happened to Land redistribution. What happen to our democracy? Just a few years ago democracy looked as though it would bring us manna from heaven. It is obvious that the freedom we got in 1994 was not a total freedom at all. We need all kinds of freedoms. Looked down upon by your friends and loved ones who think that you have opted to join a Jim Jones like cult where love and marijuana are the order of the day or worse yet (Insert sarcasm here) think you are a card carrying member of the communist party. Your political opponents scoff and find it perfectly reasonable to debate your grip on reality and your ability to lead. Donald Trump will call you a loser. And the odds are you will not be invited to Sean Hannity’s 55th birthday party. Oh yes the dirty word I am of course referring to is Liberal. For those who think I am joking make no mistake, the hatred is out there. When Ann Coulter (who has been graced with all the tact and diplomacy of Yosemite Sam) once said: “Liberals are stalwart defenders of civil liberties - provided we're only talking about criminals.” She showed the dangers of allowing very ignorant people a public platform to espouse incredibly misinformed views. I am a huge believer in the rights of all to freedom of speech, but I am also a major advocate for responsibility of speech. It should not be considered politically correct(Another “Swear word”) to take people’s feelings into account, respect cultural differences, believe in equality, believe in second chances and believe that we all deserve a fair share in this world to provide for our loved ones. When you have families that no longer have to choose between medical aid and school or food and shelter you are creating a society of happier, well-adjusted people. When a teenage girl or boy knows that they can go to college or university regardless of their race, background or economic status then they know that what they are being told in school is true. They can be truly anything that they put their minds to. In our own country we have seen the consequences of not helping our student body. We think that education is expensive but in the words of Howard Gardner “Try estimating the price of ignorance”. I want us to stop for a moment and put ourselves in the shoes of those students. You spend 12 years of your life getting an education, you study in school, and are told if you work hard and apply yourself you can be anything. A doctor, lawyer and even President. You eventually get your high school certificate and then decide you want to move on to University or College. “But wait you can’t just study. You can’t just choose what you want to be, this isn’t free you have to pay for it” We as a society tell them. Lacking funds they very naively go to find work to pay for the education, but here is the ultimate cosmic joke, they cannot get a job that earns a high enough salary without the education. So we are telling them on the one hand that without an education they are doomed and then we hold the brass rings at such a lofty height that they can never reach. And we wonder why things were set on fire. If we as a society continue to make peaceful, intellectual revolution impossible then we make violent revolution inevitable. It is simple sociological mathematics. In this case one and one do make two. Being a liberal or a democrat in any country does not mean we want to have a free for all where we don’t check people at the borders, or just give terrorist’s free room and board, or don’t believe in safety and security for all. We are not going to take all of your things and ship you off to a gulag. In fact quite the opposite. We believe that the only way to ensure your freedoms and enhance your security is to empower you. You cannot empower people when you take away their dignity and there is no dignity without education and healthcare. These are not luxuries these are human rights. Terrorism we have seen is incredibly fertile in areas where people do not have access to quality education or the freedoms to pursue their dreams unfettered. Terrorism, racism, and hatred these are all taught. That is why it is so important that all children and adults alike have access to information and education that empowers them so that they do not have to turn to terrorist organisations or hate groups for stability. When you give people the proper tools to captain their own ship they will flourish.

81 In pursuit of free thought Imagine for a moment that you are sitting down at your desk, or in a restaurant or wherever else and through the door walks a man with a briefcase. He greets you and says, “Okay look here, you are now a member of the DA(or some other party).” Imagine he then reaches into his briefcase and retrieves some paper work. “These are the DA’s policies. You will have to study them, as a member these are the policies you will have to advocate.” What would your response be? I imagine the average person would ask him whether he is mad. Who is he to force another to become part of a collective without consent? He would be free to share his ideas with, to try and sell it to us; however, the choice to accept or reject such beliefs would remains a personal choice. Yet we allow society to force us into involuntary collectives every day of our lives. “You are black/white/asian/coloured/an Afrikaner/Zulu/Xhosa…, this is how you should speak and act, this is what you ought to believe, the ideologies you should subscribe to, and here are the collectives you are expected to form part of.” And what do we do? We accept it without question. We allow society to force its norms and standards onto our lives. Because its common sense right – everybody else does it. In the process we part with some of our greatest gifts. We cease to be free thinking individuals and become part of zombie like involuntary collectives. Yet a simple majority is very rarely the best arbiter of truth or what is right. Common sense dictates that we should form part of irrational, involuntary collectives. The same common sense allows an economic system which perverts humanity to the point where an economic system where 1% of the global population owns more than half of global resources while billions of people consider basic human rights a luxury, where waste and opulence is normal on the one end with mass starvation on the other, to thrive. Good sense ought to dictate that we abandon the fallacy known as common sense. This would be the most crass and disturbingly vulgar form of crony capitalism. If this is what the BBC represents‚ then I'm only too pleased to disassociate myself from it. I have no doubt that many black business people and professionals share my view‚” he said in a hard-hitting statement. “When‚ in my view‚ an organisation I once respected defends and shields dishonour and makes a frontal assault on integrity‚ I must -- without equivocation -- denounce what it represents and proclaim my disrespect for it‚ as I do‚” said the chairman of AngloGold Ashanti and former Department of Foreign Affairs director-general. The Black Business Council said recently that Zuma was elected through the ballot and must leave through the ballot. Pityana and other party veterans‚ including Zola Skweyiya and Mathews Phosa‚ have pleaded for Zuma to vacate the Union Buildings to save the ANC from being ousted from power in 2019 after a slip in performance in this year's local government elections. Black Business Council support for President Zuma is a betrayal of our values I am disappointed that the Black Business Council (BBC) has not only publicly endorsed President Jacob Zuma‚ but has urged him to stay in his role. I am particularly concerned about the reasons the organization has advanced for taking this stance. The BBC is supposed to be an important and rational voice of black business leadership‚ of which I am a part. Its members include professional associations that I have tremendous regard for‚ including the Black Management Forum‚ Association of Black Chartered Accountants‚ and the Association of Black Securities and Investment Professionals‚ among others. I have always believed that‚ as black business leaders‚ we are united in our belief that South Africa deserves a leadership that is transparent‚ accountable and free from corruption. These are the values we have always fought for‚ and will continue to fight for. Equally‚ I have always believed that we support and endorse transformation and empowerment‚ and that it cannot be used as an excuse to defend corruption‚ poor governance and poor economic leadership. But the BBC’s defence of President Jacob Zuma is a betrayal of all these values and aspirations‚ and has not been taken in the best interests of the country. They have advanced a flimsy list of reasons for the endorsement‚ particularly when seen against his long list of transgressions. They applaud his role in establishing the Ministry of Small Business and the black industrialist programme‚ as well as his support for the BBC’s breakaway from Business Unity South Africa. But we have to weigh these issues against the fact that President Zuma has been found -- by no less a body than the Constitutional Court -- to have failed to uphold his Oath of Office and allowed the abuse of state resources to his personal gain. That finding by the highest court in our country‚ means‚ in my view‚ that he is untrustworthy‚ and without honour‚ integrity and respect for the law. The BBC clearly believes that our country deserves more of this kind of leadership. Earlier this year business (both black and white)‚ joined the labour movement and government in engaging the international investor community to defend our country from a sovereign rating downgrade with potentially disastrous implications. Together we made undertakings which President Zuma has not only failed to honour‚ but has obstructed. One of those was to stabilize our State-Owned Enterprises and to project policy certainty. On both counts we've moved in the very opposite direction. Whilst business has delivered on its commitments‚ government has not honoured its side of the deal. This has threatened our credibility as a nation and jeopardized our joint rescue effort. Let us be clear: the impact of a rating downgrade will be especially disastrous for South Africa’s poor‚ precipitating inflation and setting back our efforts at creating a more equal society. The Deputy President expressed it best when he said: "We are a government at war with itself”. With that being the case‚ how can we expect the centre to hold? The BBC wants us to have more of this leadership. The trust deficit between our government and ordinary citizens is growing wider every day as reports of corruption at a grand scale dominate our political discourse and media coverage. The BBC is only contributing to this by supporting President Zuma‚ and in supporting – as just one example – his not signing into law the FICA regulations that‚ among other things‚ would expose illicit financial transactions. Allegations abound that our very sovereignty‚ which the President is supposed to defend‚ may be threatened‚ with suggestions of shady deals involving the Guptas‚ the Russians and others‚ including some of his family members. If true‚ this emptying of state coffers is channeling funds from desperately needed social causes like education‚ service delivery‚ housing and healthcare‚ to name a few. Little wonder that our students and ordinary citizens are taking to the streets to demand a better deal. The BBC's urging of the President to prevent important anti-corruption legislation from seeing the light of day‚ suggests they do not concern themselves with these worrisome matters. I have discussed these concerns with many black business leaders‚ including some who lead organisations affiliated to the BBC. I take comfort in the fact that the BBC’s public statement does not represent all of us. We often urge government to not be self-serving and I think it appropriate we use the same standard for business. The BBC's support for the President and the reasons given suggest to me that black business is indifferent to the pain that the country is going through‚ provided our own interests are met. This would be the most crass and disturbingly vulgar form of crony capitalism. If this is what the BBC represents‚ then I'm only too pleased to disassociate myself from it. I have no doubt that many black business people and professionals share my view. I have the privilege of raising young black professionals‚ not only in my family‚ extended family and friends‚ but also those who solicit my mentorship. 83 John Terry faces 10-day lay-off Chelsea captain John Terry will be ruled out for 10 days after straining ligaments in his left ankle. The 35-year-old suffered the injury in Saturday's 2-2 draw at Swansea when despite finishing the game, he left the stadium on crutches. Terry will now miss his side's Premier League clash with Liverpool on Friday as well as next week's League Cup trip to Leicester. In a post on his Instagram account, Terry wrote: "I have strained my ligaments in my ankle which means I will be out for 10 days. "Absolutely gutted, but will be giving everything to get back playing. " Terry's diagnosis may not be as bad as was first feared but will still provide boss Antonio Conte with a defensive headache ahead of the Liverpool game. 84 America's most outrageously sugary regional desserts America may have started off as a pretty unexciting place for dessert back in the early cornmeal mush and hasty pudding days. One fat growth spurt and several billion extra forks later, it appears this country has found its diversified stride in every delectable corner. Savoring some of the country's top regional desserts may require an involuntary stop in the following five hungry towns -- but how rich (sweet, gooey, warm, drizzly and impossibly-moist) the reward. Gooey butter cake, St. Louis The origins of gooey butter cake -- a flat, dense, super-rich coffee cake loaded with more butter and powdered sugar than the most permissive Midwestern cardiologist would ever advise -- go back to 1930s St. Louis. As the story goes, a local baker messed up the ingredients and proportions for a more traditional cake and decided the end result was still worth gobbling up. Eighty years later, gooey butter cake remains one of the happiest mistakes under The Arch. Especially at St. Louis institution McArthur's Bakery Cafe, where the aptly named cake has been a customer favorite for at least half a century. "It has a sweet dough crust with a generous dusting of powdered sugar, and the 'filling' -- which has a consistency of raw dough -- is delectably sweet and gooey," says Ben Abel, a manager partner at McArthur's. The cafe now boxes up the cake for grocery and specialty shops and has broadened the gooey butter cake palette with chocolate chip, cherry and brownie variations. 85 Labour infighting like Lord of the Flies, says John McDonnell John McDonnell has compared Jeremy Corbyn’s battle to maintain a functioning shadow cabinet in the face of hostility from Labour MPs to the classic dystopian novel Lord of the Flies. The shadow chancellor said recently recruited members of the shadow cabinet had faced abuse, unfair criticism and constant pressure from their parliamentary colleagues. He said this could be compared to the William Golding novel in which a group of children try to govern themselves but end up plotting, abusing and ultimately murdering each other. At a fringe meeting on Monday night at the Trades Union Congress, McDonnell told supporters that younger leftwing MPs who had come forward to serve on the shadow cabinet were heroes who had been mistreated by their own colleagues. “They’ve suffered all that abuse too, and they’ve suffered it from our own backbenchers, the criticisms, etcetera, all that stuff, pressure that’s put upon them because parliament is a total institution where pressures build up. And at times it has been more like Lord of the Flies quite honestly than you’d expect in a modern political system,” he said. McDonnell gave a chronological account of an alleged plot by former shadow cabinet members including Hilary Benn and their allies to oust Corbyn. He said this came to a head in June after Benn was sacked for refusing to sign a joint statement with Corbyn. “What we didn’t know was that there was a plan, and although actually their [the plotters’] meetings were being leaked to us, we had people in the meetings letting us know what was going on. That’s why they’re useless. “What we didn’t fully know was the idea that they would resign hour by hour, in small batches, to make Jeremy resign by the next morning. 92 Yellow fever 'under control' in Angola, DR Congo: UN Yellow fever outbreaks in Angola and the Democratic Republic of Congo are "under control" after a massive vaccination campaign involving millions, the World Health Organisation said Tuesday. Yellow fever has been raging in Angola since December, especially in the capital Luanda, where there have been 875 confirmed cases and 355 deaths. WHO said there were 75 confirmed cases in DR Congo with 16 deaths. "The risk of a major outbreak is now over," the head of WHO's pandemic and epidemics department, Sylvie Briand, told reporters in Geneva. The UN health agency had raised alarm over the prospect of a significant outbreak in several countries after the viral haemorrhagic disease began raging in Angola. Yellow fever subsequently spread into DR Congo and isolated cases were reported in China among people who had travelled to southern Africa. WHO was particularly concerned because cases were heavily concentrated in major urban centres like Luanda and the Congolese capital Kinshasa. In an accelerated campaign, 7.7 million people were vaccinated in Kinshasa in less than two weeks. Separately, 15 million people were immunised across Angola, more than 65 percent of the country's population. Angola has not recorded a new yellow fever case since June 23, while the last new case in DR Congo was registered on July 12, Briand said. She warned that vaccination against yellow fever remains low across Africa and that there is still a risk of a large-scale outbreaks in the future. That risk has been compounded by increased urbanisation on the continent, since transmission rates are higher in more densely populated areas.

"Some people are on the fast-track to fulfilment and prosperity and there are other people who get left behind. He said: " Failure is the worst thing you can do to a child, it crushes their confidence. 100 Police bodycam footage shows cops tasering a man four times 'after he slit a 67-year-old woman's throat inside her home' Police body camera have footage has emerged of the moment a male suspect accused of murdering a woman in her Orlando home was taken down by cops earlier this year. Neighbors of the victim called 911 reporting that a man was trying to break into numerous houses in Orange County on May 30. The suspect, Jason M. Rohrer, 41, had earlier got into a fight with two men, who said they had caught him trying to break into one of their trucks. Rohrer ran from the scene, and allegedly broke into the home of 67-year-old Linda Jones on nearby Orange Peel Court. Police have not revealed what happened inside the house. However Jones reportedly had her throat slit, Click Orlando reported. As crews arrived at the house, a search helicopter saw Rohrer trying to flee out the back of the home. The police body cam footage shows cops pinning Rohrer down as he tried to get over the back fence, however he puts up a fight. Rohrer is seen in the footage partially naked, and is bleeding from a knife wound to the back. Rohrer can be heard in the body camera footage saying: 'I'm dying.' Despite that, he fights off the police handcuffs and tries to run away. 'Don't let me die!' Rohrer is heard yelling in the footage. 'I'm sorry! I'm sorry!' Police lead Rohrer to the front yard where he was transported to the hospital. He was later transferred to Orange County Jail. The Office of the State Attorney filed second-degree murder charges against Rohrer. His trial is set for October 17 and he's being held in the Orange County Jail without bond.
