Overview of the House Republican Tax Plan The House Republican “A Better Way” tax reform1 plan includes a significant redesign of our business tax system. It effectively would replace the corporate income tax with a 20 percent destination-based business cash-flow tax. Proprietorships, partnerships, S corporations and other pass-through entities would face a distinct schedule with a top rate of 25 percent on pass-through income, leading to a need for provisions to limit the ability of high-income households to move income from the new top 33 percent personal rate to the 25 percent rate. The reform would also streamline and significantly simplify personal income taxation by eliminating the Alternative Minimum Tax, unifying the tax treatment of personal asset income (taxing half of personal asset income), eliminating exemptions, eliminating the deductibility of state income and property taxes, raising the standard deduction and modifying the child-tax credit. In addition, the plan moves from seven to three income-tax brackets, with the top rate lowered from 39.6 percent to 33 percent. This paper examines the reform’s potential impact on revenues, inequality, and fiscal progressivity.2 The plan’s proposed reform of business taxation is particularly significant for potential U.S.

Buchanan* The Social Security system has come under attackfor having illegit- imately transferred wealth from younger generations to the Baby Boom generation. This attack is unfounded, because it fails to understand how the system was altered in order to force the Baby Boomers to finance their own benefits in retirement. Any challenges that Social Security now faces are not caused by the pay-as-you-go structure of the system but by Baby Boomers' other policy errors, especially the emergence of extreme economic inequality since 1980.

[email protected] Felix Kubler, Professor of Financial Economics, University of Zurich [email protected] Abstract We critically review two studies – one by Blanchard (B) and one by Rachel and Summers (RS). By the standard fiscal-gap measure of fiscal solvency, the U.S. government is in dire, long-term fiscal shape. This is thanks to running, for seven decades straight, an ever-expanding, take-as-you- go Ponzi scheme. Yet B and RS entertain expanding the scheme. B’s rationale is achieving a Pareto improvement. RS seek to forestall secular stagnation. Their arguments largely rely on the U.S. growth rate exceeding the supposed marginal safe borrowing rate – the rate on short U.S. bonds. But almost all households face far higher marginal rates, namely the rates they can earn by pre- paying their high-interest mortgages, car, student, and other loans. We also question certain B and RS modeling assumptions that presage key results and caution that one can easily construct very low, safe-rate models, which, nonetheless, do not admit beneficial Ponzi schemes. Introduction Our paper examines two impressive papers by Blanchard (2019) (B) and Rachel and Summers (2019) (RS), which rationalize, without outright endorsing, additional U.S. deficit spending. B suggests that since U.S. growth rates routinely exceed safe interest rates, “… public debt may have no fiscal cost.” RS seek to mitigate what they view as secular stagnation by using government borrowing to keep the safe rate above the so-called zero lower bond.
