1. AIR QUALITY MANAGEMENT

 Sharp drill bits will be used for drilling to reduce generation of dust and noise.

 Drilling machines will be equipped with water spraying system to prevent dust to get air borne.

 Blasting will be done in most scientific manner, use of non electric ignition system, use of millisecond delay detonators and optimizing the blasting parameters to control & prevent the dust to get air borne and to control the fly rock.

 Rock breaker will be used for breaking over size boulders, which eliminates the generation of dust due to secondary blasting activities.

 All the haul roads will be kept properly graded with sufficient width and regular water spraying is done on the haul roads.

 Proper maintenance (preventive as well as schedule maintenance) of vehicles will be carried out regularly for minimization of generation of gaseous pollutants.

 Personal Protective Equipment like dust mask, ear plug/ear muff, goggles, safety shoe, hand gloves will be provided to all employees.

 Periodical ambient air quality monitoring will be done.

 Development of green belt/plantation around lease boundary and other places to arrest dust.

2. WATER QUALITY MANAGEMENT

 Garland drains will be provided all along the periphery of pits to prevent the water carrying the wash-offs entering the mine.

 Waste water generated at mines workshop will be treated with the help of oil-water separators and the treated water will be used for dust suppression.

 Waste water generated from mine office will be treated in in septic tank and soak pits.

3. NOISE QUALITY MANAGEMENT

 The main source of noise will be operation of heavy machinery like drilling machines, dumpers, dozers and blasting which generates considerable noise. But many of these operations are of intermittent in nature and are less likely to be damaging to human beings.

 All types of maintenance i.e. scheduled maintenance and preventive maintenance of all machines will be carried out.

 Drilling will be carried out with the help of sharp bits. This helps in reducing generation of noise during working of machines.

 In order to reduce the effect of noise pollution, protective devices like ear plugs, ear muffs will be provided to mine workers exposed to noise levels more than 75 dB(A).

 There will be provision of sound proof cabins to workers deployed for operating machinery producing higher levels of noise.

 Periodical of ambient noise levels will be carried out in the core zone as well as in the Buffer zone.

 Green belts will be developed around periphery of the lease hold and along road sides to attenuate noise levels. Plantation will be done all along the haul road, roads, periphery of the mining lease area etc.

4.GREEN BELT DEVELOPMENT/PLANTATION

At the conceptual stage of mining the partly excavated area will be converted in to water reservoir and green belt will be developed in the earmarked area within the premises. Native plant species will be planted. The trees will be planted at suitable grid spacing as per MOEF /CPCB/Forest deptt. Guidelines leading to proper growth.

2.0INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

(i) Identification of project and project proponent o M/s. Emami Cement Ltd. is proposing new Limestone Mining Project with Production capacity 5.50 MTPA(ROM) Mining lease area 989.50 ha., near villages, Lasravan – Javda, Tehsil - Nimbahera, district – Chittorgarh (Rajasthan). Limestone produced in this mine will be utilized in proposed integrated Cement plant in Rajasthan. o Emami Cement Limited is a group company of Emami group which was founded by Mr. R. S. Agarwal and Mr. R. S. Goenka in 1974 with a capital of only Rs. 20,000 has now transformed to an about Rs. 7000 Crores conglomerate. o Emami group is a well diversified, professionally managed group of company in Eastern , having interest in FMCG, news print, writing instruments, Health care and Hospitals, Retail pharmacies, Departmental stores, Bio diesel, Edible Oil, Real estate and construction, Solar Power Generation and Cement Manufacturing. o Emami Cement Limited has entered into MoU with Govt. of Chhattisgarh for setting up of integrated cement plant along with limestone mine and Captive Thermal power Plant in Risda and Kukurdih villages of Baloda Bazar, Tehsil of Raipur district. o The company Head quarter is in Kolkata, it has a pan-India presence andfootprints in several countries across the world.

(ii) Brief description of nature of the project

ECL is proposing mining of limestone for its proposed cement plant. The proposed Limestone Production Capacity is 5.0 MTPA (ROM)Lease area- 989.50 ha. Status of the Mining Lease A Letter of Intent for grant of Limestone mining lease is granted by Department of Mines (Group-2), Government of Rajasthan over an area of 989.50 ha vide letter No- P.5 (354) Khan/Group-2/2014 dated 31.12.2014. The LOI enclosed as Annexure II. Screening category of Project As per EIA Notification dated 14.09.2006 as amended on 01.12.09, the project falls under Category A project.

(iii) Need for the Project & its Importance to the Country and or Region Cement is an essential ingredient for the modern building construction. The new generation cement plant in India now employs the latest technology for better efficiency, energy conservation and economics of large capacity production. The improved market conditions witnessed recently, after a grip of recession over a long period, are expected to continue due to high priority being given by the Government to housing and infrastructure and also in view of the massive investment proposed in industry and rural sectors. Therefore, there is an urgent need to increase the cement production capacity in the country in spite of severe resource constraints. For that, limestone is the basic raw material.

Therefore, the proposal for the new limestone mine project by M/s. Emami Cement Ltd. is important in catering the rise in demand of cement to the country and region.

(iv) Demand – Supply Gap

The cement demand and supply is estimated based on the following assumptions:

• The cement market has growth due to Central government liberalization policies and development of housing, road and infrastructure projects.

• Limestone is main raw material for cement industry and limestone mining projects are developed to provide raw material to cement industry.

• A cement deficit situation is envisaged in the coming years but the situation may change depending upon the infrastructure growth in the coming years. (iv) Imports vs. Indigenous Production

After development of limestone mines, limestone will be utilized in the proposed cement plant.

(vi) Export Possibility

Proposed Production of limestone will be only utilized in the proposed captive cement plant.

(vii) Domestic/Export Markets

Emami Cement Ltd. has proposed a Integrated Cement Plant with production capacity 3.0 MTPA, in the state of Rajasthan to increase the lead in the region and logistic gain.

The proposed cement production will cater to the cement demands in the states of Rajasthan, Gujarat, Delhi, U.P, M.P, Haryana etc.

Moreover, limestone will be only utilized in the cement plant. Thus there will be no other users for the limestone from this mine.

(viii) EMPLOYMENT GENERATION (DIRECT & INDIRECT) DUE TO THE PROJECT

The total man power including staff and worker required will be about 90 persons.

A. Local/Regional Geology

The area comprises Nimbahera limestone and shales of lower Vindhyan rocks. These rocks have trend NNE-SSW with 10 o – 25 o rolling dips. The limestone in the area is light to dark grey,greenish grey and pinkish in colour,massive, hard,compact,jointed, slabby in nature and underlain by shale. The shales are erinaceous, soft and fragile.

The Department of Mines & Geology, Govt. of Rajasthan has carried out detail investigation during year 2004-2007 and scanned the area by drilling 1125 m in 20 boreholes.

B. DETAILS OF MINING

Method of Mining

Mining will be by fully mechanized opencast method adopting a system of benches. Bench height will be maintained at 10m. Hydraulic excavators will be deployed for progressing benches and for handling ore/waste material. Drilling and blasting techniques will be used for hard formations. Dumpers will be used for loading and dumping of waste material/ore. Limestone will be blasted, handled and loaded by excavators into dumpers of 100tons or less capacity and ROM will be crushed to -75mm in a semi mobile crushing plant and transported to the proposed cement plant of the company by conveyor belt.

Loading & Transport

Loading operations will be carried out by loaders/excavators. Transportation of limestone from working face to crusher hopper will be carried out by dumpers. Crushed limestone from crusher will be transported to cement plant with the help of covered belt conveyor.

Use of Mineral

The limestone will be used as captive in proposed integrated cement plant of Emami Cement Ltd. (vi) RAW MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE, MARKETING AREA OF FINAL PRODUCTS, MODE OF TRANSPORT OF RAW MATERIAL AND FINISHED PRODUCT

This is a proposed limestone mining project so no raw material is required. Crushed limestone will be transported to proposed integrated cement plant by covered conveyor belt.

(vii) RESOURCES OPTIMIZATION/ RECYCLING AND REUSE ENVISAGED IN THE PROJECT, IF ANY, SHOULD BE BRIEFLY OUTLINED

 Top soil generated will be utilized in plantation work.

 Waste water generated from workshop will be treated in oil water separator and then utilized for dust suppression.

The source of the water will be ground water as well as water will be withdrawn from the mine sump as and when developed.

B. Power Requirement

The total power requirement for the mining will be about 3500KW, (2000 KW for crusher and 1500 KW for mine lighting and auxiliary).

(ix) QUANTITY OF WASTE TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR MANAGEMENT/DISPOSAL:

The waste will be in the form of intercalated shale/clay and lateritic top soil and low grade limestone.Generated waste willbe backfilled into excavated mine pit in adequate manner upto a possible extent and after that it will be stabilized by plantation. After end of the life of mine, backfilled excavated mine pits can be used for agriculture or plantation. Top soil generated will be utilized in plantation.

4.0 SITE ANALYSIS

(i) CONNECTIVITY

The lease area is in villages Lasravan, Javda, Changeri,Bhatkotri, Mandavli, Kachariyakheri, BabriKhera, BadoliMadhosingh, Tehsil–Nimbahera, District– Chittorgarh (Rajasthan). The area is well connected by National Highway. Mangalwad- Nimbahera State Highway is about 1.5 km from the proposed mine near village KachariyaKhedi. National Highway- 79 is about 8 Km from the southern part of the mine area at Nimbahera. Nimbahera and Gambhiri Road railway stations are the nearest railway station at about 7 Km& 6.8 km distance respectively from the mine area. The nearest airport is at Dabok (Udaipur)about 88km from mine area.

(ii) LAND FORM, LAND USE AND LAND OWNERSHIP

Total Mining lease area is 989.50 ha. Mining lease areacomprises of mainly Govt. waste land and private land. There is no forest land exist in the ML periphery.

(iii) TOPOGRAPHY

The area of the lease hold is mostly a flat terrain. As per geological report the highest point is 555m above M.S.L. and the lowest elevation is about 460m above M.S.L. The area is devoid of seasonal /perennial drainage.

(iv) EXISTING LAND USE PATTERN {AGRICULTURE, NON-AGRICULTURE, FOREST, WATER BODIES (INCLUDING AREA UNDER CRZ)}, SHORTEST DISTANCES FROM THE PERIPHERY OF THE PROJECT TO PERIPHERY OF THE FORESTS, NATIONAL PARK, WILD LIFE SANCTUARY, ECO SENSITIVE AREAS, WATER BODIES (DISTANCE FROM THE HFL OF THE RIVER), CRZ. IN CASE OF NOTIFIED INDUSTRIAL AREA, A COPY OF THE GAZETTE NOTIFICATION

The mining lease area is both govt. land and private agricultural land and is free from any forestland. Besides this, there is no National Park, Wild life Sanctuary or CRZ area in around 10 km radius from mining lease boundary.

(v) Existing Infrastructure

The lease area is in villages Lasravan, Javda, Changeri,Bhatkotri, Mandavli, Kachariyakheri, Babrikhera, BadoliMadhosingh, Tehsil–Nimbahera, District–Chittorgarh (Rajasthan). The area is well connected The area is well connected by National and State Highway. A metallic road from the KachariyaKhedi part of the mine area connects Mangalwad-Nimbahera State Higway at about 1.50 km. National Highway -79 is about from southern part of the mine lease at Nimbahera. Nimbahera and Gambhiri Road railway stations are the nearest railway station at about 7& 6.8 km distance respectively from the mine area. The nearest airport is at Dabok (Udaipur)about 88 km from

(vi) SOIL CLASSIFICATION The area is generally covered with soil having silty loam in texture.

(vii) CLIMATIC DATA FROM SECONDARY SOURCES

The area has a semi tropical wet and dry climate. Temperatures remain moderate for most of the year, except for summer i.e. March to June, which period can be extremely hot. The region receives about 600 -800 mm of rain, mostly during monsoon season i.e. from June to early October. Winters season lasts from November to February and is mild, although temperature can fall to 5 °C (42 °F).

(viii) SOCIAL INFRASTRUCTURE AVAILABLE

Most of the social infrastructural facilities like medical, post office, schools, police station, bank, etc. are available at Nimbahera town.

5.0 PLANNING BRIEF

(i) PLANNING CONCEPT (Type of Industries, Facilities, and Transportation etc.)

TOWNAND COUNTRY PLANNING/DEVELOPMENT AUTHORITY CLASSIFICATION

The mining lease is part of cement manufacturing industry it will utilize Dumpers, jeep etc. for transportation of man and material.

(ii) POPULATION PROJECTION

Temporary influx of people will be there as the managerial and supervisory staff

will generally be outsider.

(iii) LAND USE PLANNING

Total mining lease area is 989.50 ha. After excavation of limestone, waste will be generated. Partly excavated area will be converted to water reservoir and partly excavated area will be backfilled with generated waste upto possible extent and stabilized by plantation. Green belt will be developed in the lease area.

(iv) ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)

Emami Cement Ltd. will assess the demand of infrastructure (Physical & Social) in nearby area of the proposed mine site and same will be developed under corporate social responsibilities programs.

(v) AMENITIES/FACILITIES

a. Drinking water

Drinking water facilities will be provided at suitable locations as per Mines Rules.

b. Sanitary condition

Toilet will be provided at mines office and in the mining area as prescribed in MinesRules.

c. First Aid facility

First aid stations will be set up at the Mines office. Arrangements will be made for the first aid to the injured persons if any at the work spot itself through the first aid personnel holding first aid qualification. An ambulance van will also be provided for speedy removal of ill and injured persons from mine to hospital. Employees residing in nearby villages will also be provided ambulance van for attending Hospital for necessary medical investigations and treatment whenever possible.

d. Labour Health

Initial and periodical medical examinations will be carried out at an interval of five years of service. The following examinations will be carried and reports maintained in the mines office. The medical examinations to be carried are:-

 General Medical checkup.

 X-ray.

 Lungs function.

Over and above hospital facility of associate group will be provided for workers and staff.

e. Electricity

Electricity for the lease area will be taken from proposed captive power plant of Emami Cement Limited.

f. Post Office and School:

Nimbahera has facilities of post office and school along with other facilities like Telegraph and Telephone services, Market and Banking services etc.

6.0 PROPOSED INFRASTRUCTURE

(i) INDUSTRIAL AREA (PROCESSING AREA)

The mining lease area is 989.50 ha. The limestone production has planned up to 5.50 million tons per annum (ROM), infrastructures like rest shelter, canteen, workshop, roads etc. will be developed in the mining lease area.

(ii) RESIDENTIAL AREA (NON PROCESSING AREA)

No residential area is proposed at the mine site. The workers will be engaged from local villages, who will commute to the lease area daily.During mining operation, colonies will be developed and provided to the supervising and managerial staff by the Proposed Limestone Mine project management.

(iii) GREEN BELT DEVELOPMENT

Green belt development program will be made in successive phases depending upon the immediate need, priority, availability of land and sufficient ground water. The area available for plantation will be as follows:

a) Along the main haul road. b) Along the lease periphery c) On undisturbed areas

d) On waste dumps. For initial years, the plantation has been proposed along the main Haulage road and around periphery of the Mining Lease area. Later on plantation shall be enhanced in undisturbed areas.

(iv) SOCIAL INFRASTRUCTURE

The CSR activities will be undertaken by ECL.The company will take steps for social welfare and upliftment. ECL will carry out various activities for social welfare and upliftment by providing water supply, health care, safety, medical facility, education and training, employment to the local villagers public transportation and communication.

 Water Supply: The facilities to be provided to the villagers are like installation of hand pump, construction of water storage tanks through roof rain water harvesting system and deepening of old water wells in the nearby villages.

 Health and safety: Polio surgery camp and eye camp will be organized by the company in the nearby villages.

 Education & Training: The Company will extend support for maintenance of school buildings in the villages, copies, books, and pencil for the students in village schools. Organize the tournaments of inter school games. Distribute school dresses and woolen cloths to the village students.

 Employment of local inhabitants: Unskilled category labourswill be given preference for employment for works under company’s contractors.

 Child care facility: Immunization programs will be organized in which all nearby village children will be given treatment for Polio drops. (v) CONNECTIVITY A metallic road from the KachariyaKhedi part of the mine area connects Mangalwad- Nimbahera State Higway at about 1.50 km. National Highway -79 is about from southern part of the mine lease at Nimbahera. Village Katcha roads are passing in the area.

Haul roads will be developed and maintained within the lease area. The limestone will be transported throughcovered conveyor belt. Therefore, no public road will be

utilized for mineral transportation. However, if required vicinity roads shall be maintained as per necessity.

(vi) DRINKING WATER MANAGEMENT (SOURCE & SUPPLY OF WATER)

Total water requirement for the mining will be 240 KLD. The source of the water will be ground water as well as water will be withdrawn from the mine sump as and when developed. Storage tanks and pots will be maintained for drinking water as per the requirement.

(vii) SEWERAGE SYSTEM

The domestic wastewater generated from mine and utilities will be disposed by Septic tanks and soak pits.

(viii) INDUSTRIAL WASTE MANAGEME

No industrial waste water will be generated from proposed enhancement project.The waste water generated from workshop will be treated by oil separator and treated water used for dust suppression. There will not be any external discharge of wastewater.

(ix) Solid Waste Management

Solid waste would be in the form of top soil &intercalated shale/clay. The top soil would be utilized in plantation on backfilled area and generated waste will be used in backfilling of excavated areaupto possible extent. After end of the life of mine, backfilled excavated mine pits can be used for agriculture or plantation.Top soil generated will be utilized in plantation.

(x) Power Requirement & Supply/Source

The total power requirement for the mining will be 3500 KW, which will be sourced from proposed Grid/ CPP.

7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN - Policy to Be Adopted (Central/State)In Respect Of The Project Affected Persons Including Home Oustees, Land Oustees And Landless Laborers (Brief Outline To Be Given)

Total mining lease area of proposed Limestone mine project is 989.50 ha, out of which about 160 ha is Govt. land and 829.50 ha is Private land. R & R Policy, will be followed for the above. 8.0 PROJECT SCHEDULE & COST ESTIMATES

(i) LIKELY DATE OF START OF CONSTRUCTION AND LIKELY DATE OF COMPLETION (TIME SCHEDULE FOR THE PROJECT TO BE GIVEN)

The mine will be started after obtaining all clearances and consents from consent authorities.

(ii)ESTIMATED PROJECT COST ALONG WITH ANALYSIS IN TERMS OF ECONOMIC VIABILITY OF THE PROJECT

Total cost of the project is estimated at 45 Crores.

Capital Cost for Environment Protection is estimated to be 3.0Crores and

recurring cost for environment protection is estimated to be 0.50 Crore.

9.0 ANALYSIS OF PROPOSAL

Proposed limestone mine project will result in growth of the surrounding areas by community development to be undertaken by the company. Direct and indirect employment will be created in nearby village surroundings. Special emphasis on Financial and Social benefits will be given to the local people including tribal population, if any, in the area.

Development of social amenities will be in the form of medical facilities, education to underprivileged and creation of self-help groups.

Therefore, ensure the submission of following progress/documents within the maximum 1 year period of receival of the letter of intent and inform us about the status of the progress in this regarding after 6 months.

1. Approved progressive mining closure plan for the applied lease area as per rule 23(B) of M.C.D.R.,1988 and approved mining plan of 9.895 sq.km.area as per rule 22(4) of M.C.R., 1960. 2. Affidavit in the form of financial assurance as per section 23(F) of M.C.D. Act 1988, prior to execution of the mining lease contract. 3. Environmental Clearance as per notification,dated 14/09/2006 & 07/10/2014 of Ministry of Environment & Forestry, Govt. of India. 4. Applicant Company will establish Cement plant with production capacity of 3.00 MTPA in the State within maximum three year period from the date of execution of mining lease contract of mine lease area.
