Colonel Jose Aguilar assumed the duties as the commander and district engineer of the Portland District, U.S. Army Corps of Engineers, on April 15, 2014. He oversees a workforce of more than 1,200 employees serving residents of Oregon and parts of southwestern Washington.

The Portland District has one of the Nation’s most comprehensive and diversified civil works programs. Covering most of Oregon and southwestern Washington, Portland District is operating locks and dams along the Columbia River, managing dams in the Willamette Valley for flood damage reduction, maintaining Oregon’s coastal rivers for navigation, and leading the Nation in hydropower generation, while ensuring equal attention (click for more) is placed on environmental protection and restoration, fish and wildlife enhancement and recreation. Portland District also serves as the Corps’ Hydroelectric Design Center, a national leader and Center of Expertise.

Before assuming command at Portland District, Col. Aguilar was the Theater Basing Chief for Afghanistan, responsible for the drawdown of coalition bases across the country. Before deploying to Afghanistan, he was a student at the U.S. Army War College. He received his U.S. Army commission in 1991 and has served in leadership and staff positions in Europe, the Middle East and throughout the United States. Col. Aguilar holds a Bachelor of Science degree in civil engineering from the United States Military Academy at West Point and a master’s degree in business administration – aviation management from Embry-Riddle Aeronautical University. His military education includes the engineer officer's basic and advance courses and the U.S. Army Command and General Staff Course.

COL Aguilar’s military awards and decorations include the Bronze Star Medal, three Meritorious Service medals, two Army Commendation medals, five Army Achievement medals, the U.S. Army Engineer Regiment's Bronze deFleury Medal, and the Airborne, Ranger and Sapper tabs. Col. Aguilar is married

As District Commander, Colonel Buck oversees military construction in Washington, , Montana, and Oregon. He also manages an extensive civil works engineering and construction mission in Washington, Idaho, and Montana. His programs also include Historic Preservation of Historic Structures and Hazardous, Toxic and Radioactive Waste cleanup. Seattle District manages half a billion dollars worth of work annually with a workforce of about 900 employees. Colonel Buck joined the Seattle District after attending the National War College and has served in a variety of command and staff assignments. He was commissioned in 1991 as an engineer officer from the United States Military Academy where he earned a Bachelor of Science degree in Civil Engineering. Additionally, he holds a Master of Science degree in Civil Engineering from the Pennsylvania State University and is a registered Professional Engineer in the State of Missouri.

Mr. Chase is a senior economist and FCS Shareholder with over 28 years of experience in economic development for public and private clients. His experience includes management of over 200 development impact studies and funding strategies, with emphasis on sustainable development. He specializes in providing creative funding strategies and public/private project implementation; and has worked for governments, developers, special districts and banks throughout the U.S. Mr. Chase is also a member of the American Planning Association, American Institute of Certified Planners, the Association of Pacific Ports, and the U.S. Green Build Council Leadership in Energy and Environmental Design. He obtained a B.S. degree in Economics from the University of Florida; and completed master’s coursework in finance at the Johns Hopkins University.

Jonathan L. Dasler received a Bachelors degree in Civil Engineering with honors from the University of Portland. He is registered Professional Engineer (PE) and registered as a Professional Land Surveyor (PLS). Mr. Dasler is certified by the National Society of Professional Surveyors (NSPS) and The Hydrographic Society of America (THSOA) as a Certified Hydrographer (CH) and is a board member of the NSPS/THSOA Hydrographer Certification Board. His experience spans over 30 years of contract project management on hydrographic and land surveying projects for the U. S. Army Corps of Engineers (USACE), National Oceanic and Atmospheric Administration (NOAA), port authorities, and private sector firms. Mr. Dasler was involved in the earliest applications of shallow water multibeam for the monitoring of coastal structures. Based on his expertise in hydrography, Mr. Dasler was handpicked by the National Oceanic and Atmospheric Administration to serve on a Federal Advisory Committee where he served seven years as a special government employee on NOAA’s Hydrographic Services Review Panel which advised the NOAA Administrator on matters related to the nation’s

He is currently the Vice President and Director of Marine Services at David Evans and Associates, Inc. in Vancouver, Washington were he has managed hydrographic projects since 1989.

Greg Delwiche was named Deputy Administrator of the Bonneville Power Administration in February 2014 but had served as Acting Deputy Administrator since November 2013. In this role, he oversees BPA’s Finance, Strategy, Legal, Public Affairs, Risk Management, Compliance, Governance and Internal Audit functions and serves as the principal policy and strategy advisor to the BPA administrator. Delwiche previously served as BPA’s senior vice president for Power Services since June 2010. Throughout his 30-year career, Delwiche has held numerous positions all related to Columbia River resource management. Delwiche has undergraduate and graduate civil engineering degrees from the University of Florida and Oregon State University, respectively.

Congresswoman Jaime Herrera Beutler was first elected to Congress at the age of 31 to represent Southwest Washington’s 3rd District. At 35 years old, she is one of the youngest women currently serving in the U.S. Congress. Rep. Herrera Beutler is the first Hispanic in history to represent Washington State in the U.S. House of Representatives, and was named to MSNBC’s ”Politicians to Watch.”

Jaime has developed a record of working productively with both Republicans and Democrats on important issues. She has been a champion for protecting this region’s ports and waterways. She’s successfully used her position on the U.S. House Appropriations Committee to provide upkeep, and has also led common sense reforms that will make it easier for our river- and ocean -based industries to do business. Specifically she’s led the way in securing funding for the U.S. Army Corps of Engineers for projects like maintenance dredging on the Lower Columbia River, rehabilitation of the Jetties at the Mouth of the Columbia River, and dredging at our small ports in Southwest Washington and throughout the entire region. Rep. Herrera Beutler was raised in Southwest Washington and brings legislative experience, an independent voice and a desire to serve her home community to DC.

Colonel Bill Leady is the Deputy Commander of the Northwestern Division, U.S. Army Corps of Engineers. Col. Leady assists the Division Commander in managing an annual program of more than $3 billion in civil works, military construction, and environmental projects in more than a dozen states that encompass the Columbia and Missouri Rivers basins and the Puget Sound with a workforce of approximately 5,200 individuals located in five district offices in Portland, OR, Seattle and Walla Walla, WA, Omaha, NE, and Kansas City, MO.

Steve Lindstrom, native of Ione, Morrow County, Oregon, graduated from Eastern Oregon College and completed the Masters in Public Administration program at Lewis and Clark College.

A veteran of the U.S. Navy, he served in the SeaBees in California, Virginia, Antarctica, and Vietnam. Among other medals, he was awarded the Navy Achievement Medal for community service. PNWA 2014 ANNUAL CONVENTION LETTER FROM PRESIDENT Capt. Paul Amos, President, Columbia River Pilots Paul was born and raised in Denton, Texas. In 1974 he permanently relocated to the Pacific Northwest where he was employed continuously in the tug and barge industry for 16 years. From 1980 to 1990 he worked as captain on towing vessels on the Columbia/Willamette/Snake River system. He has a wide range of experience on various types of towing vessels but the majority of those years were spent on grain barge tows between Portland, OR and Lewiston, ID. For the last 24 years, beginning in 1990, Paul has been a Columbia River Pilot. As a member of the Columbia River Pilots he served two years as Treasurer, and was Vice President in 1999. He was re-elected as Vice President in 2006. Shortly afterwards he became President and has served continuously in that position since then. He was also deeply involved in developing COLRIP’s AIS-based navigation system and continues to work on improvements to that system. He has served as Chairman of the Lower Columbia Region Harbor Safety Committee and serves on a variety of industry related boards and committees. Paul is married to a sailor, Della, one of the first women to graduate from Kings Point Merchant Marine Academy. He has 3 adult children and lives in Vancouver, WA. Kevin Brice, Deputy District Engineer, USACE Portland District Kevin Brice is the Deputy District Engineer for Programs and Project Management in Portland District. He has held this position since May 2007. The Portland District has one of the Nation’s most comprehensive and diversified civil works programs. Covering most of Oregon and southwestern Washington, Portland District operate locks and dams along the Columbia River, manages dams in the Willamette Valley for flood damage reduction, maintains Oregon’s coastal rivers for navigation, and leads the Nation in hydropower generation, all while ensuring equal attention to environmental protection and restoration, fish and wildlife enhancement and recreation. Portland District also serves as the Corps’ Hydroelectric Design Center, a National leader and Center of Expertise. In this position, Brice provides District leadership in establishing and maintaining processes to manage scope, quality, cost, budgets and schedules of all district projects. He manages and directs all civil works programs management activities, including program and budget development, preparation for Congressional testimony, oversight of program execution and reprogramming actions. Further, he is responsible for all civil works planning functions for the District, including plan formulation, economics and environmental resources. Brice retired as a lieutenant colonel after 21 years of military service. Brice graduated from the University of Wisconsin-Platteville with a Bachelor of Science degree in civil engineering in 1978. He received his Master of Science degree in civil engineering from Oregon State University in 1987. Martin Callery, Chief Commercial Officer, Port of Coos Bay Martin Callery joined the Oregon International Port of Coos Bay as Director of Marketing in July 1992. He and his wife Suzy moved to Oregon in January 1990 from the southern New Mexico/west

Texas region, where he was vice president of a marketing communications firm with offices in San Diego, Dallas, Albuquerque and El Paso. He has more than 30-years-experience in communications, marketing, public affairs and project management. Martin also taught mass communications and journalism courses at the University of Texas at El Paso. During the years following, Martin’s position with the Port was expanded to include all communications functions and he was given responsibility for transportation and freight mobility advocacy at the local, regional and state level. In his current role he is responsible for promoting the Port's North Bay Marine Industrial Park, directing communications staff in developing marketing and advertising programs for the Port's Charleston facilities, working with other public agencies and private sector firms in economic development programs and for promoting maritime trade and commerce in the Coos Bay harbor. In addition, Martin serves as the Port’s representative on a number of Oregon Department of Transportation committees both regionally and statewide. He serves as vice-chair of the Oregon Freight Advisory Committee, chair of the South West Area Commission on Transportation, and as rail stakeholder on the Lane Area Commission on Transportation.

Ann Glassley, USACE Walla Walla District (retired) Distinguished Award Winner Ann Glassley is a Civil Engineering Technician who has recently retired from The United States Army Corps of Engineers after 25+ years of service. Her career with the Corps began in 1989 in Engineering, Design Branch, Structural Design as an Engineering Technician doing computer aided drawings, and executing computations for structural design. After nine years in this position, the Corps internal restructuring determined her move to Operations Division at Walla Walla District, and she became the Navigation Coordinator for the District. In this position she served as liaison, communicating with CRTA, PNWA, Coast Guard, Cruise Lines, Ports and many other river users, the various aspects of lock and river operations, routine navigation lock and Federal channel maintenance, and emergency repair situations. As well as internally coordinating efforts for channel maintenance, repair and inspection work at the District navigation locks, with Project personnel, District engineers, USAE Division Reservoir Control Center and others as needed. Ann has been married to Robert since 1966 and they have two sons, Peter and Scott. She has many interests, mostly related to the fiber arts world, learning how to knit at a very early age. Currently, her main interests lies in knitting, weaving, spinning yarn, bobbin lace making and sewing. She teaches knitting locally, and is a member of the Walla Walla Lacy Lacers and the Weavers and Spinners of Walla Walla. In the coming years she and her husband plan to travel throughout the United States and Canada and are planning some foreign travel.

John Mohr, Executive Director, Port of Everett John Mohr has over 30 years of experience in ports in Oregon and Washington. He has been the Executive Director of the Port of Everett since 1997. During Mohr’s tenure at the Port of Everett, the Port has experienced a major resurgence in its shipping business, moving from a declining wood products port to a key aerospace and breakbulk port. Mohr has also led the planning for numerous property redevelopment efforts, including the newly completed Marina District Development Strategy. Mohr is the past port delegate of the Maritime Transportation National Advisory Committee that reports directly to the U.S. Secretary of Transportation. Additionally, Mohr served as Chair of the U.S. Delegation of American Association of Port Authorities (AAPA), chaired the AAPA Legislative Policy Committee and is a current member of the Board of Directors for AAPA. Mohr is the past Treasurer of the Washington Public Ports Association (WPPA), served as Chair of the WPPA Environmental Committee and Chair of the WPPA Cooperative Development Committee. While in Oregon, he served as the President of the Oregon Public Ports Association. Mohr has also served on numerous community service, charitable boards, intergovernmental committees and business associations during

Bill Wyatt, Executive Director, Port of Portland Bill Wyatt is a native of Astoria, Oregon. He has been the Executive Director of the Port of Portland since October of 2001. The Port of Portland, governed by a nine member Commission appointed by the Governor, consist of four marine terminals, two general aviation airports and Portland International Airport (PDX). The Port has over 700 employees and annual operating revenues of approximately $260 million. The value of foreign trade moving through the Port is $12 billion annually. Prior to his appointment as the Port’s Executive Director, Wyatt served as Chief of Staff to former Oregon Governor John A. Kitzhaber for seven years, preceded by six years as President of the Oregon Business Council, and five years as Executive Director of the Association for Portland Progress, then, Portland’s downtown development association. Wyatt served as a state representative from the Astoria area from 1974–1977. He attended public schools in Astoria and Alexandria, Virginia, and later attended both Willamette University and the University of Oregon, where he was also student body President. Wyatt is a member of the Board of Trustees for The Nature Conservancy and the Columbia River Maritime Museum and the Board of Directors of the Oregon Historical Society. He has been a member of the Board of Directors of Oregon Public Broadcasting and was Board Chair of the Urban League of Portland. Wyatt was also appointed by Governor Ted Kulongoski in January of 2008 to serve on the Board of the Oregon Global Warming Commission. He served as a Director of the Crabbe Huson mutual funds until their sale to Liberty Mutual in 1998.

The Port of Coos Bay is the largest deep-draft coastal harbor between San Francisco Bay and Puget Sound, and is Oregon's second busiest maritime commerce center. 1934 Founded as Inland Empire Waterways Association, IEWA became the region’s lead advocate for hydropower, irrigated agriculture and navigation. 1938 Bonneville Dam completed, beginning a new age for energy and navigation. 1941 Rivers and Harbors Act authorizes Corps of Engineers to begin study of new locks and dams on the Columbia Snake River System. 1941 Grand Coulee Dam completed, providing power and water for the Columbia Basin Project. The Project now includes more than 500,000 acres of irrigated land. 1952 McNary Lock and Dam completed. 1957 The Dalles Lock and Dam completed 1962 Ice Harbor Lock and Dam completed. 1969 Lower Monumental Lock and Dam completed. 1970 Little Goose Lock and Dam completed. 1971 John Day Lock and Dam completed. 1971 IEWA renamed Pacific Northwest Waterways Association (PNWA) after merger with Northwest Rivers and Harbors Congress. 2000 WRDA Sec. 214 helps expedite permit processing. PNWA PNWA 2002 PNWA completes study on “The Case for the Federal Hopper Dredge Fleet”. 2003 Center for Economic Development Education and Research (CEDER), an affiliated nonprofit 501(c)(3) corporation, formed. 2005 Lawsuit settlement leads to Snake River dredging for first time in seven years. 2005 CEDER completes “Marine Transportation System Study for the Columbia River and the Oregon Coastal Cargo Ports”. 2007 Operating restrictions lifted for the Corps dredges Essayons and Yaquina. 2008 CEDER completes “The Locks: A Case Study Analysis of Potential Transfer Issues”. 2010 Completion of the 20-year Columbia River Channel Improvement Project, deepening the 110-mile Lower Columbia River navigation channel to 43 feet. 2011 Completion of the 15-week outage on the Columbia Snake River System, with over $65M in federal investments including new downstream lock gates at The Dalles, John Day, and Lower Monumental navigation projects. 2014 Section 214 is made permanent in the Water Resources Reform and Development Act of 2014. Ongoing PNWA advocates for federal funding of Northwest navigation projects. Over $236 million above the President’s annual budget request has been secured over the last twelve years. On average, 11 of our supported navigation projects receive funding above the President’s budget, amounting to an additional $19.7 million per year. Ongoing PNWA advocates for federal policies that improve economic efficiency and increase environmental sustainability throughout the Pacific Northwest.

As PNWA’s Executive Director, Kristin Meira leads the association’s work with Congress, federal agencies and regional decision makers on transportation, trade, energy and environmental policy and projects. PNWA's membership includes over 130 public ports, transportation providers, agriculture and forest products producers, public utilities, manufacturers, municipalities and others in PNWA STAFF STAFF PNWA Washington, Oregon, Idaho, and Northern California.

She serves on the Board of Directors of the National Waterways Conference (NWC), the Harbors & Navigation Committee of the American Association of Port Authorities (AAPA), the Inland Water Transportation Committee of the Transportation Research Board (TRB) of the National Academy of Sciences, the City of Portland’s Freight Transportation Committee, the Board of Directors of the Merchants Exchange of Portland, and the Editorial Board of Inland Port Magazine.

Kristin moved to Portland in 2000 after spending five years on Capitol Hill in Washington DC, where she worked for U.S. Senator Patty Murray and U.S. Senator Bill Bradley. Prior to joining the PNWA team in 2002, she worked for several high tech firms in the Northwest. Kristin’s political experience also includes work as a legislative assistant for a N.J. State Assemblyman, briefing aide to N.J. Governor Jim Florio, and work on several campaigns around the nation.

Kristin has a BA with a dual major in Political Science/History and a double major in English from Rutgers University. She makes her home in Damascus, Oregon with her husband Erik, daughter Alex, and horses DJ and Lily.

Heather Stebbings joined the PNWA team in 2006. As Government Relations Director, Heather is PNWA’s primary liaison to federal agency and Congressional staff. Heather is responsible for navigation policy & appropriations, Columbia Snake River System issues & projects, and projects along the Oregon/SW WA/ northern California coast.

Heather graduated in 2000 from the University of Connecticut where she studied Applied Mathematics. Prior to working at PNWA, she planned and managed events for numerous establishments in the Pacific Northwest and worked in television programming and promotions in Portland, Maine. Heather lives in Portland, Oregon with her husband Paul and son Charlie.

PNWA Funding Successes: One of PNWA’s primary functions is to work with Congress and the Administration to secure funding for priority navigation projects in the Pacific Northwest. The following highlights PNWA’s success, with examples from the last twelve years:

Total funding increase: Over $236.8 million in last twelve years (over the President’s budget FY2003-2014, including ARRA)

Average annual funding increase: $19.7 million per year (over the President’s budget, FY2003-2014, including ARRA)

Average number of projects increased: 11 projects per year (FY2003-2014)

PNWA Major Policy Accomplishments: PNWA also works on federal policy to maintain and improve federal infrastructure that facilitates trade, transportation, energy production, and environmental protection. The following are some examples of recent PNWA successes:

Maintaining Navigation PNWA leads the region in working with the Corps of Engineers to plan and secure funding for maintenance and rehab of major navigation infrastructure. Specific examples include Columbia River and coastal jetties, deep draft and small port dredging throughout the region, inland navigation locks, the successful completion of the Columbia River channel deepening, the Seattle Harbor deepening study, and more.

Section 214 permanence PNWA has been the lead organization advocating for Section 214 since it was authorized in WRDA 2000. In the Water Resources Reform and Development Act of 2014 (WRRDA), PNWA’s efforts led to permanence of the authority, providing a streamlined permit process and an increased level of predictability for public entities in the Northwest and around the country.

Snake River Dredging PNWA led the effort that resulted in a court settlement and the Snake River was dredged for the first time in seven years. We continue this effort as the resulting Programmatic Sediment Management Plan (PSMP) is prepared for completion this year.

Salmon As the lead regional advocate for navigation in ongoing salmon recovery litigation, PNWA has successfully protected inland navigation from efforts to breach dams or draw down reservoirs.

Columbia River Treaty As the State Department plans a path forward for negotiations with Canada, PNWA and our partners work to protect navigation, flood control, irrigation and electric utility interests.

Regulatory Issues PNWA works with state and federal agencies and partners to ensure a streamlined regulatory process, and to move vital economic and environmental projects forward.

Federal Dredges After decades of effort, PNWA was successful in removing all restrictions on the operation of the dredges Essayons and Yaquina to maintain west coast harbors.

Helping PNWA Members PNWA assists our members in making connections in the region and in Washington DC, and helps to accomplish authorization, appropriations and federal policy goals benefitting the Northwest.
